Problems and current situation of public health globally and domestically were analyzed in this study and based on these findings, ways to improve from western medicine and Oriental medicine can be deduced as follows: 1. Current problems of public health in Korea and the world 1) Increase of diseases resulted from daily habits and infectious diseases, many are at the brink of being ill. Quality of life from extended life span and unbalanced health care must be solved. 2) Natural and societal factors including host factors, public health service, and other external and internal factors play an important role in deciding healthy and being ill. 3) Some of the limits and problems of modem medicine include insufficient academic knowledge and incomplete theory, as well as misled approach to the treatment. Human itself isn't perfect organism and other realistic problems hinder one's well-being. 4) Regardless of western medicine or Oriental medicine, patients were approached as someone with diseases and disorders, and wholistic approach was disregarded. Lack of clinical training, absence of clear educational philosophy and goal are some of the reasons why the education isn't under concrete system 2. Important factors for the medical education and proper direction for the education of Oriental medicine 1) Important factors for medical education - Education should not be limited on the human health and illness, but also cover qualities such as well-being, social welfare, service, and happiness. Every aspects of human life must be considered and attended for more productive outcome. - Basic understanding of humanity must be included in the educational curriculum - Foundation of human diseases and pain are associated with inner life and surrounding causes including family, society, nature, race, culture, religion, politics, and etc., thus the education must be approached to recognize aforementioned criteria. 2) Proper direction for the education of Oriental medicine - Values of Oriental medicine for medical principles and importance of lifehood must be educated. - Educational goal, limits, and levels must be established for the school of Oriental medicine - Respect for life must be the top priorities of educational direction which should lead to solution based education for the human health. Latest medical theory and technology should be accommodated as well as prevention, treatment, and balancing of basic courses and clinical training for optimal education.
The Republic of Korea enacted the Air Transport Act in Commercial Law which was entered into force in November, 2011. The Air Transport Act in Korean Commercial Law was established to regulate domestic carriage by air and damages to the third party which occur within the territorial area caused by aircraft operations. There are some problems to be reformed in the Provisions of Korean Commercial Law for the aircraft operator's liability of compensation for damages to the third party caused by aircraft operation as follows. First, the aircraft operator's liability of compensation for damages needs to be improved because it is too low to compensate adequately to the third party damaged owing to the aircraft operation. Therefore, the standard of classifying per aircraft weight is required to be detailed from the current 4-tier into 10-tier and the total limited amount of liability is also in need of being increased to the maximum 7-hundred-million SDR. In addition, the limited amount of liability to the personal damage is necessary to be risen from the present 125,000 SDR to 625,000 SDR according to the recent rate of prices increase. This is the most desirable way to improve the current provisions given the ordinary insurance coverage per one aircraft accident and various specifications of recent aircraft in order to compensate the damaged appropriately. Second, the aircraft operator shall be liable without fault to damages caused by terrorism such as hijacking, attacking an aircraft and utilizing it as means of attack like the 9 11 disaster according to the present Air Transport Act in Korean Commercial Law. Some argue that it is too harsh to aircraft operators and irrational, but given they have also some legal duties of preventing terrorism and in respect of helping the third party damaged, it does not look too harsh or irrational. However, it should be amended into exempting aircraft operator's liability when the terrorism using of an aircraft by well-organized terrorists group happens like 9 11 disaster in view of balancing the interest between the aircraft operator and the third party damaged. Third, considering the large scale of the damage caused by the aircraft operation usually aircraft accident, it is likely that many people damaged can be faced with a financial crisis, and the provision of advance payment for air carrier's liability of compensation also needs to be applied to the case of aircraft operator's liability. Fourth, the aircraft operator now shall be liable to the damages which occur in land or water except air according to the current Air Transport Act of Korean Commercial Law. However, because the damages related to the aircraft operation in air caused by another aircraft operation are not different from those in land or water. Therefore, the term of 'on the surface' should be eliminated in the term of 'third parties on the surface' in order to make the damages by the aircraft operation in air caused by another aircraft operation compensable by Air Transport Act of Korean Commercial Law. It is desired that the Air Transport Act in Commercial Law including the clauses related to the aircraft operator's liability of compensation for damages to the third party be developed continually through the resolutions about its problems mentioned above for compensating the third party damaged appropriately and balancing the interest between the damaged and the aircraft operator.

LBS (Location-Based Service) systems have become a serious subject for research and development since recent rapid advances in wireless communication technologies and position measurement technologies such as global positioning system. The architecture named the GALIS (Gracefully Aging Location Information System) has been suggested which is a cluster-based distributed computing system architecture to overcome performance losses and to efficiently handle a large volume of data, at least millions. The GALIS consists of SLDS and LLDS. The SLDS manages current location information of moving objects and the LLDS manages past location information of moving objects. In this thesis, we implement a monitoring technique for the GALIS prototype, to allow dynamic load balancing among multiple computing nodes by keeping track of the load of each node in real-time during the location data management and spatio-temporal query processing. We also propose a buffering technique which efficiently manages the query results having overlapped query regions to improve query processing performance of the GALIS. The proposed scheme reduces query processing time by eliminating unnecessary query execution on the overlapped regions with the previous queries.
This paper proposes the structure of a smart transformer to improve the performance of the 60Hz main power transformer for rolling stock. The proposed smart transformer is a kind of solid state transformer that consists of semiconductor switching devices and high frequency transformers. This smart transformer would have smaller size than the conventional 60Hz main transformer for rolling stock, making it possible to operate AC electrified track efficiently by power factor control. The proposed structure employs a cascade H-Bridge converter to interface with the high voltage AC single phase grid as the rectifier part. Each H-Bridge converter in the rectifier part is connected by a Dual-Active-Bridge (DAB) converter to generate an isolated low voltage DC output source of the system. Because the AC voltage in the train system is a kind of medium voltage, the number of the modules would be several tens. To control the entire smart transformer, the inner DC voltage of the modules, the AC input current, and the output DC voltage must be controlled instantaneously. In this paper, a control algorithm to operate the proposed structure is suggested and confirmed through computer simulation.

All the servers in a traditional server cluster environment are kept On. If the request load reaches to the maximum, we exploit its maximum possible performance, otherwise, we exploit only some portion of maximum possible performance so that the efficiency of server power consumption becomes low. We can improve the efficiency of power consumption by controlling power mode of servers according to load situation, that is, by making On only minimum number of servers needed to handle current load while making Off the remaining servers. In the existing power mode control method, they used a static policy to decide server power mode at a fixed time interval so that it cannot adapt well to the dynamically changing load situation. In order to improve the existing method, we propose a dynamic server power control algorithm. In the proposed method, we keep the history of server power consumption and, based on it, predict whether power consumption increases in the near future. Based on this prediction, we dynamically change the time interval to decide server power mode. We performed experiments with a cluster of 30 PCs. Experimental results show that our proposed method keeps the same performance while reducing 29% of power consumption compared to the existing method. In addition, our proposed method allows to increase the average CPU utilization by 66%.

Background: The purpose of this study was to investigate the effects of differences in the tension of Kinesio tape applied to the tibialis anterior muscle on muscle strength, joint range of motion and balance of ankle joint in young adults. Design: Randomized Controlled Trial. Methods: 41 young college students participated in this study. And the subjects were allocated randomly to two group. The experimental group had a tension difference (10%G, n=20). And there was no difference in tension in the control group (0%G, n=21). Jtech power track II, goniometer, and Biorescue were used to measure muscle strength, joint range of motion and balance. The paired t-test was performed to examine the differences within the groups before and after taping, and the independent t-test was performed to examine the differences between the groups. Result: 1) As a result of measuring muscle strength of each group, all measurements except 0%G of plantar flexion showed insignificant results. 2) Measurement of joint range of motion each group showed that neither 0%G nor 10%G was significant. 3) As a result of measuring the baladncing ability of each group there was a significant decrease in length, and average speed of the balancing capability (p<.05). 4) Comparisons between groups showed significant differences in the area among balance capability (p<.05). Conclusions: Based on these findings, the tension difference of Kinesio tape applied to the tibialis anterior muscle shows little effect on the muscle strength, range of motion, and balance of ankle joints. Given the current lack of research on the tension of kinesio tapes many studies are needed in the future to establish clear theories.

The garment industry is one of the most labor-intensive manufacturing industries, with its sewing process relying almost entirely on manual labor. Its costs highly depend on the efficiency of this production line and thus is crucial to determine the production rate in real-time for line balancing. However, current production tracking methods are costly and make it difficult for many Small and Medium-sized Enterprises (SMEs) to implement them. As a result, their reliance on manual counting of finished products is both time consuming and prone to error, leading to high manufacturing costs and inefficiencies. In this paper, a production tracking system that uses the sewing machines' energy consumption data to track and count the total number of sewing tasks completed through Convolutional Neural Network (CNN) classifiers is proposed. This system was tested on two target sewing tasks, with a resulting maximum classification accuracy of 98.6%; all sewing tasks were detected. In the developing countries, the garment sewing industry is a very important industry, but the use of a lot of capital is very limited, such as applying expensive high technology to solve the above problem. Applied with the appropriate technology, this system is expected to be of great help to the garment industry in developing countries.

This study aimed to identify the factors influencing the intentions of employed married women, aged 19 and above, with no prior experience of childbirth, to give birth to their first child. First, the intention of employed married women to give birth to their first child showed a moderate level of inclination, with slightly higher scores reflected in the subvariables of perceived marital value and perceived child value both within family values, while the effect of perceived gender role value was generally higher than the midpoint. Perception of work-life balance was generally a moderate influence, with the subvariable of balancing work and family being slightly higher than the midpoint in terms of influence. Second, the intention to give birth to a first child was clearly associated with the level of education and showed a positive correlation. However, this intention was negatively correlated with age, perceived child values, perceived marital values, and residential tenure. Third, pregnancy intention was influenced by age, educational level, perceived value of children, perceived value of marrriage, and work-life balance. This study provides meaningful assistance in understanding current low birth rate by gathering data on the preferences of married working women in relation to childbirth and by presenting the diverse perspectives of the women.
The goal of this study is to examine the status quo of industrial-educational cooperation in Technical high schools. Based upon the findings of the current conditions, this study ultimately aims to propose methods through which more active industrial-educational cooperation can be stimulated. The methods chosen for this study are reference research and surveys. The survey was conducted by imposing complete enumeration on the targeted high schools that specialize in industry related fields. The survey targets were the directions of academic affairs, the directions of practical affairs, and the directors of the educational curriculum of each school.The research results are as follows: First, the teachers recognize the necessities of having opportunities to gain specific skills in different industrial fields, having chances to get stable employment, and securing the industrial institution's competitiveness through the customized nurturing and supply of human resources as the primary goals of industrial-educational cooperation. Second, the teachers express the similar opinion that industrial-educational cooperation in their current system is inappropriate to achieve their goals. Third, the teachers claim that an educational curriculum that emphasizes industrial educational cooperation must be developed and managed. Fourth, it was found that when schools plan their educational curriculum, they often do not implement the requests from industrial institutions. Fifth, major educational program implement methods that meet the requests of the industrial institutions include field trips or the introduction of other field-based experience learning programs, the application of customized curriculums based on industrial-educational cooperation, and the invitation of industrial-educational personnel as teachers to school environments. Sixth, it was concluded that educational institutions need to proactively seek companies for cooperation; they need to support, develop, and manage school programs that are based on industrial-educational cooperation; and finally, institutions need to enthusiastically participate in the government's vocational education policies that are founded upon industrial-educational cooperation. Seventh, the enforcement of selective curriculum for the benefit of diversifying the educational program; the pursuit of balancing the specialized curriculum through shedding the national educational level provided within the regular curriculum; and the establishment of related amendments on the national level to provide effective industrial-educational cooperation have been identified as the vital factors that can develop the educational programs within high schools specializing in industry and that are closely related to industrial educational cooperation.

A review on the papers published in the Korean Journal of Air-Conditioning and Refrigerating Engineering in 1998 and 1999 has been done. Focus has been put on current status of research in the aspect of heating, cooling, ventilation, sanitation and building environment. The conclusions are as follows. 1) A review of the recent studies on fluid flow, turbomachinery and pipe-network shows that many experimental investigations are conducted in applications of impingement jets. Researches on turbulent flows, pipe flows, pipe-networks are focused on analyses of practical systems and prediction of system performance. The results of noise reduction in the turbomachinery are also reported. 2) A review of the recent studies on heat transfer analysis and heat exchanger shows that there were many papers on the channel flow with the application to the design of heat exchanger in the heat transfer analysis. Various experimental and numerical papers on heat exchanger were also published, however, there were few papers available for the analysis of whole system including heat exchanger. 3) A review of the recent studies on heat pump system have focused on the multi-type system and the heat pump cycle to utilize treated sewage as the heat source. The defrosting and the frosting behaviors in the fin-tube heat exchanger is experimentally examined by several authors. Several papers on the ice storage cooling system are presented to show the dynamic simulation program and optimal operation conditions. The study on the micro heat pipes for the cooling of high power electronic components is carried out to examine the characteristics of heat and mass transfer processed. In addition to these, new type of separate thermosyphon is studied experimentally. 4) The recent studies on refrigeration/air conditioning system have focused on the system performance and efficiency for new alternative refrigerants. New systems operating with natural refrigerants are drawing lots of attention. In addition to these, evaporation and condensation heat transfer characteristics of traditional and new refrigerants are investigated for plain tubes and also for microfin tubes. Capillary tubes and orifice are main topics of research as expansion devices and studies on thermophysical properties of new refrigerants and refrigerant/oil mixtures are widely carried out. 5) A review of the recent studies on absorption cooling system shows that numerous experimental and analytical studies on the improvement of absorber performance have been presented. Dynamic analysis of compressor have been performed to understand its vibration characteristics. However research works on tow-phase flow and heat transfer, which could be encountered in the refrigeration system and various phase-change heat exchanger, were seemed to be insufficient. 6) A review of recent studies on duct system shows that the methods for circuit analysis, and flow balancing have been presented. Researches on ventilation are focused on the measurement of ventilation efficiency, and variation of ventilation efficiency with ventilation methods by numerous experimental and numerical studies. Furthermore, many studies have been conducted in real building in order to estimate indoor thermal environments. Many research works to get some information for cooling tower design have been performed but are insufficient. 7) A review on the recent studies on architectural thermal environment and building mechanical systems design shows that thermal comfort analysis is sitting environment, thermal performance analysis of Korean traditional building structures., and evaluation of building environmental load have been performed. However research works to improve the performance of mechanical system design and construction technology were seemed to be insufficient.
