지하유류비축시설 수리안정성 평가방안 (Hydrogeological Performance Assessment for Underground Oil Storage Caverns)

  • 대규모의 암반 공동을 이용하는 대표적 시설이 지하유류비축시설과 방사성폐기물처분시설은, 공히 암반이 갖는 천연적인 방벽기능과 안정성 확보를 위한 보장 조치로서 인공방벽시설을 설치한다느 공통점이 있다. 지하유류비축시설의 설계,건설 및 운영의 각 단계에서 모암에 분포한는 지질구조와 그들의 수리학적 특성이 시설이 안전성 및 성능에 가장 중요한 역할을 한다. 시설 설치가 가능한 규모의 암반 block 내에 분포된 단열체제는 고유의 기하학적 특성과 수리적 특성이 혼재되어 복합적인 수리체계를 형성하고 있기 때문에 이에 대한 정확하고 정량적인 조사.평가가 지하비축시설의 수리적 안정성을 좌우하게 된다. 본 논문은 지하유류비축시설의 성능평가에서 요구되는 자연방벽의 수밀성 기능을 평가하기 위하여 지하문체계의 해석과정에서 고려되어야 할 문제점들을 우선 검토하고, 시설의 안전한 운영을 위하여 다루어져야 할 수리 안정성관련 파라메테에 대한 조사 및 평가방법을 다룬다.

신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向) (New Environmental Impact Assessment Technology)

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

도서관의 장애인서비스 기준 및 지침의 구성요소 도출에 관한 연구 (Constituent Analysis of Standards and Guidelines of Library Service for People with Disability)

  • 본 연구의 핵심 내용은 장애인을 위한 도서관서비스의 강화를 위해 국내 도서관의 장애인서비스 현황 및 요구에 대한 조사 분석과 국제도서관연맹(IFLA), 미국도서관협회 (ALA) 등 외국기관들이 장애인을 대상으로 제정한 각종 지침과 정책 등에 대한 조사 분석을 통해 국내 도서관들이 장애인서비스를 실시할 때 길잡이 역할을 할 수 있는 장애 유형별 지침과 기준의 구성요소를 도출하는 것이다. 도출된 구성요소는 도서관내외부의 물리적 접근성 및 이동권 보장, 접근 가능 장서 구축, 서비스와 프로그램, 보조공학기기, 웹 접근성과 유니버설 디자인, 인력자원의 개발과 활용, 국내외 유관기관과의 협력 등의 일곱 가지로 유형화시켰으며, 각 요소별로 기준 및 지침에 포함되어야 할 주요 내용도 명시하였다.

A Rule-based Urban Image Classification System for Time Series Landsat Data

  • This study presents a rule-based urban image classification method for time series analysis of changes in the vicinity of Asan-si and Cheonan-si in Chungcheongnam-do, using Landsat satellite images (1991-2006). The area has been highly developed through the relocation of industrial facilities, land development, construction of a high-speed railroad, and an extension of the subway. To determine the yearly changing pattern of the urban area, eleven classes were made depending on the trend of development. An algorithm was generalized for the rules to be applied as an unsupervised classification, without the need of training area. The analysis results show that the urban zone of the research area has increased by about 1.53 times, and each correlation graph confirmed the distribution of the Built Up Index (BUI) values for each class. To evaluate the rule-based classification, coverage and accuracy were assessed. When Optimal allowable factor=0.36, the coverage of the rule was 98.4%, and for the test using ground data from 1991 to 2006, overall accuracy was 99.49%. It was confirmed that the method suggested to determine the maximum allowable factor correlates to the accuracy test results using ground data. Among the multiple images, available data was used as best as possible and classification accuracy could be improved since optimal classification to suit objectives was possible. The rule-based urban image classification method is expected to be applied to time series image analyses such as thematic mapping for urban development, urban development, and monitoring of environmental changes.

도시간선도로에서의 인터체인지 성능 비교 연구 (A Performance Assessment of Urban Arterial Highway Interchanges)

  • 인터체인지는 자동차와 보행자의 기본적인 통행기능을 비롯하여 도로 주변시설로의 출입, 자동차와 보행자의 체류기능 등 다양한 기능을 가지고 있다. 이러한 인터체인지는 시대의 변화에 따라 통행기능의 고속성 안전성 및 도심공간기능 등에 대한 사회적 요청이 보다 강해지고 있다. 인터체인지에서의 교통의 안전성과 효율성은 인터체인지 형식에 의해서 크게 좌우된다. 본 연구에서는 다양한 도시부 간선도로에서의 인터체인지를 대상으로 교통량, 차로 수, 좌회전 비율 을 변화시켜가며 인터체인지 형태별 지체정도 및 인터체인지 건설비용을 고려한 상대지체를 분석하였다. 연구는 평면교차 Diamond, Roundabout, SPUI(Single Point Urban Interchange), Echelon 인터체인지를 대상으로 하였고. 교통량은 본선3차로 3000대, 접속도로 교통량은 $1{\sim}2$차로, $500{\sim}2000$대 까지 500대씩 변화, 접속도로의 좌회전 비율은 $10{\sim}30%$까지 10%단위로 변화. 본선에서의 연결로(본선에서 접속도로 진출차량) 교통량은 500, 1000대로 변화시키며 각 시나리오를 작성하였다. VISSIM Simulation을 통하여 각 시나리오별 상대 지체 값을 도출하였고 인터체인지 공사비를 고려하여 개별차량 지체 값을 비교하였다 개별차량 지체 값 비교를 통하여 교통량, 차로 수, 좌회전 비율에 따라 최적인터체인지형태를 결론으로 도출하였다.

수도 서비스의 진화! 소비자 중심의 스마트 물 관리 - Smart Water City 시범사업 - (Evolution of Water supply system! Smart Water Management for customer - Smart Water City Pilot Project -)

  • Korea's modern waterworks began with construction of DDukdo water treatment plant in 1908 and has been growing rapidly along with the country's economic development. As a result, water supply rates have reached 98.5% based on 2013. Despite multilateral efforts for high-quality water supply, such as introduction of advanced water treatment process, expansion of waterworks infrastructure and so on, distrust for drinking tap water has been continuing and domestic consumption rate of tap water is in around 5% level and extremely poor comparing to advanced countries such as the United States(56%), Japan(52%), etc. Recently, the water management has been facing the new phase due to water environmental degradation caused by climate change, aging facilities, etc. Therefore, K-water has converted water management paradigm from the "clean and safe water" to the "healthy water" and been pushing the Smart Water City(SWC) Pilot Project in order to develop and spread new water supply models for consumers to believe and drink tap water through systematic water quality and quantity management combining ICT in the whole water supply process. The SWC pilot projects in Pa-ju city and Go-ryeong county were an opportunity to check the likelihood of the "smart water management" as the answer to future water management. It is needed to examine the necessity of smart water management introduction and nationwide SWC expansion in order to improve water welfare for people and resolve domestic & foreign water problems.

듀얼셀 모델을 이용한 오일쿨러의 방열성능 연구 (A Study on the Thermal Performance of an Oil Cooler with Dual-cell Model)

  • 열교환기는 자동차, 공조시스템 및 기타 다양한 산업시설에 이용되고 있어 그 수요가 매우 넓다. 보통 고효율의 루버핀 열교환기는 비오염 환경에 많이 사용되고 파형핀 열교환기는 건설 현장 등 오염이 문제가 되는 곳에 사용된다. 본 논문에서는 공기측과 오일측에 각기 다른 형태의 격자를 사용할 수 있는 듀얼셀 모델을 이용하여 오일쿨러나 연료쿨러에 쓰이는 전형적인 열교환기에 대한 방열 성능을 수치해석하였다. 먼저 풍동 실험을 통한 열교환기 방열성능 실험을 수행하여 1차원 방열성능 데이터를 확보하였다. 다음으로 3차원 수치해석 듀얼셀 열교환기 모델을 이용하여 통과 풍량에 따른 열교환량을 예측하였다. 이러한 모델은 통과 풍속의 불균일도에 따른 열교환량을 예측할 수 있어 방열설계 정확성 향상에 크게 기여할 수 있다.

동해안 해수욕장 주변의 해안사구 식생 특성 (Characteristics of the Vegetation in the Coastal Dunes near the Swimming Beaches on the East Sea Coast, South Korea)

  • 한반도 동해안 해수욕장 주변의 해안사구 식생양상을 분석한 결과는 다음과 같다. 식물군락은 좀보리사초군락, 우산잔디군락, 왕잔디군락, 해당화군락, 순비기나무군락, 통보리사초 전형군락으로 구분되었다. 이들 군락은 통보리사초, 갯메꽃, 갯씀바귀, 갯그령, 갯완두, 갯방풍의 식별종으로 보아 갯방풍군강(class)의 통보리사초군목에 포함되었다. 순비기나무군락은 해수욕장 주변의 해안사구 식물군락 중 가장 이질적이었으며 왕잔디군락은 전형적인 해안사구 식물군락과 가장 가깝게 결합하였다. 해안사구의 배후지 근처에 나타나는 해당화군락과 순비기나무군락은 해수욕장 주변의 인위적 간섭이나 교란 등에 의하여 사빈의 해안사구에 출현한 것으로 판단되었다.

곡운구곡 관광자원화 계획 (The Planning of Tourism Resource in Gokun-gugok)

  • Tourism and recreation spots in Korea have been developed metropolitan cities-oriented that facility construction has too much importance in local tourist site development more than satisfaction and experience. Tourism hardly seems to play its role as a motive power even in locals where tourism occupies much in their economic development. Therefore, the ministry of culture & tourism has introduced a plan to discover cultural and tourism resources as a development alternative which handles theme-ability and specialization. However, most projects of local tourism resources developed since 1999 have resulted similar features comparing to previous and existing tourist spots. And the main objectives of this paper have not been realized very well. This research hence forth suggests a program-based model development in tourism resources, with a case study of Gokun-gugok, one of the historical and cultural sites and is located in Hwachon-gun, Gangwon Province. Main points include: Since the Gokun-gugok landscape has been undermined and been loosed the traditional cultural value due to the road development, this study intends to plan to make the adventure of tourism destination including restoring the site as a cultural place. The Gokun-gugok site needs to develop combining various types of tours and adventures with instructive and educational programs to meet the visitors' needs. This research also intends to precede a development plan based on harmonizing natural, historical and cultural assets of the Gokun-gugok with facility maintains and tourism development. Meanwhile, the study stresses on realizing development of tourism resources categorizing programs by seasonality, visitor's economic class, and visit duration. Asa consequence, the research presents a "Culture & Tourism Academy" which deals with these types of adventure programs and informative educations. To assess feasibility of the development plan in terms of economy, environment and policy, the research conducted the site inspection and examined the site's surroundings, land properties and inundation. 145,000 square meters have been extracted as a feasible development area out of total 392,500 square meters. Finally, the study segmentizes target markets basedon the result of the survey on visitors and local residents. The more segmentized markets employ facilities according to their traditional characters.

영산강의 장기유출량에 관한 고찰 (An Analysis on the Long-Term Runoff of the Yong San River)

  • Located in the southwestern part of Korea, the Yong San Gang river flows generally northeast to southwest, and because of the specific location, topography and climate, the basin area is subject to recurrent drought and flood damages. To eliminate the cause of such damages and ensure an increase in the farm income by means of effective irrigation supply and increased cropping intensity, efforts are being made to speed up implementation of an integrated agricultural development project which would include construction. of an estuary dam and irrigation facilities as well as land development and tidal reclarnation. In formulating a basin development project plan, it is necessary to study a series of long-term runoff data. The catchment area at the proposed estuary damsite is 3,471$\textrm{km}^2$ with the total length of the river channel up to this point reaching 138km. An analysis of runoff in this area was carried out. Rainfall was estimated by the Thiessen Network based on records available from 15 of the rainfall observation stations within the area. Out of the 15 stations, Kwang Ju and Mok Po stations were keeping long-term precipitation records exceeding some 60 years while the others were in possession of only 5-10 years records. The long-term records kept by those stations located in the center of the basin were used as base records and records kept by the remaining stations were supplemented using the coefficient of correlation between the records kept by the base stations and the remainder. The analyses indicate that the average annual rainfall measured at Kwang Ju during 1940-1972 (33 years) amounts to 1,262mm and the areal rainfall amounts to 1,236mm. For the purpose of runoff analysis, 7 observatories, were set up in the middle and lower reaches of the river and periodic measurements made by these stations permitted analysis of water levels and river flows. In particular, the long-term data available from Na Ju station significantly contributed to the analysis. The analysis, made by 4-stage Tank method, shows that the average annual runoff during 1940-1972 amounts to 2,189 million ㎥ at the runoff rate of 51%. As for the amount of monthly runoff, the maximum is 484.2 million ㎥ in July while the minimum is 48.3 million ㎥ in January.
