Application of the EST approach for the simulation of the risk-based typhoon hazard potential is described in this paper. For six selected cities In the Korean peninsula, EST simulations for one hundred years were performed one hundred times using historical typhoon data as a training data set. The analytical results of EST simulations were then post-processed to estimate the means, standard deviations, and ranges of variation for the maximum wind velocities and the daily rainfalls. From the comparison of the averages of the wind velocities for the 100 year recurrence interval typhoons, the wind hazard potential of them was revealed to be highest for Mokpo among the six cities, followed by Busan, Cheju, Inchun, Taegu, and Seoul in descending order For the flood hazard potential associated with a typhoon, Busan was ranked to be the highest hazard potential area, followed by Mokpo, Cheju, Seoul, Inckun, and Taegu. In terms of the overall typhoon hazard potential, cities in the southern coastal regions were identified as being exposed to the most severe typhoon hazard.

This contribution studied knowledges, informations and main project issues for systematic conservation management utilize of Joseon Royal Tombs guaranteeing their Outstanding Universal Value, Authenticity and Integrity, and the outcomes are as follows. The first, regarding the tomb's system, it should be planned to enhance authenticity and integrity of Joseon Royal Tombs through historical facts, measurement, diagnosis and intervention according to international and national charters, statements and general standards. The second, regarding prevention against disasters, the anti-fire system including construction of GIS materials and the Risk Map following investigation the present condition, premising improvement of relevant laws and regulations, should be planned. The third, we should consider, regarding utilize, educational application by the each tomb's story and royal ancestral rite, tourism by the local area of each tomb and industrial application by science and IT technologies.
The Grenpell tower fire in England in June of 2016 is a representative example of damage caused by a vertical fire spreading through external insulation. Organic insulation materials, which are widely used in external insulation, have the disadvantage that they have good insulation performance but are vulnerable to fire. Aluminum composite panels are used as exterior wall finishing materials, and plastics used in aluminum are regarded as the cause of vertical fire spread. Due to the steel frame used to secure the aluminum composite panel to the outer wall, a cavity is formed between the outer wall and outer wall finish. When a fire occurs on the outer wall, the flammable outer wall as well as the flame generated from the heat-insulating material spreads vertically through the cavity, resulting in damage to people and property. In Korea, material unit performance tests are carried out by the Ministry of Land, Infrastructure and Transport notice 2015 - 744. However, in the UK, the BS 8414 test is used to measure the vertical fire spreading time on the outer wall in real scale fire tests. In this study, the risk of external wall fire was evaluated in an actual fire by conducting a real scale wall fire test (BS 8414), which was carried out in Europe, using aluminum composite panels of semi-noncombustible materials suitable for current domestic standards. The purpose of this study was to confirm the limitations of material unit evaluation of finishing materials and to confirm the necessity of introducing a system to prevent the spread of outer wall fire through an actual scale fire test.
Purpose: This study was done to develop a cell phone addiction scale for Korean parents of young children, and to evaluate the reliability and validity of the developed scale. Methods: The scale was developed through construction of a conceptual framework, generation of initial items, verification of content validity, selection of secondary items, preliminary study, and extraction of final items. Participants were 465 parents and 178 children. Data were analyzed using item analysis, factor analysis, criterion related validity, internal consistency, and split-half reliability. Results: Twenty items were categorized into three factors explaining 60.3% of total variance. Factors were named as withdrawal - 4 items, loss of control - 9 items, and persistence - 7 items. Scores for the scale were significantly correlated with self-control, impulsiveness, cell phone use, and cell phone addiction of children as measured by a scale for Korean children. Cronbach's alpha coefficient for the 20 items was .94, and Guttman coefficient was .87. Scale scores identified children as high risk users, at risk users, or average users by standard scores. Conclusion: The results suggest that the cell phone addiction scale for Korean parents is a reliable and valid instrument to measure cell phone addiction in young children.
Objectives: The exponential growth of chemicals, an area of high concern in developed countries like the US (i.e., the Gore Initiative) and in the EU (i.e., REACH), as well as recent chemical accidents in Korea, have provoked nationwide concerns and resultant legal enforcement. This study aims to compare the laws of the Ministry of Environment (the Chemical Substances Control Act (CSCA), Act on the Registration and Evaluation, etc. of Chemical Substances (ARECS)) with those of the Ministry of the Employment and Labor (Occupational Safety and Health Act (OSHA)). Methods: Each law pertaining to the Ministry of Environment and the Ministry of the Employment and Labor was downloaded from the official legal information system (www.law.go.kr). The objectives of each law and the major contents related to chemical management were compared and summarized. Results: The CSCA and the ARECS are focused on the protection of people and the environment, while the OSHA relates to the protection of workers. The right to know of people and workers has been reinforced. The former two laws emphasize prevention, but the OSHA contains both preventive and post-accident measures. The role of the Ministry of Employment was reinforced with the promulgation of the CSCA and ARECS, which contain regulations such as adjacent area impact evaluation, risk control planning, chemical statistical survey and construction and operation of information, provision of risk control plans, response to chemical accidents and registration of chemical substances. Conclusion: We found that the three laws discussed here have several similar clauses designed to protect people and the environment from risks that may be caused by the use of chemicals, even though there are some differences among them in terms of objectives and contents. This review concluded that several clauses that can be regarded as double regulation should be unified in order to minimize the waste of government administrative resources and socio-economic losses.
Although construction of any new nuclear power projects had not been launched since mid-1970s until recently in the USA, many new nuclear power plants have been constructed in many countries with the support of their governments mainly as part of their national energy security and electric source diversification policies. For many reasons, the nuclear power industry seemed to reclaim their renaissance from the beginning of this century and the investment in the nuclear power projects draw positive concern from the private financial sector. But the global financial crisis in 2008 and subsequent economic slow-down together with tighter bank credit regulations caused commercial banks, the main source of financing, to lose appetite for investing in new nuclear power projects. But the nuclear power economics shows that the nuclear power is viable in terms of the environmental benefit and long-term average cost compared to other power generation sources. Also doubt about nuclear power safety was much mitigated due to technology development and reinforced safety-related tests and monitoring. Therefore, the prospect for nuclear power market expansion remains positive although there are comparatively big differences among different scenarios. After Korea Electric Power Corp. won the UAE nuclear power project in December of 2009, the competition in nuclear power markets is undergoing huge changes. Competitors backed by the support of their own governments are now entering the market with many aggressive and innovative financing packages to win bids of new nuclear power projects. This report analyzed the nuclear power market prospects, competitive edges of nuclear power, risk management measures, and financing challenges and recommends alternative solutions to promote competitive edges in winning bids of new nuclear power projects.
Industry development caused numerical and quantitative increase of noxious chemical substances that contain risk assessment in water resources. For use of efficient water resources a pre-treatment of contaminant source which is flowed in water resources is recognized in essential process. Therefore, the discharged water quality from discharged company began to control contaminant by total amount of pollutant in domestic. However, to estimate closely chemical substances it is not proved up to now, monitoring is very important. This study achieved a monitoring of micro noxious chemical substance by fiber and chemistry industrial wastewater inflow to examine risk assessment of the water system of Nakdong river. Chloroform was measured highest among volatile organic compounds (VOCs) that the results of water quality of influent and effluent are detected from 7 companies of study area. The other side, because measured value of detected chloroform is indefinite detection level in the same company, it is difficulty in management of water quality. However it may not be much effects of the water system of Nakdong river because these company's effluent is high treatment efficiency of chloroform (more than 88%) in sewage treatment plant. On the other hand, in the investigated results for the European Union specified priority substance that is detected to relationship influent and effluent from fiber/chemistry associated industries, these substances were not detected and domestic data was hardly referred. Therefore, data construction of continuous monitoring about this water quality may have to be achieved certainly to utilize as country policy.

The geological factors for causing ground subsidence are very diverse. It can be affected by any geological or extrinsic influences, and even within the same geological factor, the soil depression impact factor can be determined by different physical properties. As a result of reviewing a large number of papers and case histories, it can be seen that there are seven categories of ground subsidence factors. The depth and thickness of the overburden can affect the subsidence depending on the existence of the cavity, whereas the depth and orientation of the boundary between soil and rock are dominant factors in the ground composed of soil and rock. In case of soil layers, more various influencing factors exist such as type of soil, shear strength, relative density and degree of compaction, dry unit weight, water content, and liquid limit. The type of rock, distance from the main fracture and RQD can be influential factors in the bedrock. When approaching from the hydrogeological point of view, the rainfall intensity, the distance and the depth from the main channel, the coefficient of permeability and fluctuation of ground water level can influence to ground subsidence. It is also possible that the ground subsidence can be affected by external factors such as the depth of excavation and distance from the earth retaining wall, groundwater treatment methods at excavation work, and existence of artificial facilities such as sewer pipes. It is estimated that to evaluate the ground subsidence factor during the construction of underground structures in urban areas will be essential. It is expected that ground subsidence factors examined in this study will contribute for the reliable evaluation of the ground subsidence risk.
As part of measures to reduce fine dust, the government is promoting a project to convert the fuel of Yard Tractors(YT, tractors operated at ports), from diesel to LNG (Liquefied Natural Gas). While a port having a small number of yard tractors, it is not proper to construct a stationary LNG fueling station and supply LNG to YT due to a problem of BOG (Boil off gas) generation. Therefore, it is necessary to make a regulation and a standard on mobile LNG YT refueling station installation and inspection as an alternative. In this study, we have investigated domestic and foreign mobile LNG refueling cases and refueling standards, including the USA and Europe. In addition, we have suggested the risk reduction method according to the cause after investigation of the cause of LNG accidents. And last, based on the proposed risk reduction measures, we have proposed an amendment to the Regulation of the Urban Gas Business Law in Korea. The proposed mobile LNG YT refueling amendment of the Regulation includes ; maintenance of the safety distance from the protection facility, installation of an interlock device to prevent refueling in places other than the authorized place, installation of the identification system through biometrics, separation of the tank lorry and tow vehicle before refueling, checking the wheel fixed status of tank lorry before refueling, construction of the impounding area, safety measures before, during and after refueling, etc. The safety standards proposed in this study could be used as a reference in establishing standards for mobile LNG vehicle refueling in the near future.

To choose appropriate countermeasures against potential coastal disaster damages caused by a storm surge, it is necessary to estimate the frequency of storm surge heights estimation. As the coastal populations size in the past was small, the tropical cyclone risk model (TCRM) was used to generate 176,689 synthetic typhoons. In simulation, historical paths and central pressures were incorporated as a probability density function. Moreover, to consider the typhoon characteristics that resurfaced or decayed after landfall on the southeast coast of China, incorporated the shift angle of the historical typhoon as a function of the probability density function and applied it as a damping parameter. Thus, the passing rate of typhoons moving from the southeast coast of China to the south coast has improved. The characteristics of the typhoon were analyzed from the historical typhoon information using correlations between the central pressure, maximum wind speed ($V_{max}$) and the maximum wind speed radius ($R_{max}$); it was then applied to synthetic typhoons. The storm surges were calculated using the ADCIRC model, considering both tidal and synthetic typhoons using automated Perl script. The storm surges caused by the probabilistic synthetic typhoons appear similar to the recorded storm surges, therefore this proposed scheme can be applied to the storm surge simulations. Based on these results, extreme values were calculated using the Generalized Extreme Value (GEV) method, and as a result, the 100-year return period storm surge was found to be satisfactory compared with the calculated empirical simulation value. The method proposed in this study can be applied to estimate the frequency of storm surges in coastal areas.
