Marine Scientific Research Regime in the UNCLOS and Emerging Issues (유엔해양법협약상 해양과학조사제도 관련 현안문제에 대한 법적 고찰)

  • The 1982 UNCLOS provided very detailed provisions on marine scientific research and gave coastal stale jurisdiction to regulate marine scientific research in its EEZ. However, due to lack of definition and criteria of MSR, there are some different views, even conflicts, regarding legal Pounds for governing hydrographic surveys and oceanographic data collection by one state in the EEZs of other states. Some coastal states argue that those activities should only be conducted in the EEZ of other states with the consent of the coastal state while it is the opinion of other states, including the U.S.A., that those activities can be conducted freely in the EEZ. This paper reviews different views and recent developments on the issue and suggests some recommendations for future work of the Korean government related to the activities.

  • In order to research the flow in the thin wall compliant tube, this present study is attempt to measure the cross sectional area according to change of external pressure and flow by ultrasonic method different from willy used impedance technique for flow analysis about one dimensional Steads flow. The experimental results are as follows. 1) Measurement of cross sectional area ratio by ultrasonic method by comparison with experimental results of impedance technique & theoretical results were well consent. 2) Pressure difference of upstream and down stream is alwap's maximum range at 0.4 < $\alpha$ <0.5, and have no connection with changing external pressure. 3) when the external pressure is fixed and resistance is varied, Self excited oscillation occurs in the region at 0.5 < $\alpha$ <0.6, and oscillation disappear almost at R2>=1.2

개도국의 기술개발 환경에 대한 국제 정치적 영향 요인 분석

  • This paper explores how international political factors influence the role of conventional external factors in the course of technological learning. The research goes on to investigate whether the role of the techno-economic factors has changed due to the involvement of international political factors in the technological learning mechanism. To this end, this paper examines how US political intervention affected Korean technological learning in the back-end of the nuclear fuel cycle. The export policy, prior consent policy and international political influence of the US are employed as international political factors. The empirical findings show that international political factors are very likely to restrain the impact of the techno-economic factors on technological learning process. Accordingly, this paper hypothesizes that the role of techno-economic factors in the technological learning mechanism is weaker when international political intervention is involved.

Health Care Utilization Patterns of Workers' Compensation Pneumoconiosis Patients with a Long Length of Stay (산재보험 진폐증 장기 입원환자의 의료이용 특성)

  • Objectives : This study investigated the health care utilization patterns of workers' compensation insurance(WCI) pneumoconiosis patients with excessively long hospital stays. Methods : The discharge summary data of 3,094 WCI pneumoconiosis patients were analyzed. The study sample was divided into 3 groups based on the length of stay(LOS). Health care utilization patterns were compared among the groups with logistic regression analysis, and the LOS determinants were identified with linear regression analysis. Results : The average LOS of the 222 long stay group patients was 1,448 days. Patients in this group tended to use private general hospitals, were admitted through the emergency room and discharged without the consent of a doctor. Conclusions : Many of the long LOS patients will maintain their inpatient status for the rest of their lives. For quality of life and efficient use of health care resources, policy makers need to establish a policy that enables patients to receive outpatient care in appropriate living conditions outside the hospital.

  • All singers can often develop voice trouble secondary to vocal abuse and overuse, but it is well known that traditional Korean singer (pansori) develop voice disorders more frequently than western style sunger. While laryngological concern for voice disorders arising in professional singers has received some attention, empirically motivated investigations of the underlying acoustic features of the singing voice have been relatively limited. Since all singers have a good knowledge of the voice and voice training, they would hardly give consent for treatment to a doctor unless he understood their desire to maximize their voice quality. The components of this report are composed of breathing, basic ekement, and vocalization, essencial fact, for getting a perfect voice for pansori. The breathing is based on hypogastric breathing. The main functions of breathing are energy and power of utterence, tempo of rhythm and seperating paragraph and controlling feelings according to dramatic situation. Vocalization is based on general vocalization. Main uses of it are maintaining singer's tone and harmony of cosmetic dual force.

  • The current railway projects under plan, design, or construction have been designed as 'very long and deep underground tunnel'. Therefore, it is reasonable that the standards for preventing disaster in such conditions should be intensified in order to avoid repeating the same failure which happened in Daegu subway disaster, Although we consent to the opinion that nothing can compete with human being's life, it is very difficult to protect the life from all of potential disasters perfectly in railway fields because the excessive standards can result in excess construction cost, which can bring about cancelation of the project itself eventually. Therefore optimized disaster design standard is required to negotiate the conflict between economical cost and social tolerance limitation simultaneously.

A Study of Public Library Patrons' Understanding of Library Records and Data Privacy

  • As instances of private information leak increase, taking steps to protect such information becomes a necessity. In this study of public library patrons, we strove for a comprehensive understanding of library usage records to suggest viable solutions for private information safety in public libraries. To this end, we investigated the patrons' understanding of library usage records and determined the relationship between different user characteristics and privacy knowledge or leaks. The results show that a high number of patrons perceived these records as their own private information, but that there was no necessity for legal procedures or consent for the use of these records. Also, even though the understanding of these usage records showed that there was a relationship between the frequency of library visits and leaks of personal information, the correlation was not particularly strong.

The Effect of Position on Measured Lung Capacity of Patients with Spinal Cord Injury (척수손상환자의 폐활량에 자세가 미치는 영향)

  • To determine whether position affects measured lung capacity of spinal cord injury patients. The study subjects were 45 patients with spinal cord injury (cervical level 15, thoracic level 15, lumbar level 15). Subjects were provided with a full explanation of the experimental procedures and all provided written consent signifying their voluntary participation. We used a spirometer (Spirometer, Micromedical Ltd, UK) to measure pulmonary function in the supine and sitting positions (straightened upper body at an angle of $90^{\circ}$). Forced vital capacity (FVC), forced expiratory volume during the first second (FEV1), tidal volume (TV), and maximum insufflation capacity (MIC) were also measured. FVC, FEV1, TV, MIC (%) were greater in the supine than in the sitting position for those with injury at the cervical or thoracic injury level. On the other hand, FVC, FEV1, TV, MIC (%) were lower in the supine position for those with an injury at the lumbar level. More attention should be paid to the effect of injury level on measured lung capacity.

First-Year Graduate Student Experience of University Life in an Unfamiliar Department of Nursing (일 대학 신설간호학과 1회 졸업예정자들의 대학생활 경험에 관한 연구)

  • Purpose: This study explores the experience of university life in an unfamiliar department by first-year graduate students. Method: Data were collected from participants through focus group interviews between July and August 2013 using phenomenological research methods. Colsizzi's method was used for analysis after the institutional review board of the university approved the study and informed consent was obtained from the participants. All interviews were recorded on an MP3 recorder and transcribed. Results: The analysis revealed 51 meanings that were categorized by 15 key words into 6 themes: "sense of isolation," "feeling of solidarity," "limitations," "benefits," "overcoming" and "renewing." Conclusion: First-year graduate students experience both positive and negative feelings toward "university life"; however, they eventually overcome their difficulties and adapt to the conditions of their field of study and new department.

This paper focused on Privacy and open of information data by the Prosecutor and Police in korea. Privacy rights include that transparency information, communication, and protections for the rights of the individuals. It is necessary to be lawfulness of processing, individuals consent while Prosecutors investigations. especially we need explicit condition and National agency need to obtain in order to legitimize their processing of personal information data. The author emphasize are as follows: first, to examine Privacy rights information' necessity and problem, second, to understand Privacy rights and limits, third, to suggest improvements for the purpose of Transparency, codes of conduct and Democracy of information.
