Minimum life-cycle cost helps to evaluate cost effectiveness of base-isolated bridges under specific condition. Life-cycle cost mainly consists of the initial construction cost and the expected damage cost. Damage cost estimation needs proper model of input ground motion failure probability evaluation method and limit states definition. We model the input ground motion as spectral density function compatible with the response spectra defined at each seismicity and site condition. Spectrum analysis and crossing theory is suitable for reseating calculation of failure probabilities in the process of cost minimization. Limit states of base-isolated bridges re defined for superstructure isolator and pier respectively The method is applied to both base-isolated bridges and conventional bridges under the same conditions to investigate cost effectiveness of base isolation in low and moderate seismic region. the results show that base-isolation of bridges are more effective in low and moderate seismic region and that the site effects on the economical efficiency may not be negligible in such a region.

A new method for designing air pollution monitoring newtork is presented in this study. In this method, the magnitudes and the correlation coefficients of predicted concentrations in each grid points are examined and the monitoring stations are assigned to those stations which cover the damage cost the most. This method was applied to the Ulsan-Onsan Industrial Complex. This method turned out to be much more efficient than the method of TM coordinates and the method of concentric circles prescribed in the Standard Methods for Pollution Measurement as well as the existing monitoring system established in the area. The 21 stations selected by the method of TM coordinates could cover only 64.4% of the damage cost in the area, the 16 stations by the method of concentric circles 72.1%, and the existing 21 stations 67.8%, while 11 stations were enough to cover 90% of the damage cost in the area with this method. It also was found that this method required only 24 stations to cover the entire area.

This paper presents a method for detecting damage to a structure at low cost using its impedance. The impedance technique is a typical method to detect local damage for structural health monitoring. This is a common technique for estimating damage by monitoring the electro-mechanical admittance signal of the structure. To apply this technique, an expensive impedance analyzer is generally used. On the other hand, it is necessary to develop a low-cost variant to effectively disseminate the technique. In this study, a method based on the transfer impedance using a function generator and digital multimeter, which are generally used in the laboratory instead of an impedance analyzer, was developed. That is, this technique estimates the damage by comparing the damage index using the amplitude ratio of the output voltage measured in the healthy and damaged state. A transfer impedance test was carried out on a steel specimen. By comparing the damage index, the presence of damage could be assessed reasonably. This study is a basic investigation of an impedance-based low-cost damage detection method that can be used effectively for structural health monitoring if supplemented with future research to estimate the damage location and severity.

The study is to design optimal aircraft allocation model for sufficing the required level of damage, minimizing attrition cost when the aircrafts attack the enemy's fixed target. When friendly aircraft attacks enemy target, the aircraft will suffer the loss due to the enemy's anti-aircraft weapons and aircraft. For this study, it is required that the probability of target damage by the type of aircraft, level of target damage and attrition cost are computed for the application of this model.
The present work proposes a self-controlled multi-stage optimization method for damage identification of structures utilizing standard particle swarm optimization (PSO) algorithm. Damage identification problem is formulated as an inverse optimization problem where damage severity in each element of the structure is considered as optimization variables. An efficient objective function is formed using the first few frequencies and mode shapes of the structure. This objective function is minimized by a self-controlled multi-stage strategy to identify and quantify the damage extent of the structural members. In the first stage, standard PSO is utilized to get an initial solution to the problem. Subsequently, the algorithm identifies the most damage-prone elements of the structure using an adaptable threshold value of damage severity. These identified elements are included in the search space of the standard PSO at the next stage. Thus, the algorithm reduces the dimension of the search space and subsequently increases the accuracy of damage prediction with a considerable reduction in computational cost. The efficiency of the proposed method is investigated and compared with available results through three numerical examples considering both with and without noise. The obtained results demonstrate the accuracy of the present method can accurately estimate the location and severity of multi-damage cases in the structural systems with less computational cost.

In this study, a model to calculate the expected total construction cost is developed that simultaneously considers the rehabilitation cost related to the sliding of the caisson, the economic damage cost due to harbor shutdown in the event of excessive caisson sliding, and the economic damage cost due to temporal operational stoppage by excessive wave overtopping. A discount rate is used to convert the damage costs occurred at different times to the present value. The optimal cross-section of a caisson is defined as the cross-section that requires a minimum expected total construction cost within the allowable limit for the expected sliding distance of the caisson during the lifetime of the breakwater. Two values are used for the allowable limit: 0.3 and 0.1 m. It was found that the economic damage cost due to harbor shutdown by excessive caisson sliding is more critical than the rehabilitation cost of the caisson or the economic damage cost by excessive wave overtopping in the decision of the optimal cross-section. In addition, the optimal cross-section of the caisson was shown to be determined by the allowable limit for the expected sliding distance rather than the minimum expected total construction cost as a larger value is used for the threshold sliding distance of the caisson for harbor shutdown.
In this study, Correlation analysis for relationship between storm characteristics and flood damage cost was carried out using histogram analysis. The spatial range of flood damage cost data was the whole country and 16 provinces in the Korea, and period range was 16 years, from 1994 to 2009. According to the results of this analysis, most of total flood damage cost was highest in small; middle scale rainfall events of high frequency. Based on the results of comparison among 16 provinces, the ability to prevent flood demage of metropolitan was better than that of provinces. And the storm characteristics of causing maximum flood damage cost was different from each provinces. Therefore, the construction size in flood defence measures has to be determined when flood defence measures considering the results of this study as an useful guideline.

A method is presented for evaluating the economic efficiency of a semi-active magneto-rheological (MR) damper system for cable-stayed bridges under earthquake loadings. An optimal MR damper capacity maximizing the cost-effectiveness is estimated for various seismic characteristics of ground motion. The economic efficiency of MR damper system is addressed by introducing the life-cycle cost concept. To evaluate the expected damage cost, the probability of failure is estimated. The cost-effectiveness index is defined as the ratio of the sums of the expected damage costs and each device cost between a bridge structure with the MR damper system and a bridge structure with elastic bearings. In the evaluation of cost-effectiveness, the scale of damage cost is adopted as parametric variables. The results of the evaluation show that the MR damper system can be a cost-effective design alternative. The optical capacity of MR damper is increased as the seismic hazard becomes severe.
In the early morning hours of February 23rd, 1998, seven large tornadoes ravaged central Florida. A total of 42 people were killed and millions of dollars of damage was done. A strip mall and other commercial structures sustained considerable damage and several residential areas were completely destroyed. Based on field observations, the paper examines the causes and sequence of structural failure for the masonry single family homes. Wind speeds are estimated based on the observed damage, and compared to the meteorological data. Finally, recommendations are given that could help to eliminate or reduce similar failures in the future. It was found that with simple, cost effective measures, most if not all of the damage could have been prevented.

Consider a failure model for a stochastic system. A shock is any perturbation to the system which causes a random amount of damage to the system. Any of the shocks can cause the system to fail at shock times. The amount of damage at each shock is a function of the sum of the magnitudes of damage caused from all previous shocks. The times between shocks form a sequence of independent and identically distributed random variables. The system must be replaced upon failure at some cost but it also can be replaced before failure at a lower cost. The long term expected cost per unit time criterion is used. Structural relationships of the optimal replacement policy under the appropriate regularity conditions will be developed. And these relationships will provide theoretical background for the algorithm development.
