This study derives essential information elements that should be shared in the situation board by utilizing the concept of common operating picture (COP). The COP's concept and actual overseas cases were confirmed, and COP information elements that should be considered for disaster situations were redefined. The COP disaster response information elements were derived by analyzing the standard manual for disaster response and daily situation reports issued in Korea. The information elements were divided into four stages (①Report reception and recognition stages, ②Situation propagation and reporting stages, ③Emergency equipment operation stages, ④Recovery and recovery stages), centered on storm and flood damage. Further analysis of the detailed information elements was conducted to derive the information elements that must be shared in the context board. The information is shared along with spatial and geographical characteristics due to the characteristics of the COP, providing complex information to decisionmakers and officials, enabling diverse access to disaster situations. Furthermore, it is expected that disaster response will be more efficient by sharing the information in common.

This paper proposes an on-board orbit data generation algorithm for geostationary satellites. The concept of the proposed algorithm is as follows. From the ground, the position and velocity deviations with respect to the assumed reference orbit are computed for 48 hours of time duration in 30 minutes interval, and the generated data are up-loaded to the satellite to be stored. From the table, three nearest data sets are selected to compute position and velocity deviation for asked epoch time by applying $2^{nd}$ order polynomial interpolation. The computed position and velocity deviation data are added to reference orbit to recover absolute orbit information. Here, the reference orbit is selected to be ideal geostationary orbit with a zero inclination and zero eccentricity. Thanks to very low computational burden, this algorithm allows us to generate orbit data at 1Hz or even higher. In order to support 48 hours autonomy, maximum 3K byte memory is required as orbit data storage. It is estimated that this additional memory requirement is acceptable for geostationary satellite application.

A fisher means any person employed to provide his/her labor in a fishing vessel in exchange for a wage. There is no concept of a fisher in Seafarers Act. This act shall not apply to seafarers who are in service on board a fishing vessel the gross tonnage of which is less than 20 tons. However, of the total 63,112 fishing vessels, only 2,829 fishing vessels have a total tonnage of more than 20 tons. Fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons are not guaranteed to be paid arrears through the Wage Claim Guarantee Fund for Seafarer (Article 56). In addition, fishermen working on a fishing vessel are excluded from the Wage claim Guarantee Act. The Labor Standards Act shall apply to fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons. Fishermen and seafarers are at a higher risk of living security than regular workers. Guaranteeing the payment of wages is essential for fishermen to improve the life and employment stability. In order to guarantee fisher wage claims, the concept of a fisher in the Seafarers Act must be realized by sources such as the Wage Claim Guarantee Fund of Ministry of Oceans and Fisheries, step by step expansion of members in the wage claim guarantee fund for seafarers and interest for delayed payment of wages, etc.

In analog and digital electronic systems, crosstalk between transmission lines on the printed circuit board can degrade the performance of equipment operations. This paper presents a technique to analyze the effects of via fence, which is based on additional transmission lines grounded by vias. The technique is composed of a circuit concept approach for transmission line sections md an impedance modeling of via hole sections. All sections are represented by ABCD parameters and they are cascaded. Finally, this technique was verified by comparing the measurement results with the simulation ones.

With the terrorist attacks on 11 September 2001, the ships and their crew' safety and security have become a major issue in the maritime industries, In high-risk terrorism, not only ship owners and port authorities but also crew members on board should take precautions in the conduct of their business. In this paper, the vulnerability and essential elements in overall security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security management. And then, ship's security model and security system to reduce security rish and to minimize damage are proposed.

Design of web site must include community considerations alongside technical design aspects. The main purposes of this study are to identify the community criteria for evaluating web site and to examine how business web sites include the community factors. To identify the evaluation criteria, the author reviewed recent literatures and made a table showing a summary result(see Table 1). appendix shows a sample form NASDAQ(n=82) and KOSDAQ(n=59) which were evaluated. Using the evaluation from with 189 items(Table 3), all sites were visited and review between August 28, 2000 and September 6, 2000. The auther’s evaluations were done from the perspective of community building in business sector. Table 4, summary data on the results of the study, shows that the level of application of the community concept is very low. Among the listed 18 items, only a few items are utilized at more than 50% level. Less than 10% items are Member Profile, Group Segmentation, Backstory, Forum, Chat, Fact-to-face Meeting, and Collaborative Design. the unbalanced utilization due to the lack of community concept in businesses are found. Korea firms are superior to NASDAQ firms in terms of Bulletin Board and FAQ; But Korean firms are inferior and remain at very low level in terms of Member Login, Education Materials, Backstory, Forum, and Integrating Off-line Activities which are core factors of community building.

This paper shows the desist concept of an ATS(Antenna Tracking Software) to control the movement of the MSC(Multi-Spectral Camera) antenna. The MSC has a two-axes directional X-band antenna for image transmission to KGS(KOMSAT2 Ground Station). The main objective of the ATS is to drive the APM(Antenna Pointing Mechanism) to the required elevation and the azimuth position according to an appropriate TPF(Tracking Parameter File). The ATS is implemented as one task of the SBC(Single Board Computer) software, which uses VxWorks as a real time OS. The ATS has several operational modes such as STANDBY mode, First EL mode, First AZ mode, Normal Operation mode, and so on. The ATS uses two PI controllers fur the velocity and the position loop respectively, to satisfy the requirements specification. In order to show the feasibility of the described design concept, the various simulations and the experiments are performed under specific test configuration.

Objectives: The purpose of this study was to analyze sexual permissiveness in order to solve the problems it creates for setting up desirable sexual culture. Methods: This study used Walker and Avant's methods for concept analysis. Results: Sexual permissiveness is the favorable attitude that is agreed upon and accepted as physiological, socio-cultural, and moral sexuality of an independent human who was born in man or woman. The property of sexual permissiveness that is accepted overall the humans are sex generously, change over the course of growth. sex consciousness, and attitudes toward sexual activity change based on race, age and religion etc. The values and beliefs of individuals that were formed in social and cultural background are bipolar. It is mutually agreed upon and accepted that volunarary activities should be spontaneous. The antecedents of sexual permissiveness included achievement of sexual development, establishment of the relationship, and mutual agreement between them. The consequences included mature relationship with others, meeting sexual needs, and raising sexual problems. Conclusions: These results suggest further studies are required that refine the diverse attributes of the concept of sexual permissiveness. The sexual education and enlightenment should be conducted at the period of secondary sex character.

Housing price is a key indicator of housing demand. Actual Transaction Price Index of Apartment (ATPIA) released by Korea Appraisal Board is useful to understand the current level of housing price, but it does not forecast future prices. Big data such as the frequency of internet search queries is more accessible and faster than ever. Forecasting future housing demand through big data will be very helpful in housing market. The objective of this study is to develop a forecasting model of ATPIA as a part of forecasting housing demand. For forecasting, a concept of time shift was applied in the model. As a result, the forecasting model with the time shift of 5 months shows the highest coefficient of determination, thus selected as the optimal model. The mean error rate is 2.95% which is a quite promising result.

The number of students graduating from accredited programs has been increasing annually since the first students graduated from accredited engineering programs in Korean universities in 2004. In this paper, we evaluate the effect of engineering education accreditation by the Accreditation Board for Engineering Education of Korea (ABEEK). We developed performance evaluation indices based on the balanced scorecard concept and applied the proposed indicators to graduates, faculty, and industry employers to see if there are significant differences between accredited and non-accredited groups. Overall, regardless of survey object, engineering education accreditation was perceived to contribute to the elevation of engineering and science and the level of national growth. However, the differences between accredited and non-accredited groups for some key performance indicators were statistically insignificant. The results of this paper are expected to provide crucial feedback information for the improvement of engineering education accreditation in Korea.
