A Study on the Analysis of Population Dynamics and the Model of population Relocation (人口過程의 分析과 人口配置計劃의 모델模索)

  • Regional relocation of population in Korea is required strongly from natural and environmental sides for substantial growth of economy and the rigorous revival national economy against especially internationalization. This paper aimed for analysed the population distribution by regional and special characteristics of the inter-migration and showed the direction of population policy through the model building. Relocation methods of population by region has been examined through the process from the approach method by Haurin's production function to the approach by the utility function. The examination of the development model is done efficiently, how utility these approach models are depends on that scientific and composite plan for population problems against forced policy should be taken precedence.

Inclusive Policies and Distribution of Green Economic Transformation of Mining Areas: A Regional Development Perspective

  • Purpose: This study examines the impact of inclusive policies and green transformation on regional development of mining areas. Research design, data and methodology: We designed and utilized a structured questionnaire to collect data from a population of 300 individuals. The questionnaire was disseminated through Google Forms and consisted of five questions for each research variable. A total of 210 respondents completed the questionnaire, yielding a response rate of 70%. The sample was diverse in terms of gender and educational level Of the 210 respondents, 113 were female (53.8%) and 97 were male (46.2%). In terms of educational background, the sample was composed as follows: 13 individuals with a Doctorate degree (6.2%), 56 with a Master's degree (26.7%), 97 with a Bachelor's degree (46.2%), 22 with a Diploma (10.5%), and 22 with a High School education (10.5%). Results: The research outcomes highlight the significant influence of inclusive policies on driving the Distribution of green economic transformation. Emphasizing the pivotal role of inclusive distribution strategies, especially within the context of mining areas, the study sheds light on their crucial contribution to fostering regional development. Conclusion: These findings hold valuable implications for policymakers, industry stakeholders, and academics promoting environmentally conscious economic transformations.

Citizens' Consciousness on Urban Changes in Large Cities in the 1990s(1) : A Comparative Study on Urban Social Sectors (1990년대 대도시의 변화에 관한 시민 의식 연구(1) : 사회 부문별 비교)

  • This paper is to analyze citizens' consciousness on urban changes during the 1900s in the sectors of economy, politics and socio-culture of large cities in Korea, especially comparing them in Seoul, Daejeon, Daegu, and Kywangju. The items of questionnaire are drawn from theories on each sector of new urbanization of large city in Western countries, that is, that of post-Fordism, of urban governance, of post-modernism, and of sustainable city. Some major findings of this questionnaire analysis are as follows. First, on the change of large cities in general, citizens think that the sectors of spatial structure, and of socio-culture of the cities were changed more than those of urban economy and of urban politics. Secondly, in the sector of urban economy, citizens recognize that the obstructing factors of development, that is, the lack of regional capital and the absence of head-quarter of large firms, which seems to be resulted from uneven regional development in the previous periods were much more serious than others, while acknowledging the importance of high-tech industry. Thirdly, in the sector of urban politics, citizens think that the centralized structure of politics and of political parties was still problematic, while acknowledging the importance of entrepreneur mind of urban governor. Finally, in the sector of urban socio-culture, citizens emphasize the development of telecommunication, the popularization of private automobile and the increasing use of credit card, as three major factors which have exercised major impacts on the development of urban socio-culture.

Building an Innovation System for Industrial Development in a Knowledge based Economy (산업의 지식집약화를 위한 혁신체제 구축 방향)

  • The purposes of this research are to examine the theoretical background and industrial policy issues with regard to building a Innovation System for encouraging industrial competitiveness and fostering regional industry in Korea. Knowledge has become the driving force of economic growth and the primary source of competitiveness in the world market. So since 1990s, Innovation Systems have been put emphasis on as new industrial development strategy in a knowledge-based economy. It can be understood that Innovation System is composed of National Innovation System(NIS) and Regional Innovation System(RIS) and interrelated the concept of clusters and networks, which are contribute to industry development throughout boosting innovation. As for the Korean industrial policy, when the former centralized policy decision making process became decentralized through the implementation of local autonomy, the role of local or state government in relation to regional industrial promotion intensified. But with the impotance of for fostering strategic industry in the region. new industrial policy issues in Korea are needed as follows; $\circled1$ Building a market-oriented support system for industrial cluster through providing the resource of innovation. $\circled2$ Establishing agency for regional industrial development. $\circled3$ Making a evolutionary vision for broader region including 2 or 3 province, $\circled4$ Fostering strategic industry which is selected in term of specialization and potential of the region. The RIS model for industry development is outlined in this paper but policy initiatives for building a RIS have to be extracted from further case studies.

Policy Issues for Integrated Approach to Rural Regional Development (농어촌지역개발의 종합적 접근을 위한 정책 과제)

  • The objectives of the study are to identify the issues and problems encountered in Korea's current integrated rural regional development(IRRD) program and to suggest policy remedies to cope with them. Secondary data and materials ate mainly used for the study. Since the mid-1980s, rural settlement planning has been carried out in the Republic of Korea, In the planning process,'scale of economy'perspectives and settlement policy have been emphasized for increasing the efficiency of investment. During the 1990s, rural settlement and major village development projects have been implemented under the rural structure transformation programs. Agricultural structure adjustment projects for land consolidation and sizable farming have been separated from the rural settlement and mojor village development projects. Based on the evaluative analysis for the rural structure transformation policy and program, some problematic issues were raised as follows: (a) lack of integrative control function in the program'(b) weak linkage between living environment improvement and agricultural development projects: and (c) lack of comprehensive village development planning and implementation system. The policy issues to solve the problems were suggested as follows: (a) adoption of bottom-up approach in new IRRD planning and project system : (b) projection of comprehensive development planning and project at the village level; and (c) introduction of new regional agriculture development projects such as direct payment system for farming in less favorable areas and organic farming.

Small Business of Korean Chinese : The Case of Two Korean-Chinese Enclave Economy in Shenyang City (조선족의 자영업 활동 : 심양시의 두 조선족집거지경제를 사례로)

  • The two districts, 'Xita' and 'Manrong' in Shenyang City, the cases of this study, form ethnic enclave economies revolving around small business enterprises run by Korean Chinese. This ethnic enclave economy appeared as Korean Chinese came to have 'double ethnic resources'-Korean Chinese and Koreans living in China, and to play the role of middlemen. This was helped by the Chinese government's encouragement(to attract the capitals of South Korea), and the experiences of Korean Chinese who had played in South Korea. This 'double ethnic enclave economy' has put Korean Chinese in a position where they cooperate with Koreans in China on the one hand, but are forced to compete with them on the other. For the development of a Chinese Korean economy, therefore, it is needed to enhance the cooperation with Koreans living in China within the ethnic enclave economies and at the same time to increase economic activities outside of the enclave economy.

Identifying Economic Determinants of Regional Exports in Korea (우리나라 지역수출의 결정요인 분석)

  • The purpose of this paper is to identify determinants of regional export in Korea using the interregional input-output table and SUR(Seemingly Unrelated Regression) model. Regional exports are classified into four groups; intraindustry intraregional export, interindustry intraregional export, intraindustry interregional export and interindustry interregional export. Labor productivity, scale economies, market size, and international trade volumes have positively influenced regional exports while the interregional distances having a negative effect on them. These results imply that it is necessary to operate regional strategies to enhance productivities and market size and to reduce transportation and distribution costs for revitalize a regional economy by increasing regional exports.

  • In order to revitalize the regional economy and culture, understanding what cultural resources are about is of prime importance. When considering cultural resources, one ought to appreciate that developing content industries can contribute to the development of the regional economy and the sustainability of the country. Recently, vast amounts of aid and financial resources have been earmarked for the development of the national cultural industries. Each region of our country has enhanced its autonomy in terms of decision-making, thus increasing the resort to cultural and natural resources. However, when industrializing and excavating hidden cultural resources, vitality should be breathed into regional and national economies. Moreover, as an issue of national importance, this could held resolving pressing matters such as the creation of added-value jobs, the merger of industries, basic architecture, societal problems and the revitalization of rural communities, to name but a few. Therefore, so as to develop regions through the revitalization of regional economies and the improvement of infrastructures, it is necessary to encourage cultural industries and the excavation of cultural resources. The present research suggests to upgrade the values of regional and cultural resources so as to revitalize cultural regional resources through concrete policies. This basically implies carrying out a program which aims at diffusing cultural values by resorting to cultural resources as tools of revitalization. Finally, the importance of cultural resources must be reflected in a diversified spectrum of policies aimed at bringing values out of cultural resources. Yet, thorough researches on proposals for a better use of regional resources are still much needed.

  • The progress of digital revolution leads to technology and industry infusion which make new products and new commodity markets in the existing industries. Under the circumstance of new innovation patterns in industries and globalization of the world, innovation firms adapt different evolution processes for different business situations. Technological innovation enhances the competitiveness of fins in the business world. This paper shows the researches on technological innovation which make constant economy growth in the knowledge based economy. And this paper also suggests the policy on technological innovation for the future growth of society. Main focus of this paper are as follows. First, the theoretical survey on technological innovation is reviewed. Second, the program and the supporting system for technological innovation in the USA and Europe are investigated. Third, the situation and problems of Korea is analysed. Fourth, strategy and suggestions on the development of technological innovation in the 21st century knowledge based economy is suggested through the window of cluster and regional economy development.

The Creative Economy and Regional Development: An Economic Geographical Perspective (창조경제와 지역발전에 대한 경제지리학적 검토)

  • This paper attempts to review some key concepts related to the creative economy, and examines some issues on the creative economy and regional development from the perspective of economic geography. The main findings are as follows. First, as creative industries, in general, demonstrate the complex structure of value chain in which various industrial sectors are inter-connected, it tends to show that those are place-specific. Second, in policy context, creative industries are required to have four institutional conditions: hard infrastructure(physical infrastructure, skilled labor pool and related industrial sectors), social infrastructure, super-structure and policy governance. Third, as creative industries are affected by related variety than other industrial sectors, there is a strong possibility that those are concentrated in a small number of large metropolitan cities.
