A Study on Building the Regional Cluster: The Case of Fire and Emergency Industrial Cluster in Samcheok-si

  • Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

  • 본 연구는 컨테이너터미널의 리스크 관리 방안으로 터미널 내의 안전사고를 중심으로 운영사의 사고유형에 따라 각 사고의 발생빈도와 심각도를 산정한 후 상대적인 리스크를 평가하였다. 상대적인 리스크를 기준으로 리스크 감소 대책에 대한 우선순위를 선정하였으며 각 안전사고 유형에 대한 리스크 관리 방안을 제안하였다.

  • 최근 급변하는 경제상황에서 기업의 경쟁력을 강화하기 위한 방안으로 상생협력이 강조되고 있다. 그러나 기업의 경쟁력은 기업간 협력의 중요성 이면에 기업내부의 협력적인 노사문화가 정착되지 않고서는 기업의 경쟁력 강화 및 기업간 상생협력이 요원할 것이다. 따라서 본 연구의 목적은 기업의 협력적 노사문화 형성에 중요한 영향을 미치는 요인을 살펴봄으로써 향후 노사협력 관계 형성을 위한 대안을 도출하고자 하였다. 이러한 연구의 목적에 따라 협력적 노사문화 형성의 중요요인에 대한 이론적 고찰을 통해 각각의 요인을 도출하였고, 각 요인들은 AHP분석을 통하여 중요성 및 우선순위를 체계화하였다. 분석결과 종업원을 존중하는 경영이 강화되어야 하며 투명경영 정착, 조직의 비전과 가치를 공유하는 관계 형성이 협력적 노사문화 형성에 중요하다는 결과를 도출하였으며 이에 따라 기업의 협력적 노사문화 형성을 위한 대안을 제안하였다.

상호 협력 STBC-OFDM 시스템을 위한 개선된 반복적 ICI 제거 기법 (An Enhanced Iterative ICI Cancellation Method for Cooperative STBC-OFDM Systems)

  • 본 논문에서는 상호 협력 STBC-OFDM (Space Time Block Coded-Orthogonal Frequency Division Multiplexing) 시스템을 위한 개선된 반복적 ICI (Inter Carrier Interference) 제거 기법을 제안한다. 상호 협력 STBC-OFDM 시스템에서는 각 경로마다 서로 다른 주파수 옵셋이 존재하게 되며, 이에 따라 각 경로의 주파수 옵셋의 추정이 완벽히 이루어진 경우에도 보상 과정의 문제로 인해 잔류 주파수 옵셋이 존재하기 때문에 ICI 제거 과정은 필수적이다. 기존의 반복적 ICI 제거 기법은 초기 추정 오류로 인한 성능 열화가 발생하는 단점이 존재하며 이러한 성능 열화는 주파수 옵셋의 크기가 클수록, 변조 차수가 높을수록 증가하게 된다. 따라서 본 논문에서는 초기 추정 및 간섭 제거 과정에서의 우선권을 부여함으로써 초기 추정의 정확도 향상을 통해 반복 연산 과정에서의 성능 향상을 얻을 수 있는 개선된 반복적 ICI 제거 기법을 제안한다. 제안된 반복적 ICI 제거 방식은 기존 방식과의 복잡도 비교 및 다양한 환경에서의 성능 평가를 통해 기존 방식과 유사한 복잡도를 가지면서도 우수한 성능을 얻을 수 있음을 입증하였다.

수산자원 소유.이용제도의 변천에 관한 연구 (A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). 자동화 장치장의 재정돈 계획 최적화를 위한 협력적 공진화 알고리즘 (A Cooperative Coevolutionary Algorithm for Optimizing Remarshaling Plan in an Automated Stacking Yard)

  • 본 논문은 재정돈 계획의 최적화를 위해 협력적 공진화 알고리즘을 이용하는 방법을 제안한다. 재정돈이란 컨테이너 터미널에서 적하 작업시 발생하는 지연을 줄이기 위해 선박에 적하될 컨테이너의 위치를 변경하는 작업이다. 재정돈 계획 수립을 위해서는 적하 시 작업 효율이 최대가 되고 재정돈 시간이 최소가 되도록 컨테이너가 재정돈 후 배치될 장치형태와 재정돈 시 컨테이너를 옮길 순서를 결정해야한다. 협력적 공진화 알고리즘은 주어진 문제가 세부 문제들로 분할 가능할 때 분할된 세부 문제들을 동시에 탐색하여 문제를 효율적으로 해결하는 방법이다. 이에 본 논문에서는 재정돈 계획 문제를 장치형태 결정 문제와 이동 우선순위 결정 문제로 분할하고 협력적 공진화 알고리즘을 적용하여 재정돈 계획을 최적화하였다. 실험결과 문제를 분할한 협력적 공진화 알고리즘이 문제를 분할하지 않는 접근 방법에 비해 더욱 효과적으로 재정돈하는 계획을 수립함을 확인할 수 있었다.

골든타임 확보를 위한 긴급차 우선신호시스템의 효과 분석: 청주시를 대상으로 (Effect Analysis on Emergency Vehicle Priority System for Securing Golden Time: Targeting on Cheongju City)

  • 골든타임의 확보 방안으로 충북 청주시에서 시행하는 긴급차 우선신호체계 운영 결과를 분석하였다. 화재현장에 도착하기까지 도로상의 극심한 교통정체, 긴급차 앞으로 끼어드는 차량, 긴급차 길터주기에 비협조적인 차량 등 출동 중에 나타나는 장애요인들은 심각한 상태이다. 이와 같은 도로상의 장애문제를 해결하기 위하여 긴급차 우선신호체계를 도입하는 것은 반드시 필요하다. 2017년 4월부터 2018년 6월까지(1년 2개월, 426일) 출동시간과 날짜, 긴급차의 이동거리와 시간, 교통신호 통제구간과 통과시간, 단축시간 등을 측정하였다. 293개의 출동회수 중 교통이 혼잡하고 출동이 잦은 5개의 구간에서 140개의 선택하였다. 교통신호시스템을 통제한 결과는 놀라웠다. 총괄적으로 신호를 통제하지 않을 때에는 1 km를 주행하는데 3 min 3 s가 결렸지만 신호를 통제하여 긴급차를 우선통행하도록 하는 경우에는 1 km를 1 min 23 s에 주행하여 처음의 45.4% 밖에 걸리지 않았다. 즉 15 min 걸리던 주행시간을 6 min 49 s로 줄인 것이다. 이러한 결과를 볼 때 긴급차 우선신호시스템은 가능한 한 빨리 전국적으로 실시하여야 할 것이다.

남북 전통의학 협력 사업 우선순위 선정 연구 (Study on Priorities of South-North Korea Traditional Medicine Cooperation Project)

  • Objectives: The purpose of this study is to draw priorities for candidate projects so that future inter-Korean traditional medicine cooperation can be promoted efficiently and effectively. Methods: This study used the Delphi-AHP method to derive priorities for the inter-Korean traditional medicine cooperation project. First, 33 candidate projects were selected through a data survey. In addition, the priority importance score was calculated through a 2-round mini-Delphi survey of 20 experts. The importance of 33 candidate projects was calculated by three evaluation criteria, and the weights for these three evaluation criteria were derived through the AHP method. Results: As for the weight by item, 'feasibility' was the highest with 0.6749 points, followed by 'social ripple effect' (0.1811) and 'instrumentality' (0.1439). As a result of calculating the importance score by reflecting the weight of the evaluation criteria for each project, the South's sole project, "Understanding the Status of North Korea's Korean Medicine," was the top priority, followed by the "Establishment of Strategy for Inter-Korean Traditional Medicine and Cooperation." Conclusions: As a result of this study, experts now believe that it is important to prioritize the highly feasible South Korean independent project in the field of traditional medicine between the two Koreas. This will serve as the basis for promoting cooperative projects in the event of future changes in the inter-Korean situation.

  • The supply chain in plant construction project can be defined as a network combined between elements which is engineering, procurement, construction, start-up. For successfully leading construction project, close relation and mutual cooperation should be preceded and Supply Chain Management(SCM) system is needed to improve the relation. In particular, because safety is a top priority for the companies work in the construction of Nuclear Power Plant(NPP), it is necessary to control all parties realated with NPP construction systematically. In this situation, it is important to purchase high-quality equipment in timely manner by developing Integrated cooperative systems. Therefore, this study aimed to propose developing solutions of SCM such as JIT and Envelop Design system, which can reduces difficulties of decision making between the parties involved in the project and will increase the efficiency of the engineering process in NPP.

자율형 무인운반차를 위한 충돌회피동작의 생성(I) (Collision Avoidance Method for Autonomous Vehicle)

  • This paper describes the Autonomous Vehicles (AV) which are operated for their own tasks. There are chances of conflict resolution such as sharing the same path which can lead to the risk of a collision. This research represents some ways of negotiating the conflict resolution by generating cooperative actions. Negotiation while traveling the path is accomplished by using priority and by announcing the start time of the task. When there is a risk of collision, the AV tries to dissolve the situation of conflict resolution by concurrently adjusting mutual speed and by performing the algorithm of passing. If the speed of the AV cannot be adjusted, it measures the distance between the counterpart of the AV and an obstacle along the path. Then it judges either to proceed by passing the counterpart of the AV or to turn back after observing the current circumstances. The performance of the algorithm described above was proven by a simulator.
