Asia-Pacific Space Cooperation Organization (APSCO) is the only intergovernmental space cooperation organization in Asia. Since its establishment to date, eight countries have signed the convention and become member states. South Korea participated actively in the preparatory phase of creating the organization, and one conference organized by AP-MCSTA which is the predecessor of APSCO was held in South Korea. However, after the APSCO Convention was opened for signature in 2005 to date, South Korea does not ratify the Convention and become a member. The rapid development of space commercialization and privatization, as well as the fastest growing commercial space market in Asia, provides opportunities for Asian countries to cooperate with each other in relevant space fields. And to participate in the existing cooperation framework (e.g., the APSCO) by the Asian space countries (e.g., South Korea) could be a proper choice. Even if the essential cooperation in particular space fields is challenging, joint space programs among different Asian countries for dealing with the common events can be initiated at the first steps. Since APSCO has learned the successful legal arrangements from ESA, the legal measures established by its Convention are believed to be qualified to ensure the achievement of benefits of different member states. For example, the regulation of the "fair return" principle confirms that the return of interests from the relevant programs is in proportion to the member's investment in the programs. Moreover, the distinguish of basic and optional activities intends to authorize the freedom of the members to choose programs to participate. And for the voting procedure, the acceptance of the "consensus" by the Council is in favor of protecting the member's interest when making decisions. However, political factors that are potential to block the participation of South Korea in APSCO are difficult to be ignored. A recent event is an announcement of deploying THAAD by South Korea, which causes tension between South Korea and China. The cooperation between these two states in space activities will be influenced. A long-standing barrier is that China acts as a non-member of the main international export control mechanism, i.e., the MTCR. The U.S takes this fact as the main reason to prevent South Korea to cooperate with China in developing space programs. Although the political factors that will block the participation of South Korea in APSCO are not easy to removed shortly, legal measures can be taken to reduce the political influence. More specifically, APSCO is recommended to ensure the achievement of commercial interests of different cooperation programs by regulating precisely the implementation of the "fair return" principle. Furthermore, APSCO is also suggested to contribute to managing the common regional events by sharing satellite data. And it is anticipated that these measures can effectively response the requirements of the rapid development of space commercialization and the increasing common needs of Asia, thereby to provide a platform for the further cooperation. In addition, in order to directly reduce the political influence, two legal measures are necessary to be taken: Firstly, to clarify the rights and responsibilities of the host state (i.e., China) as providing assistance, coordination and services to the management of the Organization to release the worries of the other member states that the host state will control the Organization's activities. And secondly, to illustrate that the cooperation in APSCO is for the non-military purpose (a narrow sense of "peaceful purpose") to reduce the political concerns. Regional cooperation in Asia regarding space affairs is considered to be a general trend in the future, so if the participation of South Korea in APSCO can be finally proved to be feasible, there will be an opportunity to discuss the creation of a comprehensive institutionalized framework for space cooperation in Asia.
One of the fastest growing sector in tourism industry is MICE industry due to globalization among the countries in various parts including business, politics, and cultural exchange. The objectives of this research can be in two fold: firstly, to evaluate the convention service quality and categorize them into three groups, basic service, performance service and exciting service; secondly, to provide the exciting service as a recovery program to restore customer satisfaction and their intention to reuse when the basic or performance service failure occurs. The results are as follows: among the four dimensions of the service quality, only the availability of information and the employee's performance were effected by the exciting service quality. Secondly, employees's performance can only be effected by the exciting service when customer service factor is included prior to the events. Thirdly, the following dimensions of services were not selected to be effective by the exciting services: conditions of physical facility, related infra-structure, the process of customer service and the program. Fourthly, only the additional services and events were selected to be the effective exciting services for the recovery program.
The purpose of this study is to analyze empirically analyze how the characteristics of participants in educational and social learning forums and the quality of events influence expectations and satisfaction of forums. The study also aims to provide strategic implications for forum organizers and give them suggestions on how to set up target audience, manage forum contents, speakers, and services, improve attendee satisfaction, and ultimately maximize overall outcomes. As exchanges among individuals, enterprises, and organizations, as well as countries are growing rapidly, the convention industry has become a key player in the market. Conventions have also become a venue for people to discuss a specific agenda or topic, exchange information and learn knowledge and insights. Especially, the forum - as part of the convention industry - plays a vital role providing educational and social learning opportunities as scholars and expertise come together to share their knowledge and experience through a variety of discussions. With its role, many of forums are taking place in recent years; however, there have been few empirical studies upon the forum itself. Also, there have been few attempts to research how the quality of forums affect participants' satisfaction along with their characteristics and how much of practical knowledge is provided throughout the events. This study is meaningful in that it is the first practical study that takes a deep understanding of the forum and sees how the quality of the forums influences participants' satisfaction and whether the characteristics of participants have a moderating effect in increasing the level of satisfaction. Forum organizers could also take a strategic approach as their major concerns are to increase the number of participants and raise degree of satisfaction by providing significant information. There are four key elements that determine success or failure of a social learning forum. The four elements are contents, speakers, services, and participants. Content plays an important role in providing rich information and knowledge for participants. Speakers are the main knowledge providers who contribute to the forum's social learning role. Also, the services provided by forum organizers such as simultaneous interpretation services, program brochures, lunch and refreshments, and the overall design of event hall can also influence the level of participants' satisfaction. Lastly, the participants and their characteristics are important since they are the ones who receive knowledge from the providers. The results of this study show that the quality of forum (content, speaker, and services) has a decisive effect on the participants' satisfaction and there are some differences in expectation among the participants in the forum. Also, some groups of participants were more likely to be stimulated by the quality of forum when determining their satisfaction. The study is modeled after MBN Y Forum 2016 and its participants' characteristics. The forum is one of the most representative social learning forums of South Korea and its audiences are mostly young people. It has analyzed how the participants' characteristics influence their satisfaction by grouping them into ${\Delta}participants$ who have invited for free and those who paid for the entrance fee, ${\Delta}first-time$ participants and returning participants, ${\Delta}voluntary$ and involuntary participants, ${\Delta}participants$ who registered through web and those who did through mobile, and ${\Delta}participants$ who registered during pre-sale opens and those who registered during general opens.
World Wide Views (WWViews) on Climate and Energy was an experiment of public deliberation which was held in 77 countries with over 10,000 global citizens on June 6, 2015. The coordinator of this project (the Danish Board of Technology with Missions Publiques and the French National Commission for Public Debate) developed the overal procedure, and local partners implemented the actual events in each country on the same day. The coordinator gathered the results of the events from all local sites in order to submit them as global citizens' voice to the COP21 negotiations at the United Nations Framework Convention on Climate Change (UNFCCC) in Paris. This study examines the extent to which such new method of WWViews, standardized at global level to be implemented in different local contexts, achieves its quality of public deliberation (representativeness, transparency, impartial inclusion, deliberativeness, influence) by evaluating the Korean WWViews held in Seoul.
This research analyzed determining factors of expenditure for processing fee by targeting trade show participants under a microeconomic approach in order to analyze determining factors of the participations of trade shows. As a result, with regard to the participation fees, income and the level of education seemed to be the socioeconomic factors that positively affected visitors in paying admission fees: and age and gender were negative elements. With regard to the participating businesses, the sales and the corporate history of the businesses were the positive elements to their willingness to pay the participation fees: however, the ratio of male and female personnel turned out to be a negative element in incurring the participation fees. The purchase of ticket was a positive mode-of participation factor to the visitors: however, distance tended to be a negative element for the visitors. For the participating businesses, the number of participation tended to be a positive element: however, distance was a negative one. The positive satisfaction factors that affected visitors' willingness to pay the participation fees included exhibited items, location, and schedules for events of the convention: for the participating businesses, the actual sales at the convention, the effects of advertisement and the level of satisfaction for location tended to play positive parts.
This study is an exploratory study on the sustainable management of MICE events, and was conducted using the FGI method. Twelve experts in the MICE field, industry, and academia were selected as the subjects of the study. The reason is that understanding and specialty of those targets provides research reliability and validity. The study period was 3 months from June to August 2021. As a result, it is very important to prepare a sustainable development strategy in the MICE industry, and in particular, the need for guidelines to be practiced during event operation from the organizer's point of view was derived. In addition, to derive items that can be used in practice based on the theoretical basis, and it was necessary to derive research results using internationally recognized Sustainable Development Goals (UNSDGs) and sustainable MICE research developed in the fields of tourism and MICE. Therefore, through the verification of such experts in the field of MICE, theoretical and practical guidelines from the perspective of the organizer that can be used when holding MICE were developed. The results of the study will provide implications for establishing more effective strategies for hosting sustainable MICE events in the future.
For us, any regional art exist? Almost all art events today take place mostly in Seoul. Concentrating on the reinforcement of its power, the regional art world remains isolated without any connection with the Seoul art community. It is completely closed off from the central art scene. The regional art world seems to consider that more helpful in consolidating its status. It is in real sense suffering the absence of art criticism and art media, lack of an understanding of art and backwardness of art education. Many regional artists are dreaming of moving out from their domain, aspiring to be a member of the central art world. They make an effort to assimilate into a refined, modern style of the central art circle, rather than striving to create works imbued with regionality and locality. As the artists living in the provinces, the characteristics of their district should be above all else reflected in their art. Although they are less informed about the latest trend of culture and art, their art has to be something passionately and obstinately embodying the intrinsic quality of their regions. They have to find a practical solution more positively, instead of merely complaining about the poor condition of the regional art community. There is the need to bring about a turnabout in our awareness that regional art is confined to any limit and cannot be in the center of the entire art world. What' s most significant is to dissolve factionalism and not to depend on school ties or regional networks. As a reaction against authoritarianism, regional art has to put emphasis on attaining its originality. For this, regional art should respect regional tradition, history and background and break away from an old convention of wielding power.
Since the adoption of the World Heritage Convention, sites associated with dark histories have been inscribed as World Heritage sites over the past fifty years. However, in 2018, the review of nomination dossiers for these sites was temporarily suspended to prevent additional discomfort or the conflicts these inscriptions might cause. Despite concerns raised by experts about nominations of these sites, the increasing demands from State Parties led to the adoption of the Guiding Principles for the Preparation of Nominations Concerning Sites of Memory Associated with Recent Conflicts. These Guiding Principles have made it possible to inscribe such sites as World Heritage sites. The Guiding Principles play a crucial role in outlining the nature and criteria for inscription, the components required in the nomination dossier, and mechanisms for notifying a contestation in cases of differing interpretations of the site. Their primary aim is to minimize further conflicts that may arise from the inscription of sites of memory. They affirm that such sites can contribute to achieving the objectives of the World Heritage Convention and represent a significant step in addressing heritage interpretation in the World Heritage system. The amendment of the Operational Guidelines to incorporate a contestation mechanism has arguably established a more transparent and open inscription process. However, the Guiding Principles also have limitations. Among the ten criteria set by the World Heritage Convention, sites related to conflicts or dark histories can use Criterion (vi). This criterion focuses on the site's outstanding universal value linked to historical events or associations, regardless of physical evidence. If a State Party chooses not to use Criterion (vi), the application of the Guiding Principles cannot be expected. Furthermore, while the Guiding Principles require a heritage interpretation strategy in the nomination dossier, the lack of detailed guidance may confuse nominating countries. Sites of memory associated with recent conflicts are not just places that need protection and remembrance due to their association with dark histories. They have also evolved to become spaces for reconciliation and healing. The inscription of these sites as World Heritage sites is not just a recognition of their historical significance, but also a platform for discussing the impact of past conflicts on modern society. It opens up a dialogue on how current generations can address these issues. With the adoption of the Guiding Principles, we hope that inscribed sites will not only promote reconciliation and healing but also serve as a starting point for addressing present and future challenges.
Movie research in the 1980's structuralism looks tendency to escape director or text research and analyze spectator or inspection action. Researches to analyze this distance need to keep universal validity as much as being accepted by effort to gap with director and spectator. Therefore, narrative poetry that I analyze movie narration style by 'narrated' and unit of 'narrating' and study the form and function so-called, is going to follow narratology's access method. Since 1990s, some events - detection of a dirty bomb in a Russian nation park in 1995, 9/11 terrorist attack to WTC in 2001, discovery of Al-Qaeda's experimentation to build a dirty bomb in 2003 etc - have showed that nuclear or radiological terrorism relating to radioactive materials (hereinafter "radioactive materials" is referred to as "nuclear material, nuclear spent fuel and radioactive source") is not incredible but serious and credible threat. Thus, to respond to the new threat, the international community has not only strengthened security and physical protection of radioactive materials but also established prevention of and response to illicit trafficking of radioactive materials. In this regard, our government has enacted or revised the national regulatory framework with a view to improving security of radioactive materials and joined the international convention or agreement to meet this international trend. For the purpose of prevention of nuclear/radiological terrorism, this paper reviews physical characteristics of nuclear material and existing detection instruments used for prevention of illicit trafficking. Finally, national detection regime against nuclear/radiological terrorism based on paths of the smuggled radioactive materials to terrorist's target building/area, national topography and road networks, and defence-in-depth concept is suggested in this paper. This study should contribute to protect people's health, safety and environment from nuclear/radiological terrorism.
