GIS has been rapidly developed since 1995 when the Ministry of Construction and Transportation started the First National GIS Construction Project and built large scale topographic map at local governments level. From that time local governments have been built several application system such as road management system, waterworks management system, sewer management system, underground facilities management system, and urban planning information system, etc. However, the construction of GIS application system at different department level brings the problem of data sharing and overlapping database construction. To overcome this environment Enterprise GIS concepts has been introduced. In case of Seoul Metropolitan government Spatial Data Warehouse have been constructed. However, Seoul Metropolitan government still have the problem of inactive use of GIS system and adaption to the rapidly changing information environment. This study aims to present Strategic plan to uggrade Enterprise GIS concenpt from data centric to service centric architecture at local government level.

Building Information Modeling (BIM) technology is a key component of modern construction engineering and project management workflows. As-is BIM models that represent the spatial reality of a project site can offer crucial information to stakeholders for construction progress monitoring, error checking, and building maintenance purposes. Geometric methods for automatically converting raw scan data into BIM models (Scan-to-BIM) often fail to make use of higher-level semantic information in the data. Whereas, semantic segmentation methods only output labels at the point level without creating object level models that is necessary for BIM. To address these issues, this research proposes a hybrid semantic-geometric approach for clutter-resistant floorplan generation from laser-scanned building point clouds. The input point clouds are first pre-processed by normalizing the coordinate system and removing outliers. Then, a semantic segmentation network based on PointNet++ is used to label each point as ceiling, floor, wall, door, stair, and clutter. The clutter points are removed whereas the wall, door, and stair points are used for 2D floorplan generation. A region-growing segmentation algorithm paired with geometric reasoning rules is applied to group the points together into individual building elements. Finally, a 2-fold Random Sample Consensus (RANSAC) algorithm is applied to parameterize the building elements into 2D lines which are used to create the output floorplan. The proposed method is evaluated using the metrics of precision, recall, Intersection-over-Union (IOU), Betti error, and warping error.

Congestion is a growing concern of many global cities and the demands on Infrastructure services within a locale coupled by the rising expectations from the growing population places stress on these cities. This entails the ability to build a sustainable community that requires an understanding and recognition of Population growth, changing demographics and the ever changing urban development on both a macro and micro level. Infrastructure is an integral part of Australian economy, particularly the 'Infrastructure Assets Management' which highlights the importance towards the development of sustainable communities for Melbourne's future. Melbourne 2030 is a comprehensive representation of government's response to a wide-ranging population growth within Melbourne metropolitan and surrounding areas. Urban plan and specific Infrastructure Assets Planning needs not only to provide sufficient Infrastructure to a community, but it must also be efficient and innovative so that it produces an optimised management system. A system that incorporates engineering techniques that will be sustainable for decades to come by maintaining an acceptable level of services to its intended community in an effective manner, which also strengthens service delivery. The fundamental challenges for optimization of Infrastructure with the Melbourne urban plan is, the ability to manage and sustain maintenance of Infrastructure to provide the acceptable level of service required by the community in a most effective manner which also strengthens service delivery to contribute towards Melbourne 2030. This paper particularly investigates some of the fundamental issues within the Melbourne urban plan such as Infrastructure Asset Management, AusLink and the Australian Road Management Act 2004, which the Governments at all levels must deal with to provide an economically viable solution to the changing Infrastructure so it may suits the needs and services the strategies of a metropolis.
This study was suggested to develop sustainable durability design system and proposed the plan to evaluate design conditions that meet the intended service life and $LCCO_{2}$ reduction level of reinforced concrete structure easily from the early design stage. For that the W/B and covering depth of the concrete structure were calculated through calculation of service life based on standard specification expression and the quantitative reduction rate of the vertical member of reinforced concrete structure by the calculated W/B was applied. Life cycle of building classified into construction stage, operation stage, maintenance stage, and demolition/disposal stage and the method of $CO_{2}$ evaluation of each stage was proposed. For construction stage, the major construction materials that take up over 80% $CO_{2}$ emitting during building construction were selected and the $CO_{2}$ evaluation method for 5 standard apartment houses was proposed. Also, for operation stage, $CO_{2}$ emission was calculated through calculation of heating load by energy efficiency rating certification system. For maintenance stage, $CO_{2}$ emission was calculated using concept of re-construction by life and for demolition/disposal stage was calculated with the use of construction standard estimate. As a result of the case study by such evaluation methods, 80 years of service life and 17 specifications of sustainable durability design that meet the 40% intended $LCCO_{2}$ reduction level were deduced. The Maximum $LCCO_{2}$ reduction rate was analyzed by 47.2%.

Most of hydrological processes of groundwater recharge generally are occupied a rainfall, and recharged an aquifer along infiltrate into subsurface. These processes mainly have an influence by hydrological characteristics and topographic gradient of the aquifer. Development of water resources and its management is not good because of temporal and spatial disproportion in local rainfall. In order to deal with insufficiency of water resources from now on, development of groundwater dam requires a plan of a sustainable of new water resources. These are necessary that investigation of construction area of groundwater dam, effective groundwater development interconnected with surface water and groundwater, and assessment of an application of groundwater dam for utilization of water resources. Tn this study we were derived the input data by geological survey, hydraulic and hydrological analysis around Hoengchun-river, located in Hadong-gun, Gyeongsangnam Province where is a plan area for construction of groundwater dam. Based on input data we were carried out the interconnected analysis of surface water and groundwater using the SWAT-MODFLOW, and predicted groundwater fluctuation of its construction before and after.

In this study, LCA(Life Cycle Assessment) on 'Saemangum CSO Project' was carried out to evaluate environmental impact which occurred during the construction and operation periods and the potential environmental impact reduction was analyzed by comparing production and reduction level of pollution loads. LCA was conducted out according to the procedure of ISO14040 which suggested Goal and Scope Definition, Life Cycle Inventory Analysis, Life Cycle Impact Assessment and Interpretation. In the Goal and Scope Definition, the functional unit was 1 m3 of CSO, the system boundary was construction and operation phases, and the operation period was 20 years. For the data collection and inventory analysis, input energies and materials from civil, architecture, mechanical and electric fields are collected from design sheet but the landscape architecture field is excepted. LCIA(Life Cycle Impact Assessment) was performed following the procedure of Eco-Labelling Type III under 6 categories which were resource depletion, eutrophication, global warming, ozone-layer destruction, and photochemical oxide formation. In the result of LCA, 83.4% of environmental impact occurred in the construction phase and 16.6% in the operation phase. Especially 78% of environmental impact occurred in civil works. The Global warming category showed the highest contribution level in the environmental impact categories. For the analysis on potential environmental impact reduction, the reduction and increased of environmental impact which occurred on construction and operation phases were compared. In the case of considering only the operation phase, the result of the comparison showed that 78% of environmental impact is reduced. On the other hand, when considering both the construction and operation phases, 50% of environmental impact is increase. Therefore, this study showed that eco-friendly material and construction method should be used for reduction of environmental impact during life cycle, and it is strongly necessary to develop technology and skills to reduce environmental impact such as renewable energies.

In conventional method of supporting soil shuttering wall during excavation a system of struts and wales to provide cross-lot bracing is common in trench excavations and other excavations of limited width. This method, however, becomes difficult and costly to be adopted for large excavations since heavily braced structural systems are required. Another expensive and unsafe situations are expected when temporary struts must be removed for the construction of underground structures. This paper introduces innovative strut systems which can be used as permanent underground structures after its role as brace system to resist earth pressure during excavation phase. Underground structural system suggested from architect is checked against the soil lated pressures before the analysis of stresses developed from gravity loads. In this technology, named SPS(Struts as Permanent System), retaining wall is installed first and excavation proceeds until the first level of bracing is reached. Braces used as struts during excavation will serve as permanent girders when buildings are in operation. Simultaneous construction of underground and superstructure can proceeds when excavation ends with the last level of braces being installed. In this paper, construction sequence and the calculation concept are explained in detail with some photo illustrations. SPS technology was applied to three selected buildings. One of them was completed and two others are being constructed Many sensors were installed to monitor the behavior of retaining wall, braces as column in terms of stress change and displacement. Adjacent ground movement was also obtained. These projects demonstrate that SPS technology contributes to the speed as well as the economy involved in construction.

As people pays more attention to remodeling as a method to effectively improve, maintain, and manage building properties, it is important to ensure the economic feasibility of remodeling compared to reconstruction, instead of focusing on systematic regulations. In order to identify core technologies, the study set criteria to survey cost of a remodeling project by analyzing current status of remodeling projects. Based on the criteria, the study calculated average construction cost for five remodeling projects that were conducted recently, compared the cost with new construction projects, and examined major level works that are essential in a remodeling project. Based on the major level works, the study conducted interviews with construction experts to draw core technologies in design, structure and construction of a remodeling project.
The structures built under the groundwater level are affected by the buoyancy force, which is hydrostatic pressure in the up direction. Recently, buoyancy-resistant anchor method has been applied in many cases of the construction of the important structure of large size, which is built under the groundwater level so that it takes high uplift pressure. Even if the construction cost of the method is very high, it surely increases the safety rate. However, the diagnosis of the performance of the buoyancy-resistant permanent anchor and the investigation of resistance mechanism are still insufficient. Especially, the long-term behavior of the anchor has not been studied well due to the difficulty in observation procedure. The contribution of this paper is the establishment of reasonable design methodology. We have measured anchor axial forces for 10 years after the construction, by using an automated measurement and a manual measurement by establishing a load cell in anchor head. Through the data collected from the measurements, we analyze the construction-step behavior of the anchor according to the self-weight variation of the building and the long-term behavior (i.e. movement within 10 years after the construction) of the anchor according to the passage of time.

The robustness of a supply chain (i.e., the ability to cope with external and internal disruptions and disturbances) becomes more critical in ensuring the success of a construction project because the supply chain of today's construction project includes more and diverse suppliers. Previous studies indicate that topological features of the supply chain critically affect its robustness, but there is still a great challenge in characterizing and quantifying the impact of network topological features on its robustness. In this context, this study aims to identify network measures that characterize topological features of the supply chain and evaluate their impact on the robustness of the supply chain. Network centrality measures that are commonly used in assessing topological features in social network analysis are identified. Their validity in capturing the impact on the robustness of the supply chain was evaluated through an experiment using randomly generated networks and their simulations. Among those network centrality measures, the PageRank centrality and its standard deviation are found to have the strongest association with the robustness of the network, with a positive correlation coefficient of 0.6 at the node level and 0.74 at the network level. The findings in this study allows for the evaluation of the supply chain network's robustness based only on its topological design, thereby enabling practitioners to better design a robust supply chain and easily identify vulnerable links in their supply chains.
