Estimation of Daily Solar Radiation at the Missing Point for Water Quality Impact Assessment in Nakdong River Watershed: Comparison of Modified Angstrom Model and Transmittance interpolation Model (수질 영향평가 신뢰수준 향상을 위한 낙동강 유역 미관측 지점에서의 일사량 추정: 수정형 Angstrom모형과 투과율모형의 비교)

  • Daily solar radiation is essential for water resources planning and environmental impact assessment. However, radiation data is not commonly available in Korea other than in big cities, and there has been no direct measurement for rural areas where water resources planning and environmental impact assessment is usually most needed. In general, missing radiation data is estimated from nearby regional stations within a certain distance, and this study compared two dominant methods (modified Angstrom equation and transmittance interpolation method) at six stations in Nakdong River watershed area. Two methods shows a similar level of accuracy but the transmittance interpolation method is likely to be superior in that there is no need for any measurement element since the modified Angstrom equation require the sunshine hour measurement. This study will contribute to improve water resource and water quality management in Nakdong River watershed.

A Suggestion on Instruction Service Quality Assessment Tool (강의 서비스품질 측정도구 제안)

  • The instruction assessment, which can be a tool to realize a class of high quality, evaluates instruction system and process. The result data of the instruction assessment is analysed and used to reorganize lecture contents or to improve teaching method. It enhances qualitative level of university education. The goal of the instruction assessment is to be a tool that provides high qualitative education to raise students' satisfaction. It is important to improve education service quality through instruction assessment as a useful tool for measuring service quality. The suggestion of valid tool for improving instruction service quality is described in this paper.

ISO/IEC 9126 Quality Model-based Assessment Criteria for Measuring the Quality of Big Data Analysis Platform (빅데이터 분석 플랫폼 평가를 위한 ISO/IEC 9126 품질 모델 기반 평가준거 개발)

  • The analysis platform of remote-sensing big data is a system that downloads data from satellites, transforms it to a data type of L3, and then analyzes it and produces its analysis results. The objective of this paper is to develop ISO/IEC 9126-1 software quality model-based assessment criteria, in order to evaluate the quality of remote-sensing big data analysis platform. Its detailed research contents are as follows. First, the ISO/IEC 9216 standards and previous software evaluation models will be reviewed. Second, this paper will define evaluation areas, evaluation elements, and evaluation items for measuring the quality of big data analysis platform. Third, the validity of the assessment criteria will be verified by statistical experiments through content validity, reliability validity, and construct validity, by using SPSS 20.0 and Amos 20.0 software. The construct validity will also be conducted by performing the confirmatory factor analysis and path analysis. Lastly, it is significant that our research result demonstrates the first evaluation criteria in measuring the quality of big data analysis platform. It is also expected that our assessment criteria could be used as the basis information for evaluation criteria in the platforms that will be developed in the future.

Assessing the Quality for Blood Transfusion Service since the 1st National Quality Assessment Program in South Korea (국내 1차 수혈 적정성 평가 시행에 따른 수혈서비스 질관리 현황)

  • Purpose: The Health Insurance Review and Assessment Service (HIRA) in South Korea initiated a quality assessment (QA) program for blood transfusion healthcare services in 2020 to ensure patient safety and appropriate blood use. This study examines the quality of blood transfusion services since the first national QA program for blood transfusion services in Korea. Methods: We analyzed HIRA claims and QA investigation data based on inpatient medical records from all tertiary, general, and primary hospitals between October 2020 and March 2021. The target population was patients aged 18 years and older who received either total knee arthroplasty or red blood cell transfusion. The QA indicators for transfusion healthcare service consisted of four quality indicators and four monitoring indicators. Results: We analyzed the results of QA indicators for transfusion service from the medical records of 189,668 patients from 1,171hospitals and expressed indicators as proportions. The average results for evaluation indicators were as follows: transfusion checklist presence, 64.8%; irregular antibody tests, 61.8%; transfusions in which the hemoglobin levels before transfusion met the transfusion guidelines for patients undergoing total knee arthroplasty, 20.6%, and transfusions in patients undergoing total knee arthroplasty, 59.3%. The average results for monitoring indicators were as follows: transfusion management implementation in medical institutions, 56.9%; preoperative anemia management in anemia patients undergoing total knee arthroplasty, 43.9%; one-unit transfusions, 82.5%; and the transfusion index. Conclusion: The quality of blood transfusion healthcare varied and the assessment revealed that there is scope for improvement. Hospitals require more effective blood transfusion management and this can be facilitated by providing feedback on the QA results about blood transfusion healthcare services to medical institutions, and by disclosing the results to the public.

A Novel Perceptual No-Reference Video-Quality Measurement With the Histogram Analysis of Luminance and Chrominance (휘도, 색차의 분포도 분석을 이용한 인지적 무기준법 영상 화질 평가방법)

  • With advances in video technology, many researchers are interested in video quality assessment to prove better performance of proposed algorithms. Since human visual system is too complex to be formulated exactly, many researches about video quality assessment are in progressing. No-reference video-quality assessment is suitable for various video streaming services, because of no requested additional data and network capacity to perform quality assessment. In this paper, we propose a novel no-reference video-quality assessment method with the estimation of dynamic range distortion. To measure the performance, we obtain mean opinion score (MOS) data by subject video quality test with the ITU-T P.910 Absolute Category Rating (ACR) method. And, we compare it with proposed algorithm using 363 video sequences. Experimental results show that the proposed algorithm has a higher correlation with obtained MOS.

Assessment of Trophic State for Yongdam Reservoir Using Satellite Imagery Data (인공위성 영상자료를 이용한 용담호의 영양상태 평가)

  • The conventional water quality measurements by point sampling provide only site specific temporal water quality information but not the synoptic geographic coverage of water quality distribution. To circumvent these limitations in temporal and spatial measurements, the use of remote sensing is increasingly involved in the water quality monitoring research. In other to assess a trophic state of Yongdam reservoir using satellite imagery data, I obtained Landsat ETM data and water quality data on 16th September and 18th October 2001. The approach involved acquisition of water quality samples from boats at 33 sites on 16th September and 30 sites on 18th October 2001, simultaneous with Landsat-7 satellite overpass. The correlation coefficients between the DN values of the imagery and the concentrations of chlorophyll-a were analyzed. The visible bands(band 1,2,3) and near infrared band(band 4) data of September image showed the correlation coefficient values higher than 0.9. The October image showed the correlation coefficient values about 0.7 due to the atmospheric effect and low variation of chlorophyll-a concentration. Regression models between the chrophyll-a concentration and DN values of the Landsat imagery data have been developed for each image. The regression model was determined based on the spectral characteristics of chlorophyll, so the green band(band 2) and near infrared band(band 4) were selected to generate a trophic state map. The coefficient of determination(R2) of the regression model for 16th September was 0.95 and that of the regression model for 18th October was 0.55. According to the trophic state map made based on Aizaki's TSI and chlorophyll-a concentration, the trophic state of Yongdam reservoir was mostly eutrophic state during this study.

A Study of Non-parametric Statistical Tests to Analyze Trend in Water Quality Data (수질자료의 추세분석을 위한 비모수적 통계검정에 관한 연구)

  • This study was carried out to suggest the best statistical test to analyze the trend in monthly water quality data. Traditional parametric tests such as t-test and regression analysis are based on the assumption that the underlying population has a normal distribution and regression analysis additionally assumes that residual errors are independent. Analyzing 9-years monthly COD data collected at Paldang in Han River, the underlying population was found to be neither normal nor independent. Therefore parametric tests are invalid for trend detection. Four Kinds of nonparametric statistical tests, such as Run Test, Daniel test, Mann-Kendall test, and Time Series Residual Analysis were applied to analyze the trend in the COD data, Daniel test and Mann-Kendall test indicated upward trend in COD data. The best nonparametric test was suggested to be Daniel test, which is simple in computation and easy to understand the intuitive meaning.

A Study on the Integration of Watershed and Stream Models for Impact Assessment of Urban Development on Water Environment (도시개발에 따른 수환경 변화 예측을 위한 소수계 유역·하천 통합 모델 연구)

  • An integration study of time-variable small watershed and stream models (USEPA's SWMM and WASP5) was performed for impact assessment of urbanization on water environment. The study area, the Kyoungan Stream, the tributary of Paldang Lake, was divided into 111 subbasins, based on the topographic condition, land use, and drainage system. RUNOFF block of SWMM was applied to estimate runoff flow and quality. EXTRAN block computed daily and hourly flow according to simulated runoff flow, water supply, and drainage data. SWMM was connected to WASP5 by transforming output file of SWMM into input file of WASP5. The nonpoint source loads and flow data of SWMM were imported to WASP5. The stream was divided into 45 segments based on the watershed delineation. The study included three water quality parameters, BOD, TN, and TP. The validate models were used to examine the impact of urbanization on stream flow and water quality.

A Proposed Self-assessment Framework for Measuring and Benchmarking Organizational Performance

  • Recent interests in total quality management (TQM) and business excellence (BE) had been fuelled with a range of national and regional awards. These awards are being increasingly used by organisations as part of the business improvement process and strategic benchmarking. This paper reviews the concepts and approaches of performance measurement (PM) and discusses the integration of PM with the TQM and BE philosophies. A TQM-BE-PM framework with a set of self-assessment checklists was developed. In order to complement the literature base with empirical evidence, an industry survey was conducted and a trial implementation of the framework was carried out in a leading manufacturing firm in Hong Kong. The self-assessment performance data of the fm was evaluated and then benchmarked with the industry averages obtained from the survey. This paper presents the empirical findings and discusses the applicability of the framework in measuring and benchmarking organisational performance toward continual improvement.

  • Managing the quantitative measurement of the data control activities in enterprise wide is important to secure management of data governance. However, research on data governance is limited to concept definitions and components, and data governance research on evaluation models is lacking. In this study, we developed a model of quantitative assessment for data governance including the assessment area, evaluation index and evaluation matrix. We also, proposed a method of developing the model of quantitative assessment for data governance. For this purpose, we used previous studies and expert opinion analysis such as the Delphi technique, KJ method in this paper. This study contributes to literature by developing a quantitative evaluation model for data governance at the early stage of the study. This paper can be used for the base line data in objective evidence of performance in the companies and agencies of operating data governance.
