Localization Process of Agricultural Extension Personnel and the Tasks for the Future (농촌지도직 공무원의 지방직 전환 과정과 앞으로의 과제)

  • Localization process of agricultural extension personnel in Korea were in progress with insufficient debates for effective personnel management. Although the members of the Korean Agricultural Extension Society were strongly opposed to the plan to decentralize agricultural extension personnel from central to local government status, the administrative action took place to localize as of January 1997. The Korean Agricultural Extension Society filed the petition against to the plan pinpointing lowered morale of extension personnel, the financial burden of local governments, jeopardizing stability, undermining efficiency, and people`s attitude towards central and local government. The dangers of decentralization of agricultural extension services may cause serious problems in varied areas. More extensive debates would be needed in deciding the future directions of agricultural extension services analyzing the basic characteristics of agricultural extension, linkages of research and extension, financial burden of local government, specialization of extension personnel, and unnecessary duplication of investment among local governments.

A Cooperative Object-Transportation Control of Multiple AGV Systems using Decentralized Passive Velocity Field Control Algorithm (분산 수동속도장 제어법을 이용한 다중 AGV 시스템의 협조 이송제어)

  • Automatic guided vehicle(AGV) in the factory has an important role to advance the flexible manufacturing system. In this paper, we propose a novel object-transportation control algorithm of cooperative AGV systems to apply decentralized control scheme based on virtual-passivity. It is shown that the cooperative AGV systems ensure stability and the convergence to scaled multiple of each desired velocity field for multiple AGV systems. Finally, the application of p reposed virtual passivity-based decentralized control algorithm via system augmentation is applied to be the tracking a circle. Also, the simulation results for the object-transportation by two AGV systems illustrate the validity of the proposed control scheme.

  • Since the announcement of bitcoin, new cryptocurrencies have been launched steadily and blockchain technology is also evolving with cryptocurrcies. In particular, security-related technologies such as consensus algorithm and hash algorithm have been improved and transaction processing speed has also been drastically improved to a level that can replace a centralized system. In addition, the advent of smart contract technology and the DApp platform also provides a means for cryptocurrency to decentralize social services beyond just payment. In this paper, we first describe the technologies for implementing cryptocurrency. And the major cryptocurrencies are described with a focus on the technical characteristics. In addition, the development of cryptocurrency technology is expanding the scope of use, so we tried to introduce various cryptocurrencies.

  • Recently, the blockchain technology, which can decentralize business ecosystems using secure transactions without trusted intermediaries, has been spotlighted. Full nodes play an important role in maintaining decentralization in that they independently verify transactions using their full historical transaction data. However, the storage requirement of a full node for storing historical data is continuously increasing, and thus, has become harder for users to run a full node due to the heavy price for storage costs. In this paper, we investigate research trends on reducing the costs of storing blockchain transaction data so that nodes with low storage requirements can be used in the blockchain network.

The Characteristics and Meanings of Masculine Factors in Women's Fashion (여성 패션에 나타난 남성적 요소의 특징과 의미)

  • The purpose of this study was to analyze characteristics and meanings of the masculine factors related with power images in women's fashion since 2000. The method of study was to analyze the documentary about the power images since the 14th Century and then the fashion magazines since 2000. The results of this study were as follows: The power image of women's fashion was internalized by wearing of the masculine factors each of an era. After 2000, characteristics of women's fashion affected by masculine factors were an exaggeration of scale, deformation, inharmonious collage and changeful borrowing. They showed the structure of new cognition of modern society uncertainty, open and decentralized. And power images presented aesthetic characteristics such as independence, ideal, sign of a amusement and decentralized virility. In conclusion, power in women's fashion has a function of creativeness, product, positiveness from past to modern. In addition, the power, which is a symbol of perfection, rationality and ideal beauty, expresses a good feeling of psychology, social friendship, value of success and will be existed as a meaningful esthetic sign in women's fashion.

An Empirical Analysis on Geographic Distribution of Physicians using the Central Place Theory (중심지이론을 이용한 의사의 지역적 분포에 관한 실증분석)

  • This study provides an empirical analysis of location competition for demand maximization by central place theory among physicians in nonmetropolitan areas of Korea. The results show that the primary care physicians distribute themselves evenly from urban communities to rural communities. The subspecialists, however, cluster together in major cities rather than decentralize themselves in rural counties. This study establishes the three statistical models : Primary care physicians, subspecialist physicians, and total physicians. Two models of primary care physicians and total physicians have a strong significance in multiple regression analysis (p=-.0001). The primary care model explains approximately 45% of the variation and the total physicians model explains approximately 70% of the variation in physician/1,000 population ratios across national counties. The subspecialist physicians model analysze the tobit regreassion because of the left consored and truncated values(57 cases = 0). In all three models, analysis of the coefficiencts for physician centralization degrees in the 0- to 5- and 5- to 10-km rings around the core county reveals each a positive and negative association betwee these degrees and the physician/1,000 population ratios in the core county. Also, the results provide moderate evidence that the relationship between clinic physicians and community hospitals is competitive, and the relationship between clinic physicians and pharmaceutists is synergistic. This suggests that public policy makers and local self-governing bodies must take an active role to ensure procider availability and the regional health planning in all nonmetropolitan areas of Korea.

GNUnet improvement for anonymity supporting in large multimedia file (대형 멀티미디어 파일의 익명성 지원을 위한 수정 GNUnet)

  • The GNUnet proposed a file encoding method by lKB block size to support anonymity of files and decentralizes encoded block to peers through unstructured model. but, the encoding and block decentralizing method with 600$\sim$700MB large multimedia file appeared two problems. First problem. it need addition R block and I block, which make about 4% of storage resource. Second problem, unstructured model added network load by broadcasting decentralizing method. This paper suggest variable encoding block size and structured model by block decentralizing solution. Suggested encoding method reduced block request supplementary block generation to 1% and network load by proposal structured model sending answer through dedicated peer to decentralize block.

Reform of Health System Governance in South Korea (보건의료체계의 거버넌스 개혁)

  • The objectives of this study were to evaluate the current state of governance structure and management of the health system to achieve the goals of the health system in South Korea, and to propose reform plan. This study drew implications from the governance of United Kingdom, Germany, and Netherlands, based on the principle of health system proposed by World Health Organization. The presidency and the health ministry should make macroscopic decision-making. The government has to decentralize the enforcement by municipality to operate public health and national health insurance (NHI), and to distribute the centralized NHI fund by municipality. The front line health centers and community centers should provide integrated health and social services. The government has to establish diversified regulatory bodies to enhance both the patient-centered care and the efficiency and equity of health care, and to provide mechanisms for ensuring autonomy of providers. The governance of the health system should be composed of the centralization of macro decision-making, the decentralization of implementation by municipality, the integration of health and social services on the front line, and the well-balanced regulation and autonomy on both consumers and suppliers.

A study on integration for unifying and rearranging of distribution center (물류센터 통폐합을 통한 집약화 연구)

  • Every single company in the world makes a huge amount of effort so as to not only cut down the physical distribution cost but promote the efficiency. In the government's respect, especially, they expect to maximize the synergy by unifying the physical distribution. For that reason, it relevant for all kinds of a distribution strategy to get rid of unnecessary distribution centers and to integrate distribution centers by unifying and rearranging the distribution centers that are hardly efficient. Most enterprises in Japan, related to making and distributive, have got a tendency to decentralize their distribution centers in a wide scope of the whole nation. In the meantime, they seem to get a move to become a great-sphere distribution center. Many similar cases in Korea, Koon-Po distribution center, Yong-In distribution center, are not expected to function properly. With a rate of trading products expanded, a new strategic physical distribution is needed to turn the way of depending on building up a new distribution center into the way of unifying and rearranging a distribution center. Therefore, this study aims to identify the optimal method of unifying and rearranging a distribution center, compared to the cost which takes place in a large number of distribution centers.

Environmental Governance Practices of Local Government Units on Waste Policy Implementation

  • Purpose: The purpose of the study is to determine the level of environmental governance practices of Local Government Units (LGUs) on the implementation of waste policies. It determines the level of compliance with the waste policies implemented by LGUs particularly on waste resource conservation and waste reduction; the degree of the implementation of the environmental governance on education, values, health, and economic sufficiency. Also, it determines the initiatives done by the local government units to decentralize the leadership on waste sustainability. Research Methodology: The survey method was employed to gather information from municipalities and cities on waste programs implemented by the local government units. The data were gathered from households, schools, businesses and industries; and local government units. Results and Conclusions: The findings revealed that the level of environmental governance on waste reduction and waste resource conservation was fairly implemented by the local government units. The LGUs used the four areas of governance to keep the municipality self-sufficient, well-managed, and free from waste issues. The research can be used by the academe as a good teaching material for social responsibility, public administration, strategic management, and environmental-related courses.
