We statistically analyzed the relationship between the constitution and the refineness and tactile of skin depending on sex and age, using 1079 clinical data registered to SCIB(Sasang constitution Information Bank), and the following results are obtained: The thickness of skin has big discrimination ability in classification of Taeeumin and Soyangin, especially in women and in ages 21 or more. The stiffness of skin also has big discrimination ability in classification of Taeeumin and Soeumin, especially in Taeumin women and Soeumin man and in ages 21-60. The differences stated above have been proved to be meaningful enough by Chi-square test.

Korean citizens enjoy not only the freedom of communication but also the secrecy of electronic communication. Article 18 of the Constitution of the Republic of Korea prescribes that the secrecy of correspondence should not be infringed. Namely, all citizens enjoy guaranteed privacy of correspondence. But many people have been experiencing the infringement of those rights. The purpose of this paper is to evaluate whether Paragraph 2, Article 13 of the Act on Protection of the Secrecy of Correspondence infringes on the constitutional rights of privacy of electronic communication. The results of this study indicate that the law violates the Constitution. Paragraph 3, Article 12 (Personal Liberty, Personal Integrity) of the constitution stipulates that "Warrants issued by a judge through due process (upon the request of a prosecutor) have to be presented in case of arrest, detention, seizure, or search." However, prosecutors, the police, and National Intelligence Service have made numerous inquiries calling for the journalists' telephone records without warrants issued by a judge. So, this study suggests that the paragraph should be amended to be compatible with the Constitution. Meanwhile, journalists should make a more concerted effort to protect their news sources in exercising constitutionally protected freedom of the press.

Recently, The TCN(Train Communication Network} as the distributed control systems for electric vehicles, which is the international standard of the intra vehicle communication, actively recognizes variations and supports reconfiguration of the train network when a vehicle is separated or recombined. The technique of reconfiguration to take variety and interoperability of a vehicle constitution is used when the vehicle constitution is changed. At the time, each node making up vehicle network shares the information about the variation of vehicle constitutions and the state of nodes. In the hierarchical TCN structure, an exchange of data becomes available as a work to transmit information between components is performed at the node playing a role of gateway. This paper proposes a protocol to transmit the information of the train reconfiguration. The protocol gives an application to renew a list for transmitting information and to perform the transmission that can guarantee periodic and non-periodic data transmission between nodes when the network nodes changed by a variation of the network state are reconfigured. If use this protocol, can use functions that are offered in the electric railcar at the same time that composition of vehicles is completed without delay. And when driver of the electric railcar inspect before running of vehicles, can confirm state of vehicles visually through monitor in driver's room.

Korea's laws regarding ICT must follow the Void for vagueness doctrine, the Principle of forbidden general delegation, the Principle of justification of system and the Principle of balancing test in the Constitution. The Act for the Promotion and Convergence and so on of Information and Communication in the Future should be improved as follows. It is desirable to improve the part where the principle of system justification of the Constitution is problematic in relation to existing laws. It is desirable to improve the ICT's policies on industry and convergence technologies so that they are well balanced between promotion and regulation of ICT's industries. It is desirable to improve the information service policy and legislative makeup relationship between various government agencies related to ICT. It is therefore desirable to improve the institutional complement to the post-regulatory framework for the protection of users of ICT in the future. It is desirable to create a device to replace the functions of the Information Service Budget Council in the special law of ICT.

Objectives: In this study, the meditation programs (${\alpha}$ version), which are properly coordinated according to the motion, breathing, and relaxation, are evaluated and researched upon to have positive effects on stress and in the area of psychology. Methods: Approved by the Clinical Trials Deliberation Committee in Oriental Medicine, Dongguk University, Ilsan Hospital, this study collected data according to the applicant's consents, demographic information and anthropometry for the Sasang Constitutional diagnosis. Sasang Constitutional diagnosis measured the beta tools by Institute of Oriental Medicine and a decision tree was made for the Sasang Constitutional questionnaires. The STAI, STAXI, BDI, and HRV were measured before and after the meditation in order to compare the effects of meditation according to Sasang Constitution. The HRV was used as a ProComP KM Tech (co). Results: 1) The positive changes available in the Time-domain analysis of heart rate variability assessment showed that the peace of mind is increased. By analyzing the Sasang constitution, So-eum In's peace of mind included a physical stability of the autonomic nervous system. 2) According to the psychological scale evaluation, each depression scale, trait anger, anger-in, state anxiety and trait anxiety index proved significantly positive effects. By analyzing the Sasang constitution, Eun-In which involved So-eum In and Tae-eum In, had positive effects. 3) The psychological scale changed the group of diagnosed depression or anxiety, it did not mean that the psychological scale changes in the depression group, but the index of the anxiety group had been significantly reduced. This program had clinical effects for anxious patients and Eum-In which involved Tae-eum In and So-eum In according to the analysis of Sasang constitution. 4) Correlations between the gender of each psychological scale showed that women have overall low correlations, but, there were no significant changes. Conclusions: The meditation program developed by adequately mixing Action, relaxation and breathing shows that it is effective for overall Eum-in physical and mental relaxation and concentration. In the future, It will have to be developed Meditation program to show the same effect for all people.

1. Objectives : It is very important to classify people into Sasang constitution correctly in SCM. There have been many researches for this and several tools have been developed for diagnosis of Sasang constitution. In our study, we introduce a new web application for Integrated Sasang Constitutional Diagnosis (ISCD) ${\beta}$-version and algorithm on the base of face, body shape, voice and questionnaire. 2. Development : The web application of ISCD ${\beta}$-version was designed to be used easily for subject, staffs, and oriental medical doctors. For this purpose, we developed a web-application of Integrated Sasang Constitutional Diagnosis ${\beta}$-version using mysql database, tomcat web system, JSP, JAVA, and C++ languages. 3. Current State : The ISCD ${\beta}$-version could be accessed at http://210.218.196.115/SDT/login.jsp. The ISCD ${\beta}$-version consisted of 3 parts, for staffs, subject and oriental medical doctors. The system has been managed since February 2011. Currently 7 oriental hospitals have used the system and 1,439 subjects have been diagnosed by the system. 4. Conclusion and future work : Although many researchers have tried to develop a system or an algorithm for diagnosis of subject's constitution, we could have not used the system based on objective information of human body type, characters, symptoms. In this study, we describe a web application of objective diagnosis algorithm as ISCD ${\beta}$-version. This system may help an oriental medical doctors to make a decision of Sasang constitutional diagnosis easily and correctly.

Objective We researched to analyze correlation between menstrual pain and Korean medical diagnosis - Sasang constitution and Pattern Identification - through clinical research of the patients of menstrual pain. Method Trial gruop who consists of women with menstrual pain is 193 people, and control group who consists of women without menstrual pain is 101 people. We producted analyzing of their Sasang Constitution and symptom with Diagnosis System of Oriental Medicine(DSOM). This study used chi-square test, two sample t-test, analysis of variance, Wilcoxon's rank sum test, Kruskal-Wallis test, correlation analysis. Results 1) In trial and control group, Soeumin was the largest and Soyangin was the least. There was'nt statistical significance between trial and control group. 2) In DSOM, deficiency of blood, stagnation of qi, blood stasis, coolness, spleen, kidney and phlegm pathogenic factors showed significant difference. Conclusion There were significant corelation between menstrual pain and Korean mdical diagnosis - Sasang constitution and Pattern Identification.

Objective The purpose of this review was to investigate exercise therapy by sasang constitution and to offer information for further research. Method The literature was investigated from KMBASE, KISS, ScienceON, JSCM, DBpia, Pubmed. The searching term were sasang, sasang constituion, sasang type, taeyangin, taeeumin, soyangin, soeumin, exercise, physical therapy, physical activity, and so on. Studies were extracted and analyzed exercise by sasang constitution, in addition, were also collected physiological differences related to sasang constitution, exercise ability, exercise response and effects, and exercise contraindications. Result & Conclusion It is helpful for Taeyangin to lower the energy through exercises that train the lower body and deep breathing, and there is no need to exercise excessively. Taeeumin tend to be obese compared to other constitutions. In order to be physically healthy, it is good to sweat a lot through regular exercise. It is good to do aerobic exercise that burns a lot of calories every day. Soyangin has a weak lower body, so it is good to exercise to reinforce the lower body. Soyangin has weak stamina, and since static exercise easily loses interest, it is helpful to do exciting exercise, and it can be performed at normal intensity. Soeumin are statistically less physically active. So soeumin need to improve exercise habits, but because physical strength is on the weak side, it is more appropriate to do an exercise that activates the body parts evenly rather than a strong one.

LGBT movements have been actively taking place since the late 20th century, 24 countries around the world have fully embraced same-sex marriage as a form of marriage, and implemented it into law. Therefore in this paper, arguments and discussion on prohibition of discrimination due to homosexuality are examined and reviewed under the Constitution of Korea, by looking at the discussion on homosexuality (sexual orientation), which is currently in progress in Korea. However, First, national consensus is deemed absolutely necessary to add a new prohibition ground. Second, specifying the grounds for prohibiting discrimination should take into account historical background and demands of the "oughtness." Third, it should be noted that the grounds for prohibiting discrimination specified in the Constitution are not subject to moral judgment. Fourth, in the case where homosexuality and/or sexual orientation are specified as grounds for prohibiting discrimination, the problems that may occur must be considered. the "National Human Rights Commission Act of Korea" Article 2, Subparagraph 1 defines the concept of "human right(s)," and also in Subparagraph 3, "sexual orientation" is enumerated as an example of "discriminatory act." Therefore, "National Human Rights Commission Act of Korea" Article 2, Paragraph 3 must be deleted.

As a 'network of networks,' the Internet globally connects a huge number of regional and individual networks and provides us with new hopes and possibilities. However, a nation-state as well as the legal order of the 'state'(constitution) has limitations that are all too clear in order to regulate this new world formed by the Internet. It will soon be impossible for a single state to control these global information networks, and they will not be consistently and vertically operated and managed by anyone. As a result, ideologies or jurisdictions that support the legal order of a nation-state are no longer sufficient to control information delivery beyond borders. Furthermore, the development of the Internet and emergence of cyber space in the information society has led to the idea of 'extinction' of nation-states. Nevertheless, the conclusion that the state will be extinct due to the development of the information society is still nothing more than a hasty assumption. In other words, the information society does not indicate the end of the state. Rather, we must now clearly perceive that the object of our research and discussions must be the role and function of the nation-state in the newly emerged information society in the global aspect and international aspect, as well as in relationships with individuals or organizations that now have unimaginably strong information power. It is clear at this point that nation-states will lose the function and authority they have enjoyed or exercised to a certain degree, but this certainly does not indicate that nation-states are, and will be, unnecessary or useless. Rather, it is necessary to focus on the list of tasks that must be accepted by nation-states in the changed information society, as well as responsibilities and means to perform those tasks.
