Bibliometric analysis on the evolution of knowledge structure of African swine fever

  • Since African swine fever (ASF) spread to East Asia, a fatal crisis has occurred in the global pig industry, because Asia is dominant in pig production. Although some studies conducted bibliometric analysis on ASF, few studies compared research networks, and identified subthemes by major keywords. To fill this gap, this study identified the knowledge structure network of the research, its influence, and core research themes by utilizing the bibliometric analysis of 337 ASF-related journal articles over 50 years from 1970 to 2020 on the Web of Science. The result indicated that papers are mainly published in the fields of veterinary science, virology, microbiology, infectious disease and applied microbiology, and in particular, the fields of veterinary science and virology showed unrivaled weights as they account for 73.40%. With regard to cooperative relationships, European countries such as the UK, Germany, Italy, and Denmark, centered on Spain, are actively contributing to the ASF research. China, France, Thailand, Japan, Vietnam, and South Korea are leading research cooperation, centering on the United States. In the early stage of the studies, major keywords appeared to be related to outbreaks, quarantine and diagnosis, and in the middle stage, the keywords were expanded to a wide range of pig diseases. Recently, the keywords are becoming more diverse towards antibodies, cross-border transmission and disease monitoring. Based on data on major keywords related to ASF, this study proposed discussions and implications for activating ASF research including genotype, protein, vaccine, diagnosis, defense against infection and epidemiological investigation.

Characteristics of Industrial Growth in the Peripheral Areas Based on Low-density Economics (저밀도 경제 논의와 주변부 지역 산업 성장의 특성)

  • According to the discussion on the low-density economy in OECD industrial growth in remote area has played a central role in the members'economic recovery from the financial crisis in the mid-2000s. Based on the OECD's low-density economy this study examines the phenomena and spatial characteristics of industrial growth in peripheral areas of Korea. The growth of industries in the peripheral areas shows a similar growth characteristics as cases in the OECD members. Various manufacturing and service sectors as well as traditional sectors such as agriculture, forestry and fishing have grown in the peripheral areas since the mid-2000s. Firms in the peripheral areas form various cooperative networks to overcome the unfavorable regional conditions. The growth of new industries shows the possibility of path-dependent development in the periphery. Based on the results, implications on the policies for supporting the diversification of regional industries, setting flexible regional boundaries for policies, and linking policy sectors are derived.

The Effects of Global Entrepreneurship and Social Capital Within Supply Chain on the Export Performance (글로벌 기업가정신과 공급사슬 내 사회적 자본이 수출성과에 미치는 영향)

  • Under the international business circumstance, global supply chain management is considered a vital strategic challenge to small and medium-sized enterprises(SMEs) suffering from deficient resources and capabilities to exploit overseas markets comparing with large corporations. That is because they can expand their business domains into overseas markets by establishing strategic alliances with global supply chain partners. Although a wide range of previous researches have emphasized the cooperative networks in the chain, most are ignoring the importance of developing relational characteristics such as trust and reciprocity with the partners. Besides, verifying the relational factors influencing firms' export performances, some studies proposed different and inconsistent factors. According to the social capital theory, which is the social quality and networks facilitating close cooperation of inter-individual and inter-organization, provides the integrated view to identify the relational characteristics in the aspects of network, trust and reciprocal norm. Meanwhile, a number of researchers shows that global entrepreneurship is the internal and intangible resource necessary to promote SMEs' internationalization. Upon closer examination, however, they cannot explain clearly its influencing mechanism in the inter-firm cooperative relationships. This study is to verify the effect of social capital accumulated within global supply chain on SMEs' qualitative and quantitative export performance. In addition, we shed new light on global entrepreneurship expected to be concerned with the formation of social capital and the enhancement of export performances. For this purpose, the questionnaires, developed through literature review, were collected from 192 Korean SMEs affiliated in Korean Medium Industries Association and Global Chief Executive Officer's Club focusing on their memberships' international business. As a result of multi-regression analysis, the social capital - network, trust and reciprocal norm shared with global supply chain partner - as well as global entrepreneurship - innovativeness, proactiveness and risk-taking - have positive effect on SMEs' export performances. Also global entrepreneurship affects positively social capital which has mediating effect partially in the relationship between global entrepreneurship and performances. These results means that there is a structural process - global entrepreneurship(input), social capital(output), and export performances(outcome). In other words, a firm should consistently invest in and develop the social capital with global supply chain partners in order to achieve common goals, establish strategic collaborations and obtain long-term export performances. Furthermore, it is required to foster the global entrepreneurship in an organization so as to build up the social capital. More detailed practical issues and discussion are made in the conclusion.

A Study on Library Policies and Systems of South and North Korea for the National Unification (통일을 대비한 남북한 도서관 정책과 제도에 관한 연구)

  • The world has moved from the Cold War between the east and the west and moved toward the age without idealogy. It places emphasis on economic benefit and welfare of its own nation as its main point With this world trend, in order to sam the competitiveness and the reconciliation of the divided nation the north and the south Korea should be united. Once the north and the south are united, information society will be altered with the huge flow of the civilization. At the same time, the issue of how to operate library policies and system, in which effective acquisition, manipulation, accumulation, and dissemination of information un would be very important. From this point of view, the following conclusions are obtained in this study. Firstly, when building a national library preparing for the national unification. it is essential to introduce 1) the concept of policy and system for information society and 2) that of policy and system which has national-culture as its focus. Secondly, it is essential to prepare the cooperative-structure between libraries prior to the national unification. This kind of cooperation should gradually expand to an extent that allows actual benefits such as building union catalog, inter-library loan system, resource sharing, standardized cataloging rules, and exchange of dissertation... etc. Thirdly, developing the library policies and systems for the national unification must be based on the concept of the mutual cooperation as inter-dependent model rather than on the concept of the incorporation-absorption as a dominant model. The next point the principles of the followings in preparing the library policies should be considered: 1) free-competition, 2) revolution of consciousness through the social education, 3) independence and love for humanity, 4) scientific or reasonable thinking, 5) job responsibility, 6) democratic citizenship, 7) mind far collective life, 8) spirit of public interest 9) globalization In addition, the model of the library systems preparing for thenational unification should include the followings : 1) uniformity of library system and its authority, 2) establishment of research institutes for library policy and system, 3) exchange of library establishment and information resources, 4) building library networks, 5) establishment of education systems for the library and information science and enhancement of its quality, 6) modernizing and developing information technology and its transfer. Finally, the libraries in the north and the south has different concepts, goals, information resources, and the different ways of using them. Considering the practical aspects of the libraries and the reasons for their existence, they must structure the mutual cooperative system so as to minimize the shock when confronting the social changes, so-called the national unification.

Recovery Support Service for Neglected Children and Their Families of Origin: Status and Suggestions (방임 및 보호 아동·청소년 원가정 회복지원 시범사업의 현황과 과제)

  • Child abuse and neglect are recently increasing in Korea, and although the government has actively improved the child protection system, the number of abused children and the rate of cases judged as abuse have continuously risen. Given that 75% of child abusers are parents, child abuse and neglect are expected to recur. To prevent such a recurrence, various intervention programs for abused children and their parents are required. The purpose of this study were to design a recovery support service process and investigate the effectiveness of pilot program for families of origin, including neglected(protected) children, to improve the system by which these programs are operated, and formulate policy alternatives that reinforce "family preservation" principles. The pilot program was implemented from June to November 2020 in 4-local healthy family support center. The number of program participants and the frequency of participation in each other differed, because of the difference in number of confirmed coronavirus cases in each region and the requirement for social distancing. Through the program, a community-based service process was developed for neglected(protected) children and their parents, and cooperative networks between related facilities and institutions were established. The study formulated the following recommendations: First, a cooperation system among government departments mandated to provide different services to neglected(protected) children is needed. Second, wider and various channels through which abused children can avail of protective services should be developed within communities. Third, more stable environments for program operation should be cultivated, and cooperative partnerships should be sought for knowledge sharing among relevant government departments. Another necessary measure is for a center to develop its own business model, in which the duplication of services provided by involved organizations is avoided. Finally, clear guidelines, administrative standards, and specific plans for program operation should be arranged. Also regional characteristics are maintained, but services should be standardized.

A Case Study on the Development Process of the Industrial Districts in Third Italy: Modena and Mirandola (제3이탈리아 산업지구 발전과정에 대한 비교 연구: 모데나와 미란돌라를 중심으로)

  • It is the Third Italy's industrial districts that is emerging as effective strategies for regional economic development since 1970' s. Compared with mass production system, it's production system is characterized the cooperative networks of a number of enterprise specialized in specific sector or process. This work will analysis the course of growth and industrial characteristics of Modena engineering industrial district and Mirandola bio-industrial district as the exemplary industrial district, so elucidate new principle of building industrial space named development of industrial districts. This work point out three characteristics which these industrial districts have. First, these districts have the production system based vertical dis-integration and specialization among enterprise like general industrial districts in Third Italy. This factor make Modena and Mirandola's production system coupled with specialized enterprise in coping with various demand of consumer. Second, technological innovation is very important factor in growing industrial districts. This factor contributes these two districts to have developed as the competitive industrial clusters in the world. Last point is the difference of local governance by the two city governments. Modena city government has made a lot of industrial spaces but in Mirandola the leading enterprise has contributed to shape the industrial district.

A Sensing Channel Scheduling Scheme for Improving the Cognition Ability in Cognitive Radio Systems (인지 라디오 시스템에서 주파수 상황인지 능력 향상을 위한 감지 채널 스케줄링 기법)

  • The scheme for recognizing the channel availability is one of the most important research issues in cognitive radio systems utilizing unused frequency bands. In this paper, we propose a novel scheme of selecting sensing channel in order to improve the sensing ability of frequency status in cognitive radio ad hoc networks. To fully exploit the sensing ability of each cognitive radio user, we adopt a master for a cluster which is made of several cognitive radio users. By gathering and analyzing the sensing information from cognitive radio users in the cluster, the cooperative sensing is realized. Since the transmission range of a licensed user is limited, it is possible that a master determines different sensing channels to each cognitive radio users based on their location. By making cognitive radio users sense different channels, the proposed scheme can recognize the state of wireless spectrum fast and precisely. Using the simulation, we compare the performance of the proposed scheme with those of two different compared schemes that one makes cognitive radio users recognize the frequency status based on their own sensing results and the other shares frequency status information but does not utilize the location information of licensed user. Simulation results show that the proposed scheme provides available channels as many as possible while detecting the activation of licensed user immediately.

Connection between Fourier of Signal Processing and Shannon of 5G SmartPhone (5G 스마트폰의 샤논과 신호처리의 푸리에의 표본화에서 만남)

  • Shannon of the 5G smartphone and Fourier of the signal processing meet in the sampling theorem (2 times the highest frequency 1). In this paper, the initial Shannon Theorem finds the Shannon capacity at the point-to-point, but the 5G shows on the Relay channel that the technology has evolved into Multi Point MIMO. Fourier transforms are signal processing with fixed parameters. We analyzed the performance by proposing a 2N-1 multivariate Fourier-Jacket transform in the multimedia age. In this study, the authors tackle this signal processing complexity issue by proposing a Jacket-based fast method for reducing the precoding/decoding complexity in terms of time computation. Jacket transforms have shown to find applications in signal processing and coding theory. Jacket transforms are defined to be $n{\times}n$ matrices $A=(a_{jk})$ over a field F with the property $AA^{\dot{+}}=nl_n$, where $A^{\dot{+}}$ is the transpose matrix of the element-wise inverse of A, that is, $A^{\dot{+}}=(a^{-1}_{kj})$, which generalise Hadamard transforms and centre weighted Hadamard transforms. In particular, exploiting the Jacket transform properties, the authors propose a new eigenvalue decomposition (EVD) method with application in precoding and decoding of distributive multi-input multi-output channels in relay-based DF cooperative wireless networks in which the transmission is based on using single-symbol decodable space-time block codes. The authors show that the proposed Jacket-based method of EVD has significant reduction in its computational time as compared to the conventional-based EVD method. Performance in terms of computational time reduction is evaluated quantitatively through mathematical analysis and numerical results.

Location and Linkages of Small Firms in the Greater Cincinnati Metropolitan Area, Ohio (소규모 기업의 입지 및 연계구조 관한 연구 -미국 오하이오주 씬씨내티 대도시 지역의 경우-)

  • This study investigated the location conditions, spatial linkage structures, and firm specific problems of small firms of the Greater Cincinnati metropolitan area by sectors and by areal distribution. The major locational advantages were closeness to customers and suppliers followed by accessibility to inter-state highways. These results were supported by spatial linkage structures in which within-region linkages occupied a greater portions of linkage, showing the importance of small firms in the regional economy. The linkage patterns showed distance decay effect with high elasticity. While there were no significant differences of locational conditions and spatial linkage structures of small firms between core and peripheral area, a slight difference was identified among sectors. Chemical related manufacturing firms show different locational conditions and spatial linkage structure with weak within-local linkages. The main locational disadvantages were lack of qualified labor, undesirable neighborhood, heavy tax, and space shortage. Considering the biggest problems such as lack of qualified labor, difficulties in sales/marketing, low accessibility to financial resource, and technological inability, the inter-related cooperative business networks among firms and regional institutions, consulting companies, chamber of commerce, and universities are needed to stimulate regional economic development and survival of small firms.

A Study on Rethinking the Operating of Counter-terrorism Systems in South Korea (한국 대테러시스템 운영의 재모색)

  • The purpose of this study is to rediscover the operation of anti-terrorism system focusing on the system approach and crisis management approach for counter terrorism in Korea. According to the results of this study, it is required to establish a link between open systems and integrative system focusing on functional linkage of counter-terrorism systems, and cooperative measures with private sectors in the dimension of governance activation. Further, it is necessary to prepare legal foundations for the cooperation with private sectors and then promote open consciousness transformation through the partnership with private security for anti-terrorism activities. In addition, in its preventive stage, it is required to prepare legal systems related to biochemical terrorism for stronger regulations through crisis-managerial approach. Next, in its preparatory stage, it is necessary to prepare education and enact named Terror Prevention Day for increasing terror safety consciousness, and then extend citizen reporting reward systems to enable citizens to participate and become interested voluntarily in terror prevention. Also, it is essential to establish the substantial training system for preparing for terror occurrence. Moreover, in its response stage, it is urgent to construct networks between related institutions to manage field and spot responses with integrative management systems through information sharing. Furthermore, in its restoration stage, it is indispensible to prepare long-term management systems for injured persons and families of the deceased from terror incidents.
