CM방식은 CMr과 발주자가 일체가 되어 프로젝트의 전반을 관리하는 방식으로, CMr은 기술적 중립성을 유지하면서 발주자 관점에서 설계 발주 시공의 단계에서 각종 관리 업무의 전부 또는 일부를 실시하는 것이다. 건설과정에서 새로운 전문직으로 발전하고 있는 CMr은 계약에 따라 업무와 서비스 범위가 확정되므로 높은 수준의 윤리가 요구된다. 본 연구에서는 관련법에서 제시하고 있는 CMr의 법적지위와 업무수행에 따른 윤리기준과 윤리특성을 제안하였다. 결론으로는 첫째, 건설사업관리업무의 법적 특성은 관리업무를 부여하는 사람과 부여받는 사람의 계약관계에 따라 사람의 노동력을 제공하는 형태로 수행되는 위임계약, 과실책임, 선관주의 의무를 갖고 있다. 둘째, 건설사업관리의 업무 특성은 조정자의 역할, 전문기술 서비스, 발주자 설명책임과 공공성을 갖고 있다. 셋째, 이러한 업무 특성에 따라 전문가로서 건설사업관리자의 윤리평가기준은 의도, 행위와 결과로 분류하고, 이를 업무 특성과 연관시켜 덕윤리, 의무론, 결과론으로 제안하였다.

Turn-key and CMF(CM for Fee) have been selected as procurement paths of large public projects in Korea. However, recently, researches and discussions on CMR(CM at Risk) have been popular as the Korean government seeks for alternative procurement paths to enhance the performance. In the CMR projects, the part who is responsible for construction management should predict and control the potential risks for guaranteeing benefits. In this research, CMR projects in which a general contractor plays the role as CMr is mainly analyzed. We give attentions to risk management during construction process given that subcontractors, main parts in this phase, work in various ways and thus more chances for faults exist. In this case, CMr manages risks to control the procedure of project. So, potential risk factors can constitute the database, and that database can be matched to following activity. And construction manager can forecast measures of risk using the result of matching. This chain of activities increase efficiency in roles of CMr on CMR(CM at Risk). Furthermore this study will propose one of the solution of Construction Management Module.

The current evaluation time period for the construction management service is the project completion or after project completion. Therefore, the construction manager has the following problems. First, it is difficult to prepare the evaluation due to the new field movement of the existing participating engineer. Next, the CM work is complex as well as extensive. Therefore, the critical success factors of the construction technology services evaluation are required as a systematic performance standard of CM work. In this study, we extracted the critical success factors that can systematically prepare the evaluation from the early stage of the project through in - depth interviews with experts. And, this study was analyze the priority of each factor by using AHP technique. As a result, the most important factors were related to the systemization of the preparation process, the construction manager work capabilities and practical construction management. And the priorities of all factors were analyzed high in the factors suggested by the owner groups. The results of this analysis are expected to provide the standards that construction management service performer carry out structured management of construction management throughout the project.

This paper discusses the components of a guaranteed maximum price (GMP) and proposes a framework for the development of GMPs as contract payment provisions for construction manager-at-risk (CMR) and design-build (DB) contracts for transportation projects. The framework is the synthesis of a comprehensive literature review, a content analysis of CMR and DB solicitation documents and contracts, and case study project output from twelve projects in nine states worth $3.1 billion. The research also discusses the development of three common types of contingencies that are often utilized in projects with GMPs. The study concludes that owners should specify the structure of the GMP and its components to enhance clarity and understanding of the GMP's composition. It recommends that this structure be included in the CMR and DB solicitation documents so that pricing proposals can be formulated in a manner that is consistent with the contract payment provisions that will be useful to practitioners that need to implement GMP-based contracts.

건설사업관리는 다양한 업무를 수행하며, 그 중 작업분류체계(WBS)와 조직분류체계(OBS)의 구축은 핵심 업무의 하나이다. 하지만 현행 건설사업관리 업무에서는 WBS와 OBS의 실무적 활용도가 낮다. 이에 본 연구에서는 WBS와 OBS의 이해도, 활용수준, 적용효과, 연계성을 분석하기 위해 관련 전문가를 대상으로 설문조사를 실시하였다. 그 결과 건설사업관리자(CMr)가 적용할 수 있도록 WBS와 OBS의 표준화와 연계성이 확보되어야 한다는 것이 확인되었다. 이에 전문가 심층인터뷰와 워크샵을 통해 관리통제 요인을 추출한 후 AHP 중요도 분석을 실시하였다. 중요도 분석 결과 WBS와 OBS의 연계성 강화와 WBS의 변경으로 인한 OBS 업데이트의 중요도가 높은 것으로 나타났다. 제시된 결과는 직접적인 해결책은 아니지만, 건설관리자들이 고려해야할 기준을 제공할 것으로 기대된다.

건설사업관리가 공사 발주방식으로 이용될 수 있는 제도적 근거가 마련된 이후, 건설사업관리자 사업수행능력 세부 평가기준이 마련하여 건설사업관리 제도의 활성화 방안을 추진 중에 있다. 다양한 시설에 건설사업관리가 발주되고 있는 현 시점에서 건설사업관리자의 선정시 고려되어야 할 사항들, 여러 가지 절차와 영향 요소들, 그리고 평가 및 선정 기준 등의 문제점을 사례 조사를 통하여 분석하고, 이를 바탕으로 개선방안을 제시한다. 명확한 건설사업관리자의 선정 기준 및 절차의 성립을 통해 프로젝트에 필요로 하는 적절한 사업자를 선정하여 프로젝트를 성공적으로 수행 완료하는 것이 CM의 활성화 방안이 될 것이다.

With the rise in the functions required in modern building structures, the role of the building equipment that maintains the functions of a building has been emphasized and increased. Effective management in this area is only possible when the construction manager (CMr) is qualified and has the knowledge of building equipment that is needed. Therefore, in this study, a questionnaire survey was carried out on equipment engineers and CMrs, in order to determine the level of building equipment knowledge required, and to identify the perception level of CMrs about the building equipment in the construction project at the project design stage. The results of this study revealed that the CMrs surveyed had a lower level of knowledge on the building equipment than the level that was desired by the equipment engineers. This indicates that CMrs currently have a weak capacity for the management of building equipment. It is thus necessary for CMrs to undergo systematic training in order learn more about building equipment and thus be able to manage construction projects more efficiently.

건설업은 일반 제조업의 생산과정과는 달리 다양한 참여주체들이 모여 프로젝트 성공이란 하나의 목표아래 정보를 공유하며 업무를 진행하므로 한 프로젝트마다 일시적인 팀워크가 형성된다. 다양한 참여주체들은 건설공사의 단계별 역할이 다르며, 업무 및 이에 따른 이해관계 역시 복잡하게 얽혀있다. 건설프로젝트의 효율적인 관리와 경영의 최적화를 위하여 CM제도가 도입이 되었다. 따라서 CM제도의 성공을 위해서는 주요 참여주체(발주자, CMr, 설계자, 시공자)의 협력관계가 요구된다. CM제도가 도입된 이래 성공적으로 사업을 수행하기 위한 일환으로 CM성과측정에 대한 많은 노력이 있었으나, 발주자의 입장에서만 바라본 항목으로 측정되고 있다. 이에 본 연구에서는 CM성과를 객관적으로 측정하기 위해서 건설프로젝트의 주요 참여주체인 발주자, CMr, 설계자, 시공자의 균형적인 시각을 바탕으로 한 성과측정 항목의 필요성을 제기 하고자 한다. 건설프로젝트의 주요 참여주체인 4자(발주자, CMr, 설계자, 시공자)의 협력관계를 살펴본 뒤 각 주체에 따라 성과항목에 대한 인식차이가 있다는 것을 검증하였다.

위험형 CM(CM at Risk) 제도의 시행과 함께 토목시설물에도 CM계약사례가 증가할 것으로 예상되어, 국토해양부 등에서는 CM 업무지침을 공표하고 있다. 현재 공표된 CM 업무지침은 CM 계약 이후의 업무지침이지만, CM 발주사례가 부족한 토목사설을 포함한 공공사업에서는 CM 발주 자체에 필요한 CM발주의 가획단계부터 CM 업자 (Construction Manager, CMr) 선정까지의 업무지침이 필요한 실정이다. 따라서 본 연구에서는 발주처의 건설사업관리 발주업무를 발주 기획단계부터 CMr 선정단계까지 표준화된 프로세스 모형으로 구축하였으며, 이를 위해 CM발주 업무분류체계를 구성하였다. 또한 연구에서는 구축된 모형에 근거한 CM 발주지원 시스템을 개발하여 시스템의 실무 운영성을 검증하였다. 이러한 연구는 CM 발주사례가 부족한 발주처의 CM 발주업무 지원체계로 활용성을 가질 수 있다.

프로젝트 성공을 위해서는 좋은 역량을 지닌 건설관리자가 필요하다. 특히 건설 프로젝트를 기반으로 이윤창출을 하는 건설사나 CM사 입장에서는 건설관리자인 현장소장이나 CMr를 신중하게 선정해야할 필요성이 있다. 선정하기 위해서는 건설 현장 관리 역력을 진단하는 적절하게 평가하기 위한 기준과 방법이 있어야 한다. 선행 연구에서는 건설관리자의 역량에 관한 많은 연구가 있었으나 두 가지 측면에서 보완해야할 점이 있다. 하나는 측정이 가능하지 않다는 점, 다른 하나는 프로젝트 성과를 직접 개인의 성과를 반영한다는 점이다. 본 연구는 스포츠에서 선수의 역량을 측정하는 지표를 도출 했을 때 사용하는 부호화 분석 기법으로 건설관리자 역량 평가 지표를 도출한다. 부호화 분석 기법은 델파이 방법으로 2차까지 진행하였다. 도출된 '측정 가능한 행동'들로 건설관리자의 역량을 측정할 수 있는 기반을 마련하였다. 이를 통해 각 관리자의 전문성, 리더십, 개인특성 역량을 수치화된 표현으로 나타낼 수 있다. 이는 향후 의사 결정자가 건설관리자를 선정 시 뒷받침 될 수 있는 정보를 제공하고자 한다. 직관에만 의존하였던 기존 방식을 보완하여 기록에 의한 근거로 과학적인 접근방법을 통해 건설관리자를 평가할 수 있으므로 의사결정자들이 필요한 건설관리자를 선정하기 위한 결정을 수월하게 할 수 있도록 도움을 줄 것으로 기대된다.
