In the fisheries industry, the cost of oil Is the greatest factor, contributing 25% 40% of the cost of production. In order to support fisheries, the government has supplied large amounts of money for oil to the fisheries industry. However, the elimination and restriction against the subsidy of fisheries has been actively discussed throughout international organizations Including the WTO. The purpose of this thesis is to study the existing issue of subsidies on the fisheries Industry, which is currently disputed in international organizations, and predict a future policy about the oil supply that considers the most important factors on fisheries. In chapter 2, the paper begins by outlining the tendencies of discussion in relation to the subsidy on fisheries among international organizations, and categorizes them on the basis of their types. Chapter 3 defines the current conditions and characteristics of the Korean subsidy on fisheries and analyzes which portions of the subsidy on fisheries should be eliminated first when it is prohibited. In chapter 4, procedures and problems for producing tax-free oil are discussed, because tax-free oil has a higher possibility of being ruled out. Chapter 5 proposes a reasonable plan concerning oil supply policies for maintenance or enrichment of the fishing industries, post the elimination of subsidies. Conclusions were drawn in eight areas as a result of this study: 1) securing the large storage of oil, 2) extending customers of oil to include non-fishermen, 3) coordinating the segmentation of marketing area, 4) diversification of the sales goods, 5) producing oil sales experts, 6) developing original brands, 7) expanding the purchasing area to buy oil in the international market, and 8) operating funds to stabilize oil price. It would not be appropriate to wait until international organizations decide to ban the subsidy of fisheries. Corresponding plans ( such as securing the large storage of oil) tend to be large scale and long-term projects because they take a number of years, from designing the oil storage tank to selecting the proper region and initiating the construction. Therefore, it is strongly suggested that any extensive and time consuming projects including preparation for the tax-free oil should be completed in new actions before the ban by the international organizations.

A lot of construction companies in overseas markets of construction try to change 2D CAD to 3D CAD for improving business ability and change to Building Information Modeling(BIM) for integrating information produced from construction life cycle. In America, GSA(General Service Administration) requires a design drawing planed by BIM and in Singapore and Europe, the government encourages architectures to use this tool. Recently in the domestic market, many organizations related construction industry are aware of importance of 3D CAD integrated information, and try to use BIM. Therefore, this research would analyze how does BIM affect construction industry and derive influence factors and provide basic data for using BIM.

Recently, public office building projects are being recognized by many construction engineers and researchers, as the critical projects in the construction industry. The project budgets have sometimes exceeded due to the lack of core knowledge, experiences, skills and experts concerned in cost planning and estimating in the pre-construction stage. It has been highlighted that planning and estimating effectively the cost of public office building projects as critical in the design stage. Within this context, some cost data books and systems, such as RSMeans cost data systems and Spon's price book, have been systematically developed and used by many construction cost managers and organizations in order to effectively estimate and use their project budgets. As a result of this research, a cost estimating model for finishes has been developed, considering the cost data used in public office building projects.

More and more organizations in construction industry adopt knowledge management system (KMS) to facilitate process of creating, acquiring, capturing, sharing, and using knowledge so as to improve the competitiveness, productivity and efficiency of their organization. In spite of the tremendous efforts devoted to KMS, the return of investment on KMS is usually a black box to the investor due to the lack of a systematic framework for performance evaluation of the KMS. This paper aims at fulfilling such need. A conceptual performance evaluation framework is proposed based on Balanced Scorecard (BSC) method. Then a preliminary case study is conducted to assess the applicability of the proposed framework in an A/E consulting firm to evaluate the performance of KMS.

This study suggests how to classify owner's standard specifications in organizations such as local governments which place an order for constructing general and various types of facilities. And the principal conclusions of this study can be summarized as follows; first, the Standard Specifications for Seoul Metropolitan Government of for all facilities could be integrated by seven individual works. Second, it is advisable from a viewpoint of long term to draw up integrally owner's standard specifications by trade for facilities, rather than draw up by group of facilities. Third, editing integrated standard specifications for all trades to meet the unified work classification structure should be backed up by high technology, therefore owner's standard specifications by trades would be favorable to our situation.

The complexity arises in defining the construction quality due to its perception, based on inherent market conditions and their requirements, the diversified stakeholders itself and their desired output. A quantitative survey based approach was adopted in this constructive study. A questionnaire based survey was conducted, for the assessment of construction quality perception and expectations in the context of quality improvement technique. The survey feedback of professionals, from the leading construction organizations/companies of Pakistan were analyzed. The financial capacity, organizational structure, and construction experience of the construction firms formed basis for their selection. After statistical analysis of survey feedback it was found reliable and valid for the inferential purpose to the target population of construction professionals. The quality perception was found to be project scope oriented, considered as an excess cost for a construction project and keeping the rework minimum by qualifying the required quality tests, keeping the defects minimum by ensuring the specifications of supplied material. Any quality improvement technique was expected to address the financial aspects of the construction project for the employer and contractor, by increasing the profitability through reduction in overall cost, reduction in time, reduction in defects and improving the productivity in a construction project. The study is beneficial for the construction professionals to assess the prevailing construction quality perception and the expectations from implementation of any quality improvement technique in construction projects.

In the construction machinery rental market, there are frequent cases of sublease through large-scale rental companies or rental through mediation organizations without legal grounds. In addition, institutional improvement of the construction machine safety management system has been required due to concerns over the internalization of legal inspections due to the lack of type approval data and construction machine history management during the construction machine inspection process. The government is responsible for securing safety of construction machinery and promoting mechanization of construction machinery by efficiently managing the construction machinery market by setting safety management such as type approval, registration, and inspection of construction machinery. In order to efficiently implement this, it is required to establish a platform for renting construction machinery and collecting safety management information. We presented a plan to build a public platform for construction machinery to secure the soundness of the construction machinery rental market and to improve safety management.

This paper presented problems occurred in design and construction of LPS(Lightning Protection System) based on the new KS(Korea Standard), and proposed various solution for those. Imperfect KS, poor data on lightning characters in Korea lack of train for engineer, immature SPD engineering and absence of LPS design sample for various buildings are main problems. We suggested that comprehensive measures attending every persons and organizations relevant LPS are needed to solve the problems.

Since 1991, so many women's volunteer centers have established in local self governing body or several women's organizations. The aims are to promote and manage women's volunteer activities. For last 12 years, one of aims has been already attained. But the other one is beyond attainment, because there are few network system among women's volunteer centers. For more efficient management of volunteer activities, it is necessary to construct computer network system in every volunteer center. In this paper, we describe current network situation and suggest network construction method of women's volunteer centers.

The purpose of this study is to propose different construction costs based on the number of kindergarten classrooms. Literature review reorganized the space program for kindergartens. For suggesting the room sizes of each spaces, this paper collected the three types of analysis; 1) the previous researches, 2) field survey, and 3) construction drawings. Based on the results, building sizes for the individual class sizes were presented. And, this paper made a standard priced BOQ(Bill of Quantity) through analysis on the existing priced BOQ. Finally, the recommendable construction costs were proposed by applying the building sizes to the standard priced BOQ. The practitioners of school districts and government organizations can make appropriate budgets considering the building sizes.
