Covid-19 Occupational Risk Incidence and Working Sectors Involved During the Pandemic in Italy

  • Background: Starting from March 2020 until December 2021, different phases of Covid-19 pandemic have been identified in Italy, with several containing/lifting measures progressively enforced by the National government. In the present study, we investigate the change in occupational risk during the subsequent pandemic phases and we propose an estimate of the incidence of the cases by economic sector, based on the analysis of insurance claims for compensation for Covid-19. Methods: Covid-19 epidemiological data available for the general population and injury claims of workers covered by the Italian public insurance system in 2020-2021 were analyzed. Monthly Incidence Rate of Covid-19 compensation claims per 100,000 workers (MIRw) was calculated by the economic sector and compared with the same indicator for general population in different pandemic periods. Results: The distribution of Covid-19 MIRw by sector significantly changed during the pandemic related to both the strength of different waves and the mitigation/lifting strategies enforced. The level of occupational fraction was very high at the beginning phase of the pandemic, decreasing to 5% at the end of 2021. Healthcare and related services were continuously hit but the incidence was significantly decreasing in 2021 in all sectors, except for postal and courier activities in transportation and storage enterprises. Conclusion: The analysis of compensation claim data allowed to identify time trends for infection risk in different working sectors. The claim rates were highest for human health and social work activities but the distribution of risk among sectors was clearly influenced by the different stages of the pandemic.

  • This study discuss two subjects : maximization of transmission capability and regulation of voltages along line within the permissible bounds. Series and parallel line compensation methods have been applied for those purposes using capacitors and reactors. In this paper, the effect of series and shunt line compensation for symmetrical line is analyzed. The results obtained in this paper can be applied 765kV class EHV transmission system.

  • DSTATCOM(Distribution STATic COMpensator) is one of the custom power devices, and protects a distribution line from unbalanced and harmonic current caused by non-linear and unbalanced loads. Conventional researches use a LPF(Low Pass Filter) to eliminate ripple component at the calculation of compensation current. This paper proposes a calculation of compensation current using phase shift that can be a counterproposal of conventional methods using LPF.

  • In this paper, we propose a new shape compensation scheme to make up for the difference in groove radius between the formed tools and the machined bearing raceways, which inherently takes place during machining the ball bearing raceways by the turning process using conventional formed tools. The associated conventional methods of the formed tool design and its modification such as a simple depth compensation method and a graphical compensation method are introduced and the latter, which has been known to be the better of the two, is experimentally investigated in detail to reveal its drawback. The algorithm is given and it is applied to develop a formed tool design program. The program developed by the presented approach is successfully applied to design the formed turning tool for the bearing raceways.

Industrial Accident Compensation Insurance Coverage and Industrial Accidents among Concrete Mixer Truck Drivers (콘크리트믹서트럭운전자의 산재보험 적용과 산업재해)

  • Purpose: This study aimed to analyze industrial accident compensation insurance coverage and industrial accidents among concrete mixer truck drivers. Methods: Original data on industrial accidents from 2012 to 2017 were analyzed through descriptive statistics. Results: Industrial accident compensation insurance coverage was 44.6% in 2017. Most concrete mixer truck drivers were affiliated with small businesses. A total of 61 industrial accidents occurred in 2012, 65 in 2014, and 80 in 2017. The major types of industrial accident were falls, slips, and crushes. Conclusion: Because concrete mixer truck drivers are at high risk for industrial accidents, industrial accident compensation insurance coverage and industrial accident prevention should be strongly enforced.

  • There have been many research efforts to improve the performance of the speech recognizer in noisy conditions. Among them, the model compensation method and the speech enhancement approach have been used widely. In this paper, we propose to combine the two different approaches to further enhance the recognition rates in the noisy speech recognition. For the speech enhancement, the minimum mean square error-short time spectral amplitude (MMSE-STSA) has been adopted and the parallel model combination (PMC) and Jacobian adaptation (JA) have been used as the model compensation approaches. From the experimental results, we could find that the hybrid approach that applies the model compensation methods to the enhanced speech produce better results than just using only one of the two approaches.

  • In this paper, a new bilateral frame rate up-conversion algorithm using adaptive overlapped block motion compensation is proposed. In this algorithm, the adaptive overlapped block motion compensation is based on the motion complexity of the reference region. As the motion complexity is determined by the size of the previously coded motion estimation prediction, the overlapped block motion compensation method is selected without any additional computational complexity. Experimental results show that the proposed algorithm provides better image quality than conventional methods both objectively and subjectively.

  • State's compensation obligation accompanied in case of indirect expropriation of foreign investor's investment asset has been established definite principle under international investment law. But the concrete and unified application criterion regarding valuation methods for measuring compensation have not been established yet. The World Bank investment guideline is adopting the Hull's Formula, which is understood as the full compensation standard with prompt adequate effective compensation and Fair Market Value method. It is a general principle that compensation should be equal to the fair market value of investment asset just before indirect expropriation date. However, there is a problem of the valuation method of fair market value of investment asset. In general, discounted cash flow, liquidation value, replacement value, book value, etc. can be the applicable standards. Arbitral tribunals determine compensation by adopting proper valuation method on a case-by-case basis according to the discretion based on the arbitration parties' experts' review on the presented opinion and by considering fact relevance of the issued dispute. This compensation includes also interest, recently it tends to award according to compound interest rather than simple interest. Beginning of the period to generate interest is the next day of the indirect expropriation occurrence date. And it should be considered that interest until the payment of compensation is also included. In addition, it should be considered that mental damages is available only when there's a basis to prove this or special case. Therefore, this study suggests to review of precedents related to indirect expropriation and concretely specify compensation valuation standard and method of indirect expropriation on investment agreements through enough consultation beforehand.

  • This paper proposes a new model to compensate for errors of a five-axis machine tool. A matrix with error components, that is, an error matrix, is separated from the error synthesis model of a five-axis machine tool. Based on the kinematics and inversion of the error matrix which can be obtained not by using a numerical method, an error compensation model is established and used to calculate compensation values of joint variables. The proposed compensation model does not need numerical methods to find the compensation values from the error compensation model, which includes nonlinear equations. An experiment using a double ball-bar is implemented to verify the proposed model.

Prevalence of and Risk factors for Latent Tuberculosis Infection among Employees at a Workers' Compensation Hospital (산재요양기관 종사자에서 잠복결핵감염 유병율 및 위험요인)

  • Objectives: The major objective of this study was to investigate the prevalence of and risk factors for latent tuberculosis infection (LTBI) among employees at a workers' compensation hospital. Methods: Among the 394 employees at Incheon Hospital, 362 were enrolled in the study. An interferon-gamma release assay(IGRA) for diagnosis of LTBI was performed using QuantiFERON$^{(R)}$ TB Gold In-Tube(QFT-IT). Risk factors for LTBI were analyzed using logistic regression analysis. Results: The overall prevalence of LTBI was 32.0%(116/362). The non-medical departments have a significantly high prevalence compared to medical departments(39.7% vs 23.2%). In multivariate logistic regression analysis, experience working in the pneumoconiosis hospital(OR, 3.6; 95% CI, 1.3-10.3) was associated with development of LTBI. Conclusions: Korean guidelines for the management of tuberculosis recommend annual regular health examinations for TB and LTBI for health care workers(HCWs). Considering the high prevalence of and risk factors for LTBI among non-HCWs, it suggests a need for annual regular health examinations for TB and LTBI for all employees at workers' compensation hospitals, including pneumoconiosis hospitals.
