In 2007, the International Commission on Radiological Protection (ICRP) published Recommendations of the International Commission on Radiological Protection. Accordingly IAEA safety standards committees have reviewed and revised the BSS. The process of the implementation of the ICRP 103 into Korean radiation protection regulations has been continued. Although the new recommendations retain the fundamental protection principles, the impact of the new ICRP recommendations will necessarily be greater than ever before. ICRP recommends the application of dose constraint in planned situations and reference level in existing & emergency situations for strengthening of the principle of optimization. Dose constraints and reference level play a criterion on the level of individual dose as prospective and source-related values. Therefore it is necessary to apply dose constraints and reference levels to all nuclear and RI&RG facilities in Rep. of Korea. Dose constraints and reference level of occupational exposure will be set-up by the stakeholder itself with the cooperation of regulatory body. In this study, the implementation method was discussed to apply the dose constraints and reference level as the procedure for the optimization, not the tool of the regulation.
Recently, various nanoparticles have been used for filler in polymer matrices. The particles of nano size are whether high or not cross-link density in polymer affects the thermal and mechanical properties of one. The properties change as a result of chemical reactions between the nanoparticles and the surface of the polymer. There are two models for nanocomposites: "repulsive interaction" and "attractive interaction" between the nanoparticles and matrix. In this study, the variation in the curing mechanism was examined when nano-size $TiO_2$ was dispersed into an epoxy (Bisphenol A, YD-128) with different curing agents. The results of this study showed that the exothermic temperature and Tg in the case of the nanoparticles used (Jeffamine) (D-180) at room temperature were reduced by an increase in the $TiO_2$ contents because of the "repulsive interaction" between the nanoparticles and the matrix. The tensile strengths were increased by increasing amounts of $TiO_2$ until 3 wt% because of a dispersion strengthening effect caused by the nanoparticles, because of the repulsive interaction. However, such tensile properties decreased at 5 wt% of $TiO_2$, because the $TiO_2$ was agglomerated in the epoxy. In contrast, in the case of the nanoparticles that used NMA and BDMA, the exothermic temperature and Tg tended to rise with increasing amounts of $TiO_2$ as a result of the "attractive interaction." This was because the same amounts of $TiO_2$ were well dispersed in the epoxy. The tensile strength decreased with an increase in the $TiO_2$ contents. In the general attractive interaction model, however, the cross-link density was higher, and tensile strength tended to increase. Therefore, for the nanoparticles that used NMA, it was difficult to conclude that the result was caused by the "attractive model."
The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.
This article aims to observe the role of Arabic and analyze the future of Arabic in France under the base of the Al-Sabhan Rabina Baldhawe's article, published in mettre l'importance sur University Paris 8 in 2007. The purpose of this study is to analyze the current status of counter terrorism system and to identify the causes of problems and to suggest alternatives by selecting legal and operational sectors based on theories of open systems and integrated systems. According to the results of the research, first, the degree of agreement on the open system and the integrated system is low with regard to the characteristics of the counter-terrorism system. Second, in relation to the importance and necessity of major factors of construction and operation of counter-terrorism system, counter-terrorism workers recognize that it is the most important and necessary. In the case of strengthening international cooperative system, the difference of recognition between importance and necessity was the biggest. The importance and necessity of reviewing the Anti-Terrorism Act for the protection of the public and public safety were relatively low, and the cooperation with the private sector showed the lowest importance and necessity. In the case of academic achievement, the average level of high school graduates is higher than that of professional high school graduates. Therefore, this research concludes that counter terrorism operation system with open and integrated system has to be applied to national counter terrorism operation structure in South Korea in increasing the quality and efficiency of nation counter terrorism response capability.
The Seosan-Daesan Port is a representative trade port in Chungnam, and has the sixth largest total cargo throughput and the third largest oil cargo throughput in Korea. However, research on this port's development is lacking relative to that for Busan Port, Incheon Port, and Gwangyang Port, and no study exists that suggests the direction of the development strategy for Seosan-Daesan Port. This study discusses the future role of Seosan-Daesan Port in preparation for a rapidly changing future and the development strategy that should be established. Using the AHP, a development strategy is provided for Seosan-Daesan Port from short/mid-term and long-term viewpoints for three aspects: operation activation, infrastructure construction, and policy support. Operation activation is chosen as the most significant factor from a short/mid-term viewpoint, whereas infrastructure construction is recognized as important from a long-term viewpoint. Specifically, from a short/mid-term viewpoint, sustainable container cargo attraction, multipurpose dock construction, management pier construction, and opening of international passenger ferry lines are important factors while from the long-term viewpoint, hinterland construction, petrochemical industry cluster construction, automobile industry cluster construction, and management improvement system are important. Establishing action plans for each strategy and a cooperative network for sharing goals and strengthening cooperation is necessary.
The purpose of this study is to suggest the new strategies for strengthening the competi tiveness of Incheon port. To measure the calling factors and satisfaction of ports, this study developed a list of 24 items using a seven-point Likert scale through the previous literature reviews, pilot test and emerging factors. Factor analysis, regression analysis, one sample T-test, IPA and SPSS were conducted to verify the determinants choosing ports and customer satisfaction. The result of an empirical study revealed that the cargo volume and information system, etc. in Incheon port was evaluated as satisfied factors and berth availability and port charge, etc. as dissatisfied factors. Based on the outcomes of this study, to strengthen the competitiveness of Incheon port, several strategies were advised such as the inducement of North American and European cargo, port infrastructure, dedicated terminal and GTO inducement, hinterland construction, logistics companies inducement and cooperation with neighboring ports.

This study analyzes the major content, significances, and future outlook of Three Data Acts amendment enacted in August 2020 in South Korea, with the focus on their impact on the financial and data industries. It seems that the revision of the Credit Information Act will enable the specification of a business which had previously only been regulated as the business of credit inquiry, and also enable the domestic data industry to activate the MyData industry, data trading and platforms, and specify data pseudonymization and trading procedures. For the rational and efficient implementation of the amendments to the Three Data Acts, the Personal Information Protection Committee must be as transparent and lawful in its activities as possible, and fairness must be guaranteed. Even in the utilization of personal information, the development or complementation of the related data processing technologies is essential, and clear data processing methods and areas must be regulated. Furthermore, the amendments must be supported with guarantees and the systematization of a fair competitive system in the data market, stricter regulations on penalties for illegal acts related to data, establishment and strengthening of the related security systems, and reinforcement of the system of cooperation for data transfer.
The purpose of this study is to analyze leading teachers' opinions on key competencies and subject competencies presented in the 2015 revised national curriculum and to draw implications for competency-based curriculum development and implementation. The research findings show that leading teachers are generally positive about the introduction of key competencies, subject competencies setting and its feasibility and recognize that the key competencies are highly related to the subject competencies of each subject. However, it is judged that the key competencies and subject competencies are not embodied well in every aspect of the curriculum documents. They also recognize that in the practice of competency education, supporting the development of teachers' ability to conduct student-centered classes in a culture that enables voluntary research efforts of the teacher community can be the biggest issue rather than external support such as development of competency-centered textbooks or consulting and supervision. Finally, we propose the need for support and policy that enable voluntary efforts for interdisciplinary cooperation and strengthening teacher capacity rather than developing competency-centered textbooks; specification of competency education in educational content, pedagogical methods and assessment; reconsideration of subject competencies setting; maintaining the relationship between key competency and items that guide educational goals.
