Tools to Prioritize Construction Phase Sustainability Actions (CPSAs) and to Measure CPSAs Implementation

  • Achieving sustainability targets on construction projects has increasingly become one of the prime strategies for construction organizations. To provide more detailed guidance on sustainability implementation on projects, Construction Industry Institute (CII) Research Team (RT) 304 developed a catalog of the Construction Phase Sustainability Actions (CPSAs). The primary objective of this paper was the development of two support tools, the CPSA Screening Tool and the CPSA Implementation Index, that could be used to enable efficient application of CPSAs, support sustainability-related decisions, and measure CPSA implementation and performance. The authors developed the tools in four stages: conceptual, detailed planning, tool programming, and testing. The tools were then demonstrated on a capital project to confirm their efficacy and applicability. This paper presents the background, inputs and outputs, and the algorithms of each tool. The CPSA Screening Tool can prioritize the CPSAs most relevant to a project; the CPSA Implementation Index enables continuous monitoring of implementation levels.

Measuring Performance in Egyptian Construction Firms Applying Quality Management Systems

  • Egyptian construction firms (ECF) started recently to adopt quality management system (QMS) as a way to develop and improve their performance as previous studies have shown. However, considering all the firm's aspects in a competitive way is a crucial process for the ECF's culture. This research is trying to indicate the role of the QMS implementation in measuring performance (MP) through developing a model for measuring performance at the organizational level, and to explore its impact on the organizations that adopt QMS. This model is based on specific elements and their related indicators which have been derived from national approaches and models of MP. This model determines the performance level (PL) of the organization that is measured by means of a point system. Weights of the elements in the point system considered both the elements' importance in the international models and its real practice in the ECFs. This model has been validated using another questionnaire and the majority of surveyed experts agreed that the proposed model can be applied effectively.

  • Construction contracts involve the allocation or distribution of the risks inherent to a construction project between or among contracting parties. However, it has been a common practice that only one party drafts the contract due to practical reasons and particular policies of various organizations. Interviews were conducted on some local contractors to gain their meaningful insights and standpoints on the allocation of each risk. These results were compared with the actual risk allocation using the Philippine government standard contract and risk principles from the literature to determine if their considered opinions provide a plausible alternative. A sample application of this evaluation is presented for construction-related risks and risk allocation recommendations are provided in the end.

건설업 산업안전보건관리비 사용 투명성 강화 방안 연구 (A Study for the Improvement on Use Transparency of the Occupational Safety and Health Management Cost in Construction)

  • The purpose of this study is to suggest ways to improve the transparency of occupational safety and health management cost (OSHMC) in order to create a safe working environment that can guarantee the health of construction workers. It was performed in the following procedures and methods. (1) collecting and analyzing resources related to the OSHMC in construction, (2) gathering stakeholder opinions for interviewing actual conditions, (3) deriving the improvement plans based on survey results and (4) suggesting direction for improvement of related laws based on the results of the research. As a result of this study, the following ways were found to be effective for enhancing transparency of the OSHMC in construction. (1) disclosure of usage details in sites, (2) Expansion of the standard for the OSHMC in construction, (3) Increase in fines for false use, (4) Establishment of the plan to improve the OSHMC ratio of small-scale construction sites, (5) Strengthen the role of supervisory and support organizations such as the Ministry of Employment and Labor and the Korea Occupational Safety & Health Agency. The result of this study is expected to be used as a basic data for future improvement of the occupational safety and health acts in Korea.

  • A lot of construction companies in overseas markets of construction try to change 2D CAD to 3D CAD for improving business ability and change to Building Information Modeling(BIM) for integrating information produced from construction life cycle. In America, GSA(General Service Administration) requires a design drawing planed by BIM and in Singapore and Europe, the government encourages architectures to use this tool. Recently in the domestic market, many organizations related construction industry are aware of importance of 3D CAD integrated information, and try to use BIM. Therefore, this research would analyze how does BIM affect construction industry and derive influence factors and provide basic data for using BIM.

INFRASTRUCTURE RISK MANAGEMENT IN PREPAREDNESS OF EXTREME EVENTS

  • Natural disasters, such as the recent floods in the Midwest, Hurricane Ike in the Gulf coast region (U.S.), and the earthquake in Sichuan (China), cause severe damage to the infrastructure as well as the associated industries and communities that rely on the infrastructure. The estimated damages due to Hurricane Ike in 2008 were a staggering $27 billion, the third worst in U.S. history. In addition, the worst earthquake in three decades in Sichuan resulted in about 90,000 people dead or missing and $20 billion of the estimated loss. A common observation in the analyses of these natural disaster events is the inadequacy of critical infrastructure to withstand the forces of natural calamities and the lack of mitigation strategies when they occur on the part of emergency-related organizations, industries, and communities. If the emergency-related agencies could identify and fortify the vulnerable critical infrastructure in the preparedness stage, the damage and impacts can be significantly reduced. Therefore, it is important to develop a decision support system (DSS) for identifying region-specific mitigation strategies based on the inter-relationships between the infrastructure and associated industries and communities in the affected region. To establish effective mitigation strategies, relevant data were collected from the affected areas with respect to the technical, social, and economic impact levels. The data analysis facilitated identifying the major factors, such as vulnerability, criticality, and severity, for developing a DSS. Customized mitigation strategies that will help agencies prepare, respond, and recover according to the disaster response were suggested.

석재·골재 자원정보관리의 해외 사례와 시사점 (Information System for Architectural Rock & Aggregate in Major Countries and It's Implication)

  • 호주, 캐나다 등에서는 우리나라와 달리 석재·골재를 광물자원 중의 하나로 취급한다. 이러한 이유로 지방의 주정부 단위에서 광물자원 및 지질정보를 취급하는 기관이 석재와 광물자원 관련 정보를 통합하여 제공하고 있다. 이들 국가에서 광물 및 석재·골재 자원과 관련하여 제공하는 정보는 인터랙티브 맵, 지질도, 탐사 데이터 셋, 3차원 지질모델, 광업권리, 광산 및 광산관련 보고서 또는 요약자료 등으로 지방정부 및 지질조사기관의 웹을 통해 이루어지고 있다. 반면 한국의 경우 국내 법률에 따라 석재·골재는 광물자원과 분리되어 별도로 관리되며, 이에 따라 관련 정보도 한국광해광업공단, 국토교통부, 산림청, 한국지질자원연구원 등 여러 기관으로 분산되어 관리되고 있으며, 통합된 정보를 제공하고 있지 못한 상황이다. 따라서 석재·골재 자원의 확보와 효과적 활용을 위한 종합정보관리체제의 구축을 위한 거버넌스 개편과 정보체계화 구축을 위한 정책 및 제도 개발이 필요한 상황이다.

한국옥상녹화기술의 현황과 과제 (Current Status and Issues of Green Roof Technology in Korea)

  • The purpose of the study is to review current status of green roof technology and to suggest the issues and solutions related with the technological problems of green roof in Korea. The scope of the study is limited to the extensive green roof which requires low maintenance. Technological issues related with green roof include soil, water proofing, water drain, vegetation and maintenance. Several solutions to invigorate green roof technology were suggested as follows; 1)implementation of technical standard for green roof and technology certification system, 2) development of suitable raw materials for green roof, 3) construction guidelines and uniform construction specification, 4) formulation of city ordinance for green roof, and 5) exchange program with foreign green roof organizations.

Social Media Analytics to Understand the Construction Industry Sentiments

  • The use of social media to disseminate news and interact with project stakeholders is increasing over time in the construction industry. Such social media data can be analyzed to get useful insights of the industry such as demands of new housing construction and satisfaction of construction workers. However, there has been a limited attempts to analyze social media data related to the construction industry. The objective of this study is to collect and analyze construction related tweets to understand the overall sentiments of individuals and organizations about the construction industry. The study collected 87,244 tweets from April 6, 2020, to April 13, 2020, which had hashtags relevant to the construction industry. The tweets were then analyzed to evaluate its sentiments polarity (positive or negative) and sentiment intensity or scores (-1 to +1). Descriptive statistics were produced for the tweets and the sentiment scores were visualized in a scatterplot to show the trend of the sentiment scores over time. The results shows that the overall sentiment score of all the tweets was slightly positive (0.0365). Negative tweets were retweeted and marked as favorite by more users on average than the positive ones. More specifically, the tweets with negative sentiments were retweeted by 2,802 users on average compared to the tweets with positive sentiments (247 average retweet count). This study can potentially be expanded in the future to produce a real time indicator of the construction market industry such as the increased availability of construction jobs, improved wage rates, and recession.

건축 프로젝트의 협력설계 방안 (Cooperative Design Method for Building Projects)

  • Two main features of the recent building project are the enlargement of the size and the technological complexity. Due to these features, the number or the size of organizations participating in building project is also increasing and the relationships between the organizations are becoming more interdependent than ever. Owing to these features, some delays or errors in the decision-making process in the phase of planning of a building project may influence many subjects related to the project. The most important factor for a successful project is to arbitrate confrontations and build cooperative relationships between parties who have different interests with one another in the project. Efforts were made to find out general features of building project and the features in the phase of planning in order to set a direction of this research. To solve problems in the phase of planning, the concept of 'cooperative design', which means that different features and interests of various organizations should be reflected from the phase of planning, was introduced. By introducing cooperative design in building projects, more rapid and objective decision-makings are possible.
