The Development of a Risk Management System in the Field of Industrial Safety in the Republic of Kazakhstan

  • Background: The purpose of the work is to develop a system that allows processing of information for analysis and industrial risk management, to monitor the level of industrial safety and to perform necessary measures aimed at the prevention of accidents, casualties, and development of professional diseases for effective management of industrial safety at hazardous industrial sites. Methods: Risk assessment of accidents and incidents is based on expert evaluations. Based on the lists of criteria parameters and their possible values, provided by the experts, a unified information and analytical database is compiled, which is included in the final interrogation questionnaires. Risk assessment of industrial injuries and occupational diseases is based on statistical methods. Results: The result of the research is the creation of Guidelines for risk management on hazardous industrial sites of the Republic of Kazakhstan. The Guidelines determine the directions and methods of complex assessment of the state of industrial safety and labor protection and they could be applied as methodological basis at the development of preventive measures for emergencies, casualties, and incidents at hazardous industrial sites. Conclusion: Implementation of the information-analytical system of risk level assessment allows to analyze the state of risk of a possible accident at industrial sites, make valid management decisions aimed at the prevention of emergencies, and monitor the effectiveness of accident prevention measures.

  • Unattended Train operation(UTO) requires higher safety target than other systems, since all train operations are automatic. The system provider to deliver without accident or failure, and the operator to transport passengers without accident by putting all trains supplied, including them, into service. Safety rates without such failures can be represented as indicators of RAMS, among which availability is continuously controllable to achieve the target, with a clear target. Availability is often required by the licensee from the initial stage of the project to demonstrate that the request for proposal (RFP) is usually specified and to maintain separate availability targets at the operational stage. In particular, unlike unmanned operation light rail in complex systems, simple formulas are often presented to facilitate verification at each stage. This paper presents this method of usability calculation in an integrated manner at all levels and analyzes the existing usability values to ensure reliability of the availability formula for integrated use in unmanned light rail systems.

  • Since 1970s, The Petrochemical Industry in Korea has grown rapidly by the successful economic growth. While the process became larger and more complex, hazardous chemicals have been used in large quantity, Therefore, the risk of a major accident such as fire, explosion and toxic material release has been increased. Korea has been ranked the fifth in petrochemical product capacity worldwide, also required to meet international standards on process safety management. Fire Protection System integral part of safely management in Petrochemical Plants, will be reviewed.

  • MRT has various surveillance systems for passenger's safety and facility protection which are consisted of fire detection, trespasser observation and so on. However, these systems are not closely related each other because it is designed just for its own purpose, so it could be make wrong decision to surveillance system without important information to determine an accident or disaster. For more accurate event detection, surveillance system needs total situation-aware method using complementary data. This study introduces context-aware system for complex and accurate event detection. Therefore, we apply context-aware system to MRT surveillance system, selecting context-aware parameters and appling them to it.

An Approximation Method in Bayesian Prediction of Nuclear Power Plant Accidents (원자력 발전소 사고의 근사적인 베이지안 예측기법)

  • A nuclear power plant can be viewed as a large complex man-machine system where high system reliability is obtained by ensuring that sub-systems are designed to operate at a very high level of performance. The chance of severe accident involving at least partial core-melt is very low but once it happens the consequence is very catastrophic. The prediction of risk in low probability, high-risk incidents must be examined in the contest of general engineering knowledge and operational experience. Engineering knowledge forms part of the prior information that must be quantified and then updated by statistical evidence gathered from operational experience. Recently, Bayesian procedures have been used to estimate rate of accident and to predict future risks. The Bayesian procedure has advantages in that it efficiently incorporates experts opinions and, if properly applied, it adaptively updates the model parameters such as the rate or probability of accidents. But at the same time it has the disadvantages of computational complexity. The predictive distribution for the time to next incident can not always be expected to end up with a nice closed form even with conjugate priors. Thus we often encounter a numerical integration problem with high dimensions to obtain a predictive distribution, which is practically unsolvable for a model that involves many parameters. In order to circumvent this difficulty, we propose a method of approximation that essentially breaks down a problem involving many integrations into several repetitive steps so that each step involves only a small number of integrations.

A Comparison of Interventions Recorded in Nursing Notes between Actue and Subacute Stage after a Cerebrovascular Accident (신경과 병동에 입원한 노졸중환자의 간호일지에 나타난 급성기와 아급성기의 간호중재 비교)

  • Purpose: This study aimed to: 1) determine the core nursing interventions, and 2) compare acute interventions with subacute interventions recorded in the nursing notes of patients with cerebrovascular accidents (CVA). Methods: The nursing records covering the first 10 days of 30 patients with a CVA who were admitted from January to December 2004 at C University Hospital in Korea were examined. Data was collected using the nursing interventions classification (NIC) from January to April 2005. Finally, data analysis was carried out using mean, SD, and paired t-test according to domains, classes, and interventions. Results: The most frequent nursing intervention at both stage was 'Neurologic monitoring'. There were differences in interventions belonging to the 'Physiological: complex,' 'Behavioral,' 'Safety,' and 'Health system' domains between the acute and subacute stages. The frequency of interventions belonging to the 'Immobility management,' 'Neurological management,' 'Tissue perfusion management,' 'Patient education,' 'Risk management,' 'Health system mediation,' and 'Information management' classes at the acute stage was higher compared to the subacute stage. Conclusions: This study found out that nurses relatively recorded more nursing interventions during the acute stage hence the unsuccessful documentation of the subacute stage particularly in describing the specific nursing interventions at this stage.

  • In the automotive industry, the development of automobiles to meet safety requirements is becoming increasingly complex. This is because quality evaluation agencies in each country are continually strengthening new safety standards for vehicles. Among these various requirements, collision safety must be satisfied by controlling airbags, seat belts, etc., and can be defined as post-crash safety. Apart from this safety system, the Advanced Driver Assistance Systems (ADAS) use advanced detection sensors, GPS, communication, and video equipment to detect the hazard and notify driver before the collision. However, research to improve passenger safety in case of an accident by using the sensor of active safety represented by ADAS in the existing passive safety is limited to the level that utilizes the sudden braking level of the FCA (Forward Collision-avoidance Assist) system. Therefore, this study aims to develop logic that can improve passenger protection in case of an accident by using ADAS information and driving information secured before a collision. The proposed logic was constructed based on LSTM deep learning techniques and trained using crash test data.

  • Railway system which has latent loss of lives and property by big accident with that human error such as locomotive driver, manager, signaller, and the others involved. So human error management is needed to control this complex system and to confirm safety of it. Rail human error research for managing human resource has grown rapidly in both quantity and quality of output over the past few years. The continual influences of safety concerns, new technical system opportunities, reorganization of the business, needs to increase effective, reliable and safe use of capacity, and increased society, media and government interest have now accelerated rail human factors research programmes in several countries. The objective of this research is to improve safety and to reduce accidents in korean railway system, through the application of research results to the investigation of requirement for human error.

  • A controller who is responsible for visiter's safety makes a decision about measures for visiter safety in human-based decision making process. Many potential accidents that are caused by human error lurk in results of the process. The accidents can be decreased by changing the decision making process from human-based into technology-based. Technology-based decision making process can catch a controller's attention through data filtering, alarm filtering, and so on. So, the controller can get information on occurrence of an unforeseen accident pro-actively. The objective of this study is to suggest a concept of 3D spatial information control system for visitor flow control in multi complex building using technology-based decision making process. This study shows utilization of the system and contribution.

Risk Analysis of Off-site Risk Assessment using Vulnerability by Environmental Medium (환경매체별 취약성을 반영한 장외영향평가 위험도 분석)

  • As the types and usage of chemical increase, modern countries should protect their health and environment from the risk of hazardous chemical. Chemical accidents not only affect humans but also cause huge losses to the environment. Moreover, since its effects do not end in a short period of time, it is necessary to identify the extent of the damage and establish a prevention and response system in advance. In 2015, the Chemical Substances Management Act provided a system for assessing the impact on the people and the environment around the workplace. However, it is difficult to quantitatively evaluate the impact on environmental factors such as vegetation and aquatic, with the current hazard assessment methods. The purpose of this study is to analyze the quantitative risk of environmental receptors. This study improved the existing risk assessment formula by using the environmental vulnerability index and established the end point concentration criterion which can estimate the damage range to environmental media. To verify the results of the study, a virtual accident scenario was selected and a case study was conducted. As a result, the extent of impact on the environmental medium can be calculated, and the degree of environmental risk of the zone can be quantified through the risk analysis considering the environmental vulnerability. This study is expected to increase the reliability of the reliability of the existing risk anaylsis method beacause it is a risk analysis method that can be applied when the environmental factors are absolutely necessary and when the residents and environment are complex.
