건설공사 현장 안전관리 인적 체계 효율성 개선에 관한 연구 (A Study on Efficiency Improvement of the Safety Management Personnel System in Construction Site)

  • Safety accidents, which are called industrial accidents in construction work, are often caused by unstable physical and personal conditions combined during preparation and execution of work. It is difficult to manage all the construction works, but especially in the field of apartment construction work, complex and many kinds of works are being carried out at the same time. In the current construction, safety regulations such as safety management guidelines are generally well maintained, but the execution of manpower resources that can fulfill them is limited, and it is difficult to reduce the accident rate and loss cost. Therefore, in this study, it is a reality that most of the types of construction work are under contruction by subcontracting contract, so they are limit by methods of manual maintenance and safety education. Currently, the subcontractor is also allowed to perform safety management through the composition of the safety management review body, but it is operated formally. So alternatives to this were studied. As a result, safety accidents occur in the subcontractor's worker due to vertical integration, which is characteristic of the construction industry, together to the contractor, the safety management system is based on a safety construction system in which a worker who has a certain qualification condition such as career experience of the work type, work understanding of the work type, and management experience of the work type among the subcontractor, when we manage based on mutual personality which is the personality of interpersonal relationship that can communicate with each other by work type, process and grouping, it is concluded that effective and practical safety management can be achieved to reduce the accident rate and loss cost.

비정규직 노동자 투쟁의 승패와 조직력 변화 (The success and failure of non-regular workers' struggles and their effects on organizational strength)

  • 민주노조운동과 노동계급 형성의 후퇴기에 비정규직 노동자들이 투쟁과 함께 새로운 계급형성의 잠재적 주체로 등장했다. 하지만 주체 형성의 효과는 아직 나타나지 않고 있다. 그렇다면, 왜 투쟁은 성과를 내지 못했는가? 어떤 변인들과 인과적 메커니즘을 통해 투쟁의 성과가 결정되는가? 이러한 물음들에 대한 답변을 구하는 것이 본 연구의 목적이다. 정규직 투쟁에 비해 비정규직 투쟁은 자본의 공세에 대응하는 수세적 방어적 성격이 짙고, 생산현장 접근성 제약으로 파업 투쟁 이외의 방식에 의존하며, 사측의 비타협성으로 인해 장기화되고, 교착상태를 타개하기 위해 극단적 투쟁 방식에 호소하며, 정규직 연대 확보가 어려워 외부연대에 크게 의존하는 차별성을 지니고 있다. 비정규직 투쟁은 승리보다는 패배, 조직력 강화보다는 약화로 귀결되는 경향이 강하다. 패배 경향성을 상쇄하고 승리하기 위해서는 비정규직 주체들의 조직 동원 역량과 정규직 노조의 연대가 절대적으로 필요한 조건이며, 강력한 사회적 연대나 위치적 권력은 정규직 연대의 대체재 역할을 할 수 있다. 또한, 투쟁이 조직력 강화로 이어지기 위해서는 투쟁의 승리가 필요하지만 투쟁의 승리로 쟁취한 정규직화가 승리의 덫이 될 수도 있다. 정규직 노조의 연대와 투쟁 주체의 내적 통합은 비정규직 투쟁이 승리하고 조직력을 강화하는데 크게 기여하는 것으로 나타났다. 투쟁을 전개하는 부분은 비정규직 노동자들 가운데 조직력이 가장 강한 부분인데 이들이 투쟁 과정에서 조직력 위축 혹은 조직 와해를 겪으면서 비정규직 주체 형성을 어렵게 한 것이다. 하지만, 비정규직 투쟁이 없었더라면 자본의 공세가 그대로 관철되었을 것이라는 점에서 비정규직 투쟁은 적어도 자본의 공세를 약화 혹은 지연시킨 효과는 거두었다고 할 수 있다. 또한 유형 설정자 역할의 부담 속에서 강경투쟁 전략과 양보타협 전략 사이의 투쟁 전략 딜레마는 투쟁 주체의 분열을 심화하여 투쟁의 승패와 조직력 변화에 부정적 영향을 미치게 된다. 비정규직 투쟁의 실천적 함의는 비정규직 투쟁의 궁극적 목표를 노동계급 형성을 위한 주체형성으로 재정의한다면 비정규직 투쟁의 전략적 목표는 당면 요구조건의 완전한 쟁취보다 조직의 보전 강화에 두는 것이 합리적 선택이라는 점이다.

초등돌봄교사의 고용형태와 노동경험에 관한 연구: 광주광역시 사례를 중심으로 (A Study of the Employment Condition and Labour Experience of Elementary After-School Care Teachers: A Case of Gwangju Metropolitan City)

  • 본 연구는 광주광역시 초등학교 돌봄교사 대상 심층면접을 통해 수집한 자료를 바탕으로 초등돌봄교사의 고용형태와 노동조건에 대해 살펴보고 이들의 노동경험에서 나타나는 다양한 문제들을 고찰한다. 초등돌봄교실은 초등학교 학생들의 방과후 돌봄공백을 해결하기 위한 교육부의 정책으로 2014년에 급속하게 확대되었으며, 이 과정에서 학교 비정규직인 시간제 돌봄교사들이 대거 학교현장으로 유입되었다. 여성이 다수를 차지하는 초등돌봄교사의 비정규직화는 여성 비정규직과 관련 노동에 대한 사회적 차별, 배제와 불평등 현상이 공공영역인 학교에서도 나타나고 있음을 대표적으로 보여준다. 돌봄교실의 제도화를 통해 사적영역에서 담당해온 돌봄이 가정을 벗어나 사회화된다 하더라도 돌봄노동을 수행하는 주체는 여전히 여성이 주가 되며 공적영역의 돌봄노동은 저임금과 불안정고용으로 특징지어지며 저평가된다. 공교육에서 돌봄교실의 중요성과 수요급증에 따른 확대가 강조되는 상황에서 초등돌봄교사의 고용형태와 노동조건은 오히려 더 열악해져왔다. 교육부와 각 시도교육청은 '질높고 안전한 돌봄서비스 제공'을 위한 돌봄교실의 효율적 운영을 내세우며 돌봄교사의 시간제 계약직 고용과 돌봄교실의 외주위탁운영을 확대하고 있다. 본 연구의 사례로 살펴본 광주광역시의 경우, 최근 2년동안 돌봄교사의 주15시간미만 초단시간 근로계약 체결과 돌봄교실의 외주화가 확대되면서 돌봄교실의 공공성 문제가 제기되고 있다. 주15시간미만 초단시간 근로와 외주위탁 형태로 고용된 시간제 돌봄교사들은 상시적인 고용불안에 시달리며 열악한 노동환경과 저임금, 학교 내 차별과 배제, 업무에서의 소외 등의 경험을 하고 있다. 이 과정에서 돌봄교사들의 노동은 고용의 결정권한을 가진 학교와 위탁업체에 의해 이중적으로 통제되고 있으며, 교육청과 학교는 고용형태에 따른 교사 간 서열화와 분업, 공간의 분할 및 해고 위협 등의 기제를 통해 돌봄교사들을 개별화 고립화하여 집단적 저항을 최소화하려는 시도를 하고 있다.

병원의 비정규직 실태조사 (A Study on the Actual Condition of Temporary Workers in Hospital)

  • In 1997, in the course of overcoming economic crisis caused by the shortage of foreign currency there was a significant phenomenon, the irregularization of human labour resources. There was no exception in hospital, either. Most hospitals put a lot of thought to solve the problem about irregular workers. Between employee and employer the problem of irregular workers has been raised as a main topic of all. The objectives of this study were to inspect the actual state of irregular workers and to understand the positive effect of protecting irregular workers, recently established and revised, on the human resources management of hospitals. After enacting irregular labours protection acts there were many opinions that the labour rules of hospitals would be changed.(56.7%). The plan to solve irregular worker's wage issues would he carried out step by step, but some hospitals have not examined the plan yet,(81.9%). Many hospitals had a plan that irregular worker's wage would be actualized in two or three years.(78.3%) The method, to solve the problem of irregular workers arc as follows: 1) the introduction of functional wage system, 2) the convert from automatic rising wage system to annual wage system, 3) the incentive grade system according to management result, 4) lower functional group wage system, 5) non-term contract wage system. From the point of the opening medical market and securing competitive power of hospitals, it is prospected that irregular works would be increased also in future. So to manage irregular workers effectively would be essential in maintain hospital's competitive power and improve medical service. The result, of this study were a, follow: (1) In hospital, the ratio of irregular workers in hospitals was lower than that of all irregular workers in Korea. (2) In hospital, the wage level of irregular workers was higher than that of irregular workers in Korea. (3) In hospital, the social insurance application ratio of irregular workers was higher than that of all workers in Korea. (4) In hospital, there seems to be no appropriate and active measures to improve labour condition of irregular workers, yet. (5) In many hospitals, the policy of irregular workers would be expected to revised for the law standards. In this study the actual conditions and problems of irregular workers were proposed and it was expected to contribute decisions-making in hospital management, especially when using human resources.

대한민국 근로자의 근로시간 분석연구 (Analysis of Korean workers' working hours)

  • 본 연구에서는 2006년 1차, 2010년 2차, 2011년 3차, 2014년 4차 근로환경조사(KWCS) 결과를 바탕으로 2000년대 중반부터 약 10년에 걸쳐 직업별, 고용계약기간별, 직장 유형별, 최종학력별로 우리나라 근로자의 근로시간이 어떻게 변했는지 살펴보았다. 아울러 우리나라의 근로환경조사(KWCS)와 유럽의 2010년 5차 근로환경조사(EWCS) 결과를 비교하였다. 주당 근로시간의 경우 2000년대 중반부터 근래에까지 줄어들었지만 유럽의 근로시간보다는 아직도 더 길다. 직업별로는 서비스종사자와 판매종사자가 전문가보다, 민간부문이 공공부문 및 비영리단체보다, 그리고 저학력자가 고학력자보다 근로시간이 더 길다.

The Role of ICT and Local Wisdom in Managing Work-Life Balance During the COVID-19 Pandemic: An Empirical Study in Malaysia

  • This study examines the impact of Information and Communication Technology (ICT) and the role of Malaysian local wisdom called "Ugahari" in managing Work-Life Balance (WLB) during the COVID-19 pandemic in Malaysia. Data was obtained through online and offline surveys which were distributed to the agencies in the public and private sectors spread across Kuala Lumpur, Selangor and Pura Jaya. Overall 466 respondents were found to have given valid and complete responses. This research utilized the Partial Least Squares Structural Equation Modelling. It was found that the use of the ICT during Work from Home (WFH) helped workers to have relatively high flexibility where they could easily expand or contract one domain to meet the demands of another domain. At the same time it also offered high permeability where aspects of one domain entered another domain. This encourages workers to integrate their roles and achieve broad work autonomy. Furthermore, this situation then gives rise to a high level of interference at the boundary between work and family domains. On the other hand Ugahari reduces the level of interference caused by ICT use and encourages workers to compartmentalize their respective roles. Thus, ICT and Ugahari's behavior can play a role and complement each other in the context of realizing worker well-being.

전문직 비정규직이 팀 내 수용 및 창의적 팀 성과에 미치는 영향에 관한 탐색적 연구: 경계 없는 비정규직과 과도기적 비정규직을 중심으로 (The Exploratory Study on the Impact of the Professional Contingent Workers on Team Members' Acceptance and Creative Team Performance)

  • Purpose - To understand the growing interests in the professional temporary workforce, this study aimed to examine the different types of professional temporary workers and their different effects on creative performance. Design/methodology/approach - By sub-classifying professional temporary workers as boundaryless workers and transitional workers, this study developed propositions to provide comprehensive framework for directing meaningful topics for future research on professional temporary workers. Findings - This study suggested that two types of professional temporary workers may differ significantly in terms of their work efforts for getting approval or acceptance from the team members and for achieving creative contributions in teams. Specifically, drawing on expectance theory, social identity theory and resource-based theory, this study discussed the relationship between acceptance(task-oriented vs. relational-oriented acceptance), employment duration(short-term status vs. long-term status), contract security(volition being temporary worker) and creative performance for boundaryless workers versus transitional workers. Research implications or Originality - This study have implications for increasing our understanding of professional temporary workers by showing that creative performance may vary by employment types.

A Study on the Application of Smart Safety Technology at Construction Sites in South Korea

  • Among all industries, the construction industry still remains a traditional one with low productivity due to its labor-intensive and field-dependent production system, its supplier-oriented industrial structure, and the disruption of the information flow between participants. In addition, the construction industry in South Korea has recently been required to transform itself according to social trends such as aging, the reduction of skilled workers, and the shortening of working hours, and the disaster and death rates in the industry, which are more than twice as high as those in other industries, are making it more necessary to solve chronic safety problems. Therefore, the purpose of this study is to grasp the actual condition of safety management on construction sites in South Korea and analyze cases of K-smart technology utilization for preventing safety accidents on construction sites. The study investigated and analyzed the following. First, construction sites in South Korea were analyzed by type of safety accident, by type of construction, and by construction contract amount. Second, the current status of accidents on small-sized construction sites with a high fatal accident rate and cases of safety accidents on construction sites were investigated. The results of the study are expected to contribute to the dissemination and spread of smart safety technology for not only identifying major factors in safety accidents that occur on construction sites but also preventing workers from suffering accidents.

경북지역 현대화 원예시설의 관리실태 조사분석 (Analysis of Research for the Actual State and Management of Automated Horticultural Facilities)

  • This study was carried out in order to understand the plan, design, constructing and actual condition of management of modernized horticultural facilities in Kyungpook Province which had been constructed from 1992 to 1995 funded by Government support. The aim of this study is to provide reference data for success of the forth project. It was performed by making up a question about driving of project and management condition of equipment after constructing. The results obtained from this study are as follows: 1. 73.5% of facilities horticulture farmhouse recognized that the prospect of greenhouse is bright, but 92.5% of the farmhouse also recognised that they need technical consultation on protected horticulture farming. Therefore, technical educations would must be enhanced about foundation of greenhouse and cultivation technique. 2. The holding times of explanatory meetings, cause of understanding to farmhouse, were one or two times in greenhouse construction, and 62.5% of the farmhouse expressed the insufficiency at the explanation and educational data. For this reason, it was judged that the construction contract had been delayed more than 5 months in 49.3% of the farmhouse after the decision of project budget. 3. In constructing after a contract, the rates of construction delay is 53.4% and defect occurrence is 41.1%. The biggest reasons of construction delay was insufficiency of worker and materials supply. Each percentage is 29.1%. And the reason of defect occurrence is badness of machinery equipment(62.9% ). 4. In management of greenhouse, a pipe-constructed plastic film greenhouse changes plastic film every one and three years because of sticking dust on plastic film. It was needed to about in cleaning technique of coverings. Because that used 3-5 years only half of the expected life span. 5. The order of broken rating in the subsidiary equipment is like this lollop ventilator (42.8%), a general control system(33.3%) especially, in the case of a general control system, the rate of all family can control is 52.7%. so, it is time to develop easy control equipment which every one could use as soon as possible. 6. When choose heat generator as decide capacity, the most priority is the mount of heat generator the percent is 45.5% heat generator and as decide model, the private purchase's percent is 77.3%. It is higher than a public bidding heat generator the percent is 22.7% heat generator when it compare with a public bidding. In the case of $CO_2$ generator, using rate is only 19.0%. The using rate is very low, so it needs education how to use depends on the way of the subsidiary equipment. 7. In the case of seedlings, it is asked to use factory-processed seedling effectively. because it's difficult to get security of labors(58.8%), hoped crops (55.9%) access same crops(29.4%) much more and changing of crops depends on market situation. that is the main reason the lack of knowhow.

과제중심모델의 적용에 관한 연구 : 재가노인을 위한 사례관리 (A Task-Centered Approach for the Elderly in the Community : Case Management)

  • 본 연구는 과제중심 모델을 재가노인을 위한 사례관리의 방법으로서 적용해보고 그 결과와 적용과정을 분석하며 효과성과 한계점을 조사한 것이다. 과제중심 모델은 3군데의 지역사회복지관에서 12명의 재가노인을 대상으로 실시하였으며 면접회수는 6회에서 10회까지였다. 12 사례에서 제시된 표적문제는 57개이며 표적문제를 해결하기 위하여 제시된 과제는 83개였다. 표적문제의 82.5%를 클라이언트들이 제시하였으며 과제제시는 약80%를 사회복지사들이 제시하였다. 그러나 과제수행에서는 37%를 클라이언트가 수행하도록 하였다. 문제의 변화는 평균 8.1로서 대부분의 문제들이 많이 좋아졌다고 평가되었다. 표적문제의 인식 자에 따른 문제 해결 정도는 내담자가 표적문제라고 인식하였을 때 가 사회복지사가 문제라고 인식한 경우보다 문제 해결이 더 많이 되었다. 이와 같은 결과를 보아 클라이언트가 인식한 문제를 표적문제로 하였을 때 문제해결이 훨씬 더 가능함을 알 수 있다. 과제 중심모델을 적용 과정을 분석한 결과에 의하면 모델의 적용을 통하며 재가 노인들의 요구를 파악하고 문제 해결에 대한 노인들의 적극적인 참여를 유도 할 수 있었으며 잠재된 능력을 발견하는 기회가 되기도 하였다. 재가노인을 위한 사례관리의 방법으로서 과제 중심 모델을 적용할 때 다음과 같은 것을 제안 할 수 있다. 첫째 처음 접수를 받는 클라이언트를 대상으로 적용하는 것이 효과적이며 둘째는 정기적인 슈퍼비젼을 통하며 진행을 점검하는 것이 중요하고 문제 해결을 위한 다양한 과제나 가능한 사회 자원에 대한 목록을 만드는 것이 필요하다.
