  • Contemporary architecture calls for a wide range of surface textures and treatments. A surface compatible with the architect's design may vary from a glass-smooth finish to one requiring special sculptured ornamentation. These surfaces require many different types of form sheathing and lining. The purpose of study development new design form and made elaborateness shape.   • Unpreparedness of the maintenance regulations is regarded as the main reason for the short life span of the multi-owned commercial residential buildings. This study suggests that the followings should be prepared for the effective maintenance and life prolongation of the multi-owned commercial residential buildings : 1) Standard maintenance regulations for those buildings should be set up, 2) Building maintenance works should be performed by the specialists, like licensed building manager, mechanical and electrical engineers, etc., 3) Long-range repair expenses should be laid by on the monthly base according to the long-range repair plan, 4) Regulations concerning the defect repair should be provided properly.

  • This study proposes a method of generating steel house shop drawing in an automated design method, reducing construction manpower and period. With one hour fire-resistant approval code, reflecting work ability and efficiency, steel-framed house market is expected to extend from one or two story house to multi-purpose facilities up to four story height. More models have been constructed in this system than the first appearance of fire-resistant approval in Korea in 1997 Also, cost estimation of components such as frame walls, roof trusses and floors is obtained with shop drawings. Also, the lack of suppliers of steel framed house shop drawing and unstandardized drawing method get constructors have difficulty in understanding its design. In steel framed house industry, shop drawings are essential part in building and constructing framework and they have major effects on construction deadlines and expenses. By exploring method of shop drawing automation, this study aims to optimize work flow with a standardized drawing method. The proposed system can be applied to manufacturing automation in domestic industry of factory-built panelizing method in the near future.

  • External wall cleaning is a task that is currently being performed by human workers. The recent surge in the number of high-rise buildings has led to such problems as difficulties in cleaning the wall, high risk to the specialized workers, and increased maintenance expenses. As a fundamental measure to perform external wall cleaning work in a safer manner, automation/mechanization has been on the rise. This research aims to classify façade types and analyze the performance requirements of a wall-cleaning robot, as preliminary research to develop a wall-cleaning robot. The replacement of specialized workers with robots is expected to improve both safety for workers and quality of cleaning.

The Public-Private Partnerships and the Fiscal Soundness of Local Governments in Korea

  • This paper studies the risks associated with local finance in Korea by identifying the financial status of each local government, including the financial burdens of PPP projects, and examined governmental future burdens related to PPP projects. We reviewed all fiscal burdens associated with projects, such as, for BTL (Build-Transfer-Lease) types of projects, facility lease and operating expenses, and, for the BTO (Build-Transfer-Operate) types of projects, construction subsidies that are paid at the construction stage, MRG (Minimum Revenue Guarantee) payments and the government's share of payment. Furthermore, we compared the annual expenditures of local governments on PPP projects against their annual budgets and checked if the 2% ceiling rule could be applied.

아파트 간이화단의 녹지 조성을 위한 주민 의식조사 (A Research of Residents′ Opinion Concerning the Creation of Apartment Balcony Greening)

  • This study is about apartment greening to improve urban environment. To achieve this, questionnaires concerning the planter preferences were distributed. To improve perpendicular greening methods for apartments, MOCT (The Ministry of Construction and Transportation) reformed the law to obligate constructors to make apartment planters in June, 2000. But apartment residents take negative attitudes to making green space. It is difficult to manage the planters as well, so it is necessary that the point at making green spaces at apartments be scrutinized through questionnaires and an active method for making and managing the planter be made. The results show that apartment residents are reluctant to pay the expenses for planting and managing planters and have negative attitudes about plant purchases. If planting and managing of simplified planters are continually entrusted to residents, even vertical landscapes will be affected by illegal diversion and negligence as a result. Therefore, support from governments and local administrations are needed and legal obligation should be imposed on construction companies to install irrigation facilities.

  • At this point of time that it is required to improve educational environment and the function of educational facilities as well as interests on educational facility business is increasing, it is actual situation that unsystematic maintenance of educational facility is not being able to cope with the change caused by introducing the 7th curriculum. Also, in spite of enormous career in maintenance work, the function is not properly performed because of unsystematic management. In case of educational facility manager, he parallels performing general administrative work and facilities maintenance work not as a maintenance expert but as a member of administration office. So there are difficulties in performing maintenance work, and systematic maintenance work cannot be expected because of lacking maintenance manual. Therefore, in this research, I would like to investigate and analyze the status of educational facilities and to elicit the point of issue as a basic research to save maintenance expenses and to make pleasant educational environment.

  • The objective of identifying the cause of inconsistency in determining priority of educational facility maintenance, any related factors were thoroughly identified and tested, to see if it has any effect on decision-making process in resource allocation for educational facilities. On the assumption that 'the more there are to be repaired/maintained and deferred, the higher the relevant cost will be, this will lead to a significant social loss. Accordingly, this study established a framework of determining resource allocation priority based on deferred maintenance and its related expenses. For doing so, it was required to determine relative ranking in terms of resource allocation within a pre-assigned school district, in consideration of the criticality of each deferred maintenance attribute/variable.

  • 2005년부터 사회기반(SOC)시설에 대한 높은 수준의 공공서비스 제공과 필요시설 조기 확충의 일환으로 미국 등의 PFI(Private Finance Initiative)사업을 벤치마킹한 BTL(Built-Transfer-Lease) 민간투자사업이 국내에 도입되면서, 사업초기 재정투자사업 대비 민간투자사업에 대한 적격성 조사(VFM : Value for Money)의 필요성이 부각되었다. 이에 BTL 사업현황을 분석하고 실무자 입장에서 바라본 사업추진단계별 경제성 분석 방식(VFM분석, 추정사업비 산출, 입찰가격평가 등)의 적정성, 개선필요성 및 대안을 분석해보고자 설문조사를 실시하였다. 실무자 직군별, BTL사업 추진단계별, 개선대안별 교차분석과 상관관계분석 등을 수행한 결과, 사업비용 대비 표준화된 서비스 수준과 운영비 산출 및 평가 기준이 마련되어야 하며, 투자 적격성 조사의 정량적 분석(LCC분석)에 대한 필요성을 토대로 운영관리비, 유지관리비 산출 근거도 마련되어야 한다. 또한 업무의 효율화를 위하여 국내 BTL환경을 고려한 신뢰성 있는 경제성 평가 시스템이 구축되어야 하겠다.

경제성에 의한 건설중장비 감가상각관리 개선 (A Study on the Improvement of Depreciation Management for Construction Equipment Considering Economic Efficiency)

  • 기존의 품셈과 지방세법은 건설중장비가 수 년에 걸친 감가상각 대상임에도 불구하고, 물가지수를 제대로 반영하지 못하고 있다. 이에 본 연구에서는, 법인세법과 지방세법 및 기업회계기준서를 분석하여 국내 감가상각제도의 특징과 상각방법을 정리하여 제시하였고, 경제성 이론이 반영된 건설중장비 자본회수계수를 제시하였고, 정액법과 정률법을 사용하여 표준품셈을 기준으로 한 감가상각과 세법을 기준으로 한 감가상각 사례를 제시하였다. 개선방안으로는, 건설중장비의 자발적 사용기간 신청제도와 현행제도와의 관계를 설명하고 도입을 제안하였으며, 국내물가지수를 기초로 월단위 기계경비 감가상각율표를 개발하여 제공하였으며, 그 적용방안을 예시하였다. 또한, 제안한 방안의 장점과 단점을 분석하여 연구의 적용한계와 차후 개선방향도 제시해 보았다. 본 연구를 통해 품셈과 세법에 보다 합리적이고 객관적인 현실성을 반영할 수 있을 것으로 판단된다.
