The purpose of this study is to draw implications for revitalizing public-private partnership system that can reduce the financial burden of the government and utilize the creative know-how of the private sector by analyzing the cases of public building construction projects by public-private partnership method in Japan. In this study, first of all, I looked at the current state of public-private partnership policy in Japan and then selected 8 representative projects as an analysis target. Next, in order to grasp the specific situation that is aimed at securing publicity and revitalizing private participation, I analyzed the role sharing between public and private sectors in the maintenance and management of public buildings, and examined the conditions for private revenue facilities. As a result of the analysis, the following implications were drawn. First, the methods of public building construction by public-private partnership in Japan are largely divided into BTO method based on the PFI method, and the method of installing public facilities and private revenue facilities based on the term leasehold rights system. Second, measures were taken to mitigate the burden of the state and local governments in establishing public facilities. Third, the public has delegated to the private sector actively about the role that the private sector can play, expanding the role of private sector widely from design to operation in the public building construction projects. Fourth, in order to actively participate in private sectors and promote regional revitalization, private profit-making projects are widely accepted, but consideration has been given to guarantee a certain level of publicity.

As private sewage treatment facilities in Korea are constantly concerned about the distribution and poor construction of defective products, minimum standards for each unit process applicable to the planning and design of sewage treatment facilities are deemed necessary. The problems and requirements of the analysis results of the operation status discussed in this study are as follows. 1) Strengthening education of supervisor of private sewage treatment facility. 2) Poor operation and management of Sewage treatment facilities. 3) A mandatory review of sewage treatment facilities for less than 2 ㎥/day of facilities other than sewage treatment zones. 4) Necessity of management of sewage treatment facility in feedstocks. 5) As a result of the technical review, Improvement plans for Ineligible facility are needed. It is also necessary to prepare a guidebook for design construction and maintenance by investigating and analyzing guidelines and data related to domestic and foreign private sewage treatment facilities.

In modern society the population of disabled goes on increasing rapidly not only in congenital deformities but also in acquired handicapped persons due to various factors such as car accidents and industrial disaster. And the number of disabled passengers in airports is growing every year with economic growth and globalization in Korea as well. That is the reason why the effort to the convenient facilities for the disabled in airports is needed more. The real situation in airports which are the public buildings is that the effort to install the facilities for the disabled is only perfunctory to meet the legal standard and cannot answer to the expectation of the facilities for the disabled. In this study I would like to give the airport operators the guide line to expand the facilities and the disabled an opportunity to use airports more freely and conveniently through the presentation on the problems and solutions with the current situation of the facilities for the disabled and the satisfaction of users in all airports in Korea.

Cost Estimating allows each entity in a construction project to plan, distribute, and control its required construction cost for the project. However, existing 2D design based estimating has problems, such as inaccuracy and inefficiency caused by missing, duplicated, or erroneous calculations. In this situation, current estimations for school facilities have more difficulties in forecasting construction costs due to an inadequate work breakdown structure for BOQ (Bill of Quantity) and insufficient guidelines for Basis of Estimate. In this study, therefore, an effort was made to increase the efficiency of estimating for school facilities by applying a 3D modeling based BIM tool to quantity and cost estimates. In addition, this study suggested a reasonable work breakdown structure for BOQ that was appropriate when 3D modeling was applied, and verified it through a case study. The authors tried to provide a BIM-based estimating method for school facilities to obtain greater accuracy and efficiency by having more information in an earlier stage.

The interest in the Building Information Modeling (BIM) technology has risen remarkably due to the effects on construction work period reduction, cost reduction, work safety improvement, and other factors. In civil engineering field, BIM applications mainly focus on data modeling and virtual construction. In this study, we present the BIM-based virtual construction and analyze the effects of BIM for the railway facilities so that the conventional approach to the equipment operation plan can be improved in order to prevent safety accidents which can result from unclear information during the operation plan. The BIM-based virtual construction technology is applied to establish the construction plan for the site with constraints, the installation of steel girder needs to be completed, avoiding interference with the existing high-speed railway operation within a given limited time. A virtual construction model consisting of topography, structures, equipments, and avatar was built and more detailed model, including safety guard rails, was then created. Specifications of the construction equipment were input as a database, and the virtual construction model was manipulated in the equipment operation planning. Through the BIM-based virtual construction, including the verification of alternative construction method, 311 million won was saved and the construction period was shortened by 87 days compared to the original plan. In addition, it was shown that the interest and participation of the construction workers can be increased by providing the 3D virtual scene for real construction work and various safety hazards occurring during equipment operation can be effectively removed in advance by the interactive worker education.

A demand of public using building in rural residential area changes over times. With the changes, the function and the scale of the public using building are also changed, the building is more influences on people in rural area. However, the most of facilities have been focused on the agricultural productions, and thus the facilities of health care, culture, and daylife supporting were not enough comparing to the facilities in urban area. This study surveys the facility and grasps the current status and problem of 37 rural residential area. In addition, three different revitalizing plans of public using building as a current availability and plan for use are suggested. A new community center where is expected that the public usage is increased should be managed intensively regarding an air conditioning, and waterproofing work, while an old community center and the warehouse where are expected that the public usage is decreased, but have locational advantage should be used as a rural life experience facilities and a accommodations with remodeling unless the safety matter A parking lots are considered that the availability is gradually increased and needed for public while it is difficult to get a new available site because of the ownership. Therefore, it is national decision to secure the site by removing the discarded facilities.
With the long-term use of fossil fuel, the whole world is suffering from serious abnormal changes in weather caused by global warming. For this reason, many countries are reducing greenhouse gas emissions out of obligation and the allowable emissions are assigned to each country. Korea is also putting much effort into reducing greenhouse gas emissions by 30 percent against BAU(Business As Usual) by 2020, and is pushing ahead with several projects such as 'Million Green Home' and 'Hatsal Gaduk Home' to expand the use of new renewable energy in house as part of its policy. This study was designed to come up with improvements and help to expand photovoltaic facilities, by investigating and analyzing the current state of photovoltaic facilities in the country and problems in installing them through an in-site reconnaissance and a survey in Jecheon area. As the result, it was found that residents in the area were inadequate to operate and install photovoltaic facilities, lacked awareness of them and felt burdened economically by managing and installing them, although they had a high awareness of solar energy and photovoltaic facilities are constantly increasing with governmental support. In conclusion, it is considered that as improvements, operational effects should be increased through development of techniques, factors to reduce the effects in operating them due to insufficient management and installation should be removed and awareness of residents need to be improved through long-term plans, political support and education of the government.

In Korea, much effort is being made to introduce asset management for improved efficiency and lower costs. Many researches related to asset management are ongoing, but asset management for public facilities is still in its early development stage in many countries including Korea. It is necessary to continuously improve and complement asset management for its successful execution. Thus, there should be a series of performance measurements and evaluations to perceive the current state of asset management in Korea from which to set future goals. In developed countries including Australia, asset management performance is measured using various methods for diverse purposes. The Korea Institute of Construction Technology has recently launched a study entitled Development of an Asset Management System for Public Facilities (KTAM-40) to change the country’s existing countermeasure-type maintenance system into a preliminary maintenance system and to suggest asset management evaluation parameters. this study aims to develop performance indicators of effective asset management with respect to its utility, which shall include all matters that are important for the efficient measurement of the management of domestic public facilities using the BSC (Balanced Score Card) method, and AHP method.
Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.

It is Increasing that requirements of social infrastructure which includes educational, welfare, cultural facilities for public. Government introduced BTI(Build-Transfer-Lease) as a PFI(Private Financial Initiative) system. This research is about BTL projects in small public educational facilities. Some problems when BTL system is applied to small public educational facilities are identified, and the reason of those problems are examined. This research proposes alternatives in a institutional way and it proposes improvements in contractual structure of consortium when BTL system is applied. Based on reasonable system, it promotes creativeness and effectiveness of a project, and it makes local minor construction companies participate in BTL project without difficulties as mentioned.
