A Performance Evaluation of Governmental Funding Projects for IT Small and Medium-Sized Enterprises and Venture Business Using DEA/AR-I (DEA/AR-I을 활용한 IT 중소.벤처기업 정부자금지원정책 성과평가)

  • It is necessary to establish a systematic framework where the performance of governmental funding projects can be evaluated just-in-time as well as objectively regarding IT small and medium-sized enterprises and venture business. In this study, a framework is proposed for the performance evaluation using Data Envelopment Analysis (DEA) and a case study is illustrated with an empirical dataset. Especially, in order to enhance the reliability of optimal solutions, a DEA/AR-I revised model is developed by adding Acceptance Region (AR) Type I constraints into the DEA basic model. Based on the procedure and the models, it is considered that an 'efficiency score' can be calculated as a guideline for conducting successive performance evaluation processes fast. As for major governmental funding projects with respect to 'IT SMERP 2010 Plan', performance evaluations are discussed concerning between projects as well as between corporate entities within each project.

  • Owing to the complexity and modernization of weapon systems, the role of the defense industry in producing military supplies has become increasingly important. In previous defense industries, price competitiveness was a key factor in the product choice. On the other hand, as exports of domestic military supplies are expanding rapidly based on superior quality, there is a need to evaluate objectively the efficiency of management in the domestic defense industry. In this study, the efficiency of management was measured using DEA, which is one of the decision methodologies. In addition, the number of employees (QA Employee) and R&D performance were set as input variables to utilize DEA, and the output variables were based on sales and operating profit. Based on the results of the analysis, a future study will measure the efficiency of the management of domestic defense industry to help guide a strategic development plan.

  • Investors analyze corporate value using the methodology trying to simultaneously satisfy the profitability and stability. In this study, comparing/combining the methodology of corporate value analysis to present a method of analyzing the optimal corporate value. The results of this study can be classified into two. First, it is a model derivation for corporate value analysis. EVA, AEM, and DDM models, to analyze the results, it was look in terms of profitability and stability. EVA and AEM model was stable than the market, profitability appear high, it was suitable to assess the value of the company. However, DDM, which is more stable than the market, profitability is low, it was not suitable. Secondly, by metering the existing methodology presented a new analysis method. A result of a combination of methodology was analyzed by deformation model, "AEM + DEA" and "DDM + DEA", "AEM + EVA", it was found that it is better than the market and the traditional model. AEM and DDM modified model was also found to be better than the market and the existing methodologies. This was reflected in a situation where a change in market environment based on, for being able to present an appropriate analytical method, it can find the suggestions of the study.

Development of R&D Project Selection Model and Web-based R&D Project Selection System using Hybrid DEA/AHP Model (DEA/AHP 모형을 이용한 R&D 프로젝트 선정모형 및 Web 기반 R&D 프로젝트 선정시스템 개발)

  • Some issues which should be considered in an R&D project selection problem are as follows: First, quantitative analysis on the efficiencies of R&D projects is required to guarantee objective validity in the evaluation of the projects. For this reason, the methodology for selecting R&D projects should be based on mathematical models that perform quantitative analysis. Second, in general there are ordinal factors like Likert-scale in the data for evaluating R&D projects. Previous researches, however, couldn't suggest explicit methods incorporating these ordinal factors into models. Third, for the R&D project selection problems with limited resources like budget, it is necessary to decide the perfect ranking of the all projects. This paper develops a mathematical model that can be applicable to the problems of selecting R&D projects with the previous features. In this paper, we improve the original DEA model for evaluating efficiency to incorporate ordinal factors and suggest a new model which can decide the perfect ranking of all projects by merging the improved DEA model and AHP method. Furthermore a web-based R&D project selection system using the DEA/AHP model suggested in this paper is developed and illustrated.

  • This paper proposes an efficient portfolio selection methodology for the listed construction corporations in KOSPI and KOSDAQ. For the construction industrial sector classified by KRX(Korea Exchange), the proposed method carries out an efficiency analysis using DEA (Data envelopment analysis) approach and for the efficient corporations filtered by DEA, construct portfolio using Markowitz's Model. In order to show the effectiveness of the proposed method, we constructed annually portfolios for 5 years (2007-2011) out of 53 listed corporations in KOSPI and KOSDAQ, and proved that our portfolios are superior to benchmark portfolios in terms of rate of returns.

Data envelopment analysis(DEA), as it is called, has particular applicability in the service sector. Applying mathematical programming techniques, DEA enables relative efficiency ratings to be derived within a set of analysed units(Iine services). This paper investigates the efficiency employing DEA Model of line services classified into routes( ex. America-asia line, Europe-asia line, Pendulum line etc). Results of this paper, suggests to some plans for improving the performance in the side of operating global liners.

  • This study aims to implement an empirical research about the efficiency of container Ports, and to suggest an effective strategy which can operate container Ports more well. This paper presents a new approach to the measurement of efficiency. Data envelopment analysis(DEA), as it is called, has particular applicability in the service sector. This study applies DEA to provide an efficiency measurement for fifty three container ports including Pusan Port. As a result, we suggest several ideas that can improve the efficiency of container terminals. They are as follows. Firstly, we discriminate between efficient and inefficient container ports and then present a method that can move to efficiency container terminal and a benchmarking port. Secondly, we evaluate the efficiency of Pusan port, and grasp the position at the present time, suggest an advanced direction in future.

  • Data envelopment analysis (DEA) measures the relative efficiency of decision making units (DMUs) with multiple performance factors that are grouped into outputs and inputs. DEA has proven to be superior to simple aggregation of performance measures, and is also useful for evaluating the performance of construction companies for comparison with competitor performance. The purpose of this study was to survey literatures on the application of DEA methodology and to propose a methodological scheme to measure the performance of construction organizations. Articles on previous studies were surveyed and examined as part of a comprehensive review. The survey revealed that the application of DEA in the construction industry was li mited. Further, the survey indicated that there is a need for the development of a methodological framework on the special goals and subjects of performance measurement, methods of data structure and collection, selection of appropriate DEA models, analysis of results, and post-test. Based on the survey, this study identified and discussed the types of major issues and topics for future studies from a methodological perspective, which could be helpful to researchers interested in using DEA to study performance issues in construction organizations.

The Efficiency Assessment of the Iron Ore Brands Using DEA-AR Model in an Integrated Steel Mill (DEA-AR 모형을 이용한 일관제철소 철광석 브랜드별 효율성 평가)

  • This paper proposes a DEA-AR model for the efficiency evaluation of the iron ore brands in an integrated steel mill. The input factor is defined as unit cost of each brand based on CIF and two output factors are chosen as Fe and Al which are the important ingredients of iron ore. The relative importance between two output factors is determined by several experts using AHP model. The efficiency of each brand is determined using DEA and DEA-AR models. The negative correlation between the DEA-AR efficiency and the unit cost (CIF) is shown as significant whereas no significant correlation exist between the efficiency and the output factors. Also, the Kruskal Wallis rank sum test shows that there exist efficiency differences among the iron ore types whereas no difference is shown among the countries. The result could be utilized in selecting good brands of iron ores based on the DEA-AR efficiency in an integrated steel mill.
