The Strategy for Interconnection Branch Line Construction used Optimization Program (최적화 기법을 적용한 효율적인 철도 연결선 구축 전략)

  • One of the methods which can enhance the efficiency of railroad network is construction of interconnection branch line for several route to share one railway. In Korea, this method already has been implemented or excuted as project level. This study suggests a network design model and a solution algorithm to choice most proper site to construction it and determine the priority of branch lines which can be considered in planning level, not project level. The model is a non-linear optimization program which minimize total cost-construction cost, operating cost and passengers' travel cost. The decision variables are a binary variable to explain whether construction or not and its direction and a integer variable of the frequencies of travel routes. The solution algorithm-problem solution and route choice and also the result of implementation for example network are suggested. This result can be more advanced after application in real network and calibration of parameters.

Lessons learned from Multinational Parties Involved Program Management Consortiums in Korea

  • This study explores the issue of program management consortia involving multinational participants. The aim of this research was to leverage advantages in program management (PM) skills and PM model improvement in product line construction in mega scale construction programs, typically funded by public funds. Such ventures involve multinational parties using dedicated partnering based on a program management consortium (PMC) to reduce confrontation between parties in complex circumstances, allowing an open and non-adversarial approach to project management. This research also seeks to implement an ongoing feedback program of best practices and lessons learned to minimize the repetition of mistakes and to reduce costs in sequenced construction. Recently, the Korean government has planned to undertake three large new projects: the Korean Peninsula major river maintenance, the reclamation of Se-Mangum, and the Science/Business City. This paper starts by providing a framework for the cost-reduction strategy for the United States Forces Korea (USFK) Relocation Program, which will be funded with public funds and a private fund investment (PFI) that combines programs executed by two governments as owners and multinational stakeholders, joined in the PMC. The establishment of project-oriented consortia is an innovative and non-adversarial approach to massive international construction projects. Such projects have used various tools effectively and skillfully. This experience may offer an opportunity to practice new and advanced program management delivery methods, and it is expected that Korea will gain a competitive advantage in the international construction market.

  • Recently, rapid increase in electricity demand, tremendous financial need for new power plant construction, and environmental problem have led to search for more efficient energy production and energy conservation technologies. Due to the potential energy and cost savings to electric utilities, DSM plays an important role in the electric resource planning. However, implementation of cost-effective DSM program requires appropriate analysis methodologies and procedures. In this study, we present the cost-effectiveness analysis model for DSM program evaluation. We also present a case study to analyze DSM program.

  • One of the characteristics of a good construction is efficiently to use material and manpower related in the construction. From the preplanning stage to the completion one, a program planner must sufficiently consider the whole field of construction in terms of cost. The estimating account books were written and left in the Construction of the Kyongwoon Palace reconstructed in the beginning of 20th century. Trough those books and other related documents, this paper has been concentrated on the estimated, executed cost of woodwork in those days.

  • Recent Construction and Transportation R&D projects are larger in size, investment scale has been increasing rapidly. However, the results of Construction and Transportation in R & D are papers, patents and other results. So, the application record of R&D in the construction field is very lacking. In particular, Construction New Technology's ratio in the midst of R&D's results are about 2.29%. Therefore, this study suggested program that R&D's results has been connected Construction New Technology. The introduction of the new system has greatly increased Construction New Technology and the results of excellent &D will be applied in construction field. So, Cost-reduction and technology's improvement are expected.

  • Purpose: The purpose of this study is to analyze the energy saving and cost benefit analysis of the Low-income Energy Efficiency Treatment Program supported by KOREF(Korea Energy Foundation). This program was launched in 2007 and performs building energy retrofit for the low-income and energy poverty houses. Method: Energy simulation and cost benefit analysis were accomplished for the low-income detached houses. The structure of detached house was a lot og block structure, wood frame (single glass) and concrete roof. Baseline model of the low-income detached houses was proposed. Result: Annual heating energy consumptions were decreased by about 3.2% with the window system replacement(Case 1), 9.3% with reinforcement of insulation(Case2), and 12.5% with both(Case 3) compared to those of baseline model. The construction cost will be recouped within 5 years for the Case 1, 3 years for the Case 2, and 3 years for the Case 3. Case 3 was the most cost beneficient construction method in the analyzed cases in this study.

A Study on the Software Development to Automate the Calculation for the Landscape Architecture Construction Cost Estimation. (조경 공사 내역서 계산 자동화를 위한 소프트웨어 개발에 관한 연구)

  • The landscape architecture construction cost estimation includes the repeated calculation and updating. Thus, it is time-consuming, and one of the jobs which needs to be automated first. In Korea, the IBM compatible personal computer(PC) is the most widely used one in the landscape architecture firms. However, the software for landscape architecture construction cost estimation is not being used in the PC environment. Therefore, the purpose of this study is to develop the software which can be used to automate the calculation for the landscape architecture construction cost estimation, and runs in the IBM compatible personal computers(PC). The clipper '88 summer is one of the DBMS software packages, and it has many commands and functions and functions which reduces program lines and makes the programing efficient, especially in the programing work whose total source code lines do not exceed over 10,000 lines. So, it was used in this study. The software developed in the this study was tested using the real data, and it was found that it can be efficiently used in the following jobs. They are: (1) to calculate exactly and rapidly. (2) to use resources repeatedly. (3) to print out the results. (4) to store data files for the future use. The software, as discussed in this paper, reduces the time and efforts to be spent in the calculation for the landscape architecture construction cost estimation compared with the traditional approach using the pocket calculator.

Neural Network Model for Construction Cost Prediction of Apartment Projects in Vietnam

  • Accurate construction cost estimation in the initial stage of building project plays a key role for project success and for mitigation of disputes. Total construction cost(TCC) estimation of apartment projects in Vietnam has become more important because those projects increasingly rise in quantity with the urbanization and population growth. This paper presents the application of artificial neural networks(ANNs) in estimating TCC of apartment projects. Ninety-one questionnaires were collected to identify input variables. Fourteen data sets of completed apartment projects were obtained and processed for training and generalizing the neural network(NN). MATLAB software was used to train the NN. A program was constructed using Visual C++ in order to apply the neural network to realistic projects. The results suggest that this model is reasonable in predicting TCCs for apartment projects and reinforce the reliability of using neural networks to cost models. Although the proposed model is not validated in a rigorous way, the ANN-based model may be useful for both practitioners and researchers. It facilitates systematic predictions in early phases of construction projects. Practitioners are more proactive in estimating construction costs and making consistent decisions in initial phases of apartment projects. Researchers should benefit from exploring insights into its implementation in the real world. The findings are useful not only to researchers and practitioners in the Vietnam Construction Industry(VCI) but also to participants in other developing countries in South East Asia. Since Korea has emerged as the first largest foreign investor in Vietnam, the results of this study may be also useful to participants in Korea.

USING QUANTITY ESTIMATE STATISTICAL MODELS FOR INFRASTRUCTURE LONG RANGE COST MANAGEMENT

  • Effective cost management requires reliable cost estimates at every stage of project development. The primary purpose of this research is to develop systematic modeling procedures and an automatic computing program for infrastructure estimating in the Texas Department of Transportation (TxDOT). The computing system toggles between project input information and segregated district unit prices for highway work item quantity estimates associated with earthwork and landscape, subgrade treatments and base, surface courses and pavement, structures, miscellaneous construction, and lighting, signing, markings and signals. This quantity-based approach was chosen because of the conventional approach lacking of quantity information until primary design is complete.

  • A number of urban renewal projects are currently being implemented around the world. Current project management tools are limited in effectively dealing with numerous issues regarding management of these projects (e.g., simultaneous execution of multiple projects). As an effort to address this deficiency, an Intelligent Program Management Information System (i-PgMIS) was developed for effective management of urban renewal projects. The i-PgMIS is a web-based system consisting of various modules including cost management, schedule management, risk management, change management, eco-value engineering (EVE) and so on. Based on the recognition of increasing awareness of creating sustainable built environment, this paper focuses on the EVE module that can support eco-value analysis at program-level management. The EVE module is expected to enhance value and sustainability of construction processes throughout the whole 'program' lifecycle and further to support program feasibility study based on life cycle costing.
