위해성 기반 오염부지관리를 위한 정책 및 기술개발 방향 (Future Direction on Policy and Technology Development for the Risk-based Contaminated Site Management)

  • Korea and other countries have made various efforts to preserve soil. During the past several decades, Korea has implemented various policies on soil conservation practices; however, those policies have often lacked consideration of human and ecosystem risk management. while other countries have practiced various policies closely related to risk-based management for contaminated sites. Therefore, there is a great need for a paradigm shift of policy to better manage contaminated sites in risk-based strategies, while applying different management plans for soil and groundwater. In addition, the new policies should be administered with provision to improve soil health and related functions in ecosystem. This study has reviewed the trend in relevant policies in Korea and foreign countries to suggest the future policy directions for contaminated site management in Korea. For better management of contaminated sites, coherent policy that could complement the law, system, and relevant technology is required.

  • In this study, we suggested the management scheme of analyzing the national and oversea related policy against soil and groundwater contamination by radioactive materials due to nuclear accidents. In Korea, we need to remedy swiftly the contaminated land due to intensive land development demand. So, we need to develop more effective management scheme to recover actively the land contaminated by radioactive materials. We require to improve monitoring network, to expand media-specific monitoring system, to prepare management system for remediation of contaminated land, and to develop flow work for soil and groundwater remediation.

토양환경 이력관리제 도입을 위한 해외 사례 고찰 (A Study on Present International Status and Implications for Introduction of Contaminated Land Register System into Korea)

  • Land contamination has emerged as a major environmental and land management issue over the last decade. Although the importance of contaminated land management was continuously increased and many developed countries tried to make advanced contaminated land register system, current Korea soil regulations and policies have not been considered yet. This study analyzed existing or developing contaminated land register system from various countries to suggest implications of environmental decision support. Through this study, the introduction of contaminated land management system as creating a new system in Korea needs to considerable review to the following in order to achieve the objective through a effective adoption and operation (1) we need to establish contaminated land register system by providing a proper legal basis before the imposition of data collection, investigation, and management, (2) sufficient examination is required to identify scope of information disclosure and criteria, contents, and subjects of items from contaminated land register system.

  • 수질오염 총량제가 시행됨에 따라 깨끗한 수자원을 확보하기 위한 오염퇴적물의 관리 및 처리 필요성이 더욱 높아지고 있다. 본 논문에서는 오염퇴적물의 발생원과 오염퇴적물이 수질에 미치는 영향을 살펴보고, 오염퇴적물의 관리방향을 제시하였다. 오염퇴적물을 처리하기 위한 공법으로 준설공법과 자연정화법, 현장고정화/안정화, 생물학적 현장처리, 화학적 현장처리 공법에 대하여 요약 제시하였다. 또한 새롭게 대두되고 있는 캡핑공법을 소개하고, 오염퇴적물 처리를 위한 복합공법의 적용에 대한 개념을 제시하였다.

  • A conceptual site model is used to support decision-making of response strategy development, determination, and implementation within a risk-based contaminated site management system. It aims to provide base information of the relevant site characteristics and surface/subsurface conditions in order to understand the contaminants of concern and the associated risk they pose to the receptors. This study delineated the technical details of conceptual site model development, and discussed the possibility of applying it in domestic subsurface contamination management. Conceptual site models can be developed in various formats such as tables, diagrams, flowcharts, and figures. Contaminated sites are managed for a long period of time following the steps of investigation, remediation design, remediation, verification, and post-remedation management. The conceptual site model can be enhanced in each stage of the contaminated site management based on the continuously updated information on the site's subsurface environment. In the process of enhancement for conceptual site model, precision is gradually improved, and it can evolve from a conceptual and qualitative form to a more quantitatvive and three-dimensional model. In soil pollution management, it is desirable to incorporate the conceptual site model into the soil scrutiny system to better assess the current status of the contaminated site and support follow-up investigation and management.

  • 2편의 연계논문중 첫 번째 논문(황상일외, 2006)에서는 국내.외 정보관리체계 현황을 분석하고 국내 문제점을 파악한 후 정보관리체계 구축을 위한 정책적 시사점을 도출하였다. 두 번째 연구인 본 논문은 국내 적용 가능한 정보체계 구축(안)을 설정하고 이를 뒷받침하기 위한 정책적 제안을 제시하였다. 본 연구에서는 토양오염정보관리시스템의 필수구성요소로 정보수집입력체계, DB시스템, 정보공개체계 등으로 정하였다. 미래지향적으로 시스템을 구축하기 위해선 1) 토양환경보전법에 정보관리 및 정보공개에 대한 선언적 조항 추가, 2) 정화관련자료의 세분화 및 자료 작성에 대한 세부 규정 정립, 3) 정보관리주체의 일원화 등을 제안하였다.

유류오염지역 정화를 위한 토양경작법 설계 표준화방안 (A Case Study of Landfarming Design Procedures for Remediation of Oil-contaminated Site)

  • 본 연구는 유류오염토양 정화를 위해 널리 사용되는 토양경작법의 표준 설계방안을 제안하고자 하였다. 표준설계방안은 토양특성 파악 및 오염부피 산정, 영양분 및 미생물 투입량 결정, 분해속도 실증실험을 통한 정화기간 산정 등으로 크게 구분하여 진행할 것을 제안한다. 그리고 그동안 설계자간 다양하게 사용되고 있는 오염토양 부피 산정절차, 오염토양 대표 초기농도결정 방법, C : N : P 영양염류 투입량 결정방법 등에 대한 표준화 방안을 제시하였다. 시범지역에 대한 토양특성 및 오염부피를 산정한 결과 유류오염지역의 토성은 사질 식양토와 사양토로 분류되었으며, 총질소 농도는 57.01 mg/kg, 총인은 83.40 mg/kg, 유류분해미생물은 $1.78{\times}10^4$ (CFU/g dry soil), 정화대상 토량은 $4,092m^3$으로 산정되었다. 시범적용지역의 모든 오염토양을 토양경작장(15 m(가로) ${\times}$ 40 m(세로)에서 1 m 높이로 적치하여 정화할 경우 약 9배치로 처리가 가능한 것으로 평가되었다. 오염토양 1배치의 처리기간은 35일이 소요될 것으로 판단되며, 대상 지역의 모든 오염토양은 토양경작법으로 처리하는 경우 총 315일이 소요될 것으로 예상된다. 오염토양의 정화를 위해 필요한 미생물제제의 양은 4,025 L이며, 요소비료는 총 4,642 kg가 소요될 것으로 판단된다.

국내 유류오염지역에서의 석유계총탄화수소에 의한 비발암 인체위해성평가 전략 (Human Health Risk Assessment Strategy to Evaluate Non-carcinogenic Adverse Health Effect from Total Petroleum Hydrocarbon at POL-Contaminated Sites in Korea)

  • Human health risk assessment for petroleum, oil and lubricant (POL) contaminated sites is challenging as total petroleum hydrocarbon (TPH) is not a single compound but rather a mixture of numerous substances. To address this concern, several TPH fractionation approaches have been proposed and used as an effective management tool for the POL-contaminated sites in many countries. In Korea, there are also recognized needs to establish a reliable and cost-effective human health risk assessment strategy based on the TPH fractionation method. In order to satisfy the social and institutional demand, this study suggested that the comprehensive risk assessment strategy based on a newly modified TPH fractionation method with 10 fractions, the Korean Standard Test Method (KSTM)-based analytical protocol and a stepwise risk assessment framework should be introduced into the domestic contaminated land management system. Under the proposed strategy, POL-contaminated sites can be effectively managed in terms of human health protection, and remedial cost and time can be determined reasonably. In addition, more researches required to increase our understanding of environmental risks and improve the domestic management system were proposed.

Hybrid Pilot System을 이용한 철도 오염토양 복원 (Remediation of Contaminated Railroad Soils using by Hybrid Pilot System)

  • In this study, we tested hybrid pilot system combined with soil vapor extraction and bioventing methods on the contaminated railroad soil. So, we found out the remediability and operating conditions. Air permeability(k) and gas phase(O$_2$/CO$_2$/VOCs) level trend are very important to determine the remediation rate of the contaminated sites. Throughout hybrid pilot test on different conditions, the range of air permeability(k) was 1985∼1194 darcy. The tests results in hybrid system was appropriate on this test sites, and the suitable injection air flow rate was 3.5㎥/hr. So, we suggested a basic data for the remediation and management of contaminated railroad soil.

A Simple and Effective Purification Method for Removal of U(VI) from Soil-Flushing Effluent Using Precipitation: Distillation Process for Clearance

  • Background: The purpose of this study is to purify uranium (U[VI])-contaminated soil-flushing effluent using the precipitation-distillation process for clearance. Precipitation and distillation are commonly used techniques for water treatment. We propose using a combination of these methods for the simple and effective removal of U(VI) ions from soil-flushing effluents. In addition, the U concentration (Bq/g) of solid waste generated in the proposed treatment process was analyzed to confirm whether it satisfies the clearance level. Materials and Methods: Uranium-contaminated soil was decontaminated by soil-flushing using 0.5 M sulfuric acid. The soil-flushing effluent was treated with sodium hydroxide powder to precipitate U(VI) ions, and the remaining U(VI) ions were removed by phosphate addition. The effluent from which U(VI) ions were removed was distilled for reuse as a soil-flushing eluent. Results and Discussion: The purification method using the precipitation-distillation process proposed in this study effectively removes U(VI) ions from U-contaminated soil-flushing effluent. In addition, most of the solid waste generated in the purification process satisfied the clearance level. Conclusion: The proposed purification process is considered to have potential as a soil-flushing effluent treatment method to reduce the amount of radioactive waste generated.
