R&D Intensity and Regulation Fair Disclosure

  • This study examines the relationship between R&D intensity and disclosure. R&D activities are essential in bringing innovation to companies. However, R&D activities are naturally uncertain and increase information asymmetry. Thus, firms with high R&D activities are more likely to have the incentive to communicate the potential of R&D investment to the market through voluntary disclosure and, concurrently, resolve information asymmetry. Meanwhile, incentives to less voluntary disclosure exist because of the proprietary cost and the risk of competitiveness loss. Furthermore, the uncertainties inherent in R&D activities caused the possible decrease in the information accuracy. For the two opposing views, this study investigates the relationship between R&D intensity and disclosure frequency using the Regulation Fair Disclosure data in Korea. Moreover, the relationship between R&D intensity and usefulness of the information disclosed is also examined. Using firm sample listed in the 2011-2016 Korea Stock Market, results show that firms with high R&D intensity make disclosures more frequent. Subsequently, the analysis using forecast sample shows that management forecast error is higher in firms with high R&D intensity. This research contributes to the existing literature by presenting evidence that R&D intensity is a significant factor affecting manager's disclosure behavior and information usefulness.

The Effect of Knowledge Sharing within and Outside the Team on the R&D Performance : The Moderating Role of R&D Stages (팀 내외 지식공유가 R&D 성과에 미치는 영향 : 연구개발단계의 조절효과를 중심으로)

  • This study explores the role of knowledge sharing activities among team members and performance in R&D setting. Knowledge sharing activities are classified into two : Knowledge sharing activity within/outside team. And the relationships between the knowledge activities and R&D performance are also examined according to three R&D stages : basic, applied, and developmental research. A empirical study was conducted at a research institute of large company that leads the advanced research and development of the domestic chemical industry. Data was collected 292 copies out of 500 copies (Response rate 58.4%). The result indicated that knowledge sharing within and outside the team has a positive effect on R&D Performance. In particular, knowledge sharing within the team has a greater effect on R&D outcomes in basic research stage. Knowledge sharing outside the team has a greater effect on R&D outcomes in the development research stage. In the R&D organization, it is important that members of the team are well-connected and understanding each other, but they should encourage positive relationships with external members of the team. Depending on the R&D field of the team, the basic research field should concentrate more on knowledge sharing within the team, while the development research field should focus more on knowledge sharing outside the team.

  • Technology innovation companies are focusing on contributing to business performance by R&D project as a strategic tool. Successful R&D leads to corporate competitiveness enhancement, national industrial development, but there are high uncertainty and risks in R&D. Public and private R&D projects are carried out to achieve various purposes. It was verified how the risk management and benefit management of the R&D project affect the detailed R&D project performance between the Public and private domain. The impact of Project Leadership on R&D performance was also analyzed. Those who have participated in the Public and Private R&D projects at companies or research institutes were surveyed. First, it was found that project risk and benefit management have partially an effect on R&D project performance. Second, Public and private R&D Project Leadership showed partially a interaction effect between project management and project performance.

  • 기술간 산업간 융합 현상은 R&D 범위의 복잡성을 가중시켰고, 국가나 지역 단위의 시장이 아닌 지구 단위의 시장경쟁을 첨예화시킴으로써 과거의 폐쇄적 R&D 시스템의 한계를 여실하게 드러내는 계기가 되었다. 즉, 시장 규모의 글로벌화, 제품개발 주기의 단축, 지식체화 인력의 유동성 증가를 극복하기 위해서는 기존의 폐쇄형 R&D 방법이 아닌, 다양한 지식자원을 활용함과 동시에 R&D 활동 전후방에 위치한 모든 주체들이 참여하는 개방화된 R&D 방법을 도입할 때 비로소 새로운 가치를 창출할 수 있게 될 것이다. 따라서, 본 연구에서는 R&D 변화의 추세, 개방형 R&D의 개념 및 필요성을 살펴본 후 '융합기술 R&D를 위한 개방형 혁신 시스템 도입 방향'을 제언하고자 한다.

  • The Korean government continuously increases the R&D investment in order to pursue an economic growth through technological innovation. Hence, the intensity of governmental R&D has increased rapidly. However, the whole amount of the R&D investment is still small compared to developed countries. And the type of R&D policies is more and more changing from the catch-up model to the technology-driven model. Therefore, there is a growing interest in the efficiency of public R&D investment. Hence, many studies on the efficiency of R&D investment have been researched. This study estimated the efficiency of governmental R&D programs considering the technological outcomes, e.g. theses, patents and so on, using DEA(Data Envelopment Analysis) with data of S&T investment and outcomes from NTIS(National S&D Information Service). In addition, we used the Mann-Whitney Test to investigate the characteristics of governmental R&D investment.

The Relationship between Innovation Capability of R&D and the Firm's Performance : Comparing Regional Strategy Industry with Non-Regional Strategy Industry in Daegu (R&D 혁신역량과 기업성과 간의 관계: 대구지역 전략산업과 비전략산업 간 비교분석)

  • We examined the relationship between innovation capability of R&D and the firm's performance by mainly comparing regional strategy industry with non-regional strategy industry. Also, this analysis involved comparing the relationship by regional strategy industry. For the purpose of this study, we divided innovation capability of R&D into input, process and output. The first of main results in this study was that regional strategic industry was significantly higher than non-regional strategy industry in innovation capability of R&D with the exception of the CEO's mind for technological innovations. However, we found no significant difference in the firm's performance. Second, in the results of comparing innovation capability of R&D and the firm's performance by regional strategy industry, electronic-information equipment industry was significantly superior to other industries. Third, it was found that the relationship between innovation capability of R&D and the firm's performance was different by regional strategy industry. Also, R&D manpower and R&D process were more significant factors affecting the firm's performance rather than R&D input and output.

Effectiveness of Government R&D on Firm's R&D Spending (정부R&D투자가 기업 규모별 R&D지출에 미치는 영향 분석)

  • This study empirically analyze the effect of government R&D investment to find out whether it complements or substitutes for the firm R&D. In order to do it panel data set was constructed for the period of three years from 2012 to 2014 based on the number of 1301 data by utilizing national technology information service(NTIS) and publicly announced financial statement. Analysis was implemented in consideration of size of the firm(large corporation, small and medium sized firm) of which sample was obtained from only listed company. The result of two-way fixed effect model and two-way random effect model is as follows. In case of large corporation, government R&D investment has an effect of substitute for the company's R&D on the other hand, small and medium sized firm shows an complementary effect. It verifies that current R&D policy is appropriate. Therefore government's direct subsidy is expected to be successful to fertilize firm's innovation by allocating government R&D budget efficiently.

Curation Service to Improve User's Access to National R & D Information : Focusing on Issues R&D Service (사용자의 국가 R&D 정보 이용 접근성 향상을 위한 큐레이션 서비스 : 이슈로 보는 R&D 사례를 중심으로)

  • National R & D data covers information in all fields from basic science research to industrialization, but it is expressed in technical terms, which make it difficult for the public to use. Accordingly, NTIS developed and launched the data curation service 'R&D issue service', which selects national R&D information on national and social issues and provides them to the public. Therefore, this study aims to analyze the effect of a data curation service on NTIS users' access to R&D data and suggest how to develop the curation service. The R&D issue service extracts issue from the news article and provide related national R&D projects, achievements and major research institute. All raw data used for the service are open to the public, organized in a report format and provided as PDF files. In addition, automative process is developed for all NTIS users to make individual issue packaging like administrator. The results show that 'R&D issue service' launching increases users' access and convenience to R&D data related to major issues, and the number of page views of users increased after the service was opened.

Determinants of Private R&D Investment by Firms' Innovation Strategies - A Case study of Small and Medium Enterprises in Busan - (기업의 혁신전략에 따른 민간 연구개발 투자 영향 연구 - 부산지역 중소기업을 중심으로 -)

  • This research studied the determinants of private R&D investment by examining the innovation strategies of 481 small and medium enterprises (SMEs, their employee size is 5 or more and less than 300) in Busan, South Korea. The data is derived from the Technology Survey of Small and Medium Enterprises in 2001 and 2003. Three explanatory variables for the innovation strategies are the R&D portfolio, the organization (personnel) for R&D, and the strategic role of CEO for innovation. The technological levels of industries are controlled in the linear regression model. The dependent variable is the total private R&D investment of a firm in the given fiscal year. The empirical results indicate that the private R&D investment positively correlates with the complexity of the R&D portfolio, the formal organization for R&D team, and the increase of R&D personnel. The formal organization for R&D team and the number of R&D personnel are correlated with the increase of private R&D investment across the four groups in the manufacturing sector but not in the service sector. These findings suggest that the innovation policy needs to target firms who have complex R&D portfolios, the formal organization of R&D teams, and sufficient R&D personnel in order to increase the private R&D investment of SMEs in regions, with consideration of industrial characteristics.
