Estimating the fisheries losses due to Chinese's illegal fishing in the Korean EEZ (중국어선 불법어업에 따른 수산부문 손실 추정)

  • This study estimated quantitatively the loss of the fisheries due to China's illegal fishing that prevailed in the EEZ of the country in recent and has been an object to present a basic data in the implementation of government policy as to strengthen the enforcement capacity, setting up the direction of the crackdown of Chinese through to figure out an objective loss according to that. The analyzed result of this study setting a reasonable scenario, fisheries resources reduction is estimated about 67.5 million ton and the estimated amount of the loss is about 1.3 trillion won. This is 21.2% of about 318.3 ten thousand tons of the total fishery production of the country and accounts for 61.9% compared to coastal and offshore fisheries production. Therefore it is a very serious problem due to China's illegal fishing in Korea fisheries sector. It is significant to the point that estimating the qualitative and quantitative losses that can achieve a realistic and effective policy.

Issues and Improvements on the Country of Origin Labeling System for Consumer Protection in Korea (소비자보호를 위한 한국 원산지표시제도의 문제점과 개선방안)

  • The purpose of this study is to review domestic and foreign origin labeling system in order to implement origin labeling system in the perspective of protecting the interests of consumers, and to suggest governmental improvements by analyzing problems embedded in current labeling system. The results analysis show complexity of related legal system, lack of expertise at the stage of labeling, and inefficiency of crackdown authority. The improvement could be suggested in two ways: supporting plans for the ones who have duty of labeling and improvement plans in origin management system. As supporting plans, we suggest the need for an automatic origin determination system, appropriate education on origin stakeholders, and introduction of origin certification system. For improvement plans, there are unification of country of origin labeling related laws, utilization of FTA product specific rules, and QR code, expert confirmation system. Since the origin labeling issue has become important, proactive and quick responses must follow with thorough examination the effect of the origin labeling on consumer welfare.

  • In Korea, an intelligent transportation system(ITS) is established to efficiently operate traffic congestion on roads and is being used for traffic information collection and speed control systems. Currently, designated and dedicated lanes are in place to ensure traffic circulation and traffic safety, and systematic and accurate illegal vehicle crackdown systems with artificial intelligence technology are needed. In this study, we propose a vehicle number recognition model that can improve the efficiency of the traffic of designated vehicles. By applying computer vision technology, we are going to identify three-lane and four-lane multi-lane roads in real time and detect vehicle numbers by car to suggest ways to crack down on vehicles that violate the designated lane system.

Forgetting Stories from the Islands, Jeju and Calauit

  • The traumatic experiences of people from peripheral islands are susceptible to mnemocide. Such erasure of memory is facilitated by "defensive and complicit forgetting," which, according to Aleida Assmann, leads to "protection of perpetrators." My paper reflects on the vulnerability of traumas from the islands to mnemocide by looking into [1] the massacre of communists and civilians on Jeju Island, South Korea in 1948 as described in Hyun-Kil Un's short story "Dead Silence" (2017; English trans.) and [2] the eviction of residents and indigenous people from Calauit Island, Philippines for the creation of a safari in 1976 as imagined in Annette A. Ferrer's "Pablo and the Zebra" (2017). In "Dead Silence," I direct the attention to how to the execution of the villagers-witnesses to the death of the communist guerillas-is a three-pronged violence: it is a transgression committed against the innocent civilians; an act of "erasing traces to cover up" the military crackdown on the island; and, by leaving the corpses out in the open, a display of impunity. In "Pablo and the Zebra," I second that both residents (i.e., humans and animals) experience post-traumatic stress because of their respective displacements; thus, the tension between them has got to stop. Curiously, while it concludes with a reconciliatory gesture between an elder and a zebra, no character demanded a reparation for their traumatic past per se. Could the latter be symptomatic of a silence that lets such violence "remain concealed for a long time"?

  • The purpose of this study is to make people acknowledge the danger of the air terror and provide measures to prevent a recurrence of the accident and find required security. Also, the air terror is categorized into aircraft and airport and take steps to come up with preventive measures against the air terror by finding a countermeasure and precaution. The following steps should be checked to take precautionary measures against the air terror. major security crackdown and the need for a further security check should be conducted to prevent terrorists from boarding the aircraft, security around the airport needs to be tightened up by training the airport workers and promoting emergency situations, airport sheriffs and armed guards should be on patrol for the safety of the cabin, new measures of efficient security for in and around the airport and its facilities should be set up to tighten up security of baggage.

  • Financial fraud such as phishing have passed several years from the occurrence, in spite of the widely known through the media, regardless of the social status or age, financial fraud has occurred on an ongoing basis, the damage is not reduced. The fraud account, the person who made the account, the user is different, it is possible to avoid tracking financial channel, and is used as a receiving means for fraud money of various crimes. Efforts of financial institutions and financial supervisory institutions, it has been promoted by preparing various measures for the eradication of fraud account so far been used as a means of financial crime, the proliferation of financial fraud, opening and distribution of fraud account is a receiving means for fraud money are also increasing continuously, it is necessary to take countermeasures. In spite of the continuous crackdown of financial institutions and financial supervisory institutions, it is causing serious damage to society, analyzes the current situation of fraud account, to present an effective and aggressive countermeasure of financial institutions in this paper.

  • The government and the police are trying to expand the safety of the people by spreading "four major social evil erasures" intensively crackdown and prevention activities of sexual assault, school violence, domestic violence, and bad foods for the main purpose of security activities I made an effort. However, in spite of such efforts, the public's feelings of social unrest and the concern about security have not been significantly improved. Therefore, in this paper, using R which is the tool for analyzing big data which is most widely used in each field such as enterprise, consulting, public field, etc., R Using variables measured at each level, we analyzed by analyzing multiple regression analyzes, and confirmed what kind of correlation there is in relation to the direction affecting policy improvement I will try to present it.

Heavy Metal Contamination in Roadside Sediments within the Watershed of the Hoidong Reservoir in Busan City (부산시 회동저수지 집수분지 내 주요 도로변 퇴적물의 중금속 오염 평가)

  • Extractable concentrations (0.1 N & 1.0 N HCI) of heavy metals in roadside sediments are lower than guidelines for soil recommended by Ministry of Environment. Heavy traffic areas (such as No. 7 national road) show high contents of heavy metals, especially, at curved areas, gully pot, crackdown areas on overspeed, pedestrian crossing etc. Fine fractions $(<63\;{\mu}m)$ of roadside sediments have the highest concentrations of heavy metals, but mass loadings of heavy metal are determined by coarse fractions $(>100{\mu}m)$, due to washing out of fine fraction sediment by runoff water. Proper treatment facilities are needed to control the inflow of fine roadside sediments from No. 7 national road and bridge such as Hanmul bridge.

  • Today, all the countries of the world newly recognize importance of sea, which are focused on efforts for security of marine territory and fishes resources. Many of the coastal state, to strengthen the rights of their own country EEZ, marine survey and continental shelf development, travels through such maritime jurisdiction in the territorial sovereignty and the EEZ overlaps, deepening complex interests between neighboring countries cooperation activities of the fierce competition, the domestic and foreign been has been carried out. Under such circumstances, is devastated coastal of China, our territorial waters and EEZ has been violated more and more, in spite of the powerful crackdown maritime public power, illegal fishing more resistance intensified. They tend to be gradually organization, collectivization and atrocities. Currently, illegal fishing of Chinese fishing boats in the West Sea of Korea, including the waters near Yeonpyeong Island is prevalent as operating in the coast of the country. Furthermore regrettable one is illegal on a scale and the situation where South Korea of scale of damage caused by it have not been accurately grasp of the operation, but that there is damage of Korea official duty enforcement to crack down the increase to illegal operations year after year have occurred. Violent, illegal fishing of Chinese fishing boats, in order to eradicate the operations of insane at our sea, we investigated to the infringement situations of fisheries resources by multiple fields. each of problems presenting a specific preservation plan in accordance with the function and role of the maritime enforcement organization and other government organization the point. at the same time we will try to seek measures such as a scheme that it is possible to increase the capacity.

  • In this paper, we proposed A Study on Construction of Infrastructure for Handicapped Parking Areas Using RFID. This paper is Construction of the Handicapped Parking Areas infrastructure Using RFID with 900MHz band, and researched the optimal position of the tag attached on the vehicle and the location of RFID reader in order to raise the efficiency of RFID reader and the recognition rate by the handicapped vehicle. The result of research is shown the optimal position of RFID reader establishment when the height of RFID reader is 170cm in height and the angle of $80^{\circ}$ with the ground when the vehicle traveling direction of the antenna and the RFID reader when the surface and the angle of $90^{\circ}$ showed the best position RFID readers installed. Parking spaces for the disabled in accordance with these results the RFID readers installed and it works in conjunction with enforcement camera car tagged crackdown on vehicles and other general management, the system is built to allow handicapped parking spaces that meet the intent of the original purpose being used as expected to contribute significantly.
