The Great War of 1914-1918 had dramatic consequences for all aspects of European society. Academia, and the field of mathematics, was no exception to the changes which occurred following the conflicts conclusion. After the First World War, which left Germany, the Austro-Hungarian Empire, Bulgaria and Turkey defeated, the Treaty of Versailles imposed harsh revisions to the old order. Many new nations emerged and the map of Europe was redrawn. The victorious powers also created the International Research Council (IRC) in 1919, and the International Mathematical Union (IMU) was founded under the IRC' s umbrella in 1920. At that time Germany, Austria, Hungary and Bulgaria were excluded from participation and the IMU maintained an open anti-German policy. However, as time passed this policy became more sharply criticized and in 1928 ICM, the nonparticipants were invited to join. Having declined, controversy persisted until in 1931 the IRC was replaced by the International Council of Scientific Unions, and the IMU disappeared for over two decades until it was reestablished in 1951. During the time of the first tenure of the IMU it is argued by many that politics entered into the world of international mathematical cooperation. In this paper we study the real effects the Great War had on the international mathematical community and its mathematicians.

Commercially pure titanium (CP Ti) and Ti-6Al-4V alloys have been widely used for biomedical applications. However, the use of the Ti-6Al-4V alloy in biomaterial is then a subject of controversy because aluminum ions and vanadium oxide have potential detrimental influence on the human body due to vanadium and aluminum. Hence, recent works showed that the synthesis of new Ti-based alloys for implant application involves more biocompatible metallic alloying element, such as, Nb, Hf, Zr and Mo. In particular, Nb and Hf are one of the most effective Ti ${\beta}-stabilizer$ and reducing the elastic modulus. Plasma electrolyte oxidation (PEO) is known as excellent method in the biocompatibility of biomaterial due to quickly coating time and controlled coating condition. The anodized oxide layer and diameter modulation of Ti alloys can be obtained function of improvement of cell adhesion. Manganese(Mn) plays very important roles in essential for normal growth and metabolism of skeletal tissue in vertebrates and can be detected as minor constituents in teeth and bone. Radio frequency(RF) magnetron sputtering in the various PVD methods has high deposition rates, high-purity films, extremely high adhesion of films, and excellent uniform layers for depositing a wide range of materials, including metals, alloys and ceramics like a hydroxyapatite. The aim of this study is to research the Mn coatings on the micro-pore formed Ti-29Nb-xHf alloys by RF-magnetron sputtering for dental applications. Ti-29Nb-xHf (x= 0, 3, 7 and 15wt%, mass fraction) alloys were prepared Ti-29Nb-xHf alloys of containing Hf up from 0 wt% to 15 wt% were melted by using a vacuum furnace. Ti-29Nb-xHf alloys were homogenized for 2 hr at $1050^{\circ}C$. Each alloy was anodized in solution containing typically 0.15 M calcium acetate monohydrate + 0.02 M calcium glycerophosphate at room temperature. A direct current power source was used for the process of anodization. Anodized alloys was prepared using 270V~300V anodization voltage at room. Mn coatings was produced by RF-magnetron sputtering system. RF power of 100W was applied to the target for 1h at room temperature. The microstructure, phase and composition of Mn coated oxide surface of Ti-29Nb-xHf alloys were examined by FE-SEM, EDS, and XRD.

Gas hydrates are ice-like compounds that form at the low temperature and high pressure conditions common in shallow marine sediments at water depths greater than 300-500 m when concentrations of methane and other hydrocarbon gases exceed saturation. Estimates of the total mass of methane carbon that resides in this reservoir vary widely. While there is general agreement that gas hydrate is a significant component of the global near-surface carbon budget, there is considerable controversy about whether it has the potential to be a major source of fossil fuel in the future and whether periods of global climate change in the past can be attributed to destabilization of this reservoir. Also essentially unknown is the interaction between gas hydrate and the subsurface biosphere. ODP Leg 204 was designed to address these questions by determining the distribution, amount and rate of formation of gas hydrate within an accretionary ridge and adjacent basin and the sources of gas for forming hydrate. Additional objectives included identification of geologic proxies for past gas hydrate occurrence and calibration of remote sensing techniques to quantify the in situ amount of gas hydrate that can be used to improve estimates where no boreholes exist. Leg 204 also provided an opportunity to test several new techniques for sampling, preserving and measuring gas hydrates. During ODP Leg 204, nine sites were drilled and cored on southern Hydrate Ridge, a topographic high in the accretionary complex of the Cascadia subduction zone, located approximately 80km west of Newport, Oregon. Previous studies of southern Hydrate Ridge had documented the presence of seafloor gas vents, outcrops of massive gas hydrate, and a pinnacle' of authigenic carbonate near the summit. Deep-towed sidescan data show an approximately $300\times500m$ area of relatively high acoustic backscatter that indicates the extent of seafloor venting. Elsewhere on southern Hydrate Ridge, the seafloor is covered with low reflectivity sediment, but the presence of a regional bottom-simulating seismic reflection (BSR) suggests that gas hydrate is widespread. The sites that were drilled and cored during ODP Leg 204 can be grouped into three end-member environments basedon the seismic data. Sites 1244 through 1247 characterize the flanks of southern Hydrate Ridge. Sites 1248-1250 characterize the summit in the region of active seafloor venting. Sites 1251 and 1252 characterize the slope basin east of Hydrate Ridge, which is a region of rapid sedimentation, in contrast to the erosional environment of Hydrate Ridge. Site 1252 was located on the flank of a secondary anticline and is the only site where no BSR is observed.
The social impact of science and technology is increasing, the meaning of technology assessment is not small in modern society, Specially, the technology assesment(TA) has been institutionalized and performed by Korean administration and its official results has reflected directly in the S&T policy. Therefore, the technology assesment is a device that prepare the negative effects of S&T and the social controversy in advance. To select the target technology of technology assessment will be done carefully in various perspective and concerned with the characteristics of technology assessment emphasizing social assessment, the institutional system of selecting one technology in each year and the contents and methods of evaluation that are determined in accordance with technology characteristics. However, the method of selecting target technology in TA is mostly peformed by qualitative discussion and vote rather than by reflecting various opinion and understanding TA until now. In this paper, we developed the indicator has to be considered to select target technology for TA by using factor analysis. Developed indicator is consist of five factor, such as the need for social consensus and the size of social/cultural impact etc., and we weight each factor by using Analytic Hierarchy Process(AHP). Futhermore, we show the example how to applicate directly these indicator and weights to select target technology and suggest institutional application in TA. Though using developed indicator in this paper, we expect to select appropriate technology for institutional TA and the application of TA results in society and public policy can be strengthened.

Storage function method has been used for flood forecasting in the major rivers in Korea, however, the researches on the relationship between the parameters and runoff characteristics was not sufficient. In addition, there has been a controversy about the optimized parameters without the consideration of the physical characteristics of the basin. Therefore, in this study, the SCE-UA method is used to optimize the parameters and the proposed method was applied with two stage optimization in the Jeongseon and Yeongwol watersheds located in the most upstream in the South Han river. The contour map was developed to investigate parameters and the error surface calculated from the runoff. The proposed parameters is to provide a range of the possible parameter set in a watershed, rather than a specific value. However, the applicability is examined using the average value of the proposed ranged parameters. In this study, the criticism about the optimization technique to find an optimal value having no physical meaning on a watershed is tried to avoid. The objective of this study is to provide a range of parameters for the flood forecasting model and the intuition about the behavior of the parameters, so the efficiency of flood forecasting is increased.
The amount of new apartment construction has been trending upward in 3~4% each year since 11% increase in 2002. Currently, in public apartment construction sites under separate delivery system for construction waste processing, the significant difference between estimated quantity for contract and actual amount frequently causes severe controversy among project participants. Many factors such as poor environmental management, inadequate contractual amount are assumed to influence the above problem, and the requirement to revise existing generation rates, the key criteria applied in estimating the quantities of waste, is increasing. Most of generation rates were established in early 2000's, and have difficulty in reflecting the changes from new materials and technologies accordingly. Therefore, this study aims to clarify the types of construction waste for each trade and the forecast method as preliminary work in order to develop more accurate generation rates for construction waste in new construction. To achieve this purpose, the architectural bills of quantities in ten apartment projects executed during 2010~2013 were collected, and the possible waste types and reasonable material loss ratio for each item from temporary works to owner-supplying material area were defined and compared through the workshops and interviews with the experts and on-site environmental managers. The results of this study will contribute to establishing the categories of construction waste for construction trades and proper generation rates by the indirect estimation method in new apartment construction in the follow-up study.
Garnet is one of the major minerals down to the top of lower mantle approximately 660 km with spinel and pyroxenes. Garnet transforms into perovskite and corundum in the lower mantle, however its sequence is still in controversy. We measured the compressibility of a natural almandine at high-pressure up to 62 CPa using Mao-Bell type diamond anvil cell (DAC) at room temperature. Chemical formula of the specimen is ($Fe_{2.52}Ca_{0.21}Mg_{0.18}Mn_{0.12})Al_{2.23}Si_{2.97}O_{12}$. Results of this compression study are as follows: a : $10.175\;{\AA}$, V : $1251.16\;{\AA}^{3}$, $D_{x}$ : $5.265\;g/cm^{3}$ at 62 GPa; bulk modulus is 156 GPa using Birch-Murnaghan equation of state (EoS) with a fixed $K_{0}\;'$ of 4. This study would be the first time attempt accomplished with the high pressure DAC using synchrotron radiation at the Pohang Light Source (PLS) in Korea.
In recent years, the occurrence of nitrosamine, which are produced by the interaction of nitrite and secondary amine, in foods has been the subject of considerable interest and controversy. In this experiment, changes in nitrate, nitrite, TMAO, TMA and DMA nitrogen of salted and dried corvenia, which were incorporated with sodium benzoate, ascorbic acid, cysteine and tetracycline in salt, during processing and storage were analyzed. Levels of nitrate nitrogen was decreased while those of nitrite was increased in salted and dried products during processing and storage, but sample was incorporated with ascorbic acid, cysteine and sodium benzoate in salt inhibited the reduction of nitrate to nitrite while with tetracycline in salt accelerated this reduction in salted and dried products during processing and storage. Contents of TMAO nitrogen in all salted and dried products as well as in the control was decreased, but was increased during storage, while TMA nitrogen was increased in salted and dried products during processing and storage. Contents of DMA nitrogen was increased in all salted and dried products during processing and storage, DMA contents of raw in the control was increased to more than 11.6 times after storage for 30 days, but sample was incorporated with ascorbic acid, cysteine and sodium benzoate in salt inhibited the production of DMA nitrogen while with tetracycline in salt accelerated in salted and dried products during processing and storage.
Objective: Although recombinant human erythropoietin (rhEPO) has revolutionized the treatment of anemia in chronic kidney disease (CKD) receiving hemodialysis (HD) with no need of blood transfusion, some patients have a blunted or appear to be resistant to rhEPO. There is a controversy in the causes of rhEPO resistance in maintenance HD patients with anemia. This study is to examine current anemia treatment outcomes and the factors influencing the rhEPO responsiveness in HD patient with CKD. Methods: The clinical parameters or factors relating to erythrompoietin treatment outcomes and erythropoietin responsiveness were collected from the HD patients in two large dialysis centers for three months. The collected paramenters included serum iron, total iron biding capacity (TIBC), transferrin saturation rate, ferritin, albumin, intact PTH, C-reactive protein (CRP), nPCR and medications such as an angiotensin converting enzyme inhbitor, an angiotension II receptor blocker and an HMG-CoA reductase inhibitor (HMG-CoA RI). The data were analyzed to examine the degree of acheiveing the anemia treatment goal and factors relating to ERI. Results: Among total 111 patients, 42 (42.3%) and 47 (37.8%) patients achieved the target Hct and Hb based on the Health Insurance Review and Assessment Services (HIRA) reimbursement criteria. In the higher ERI group (upper quartile), the patients had higher CRP levels (0.5 mg/dl) (p=0.0096), and lower TIBC score (<$240{\mu}g/dl$) (p=0.0027), and less patients were taking HMG-CoA RI (p=0.0019). Male patients (p=0.0204), patients with high TIBC score ($R^2$=0.084, p=0.0021) and patients taking HMG-CoA RI (p=0.0052) required to administer less dose of rhEPO meaning higher erythropoietin responsiveness. Conclusion: Less than 50% of CKD patients were achieving the goals of anemia by erythropoietin administration in large hospitals in Korea even though the goals were lower than those of NKF-K/DOQI practice guideline. The factors influencing ERI were sex, TIBC and HMG-CoA RI administration status, and neither an ACEI nor an ARB did not influence ERI.
Objective : Glutamate induced excitotoxicity is one of the leading causes of cell death under pathologic condition. However, there is controversy whether excitotoxicity may also participate in the neuronal death under low intensity insult such as simple hypoxia or hypoglycemia. To investigate the role of NMDA receptor in low intensity insult, we chose anoxia as the method of injury and used organotypically cultured hippocampal slice as the material of experiment. Materials & Methods : The hippocampal slices cultured for 2-3 weeks were exposed to 60 minutes of complete oxygen deprivation(anoxia). Neuronal death was assessed with Sytox stain. Corrected optical density of fluorescence in gray scale, used as cellular death indicator, was obtained from pictures taken at 24 and 48 hours following the insult. The well-known in vivo phenomenon of regional difference in susceptibility of hippocampal sub-fields to ischemic insult was reproduced in HOSC(hippocampal organotypic slice culture) by complete oxygen deprivation injury. Results : $CA_1$ was the most vulnerable to complete oxygen deprivation in hippocampus while $CA_3$ was resistant. Oxygen deprivation for 10 and 20 minutes with glucose(6.5g/l) present was insufficient to induce neuronal death in the cultured hippocampal slice. However, after 30 minutes exposure under anoxic condition, neuronal death was able to be detected in the center of $CA_1$ area. The intensity and area of fluorescence indicating cell death correlated with the duration of oxygen deprivation. NMDA receptor and non-NMDA receptor blocking with MK-801(30 & $60{\mu}M$) and CNQX($100{\mu}M$) did not provide cellular protection to HOSC against damage induced by oxygen deprivation, but increased intracellular calcium buffering capacity with BAPTA-AM($10{\mu}M$) was effective in preventing neuronal death (p=0.01, Student's t-test). Cycloheximide($1{\mu}g/ml$, $10{\mu}g/ml$) provided no protection to HOSC against insult of complete oxygen deprivation for 60 minutes and combined therapy of MK-801(30 & $60{\mu}M$) and cycloheximide(1 & $10{\mu}g/ml$) was also ineffective in preventing neuronal death. Conclusion : The results of this study show that the another mechanism not associated with glutamate receptor(NMDA & non NMDA) may play major role in cell death mechanisms induced by complete oxygen deprivation and increased intracellular calcium during anoxia may participate in the neuronal death mechanism of oxygen deprivation. Further investigation of the calcium entry channel activated during oxygen deprivation is necessary to understand the neuronal death of anoxia.
