Constructing Governance to Implement the Gender Mainstreaming System (성주류화 실행의 거버넌스 구축 방안)

  • The Korea Government adopted the gender mainstreaming system to realize gender equality. The active participation of members, organizations and groups of the society is the most important, for the systematic and continuous working of the gender mainstreaming system. We suggest a model for constructing gender governance with the women, the neglected classes, the educational group, the occupational group, the research group, NGOs, the medias, the government, the council, and the gender impact analysis and assessment center, etc.

Development of Gender-Sensitive Policy through Gender Analysis of One-Parent Family (한부모가족의 젠더 분석을 통한 성인지 정책 모색)

  • One-parent family is increasing in Korea, changing its forms and identity. One-parent family policy policy should be established in terms of gender analysis, as men-headed family and women-headed family are in the very different situation regarding social status of gender. One-parent family policy needs gender-sensitive perspectives and also should be closely linked with child welfare policy and post-poverty strategies. This paper suggests distinguished situation of one-parent family by gender, and tries to explore specific ways of supporting one-parent family. Most of all, to set up the proper supporting system for one-parent family, the special needs and difficulties are analyzed by gender, which will lead towards the cohesive and holistic family policy.

A Study on the effectiveness of convergence gender equality education with film -Focused on Elementary- (영화로 하는 융복합 양성평등교육 효율성 연구 -초등학교를 중심으로-)

  • The purpose of this study is to examine the effectiveness of the film in gender equality education classes for elementary school students. For this study an experiment was conducted with students to gender equality education lessons in the 5th grade of Seongwhan elementary school in Cheonan. It was to observe whether the student's gender consciousness changes with the same questionnaire in the starting lesson and the last lesson of gender equality education. Observations of gender equality education with film are very effective for elementary school students. Therefore, this paper is to share the following results. First, this study is a model of teaching gender equality education through film that would be proposed. Second, using film gender equality education lessons will be conducted in a real elementary school. The satisfaction of students will be examined. Third, using film to demonstrate the effectiveness of gender equality classes would be. Finally, the use of film in teaching of gender equality according to the curriculum would be proposed.

Gendered innovation for algorithm through case studies (음성·영상 신호 처리 알고리즘 사례를 통해 본 젠더혁신의 필요성)

  • Gendered innovations is a term used by policy makers and academics to refer the process of creating better research and development (R&D) for both men and women. In this paper, we analyze the literatures in image and speech signal processing that can be used in ICT, examine the importance of gendered innovations through case study. Therefore the latest domestic and foreign literature related to image and speech signal processing based on gender research is searched and a total of 9 papers are selected. In terms of gender analysis, research subjects, research environment, and research design are examined separately. Especially, through the case analysis of algorithms of the elderly voice signal processing, machine learning, machine translation technology, and facial gender recognition technology, we found that there is gender bias in existing algorithms, and which leads to gender analysis is required. We also propose a gendered innovations method integrating sex and gender analysis in algorithm development. Gendered innovations in ICT can contribute to the creation of new markets by developing products and services that reflect the needs of both men and women.

The Effect of COVID-19 on Depression of Single-Person Youth Households: Focusing on Gender Difference (COVID-19 위기상황이 1인 가구 청년의 우울에 미친 영향: 성차를 중심으로)

  • The purpose of this Convergence study was to provide basic data to prevent and intervene in depression of the young adult by examining the effect of COVID-19 on depression in single-person households, focusing on gender differences. The research was conducted with 198 male and 218 female young adults were sampled from the Seoul Welfare Survey(2020) and data were analyzed through hierarchical regression analysis. As a result of the analysis, negative changes in employment, income, and emotions due to Corona significantly increased the level of depression among young people. And the effects of COVID-19 sub-factors were different between male and female. Based on result, clinical and policy implications were suggested for managing with depression among youth in our society in consideration of gender differences in crisis situations such as COVID-19.

Gender difference of Work-life Balance and the effect of Work-life Balance on Parenting Confidence (성별에 따른 일·생활 균형 인식수준 차이와 일·생활 균형이 부모 자신감에 미치는 영향)

  • The purpose of this study was to examine gender differences in response to work-life balance(WLB) and to investigate the effect of WLB on parenting confidence and to examine the moderating role of career management in the relationship between WLB and parenting confidence. Through SPSS 18.0, the model structure was tested between WLB, parenting confidence, and career management by a t-test, regression test, and hierarchical regression test. A total of 505 cases were analyzed. The major findings were as follows: First, it was found that there was no difference in the level of WLB by gender. Second, it was found that there was a positive relationship between WLB and parenting confidence. Third, it was found that career management moderated the relationship between WLB and parenting confidence. Based on the findings, practical implications about married female workers and the importance of WLB in the organizations were discussed.

  • Gendered innovation in Science, Technology and Innovation, which seeks better science for both men and women by integrating sex and gender analysis, has become an important issue in the entire process of STI, as initiated by the European Commission, Canadian Institutes of Health Research in Canada and the National Institutes of Health in the United States. Korea has also attempted to reflect gendered innovations in Science and Technology as a critical factor in the 3rd and 4th National Plan, followed by the Act on Women Scientists and Engineers (2002). Against this background, the aim of this study is to prioritize the policy instruments regarding gendered innovation in Research and Development. Through the Focus Group Interview (FGI) and the Analytic Hierarchy Process (AHP), this study attempts to set the priority among selected criteria, various types of policy instruments, and the applied research development area. As a result, this study shows the preparation of the relevant legal and institutional mechanisms for the full introduction of gendered innovation in S&T, and the importance of various policy instruments for S&T innovation in the fields of planning, budgeting, managing national R&D projects, evaluating and impact assessment, etc., being derived in a systematic way to ensure their effectiveness.

  • As Korea's low birth rate has become a serious social problem, various government-level policy initiatives have been proposed to introduce and expand family-friendly personnel systems for work-family balance. The main causes of low birthrates in Korea are the increased participation of women in economic activities and the difficulties of work-family balance. As part of women's policy, support policies were introduced at various levels such as family-friendly institutions and flexible working systems, but they did not have much effect as an alternative to low birth rates. The implications of family-friendly institutions within the organization beyond low birthrates, which are continuously present, have greater implications at the time of new social transformation. This paper will investigate and discuss the implications of family-friendly policies and the implications of the flexible working system in the civil services.

A Study on the Application of Dietary Life Education Programs for Activation of the Rural Convergence Industry (농촌융복합산업 활성화를 위한 식생활교육 프로그램 적용 연구)

  • This study is to analyze the effects of dietary life education of elementary school students by gender and by grade to seek for solutions of activating the rural convergence industry in linkage with dietary life education. Subjects were 152 students of eight elementary schools in Chungcheongnam-do. As a result of the study, after application of the dietary life education program, the scores were statistically significantly improved and four sub areas(education at the dining table, practice of green dietary life, reduceing food wastes, learning about local foods) showed a statistically significant improvement. Scores by gender were statistically significantly improved among both male and female students and the results of analyses by gender in four sub areas of dietary life education were also statistically significantly improved. Scores by grade were statistically significantly improved in all grades and the results of analyses by grade in four sub areas of dietary life education were also statistically significantly improved. Since the dietary life education program in the present study is effective for dietary life improvement, the results of the present study are expected to be utilizable in education of elementary school students and lead to the consumption of regional foods by increasing the ability to select proper foods.

Local Governments' Policy on the Utilization of Women's Resources (지방정부의 여성인력 활용정책)

  • In the knowledge-based society, utilization of women's resources has significant implications as the key to success of national competitiveness. The space and conditions for women to show their abilities in all areas should be provided. Policies on women's resources, which aim to achieve gender equality, should not be limited to the area of social welfare as usual, but should be treated in-depth with relation to political, economic, social, and cultural areas. Local women policies do not reflect the distinct characteristics of the local areas and realities of women, furthermore, even the concept of women policies is not delivered to local women. In this study, directions to shift local women policies from the marginalization to the mainstream of policy are discussed focusing on utilization of women's resources.
