  • This paper discusses the theoretical arguments regarding the structure of the national disaster management system. This paper is motivated by the criticisms that the Korean literature on the national disaster management system treats the issue in the limited context of the structural reform of the government and that in such process it confines itself to the production of very practical solutions based on partial observation on the national disaster management system of advanced countries without proper treatment of the peculiar political, socio-economic, cultural backgrounds of such countries. Therefore, this paper provides thorough theoretical review on the structural characteristics of the national disaster management system, which is pursued on the basis of the constructs of the systematic understanding of the characteristics of disaster itself as a policy subject. As a result this paper shows that the national disaster management system requires.

  • Along with green growth era in the 21st century and with the increasing economic, social, and cultural stabilization, people expect absolute freedom from the drought and flood and long for ecological exchange in the waterfront as a part of the living base at the same time. In order to match the changes in social demand, the focus on the river management policy urgently requires a comprehensive river management that considers the nature's environmental and ecological aspects as well as a new disaster prevention approach that grows out of existing simple flood prevention. Therefore, this thesis provides feasible solutions by suggesting the following findings to maintain and manage rivers to be harmonized with the natural environment considering disaster prevention aspects. It is necessary to change the river management policy and integrated river basin management, to control the river management lead by the central government and to promote close-to-nature river management approach for environmentally sound and sustainable development.

  • In this paper, we propose an optimal energy management system using the data inference scheme and the cloud hosting technique in order to improve the efficiency of the energy management. We have been interested in the issue that the energy-saving and efficient management techniques are very useful for reducing the production and supply of energy. The energy management system refers to the control and management system in order to enable the efficient use of energy and also to maintain a comfortable and functional working environment effectively with the help of a computer. The proposed system controls a variety of equipment for energy management, and also gets the data for the inference from the changes in energy consumption environment, which is implemented to enable efficient energy management by adapting and controlling the changes optimally in the working environment. In order to evaluate the performance of the implemented system, some experiments have been performed under consideration of the monthly electric power consumption on the server that the inference engine is operating for the target facilities. Finally, the results show that the proposed system has a good performance.

  • Background: Invasive alien plant species (IAP) significantly threaten Nepal's protected areas and local communities. Understanding their distribution, impact, management, and utilization is essential for developing effective management strategies and sustainable utilization practices. The systematic literature review of publications from 2010 to 2023. The search was conducted through the database Nepal Journal online database (NepJOL) and Google Scholar, yielding an initial pool of 4,304 publication. After applying inclusion and exclusion criteria; we meticulously reviewed 43 articles for data extraction. Results: Seventeen IAP are found in protected area, Nepal with the highest prevalence observed in Koshi Tappu Wildlife Reserve, followed by Chitwan and Sukhlaphanta National Park. The most problematic species in terrestrial ecosystems are Mikania micrantha, Lantana camara, and Chromolaena odorata. The grassland ecosystems of wildlife habitats, primarily in the Terai and Siwalik regions, are the most invaded. Various management approaches are employed to mitigate the spread and impact of IAP, including mechanical methods such as uprooting, burning, and cutting. However, these methods are costly, and context-specific interventions are needed. The study also explores the potential use of IAP for economic, ecological, or cultural purposes, such as medicinal properties, energy production potential, and economic viability. Local communities utilize these plants for animal bedding, mulching, green manure, briquette, and charcoal production. Conclusions: Applying silvicultural practices alongside mechanical management is recommended to maintain a healthy terrestrial ecosystem and utilize the removed biomass for valuable products, thereby reducing removal costs and increasing income sources, potentially benefitting both local communities and wildlife in protected areas.

  • This study aims to present the basic materials, which lead us to preserve the Korea Rice Terrace as scenic sites resources and study it continuously, through researching about the present status and the preservation method of the Rice Terrace in Korea, China and Japan. The results of this study are as follows. First, The Rice Terrace has a traditional agricultural technique which minimizing the damage of the scenic view while cultivating the slope. And also, it has the value of one of the Korea unique traditional scenic views. However, The no cultivation land or disappearing desert land of rice terrace were increasing by the disadvantage of operation in land cultivation. Therefore, The Government must need preparing the base of scene resources excavation by executed the established of Korea Rice Terrace Database for preserving of Korea traditional scene. however it is getting to disappearance. And also, The High valued of Rice Terrace by cultural and scenic view which is must managed by designation of scenic sites or monument. Second, The internal and external reference book researched and analyzed results are as followings for understanding about Korea Rice Terrace feature. First of all, The Rice Terrace's dictionary meaning is just difference by each nations. However, Generally speaking that It means the terraced land by cultivated of sloped land. The Rice Terrace has cross relation with mountain valley and piedmont slope cultivation in location of condition. It occurred era is before approximately estimated from 3000 of years until 6000 of years. It can divide two type by topography shape those are slope and valley type. However, The natural element of forest has very big position in this part. But, The Rice Terrace is just managed and designated by the scenic sites with the Cultural Properties Protection Law. It must needs more binding force and effectiveness for the Rice Terrace scenic view plan establishment by scenic laws and farming and fishing village laws etc. I think that it must need the Rice Terrace related law establishment as soon as possible for efficient preservation and management of the Rice Terrace.
