Vibrating wire (VW) strain gauges are widely used for the evaluation of pipeline safety in extreme cold region. The development of VW strain gauges for the low temperature environment is necessary because of the high cost of gauges sold in developed countries. Thermistors embedded in the regular VW strain gauges and PT 100 sensors embedded in the gauges specially manufactured for this study have gone through credibility tests for temperature measurements. The use of PT 100 is recommended at low temperature environments because thermistors have low credibility at temperatures below $-15^{\circ}C$. Strain measurements using regular VW strain gauges also show low accuracies as temperature goes down. VW strain gauges manufactured using inconel give high credibility of strain measurements at low temperatures. More reliable VW strain gauges for the low temperature environment will be developed in the near future.
(Background)In modern industrial society, the design industry failed to observe the law of nature, destructing it. Regardless its intention, the design industry destructed the environment so that it can't maintain the future life because of waste and disaster. For the purpose, it is important to adopt the technology to reuse the waste resource generated by building or minimize the damage to environment for the resource that can't be recycled. (Methods)On the assumption that the material and resource can be an alternative plan for the design that can make environment be sustained, the study analyzed materials and resources out of superior office space of USA, which were selected by LEED Green Building Rating System. (Results)The analysis result revealed that all cases reused main structural part of existing building and indoor and various materials were reused or recycled. Especially, the materials without or with low amount of VOCs and formaldehyde were used. In order to reduce construction waste, the finish of existing building was exposed as it was, 50% of reused materials were used or disassemblable materials were used. When regional materials are used, there is an advantage to reduce transportation cost and recycle the materials rapidly. Lastly, the environment-friendly certified by FSC was used in all cases. (Conclusion)After all, the material is one of the space design strategies sensitive to environment so it is important to select good material. Harmless, environment-friendly materials applied to sustainable office space contribute to the creation of healthy environment. In addition, the use of recycled materials and reused materials to minimize waste is also essential factor for creating sustainable space.

Therefore, it was agreed that an earthquake monitoring station should be set up within the site of Handong University by analyzing drilling data and Disaster such as earthquakes is urgently needed to prepare for earthquakes in that people's lives and national development depend on the nation's ability to manage disasters. Many experts say that the Korean Peninsula is also under the influence of earthquakes and is not a safe zone for earthquakes. A seismological observatory will be established in Pohang to monitor ground sensors and study seismic characteristics through the task of "Development of Smart Sensor-based Intelligent Information Platform in Earthquake Region." Therefore, it was agreed to set up a seismological observatory within the site of Handong University by analyzing drilling data and conducting on-site surveys in northern Pohang, which were heavily damaged by liquefaction and earthquakes. In this study, it was decided to make a comprehensive judgment by considering the geological characteristics of the site, whether it can perform functions, and the convenience of construction and maintenance for the final site of the seismological observatory discussed with Handong University. After completing a feasibility review on selecting a site for Handong University, we will establish a seismological observatory and actively utilize it for seismic research using data from alarm issuance and seismic data in the event of a future earthquake.
This paper presents some shaking table tests conducted on a 1/4-scaled model with 5-story steel reinforced concrete (SRC) spatial frame with irregular section columns under a series of base excitations with gradually increasing acceleration peaks. The test frame was subjected to a sequence of seismic simulation tests including 10 white noise vibrations and 51 seismic simulations. Each seismic simulation was associated with a different level of seismic disaster. Dynamic characteristic, strain response, acceleration response, displacement response, base shear and hysteretic behavior were analyzed. The test results demonstrate that at the end of the loading process, the failure mechanism of SRC frame with irregular section columns is the beam-hinged failure mechanism, which satisfies the seismic code of "strong column-weak beam". With the increase of acceleration peaks, accumulated damage of the frame increases gradually, which induces that the intrinsic frequency decreases whereas the damping ratio increases, and the peaks of acceleration and displacement occur later. During the loading process, torsion deformation appears and the base shear grows fast firstly and then slowly. The hysteretic curves are symmetric and plump, which shows a good capacity of energy dissipation. In summary, SRC frame with irregular section columns can satisfy the seismic requirements of "no collapse under seldom earthquake", which indicates that this structural system is suitable for the construction in the high seismic intensity zone.

Recently, as the construction of new railway and the relocation of existing line increase, tunnel structures get longer. The railway fire accidents in long tunnel bring large damages of human life and disaster. The interest on safety in long tunnel has been growing and the safety standard for long tunnels is tightening. For that reason, at the planning stage of a long tunnel, the optimum design of safety facility for minimizing the risks and satisfying the safety standard is required. For the reasonable design of a long railway tunnel considering high safety, qualitative estimation for tunnel safely is required. In this study, QRA (Quantitative Risk Analysis) technique is applied to design of a long railway tunnel for assuring the safety function and estimating the risk of safety. The case study for safety design was carried out to verify the QRA technique for two railway tunnels.

Carbon Capture and Storage (CCS) technology mitigates the emission amount of carbon dioxide into the atmosphere and can reduce green house effect which causes the climate change. Deep saline aquifer or obsolete oil/gas storage etc. in the marine geological structure are considered as the candidates for the storage. The injection and storage relating technology have been interested in the global society, however the adverse effect caused by leakage from the system failure. Even the safety level of the CCS is very high and there is almost no possibility to leak but, still the risk to marine ecosystem of the high concentrated carbon dioxide exposure is not verified. The present study introduces the system and environmental risk assessment methods. The feature, event and process approach can be a good starting point and we found the some possibility from the fault tree analysis for evaluation. From the FEP analysis, we drove the possible scenario which we need to concentrate on the construction and operation stages.

PURPOSES : The frequency and severity of natural disasters such as torrential rain or typhoons have become increasingly significant worldwide. Events such as summer typhoons and localized torrential downpour can cause severe damages to a residential area and road networks, resulting in serious harm to the daily lives of people, especially in rural areas by isolating residents from road networks. An immediate and emergency repair technology for the collapsed road networks is urgently needed. This study introduces a new technology to repair road bases or slopes. METHODS : The development of new technology for emergency and permanent repair consists of first, packing of cement paste-coated gravel, second, combining appropriate equipment, and third, conducting a field applicability test. In this research, the compressive strength of cement pastecoated gravel, gravel-netting concrete properties, and packing efficiency were determined, and a full scale field mock-up test was carried out. RESULTS : The compressive strength of the cement paste-coated gravel concrete satisfied the required limit for road base of 5 MPa after 7 days. With appropriate netting materials and packing size, gravel-netting concrete was successful up to a slope of 1:1.5. The full scale field mock-up test showed efficiency in the field and penetration resistance performance. CONCLUSIONS : The new technology of emergency and permanent repair for damaged road bases and slopes, introduced in this study, showed satisfactory performance. The technology is expected to be applied in the field when construction procedures and quality specifications are made.
Red tide(harmful algae) in the Korean Coastal Waters has a given a great damage to the fishery every you. However, the aim of our study understands the influence of meteorological factors (air and water temperature, precipitation, sunshine, solar radiation, winds) relating to the mechanism of red tide occurrence and monitors red tide by satellite remote sensing, and analyzes the potential area for red tide occurrence by GIS. The meteorological factors have directly influenced on red tide formation. Thus, We want to predict and apply to red tide formation from statistical analyses on the relationships between red tide formation and meteorological factors. In future, it should be realized the near real time monitoring for red tide by the development of remote sensing technique and the construction of integrated model by the red tide information management system (the data base of red tide - meteorological informations). Finally our purpose is support to the prediction information for the possible red tide occurrence by coastal meteorological information and contribute to reduce the red tide disaster by the prediction technique for red tide.

In an emergency management case, evaluating the economic value of information technology investments is a challenging problem due to the effects of decision making, uncertainty of disasters, and difficulty of measurements. Risk assessment and recovery process, one of the major functions in emergency management, consists of (1) measurement of damages or losses, (2) recovery planning, (3) reporting and approving budgets, (4) auctioning off recovery projects to constructors, and (5) construction for the recovery. Specifically and of our interest, measurement of damages or losses is often a costly and time-consuming process because the wide range of field surveys should be performed by a limited pool of trained agents. Managers, therefore, have to balance accuracy of the field survey against the total time to complete the survey. Using information technologies to support field survey and reporting has great potential to reduce errors and lowers the cost of the process. However, existing cost benefit analysis framework may be problematic to evaluate and justify the IT investment because the cost benefit analysis often include the long-run benefit of IT that is difficult to quantify and overlook the impact of managerial control upon the investment outcomes. Therefore, we present an alternative cost-centric control model that conservatively quantifies all cost savings to replace benefits in cost benefit analysis and incorporate the managerial control. The model provides a framework to examine how managerial decision making and uncertainty of disaster affect the economic value of IT investments. The current project in Emergency Agency in South Korea is introduced as a case to apply the cost-centric control model. Our work helps managers to better evaluate and justify IT-related investment alternatives in emergency management.
