The largest and oldest science and technology park in Korea, Daedeok Innopolis has 29 government research institutes and 5 universities. Every year these research organizations of Daedeok Innopolis are generating more than 7 thousands technology patents and the government tries to commercialize technologies through simple technology licensing to private companies. To facilitate the technology transfer, the new mechanism named research institute spin-offs has been exclusively granted to Daedeok Innopolis in 2006. Since then, the Innopolis Foundation has put lots of effort to activate the mechanism in order to create more commercialization of R&D results from government research institutes (GRIs). This study is undertaken to review the interactive environment of the technology transfer in Daedeok Innopolis and study the unique mechanism which enables Daedeok Innopolis to proceed technology transfer effectively and in particular, looks at the role which can be played by the Innopolis Foundation as a government agent of the policy aimed at facilitating commercialization of using technologies developed by GRIs.

KIPRIS patent database was analyzed for identifying the technological status of Daedeok Innopolis Biocluster. It was found that the pattern of activities among various technological areas in Daedeok Biocluster is similar to that of an advanced country rather than those of other cities in Korea. The technological growth in Daedeok Innopolis Biocluster is in the progressive stage, which may be due to the innovative activities rather than the rise in the number of new firms or institutes. The concentration of technology in Daedeok Innopolis Biocluster is a favorable condition for the innovation activities. The trend for the technological concentration was remarkably consistent with the growth curve that a population increases according to the logistic equation. The logistic growth may be represented by the result of competition due to the limited resource allocation and then innovation cluster is corresponding to the ecosystem composed by biological individuals. There is strong competition in Daedeok Innopolis Biocluster in around 2009, so the government might make a policy to encourage the technological diversity for healthy knowledge ecosystem.

The development of Technopolis and the establishment of innovative ecosystem have made an important contribution in South Korea's latest industrial development and economic growth. Particularly, Daedeok INNOPOLIS which is responsible for the central role in the national science technology advancement was founded as the Science Town in the 1970s. Since then, it has undergone three-phases of development: Science Park, Technopolis and Innovation cluster. As the result of the transition, Daedeok INNOPOLIS currently serve as the leading role for achieving sustainable economic growth, employment promotion, national and regional innovation. In order to accelerate the progress for success, Daedeok INNOPOLIS have arranged an opportunity for 21st century new industry development, improved growth of technology-intensive SMEs, reinforced academic-industrial cooperation, and established innovative ecosystem. Daedeok INNOPOLIS is considered as an outstanding case of endogenous development strategy of Technopolis. This study attempts to consider the endogenous development strategy of Technopolis in Korea through the analysis of development characteristics of Daedeok INNOPOLIS in two different perspectives: changes of spatial structure and establishment of innovation ecosystem. Daedeok INNOPOLIS have experienced a series of endogenous growth that is consisted of advancement strategy and structural changes, which allowed Daedeok research town to grow into an innovative cluster. A sign of growth of Daedeok INNOPOLIS became apparent when its strategy to reinforce the academic-industry cooperation system by promoting participation from universities helped to overcome a functional limitation as a research institute integrated for the establishment of innovative ecosystem. Since then, the center for creative economy and innovation established in cooperation with large enterprise, has a role to build a startup ecosystem and to promote next level of development such as proactive fostering of venture companies for sustainable technopolis development.

혁신체제론, 혁신클러스터론, 트리플 힐릭스 모형 등 이론의 차별성에도 불구하고 혁신주체들의 상호작용과 지식관련 학습이 기술혁신의 중요한 요소로 강조하는 점에서는 차이가 없다. 본 연구는 연구개발특구 지정 등 혁신클러스터 정책으로의 전환 이후에 대덕연구개발특구 내 혁신주체 간 상호작용이 어떻게 변화하고 있는지 분석하였다. 입주기관 수의 변화, 연구개발특구 통계 및 특허 공동출원 데이터 등을 활용하여 분석한 결과, 대덕연구개발특구는 혁신시스템 상에서 혁신클러스터, 지역혁신체제와 국가혁신체제가 직접적이고 중첩적으로 작동하는 다층적 거버넌스 구조의 특징을 가지고 있으며, 연구개발견인형 혁신클러스터로써 발전단계상 성장기에 완전히 진입하고 있음을 확인하였다. 또한, 트리플힐릭스 모형 측면에서는 각 주체간 상호작용의 영역(중첩영역; tri-lateral network)이 지속적으로 증가하고 있어 방임주의 모형(laissez-faire model)에서 새로운 네트워크와 조직을 창출하는 규범적 모형(normative model)으로 진화 중에 있는 것으로 나타났다. 본 연구에서는 대덕연구개발특구가 세계적 혁신클러스터로 성장하기 위해 필요한 혁신주체 간의 상호작용 강화 방안으로 지리적 접근성을 탈피한 네트워크 활성화, 민간 중간조직의 육성, 기업가적 대학의 육성과 특구내 대학의 역할 강화, 그리고 지역혁신의 역설을 극복할 수 있는 정책적 차원의 관심과 지원 등을 제시하였다.

본 연구는 현재 우리나라의 혁신클러스터 역할을 수행하고 있는 대덕특구와 7개 산업단지 혁신클러스터를 대상으로 이들 클러스터간의 기술혁신활동의 연계관계를 대덕특구를 중심으로 분석하고자 한다. 이를 위해 대덕특구가 기술혁신 역량을 가지고 있는 것으로 보이는 주요 기술을 도출하며, 이 기술분야를 대상으로 한국의 최근 등록특허 중 공동발명을 통해 이루어진 특허를 추출하고 연계행렬을 구성하여 지역간 혁신활동의 연계관계를 계량적 시각적으로 도출하고자 한다. 이를 통해 대덕특구의 주요 기술분야별로 타 클러스터와의 기술혁신 연계관계를 계량적으로 분석하고, 이러한 분석에 기초하여 타 를러스터와의 기술협력 방향을 제시하고자 한다.

Innovation clusters are essential in the economic development of many developed countries across the world. While they present ways for under-developed and developing countries to grow their economies, fully operational innovation clusters are yet to be established in Nigeria. Many experts argue that learning from experience is an effective way of galvanizing economic development. Therefore, in this study, an empirical analysis involving a multi-variable quantitative analysis was used to examine the factors that influence the performance of the Daedeok Innopolis Innovation Cluster (South Korea). The results obtained show that the investment in education, Research and Development (R&D), labor capacity of key players within the innovation cluster, and the transfer of technology (within the cluster) were essential factors that influence the performance of the Daedeok Innopolis Innovation Cluster.

This paper suggests policy implications for Daedeok Innopolis (DI) in Daejeon by comparing the development and problems of DI with the San Diego biotechnology cluster. DI has strengthened its capabilities for technology commercialization and business activities after having created and managed by the Korean central government. While DI has been successful in increasing the number of institutes, researchers, research activities, however, its dynamism is not rigorous enough to be a regional innovative system. San Diego's scientific and entrepreneurial community shows the importance of formulating social and spatial contexts for mutual interactions and engagements. In San Diego, UCSD and networking organizations, especially CONNECT, are central in promoting interactions and communications between regional constituents including entrepreneurs, academics and local governments. The mechanisms of San Diego biotechnology imply that DI should provide more attention to designing and developing social and geographical space that can unleash the creative power of social interactions. To build an innovative regional system, DI needs to renovate its space, public-private relationship and networking platforms.

본 논문은 혁신클러스터의 수명주기에 관한 논의를 심화하는 연구이다. 이를 위해 국내 대표적인 혁신클러스터인 대덕연구개발특구의 성장과 발전 과정의 사례를 연구대상으로 한다. 본 연구는 선행연구를 통해 혁신클러스터 정책의 특징을 살펴보고 혁신클러스터 수명주기 이론에 기반하여 특정한 혁신클러스터가 성장 단계별로 어떠한 정책을 통해 구축되고 활성화되었는지의 현상과 각 주기별 유형적 특성을 진화론적 관점에서 고찰한다. 특히 대덕연구개발특구의 성장단계를 구분하고 각 단계와 발전과정에서 제도 및 정책의 변화를 실증적으로 분석한다. 본 연구결과, 첫째, 본 연구에서 대덕연구개발클러스터는 진화적 관점에서 잠재기, 출현기, 성장기, 성숙기의 단계(dimensions)적 특성을 가진다. 둘째, 대덕연구개발특구는 기본적으로 정부주도적 하향식 구조를 가지고 있어, 상당히 포괄적이며 유연한 우산정책적 특성을 가진 혁신클러스터 정책 구조(governance), 조치(measurements), 도구(tools)가 적용되고 있다. 셋째, 이와 같은 수명주기의 각 분면과 단계에서 혁신장애로 인식되는 점을 대상으로 정책적 기조를 재조정하면서 적응적 발전하는 것이 포착된다. 이성에서 혁신클러스터의 성장측면에서 구조적 접근보다 미세하게 정책이 적용되어야 하고 발전과정에서 변형(transformation)되어야 한다. 본 연구 결과를 통해 혁신클러스터의 진화론적 관점에서 각 단계별 유형적 특징 및 진화의 방향을 고찰하여 정부의 혁신클러스터 정책개입의 효과제고를 위한 시사점을 제안할 수 있다.

본 연구는 우리나라의 대표적인 혁신클러스터인 대덕연구개발특구를 대상으로 혁신클러스터의 성장에 미치는 영향요인을 제도적 물리적 사회적 구성요인으로 구분하여 고찰한 사례연구이다. 특히 이들 구성요인은 지난 15년간 대덕연구개발특구의 변화와 발전을 통해 성장에 영향을 미쳐왔으며, 향후에도 지속적 발전에 중요한 영향요인이 될 것이다. 이러한 측면에서 본 연구는 보완적으로 대덕특구의 혁신활동에 있어서의 혁신주체들의 위상 변화 및 환경, 제도 정책변화 등을 제도적 물리적 사회적 구성요인 측면에서 다각적으로 살펴보았다. 또한 도출된 대덕특구의 성장에 영향을 미치는 구성요인에 대해 AHP분석 방법을 통해 내부 혁신 주체들이 인식하는 중요도를 측정하였다. 본 연구는 대덕특구를 대상으로 장기적인 관점에서 혁신클러스터의 성장에 영향을 미치는 구성요소들을 제시하고 그 중요도를 도출함으로써 지역혁신 및 혁신클러스터 정책적 시사점을 제공한다.

본 연구에서는 글로벌 혁신클러스터로서 연구개발특구를 살펴보고 향후 추진전략에 대해서 고찰하였다. 이러한 연구 목적을 달성하기 위해서 혁신클러스터의 이론전개, 글로벌 혁신클러스터의 개념 및 성공사례를 살펴보았다. 또한, 본 연구의 분석 대상인 연구개발특구의 개념과 현황을 고찰하였다. 본 연구에서는 글로벌 혁신클러스터로서 연구개발특구의 추진전략 도출을 위하여 시나리오플래닝 방법론이 활용되었으며, 이를 통해 3가지 전략방향이 도출되었다. 첫 번째는 연구개발특구가 혁신클러스터의 단계적 발전단계에 맞추어 발전할 수 있도록 하드웨어 구축 뿐만 아니라 산학협력, 기업지원 등 소프트웨어적인 측면에서 체계적인 단지육성전략을 추진해야 한다. 두 번째는 대덕특구외에도 새로이 특구로 지정된 광주, 대구특구와 조정, 협력, 네트워크를 강화하는 것이다. 세 번째는 새로이 기초과학중심의 혁신클러스터로 추진되고 있는 국제과학비즈니스벨트와의 연계를 강화하며 기초과학과 산업화 클러스터간의 시너지를 창출하는 것이다. 글로벌 혁신클러스터로서 연구개발특구의 전략방향을 다차원적으로 고찰한 본 논문은 향후 클러스터 추진 관련 연구 조직에게 큰 함의를 제공할 수 있을 것으로 기대한다.
