The Localness and Socio-Economic Foundation of Local Social Enterprises : The Case of Gyeongnam Province in South Korea (지역자원 활용형 사회적기업의 지역연계성과 존립기반 - 경남지역을 사례로 -)

  • Social enterprise is defined as a sort of companies that pursue both publicity and profitability. It is usual that their business activities and viability are dependent upon localized resources in terms of a labor market, raw material procurement and sales market. Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.

Trend of standardization in the field of Industrial Security through ISO/TC 292 (ISO/TC 292에 의한 산업보안 분야 국제표준화의 동향)

  • This study aims at analyzing the global trend of standardization in the field of Industrial Security through ISO/TC 292. It covers broad areas from risk management for industrial property protection and loss prevention through supply chain security, product and document fraud and counterfeiting countermeasures and control and community resilience. It also explores the historical background of the standardization in the security field, how ISO TC 292 came out as a leading group in order to standardize relevant security management systems. TC 292 deals with terminology, general security-related standards and supply chain security management. One of the major findings from this analysis is that security targets and threats are diversified and so organizations like enterprises should have proper flexibility to adapt themselves to new security environment and take appropriate resilience system to cope with the threats and incidents. Also the ISO standardization requires public or private entities to take holistic approaches in security management. Finally, it was found that South Korea has to prepare for this global trend of standardization in this field so that ISO certification market demand and the requirements for transnational trades can be well met.

  • The purpose of nursing education is to prepare the professional pratictioner as nurse who will be interesteed in the health and the related aspects of community and will assume responsibility for con tributing toward the improvement of the health for the all. This means that nursing education must provide opportunities for the development of knowledge, skills, and attitudes which make this possible. Consequently, this approach has relavence for nursing education. Faculty engaged in endless debates about what is to be included, and to what de1th, and what will be given short shrift as a result. Thus, it can be seen why there is so much confusion and lack of agreement between the emphasis and objectives in nursing. This study attempted to review and identify the curriculum content of child nursing in Korea to build and develop the standard curriculum contents for national board examination for nurses and child's health needs for the coming 21st centry. The questionnaire was consisted of items for selection and organization of the knowledge components and type of unit with weigh to be attained in child nursing. Response of 34% of nursing program in university and junior college. Content analysis was done by using consensual validation of essential knowledge for curriculum content to identify what is obvious or trivial. This study pointed out that it is not yet apparent that demographic fact has greatly influenced child nursing curriculum content. In a similar vein the majority of content of child nursing devote little time and weigh to social and epidemically significant to child health. It seems to be needed that the content of child nursing may push the paradigm shift in nursing education such as health promotion and prevention for potentional roles of child and family. In conclusion, it is the time to convoke and debate for convergence of model on essential content and standarization on job analysis for national board exam for nurses in Korea.

Factors Affecting Emotional and Social Self-Sufficiency of Welfare-to-Work Recipients: Focused Social Adaptation Program (자활사업 참여자의 정서적 자활과 사회적 자활의 영향요인 연구: 사회적응프로그램 참여자를 중심으로)

  • This study aims to identify effects of welfare-to-work programs that helped welfare recipients promote emotional and social self-sufficiency, focused on social adaptation program for the hardest-to-employ poor with psychological and social work barriers. This study relied on data from mandatory social adaptation program participants among community self-sufficiency organizations in nationwide from December 2010 to January 2011 in South Korea. Hierarchical regression was used to analyze for this study. As a result, among participants, there were slightly than moderate level on emotional and social self-Sufficiency effects. The satisfaction of education program had positive effect both emotional and social self-sufficiency whereas that of health service only had positive effect on social self-sufficiency. Also, these emotional and social self-sufficiency effects differed between the number of needy family in household, type of organization and degree of satisfaction of life. This study suggests that discussion of implications for the development of welfare-to-work program and intervention that target psychological, emotional and social needs for recipients with work barriers.

A Study on Integrated Approaching Factors of Environmentally-Friendly Companies Certification Scheme and Environmental Impact Assessment of Korea (환경친화기업지정제도와 환경영향평가제도에서의 통합적 환경관리 요소에 대한 기초적 연구)

  • A worldwide trend of permitting system for industrial installation to achieve a high level of protection of the environment has been moved from single media to multimedia in approach. The Council of the European Community issued the Directive 96/61/EC, the IPPC Directive, concerning integrated pollution prevention and control in 1996. The IPPC Directive is one of the most ambitious legal measures that the European Union (EU) has initiated with a view to applying the prevention principle for industrial activities. The IPPC aims to achieve the integrated prevention and reduction of environmental pollution emitted by those industrial installations with a higher potential of emissions to the environment. Organization for Economic Cooperation and Development (OECD) recommended on Environmental Performance Reviews of Korea in 2006 that IPPC permitting concept should be considered for large stationary sources at the national and regional levels. Any Korean law doesn't provide for integrated pollution control with a single process covering all pollution from economic activities. However, one exception might be the "environmentally-friendly companies" certification scheme, introduced in 1995, in which participants agree to meet targets beyond the legal emission limit values in exchange for government technical and financial support to operate environmental management systems. The other exception might be Environmental impact assessment (EIA) of projects, in 1977, which has been strengthened and reinforced to be more preventive through development of the prior environmental review system (PERS) in 1999. The aim of this work is to introduce the contents of IPPC Directive at the viewpoint of Korea policy and to survey the integrated approaching concept of Environmentally-Friendly Companies (EFC) Certification Scheme and EIA policy of Korea. The study will be helpful in the future to prepare the infrastructure of integrated permitting system and to enforce the integrated permit which the authorities of local government issues on industrial activities. It can be said that the data calculated through both EFC Certification Scheme and EIA will be discussed as worthful information to determine Korean BAT reference notes for integrated permitting process.

A Study on Korean Film Criticism at the Initial Stage - the case of the 1920s and the mid-1930s - (초창기 한국영화비평에 관한 연구 - $1920\sim1930$년대 중반까지를 중심으로 -)

  • The purpose of this study was to look into Korean film criticism that started during Japanese occupation. It's specifically attempted to shed light on the development and significance of Joseon film criticism and on film movement theory as part of the history of Korean early modern film criticism. When kino-drama that could be called the start of Joseon movies was popular, enlightenment-based view of movie was rampant due to the inflow of western civilization and modernistic consciousness. Afterwards, the nature of movie itself drew a lot of attention from contemporary people in the silent picture days, and there appeared a critical trend in pursuit of artistry. Diverse criteria of criticism about reality and representation were presented, and a lot of disputes were eventually stirred up. Thus, criticism started to make a progress. A proletarian film movement theory, the so-called KAPF film campaign that was prevalent from the mid-1920s to the mid-1930s, was one of leading contemporary movie theories and took the lead in critic community. That had a great impact on the entire Joseon film circles. That took a proletarian view of movie, which was based on Bolshevik theory of Popularization and dialectic historical materialism. their criticism made a contribution to providing information on foreign movies and theories and to presenting main principles and multiple alternatives toward film organization and playing.

Hospice Medicine and Nursing Ethics (호스피스의료와 간호윤리)

  • The goal of medicine is to contribute to promoting national health by preventing diseases and providing treatment. The scope of modern medicine isn't merely confined to disease testing, treatment and prevention in accordance to that, and making experiments by using the human body is widespread. The advance in modern medicine has made a great contribution to valuing human dignity and actualizing a manly life, but there is a problem that has still nagged modern medicine: treatment and healing for terminal patients including cancer patients. In advanced countries, pain care and hospice medicine are already universal. Offering a helping hand for terminal patients to lead a less painful and more manly life from diverse angles instead of merely focusing on treatment is called the very hospice medicine. That is a comprehensive package of medical services to take care of death-facing terminal patients and their families with affection. That is providing physical, mental and social support for the patients to pass away in peace after living a dignified and decent life, and that is comforting their bereaved families. The National Hospice Organization of the United States provides terminal patients and their families with sustained hospital care and home care in a move to lend assistance to them. In our country, however, tertiary medical institutions simply provide medical care for terminal patients to extend their lives, and there are few institutional efforts to help them. Hospice medicine is offered mostly in our country by non- professionals including doctors, nurses, social workers, pastors or physical therapists. Terminal patients' needs cannot be satisfied in the same manner as those of other patients, and it's needed to take a different approach to their treatment as well. Nevertheless, the focus of medical care is still placed on treatment only, which should be taken seriously. Ministry for Health, Welfare & Family Affairs and Health Insurance Review & Assessment Service held a public hearing on May 21, 2008, on the cost of hospice care, quality control and demonstration project to gather extensive opinions from the academic community, experts and consumer groups to draw up plans about manpower supply, facilities and demonstration project, but the institutions are not going to work on hospice education, securement of facilities and relevant legislation. In 2002, Ministry for Health, Welfare & Family Affairs made an official announcement to introduce a hospice nurse system to nurture nurse specialists in this area. That ministry legislated for the qualifications of advanced nurse practitioner and a hospice nurse system(Article 24 and 2 in Enforcement Regulations for the Medical Law), but few specific plans are under way to carry out the regulations. It's well known that the medical law defines a nurse as a professional health care worker, and there is a move to draw a line between the responsibilities of doctors and those of nurses in association with medical errors. Specifically, the roles of professional hospice are increasingly expected to be accentuated in conjunction with treatment for terminal patients, and it seems that delving into possible problems with the job performance of nurses and coming up with workable countermeasures are what scholars of conscience should do in an effort to contribute to the development of medicine and the realization of a dignified and manly life.

A Study on the Training Course for Teachers Holding Additional Job of School Health Nursing in Kyeong Nam Province (양호겸직교사 연수과정에 관한 연구 -경상남도를 중심으로-)

  • The purpose of this paper is to provide the basic information concerning school health nursing activities in schools lacking in a school nurse, and the degree of satisfaction of trainess to the training course of school health nursing. The data for this study were collected by means of questionnaire from 150 teachers(100 of primary school and 50 of middle school)who attended the training course superintended by the Board of Education of Kyeong Nam Province from July 27 to August 6 in 1987. The main results of this study can be summarized as following; 1. General characteristics of the trainees: The majority of the trainees (71.3%) were in the age of twenties, 86.5% graduated from four-year teachers' college, 63.5% had less than five-year experience as a teacher. 2. 60.5% of the trainees were actually offering school health nursing services. 67.8% decided voluntarily to participate in the training course, and 62.7% attended the course for the purpose of obtaining health knowledge. 3. Only 4.2% of schools established appropriate health organization, and 34.5% were equipped with nursing clinic. But the main reason school health nursing activities were not performed very well was the insufficient supply of needed medicines and related materials. 4. School health nursing services in schools lacking in a school nurse were offered mainly by the teacher holding additional job of school health. class teacher and atheletic teacher. But the sanitary management for school meal services and community health activities were not carried out at all in many schools. 5. As a whole, trainees were satisfied with training program. But some subjects of the course did not satisfy them because those ones were so theoretical without any practice. 6. Many trainees wished the training course to be more concentrated on case studies which are helpful to solve actual problems. 7. 75% of trainees answered to have decided to perform school health nursing activities more actively than before. 8. Any significant relationship can not be found between trainees' general characteristics and their attitude to school health nursing activities after the training course. Only one factor-motivation to attend the training course-had the statistical significance of 8.7%.

Survey on Packaging Waste Occurrence and Recycling for Each Packaging Material in Europe (유럽의 포장 폐기물 발생 및 포장 재료별 재활용에 관한 고찰)

  • In order to confirm European packaging waste statistics, this study was investigated annual variability of packaging waste generated, target of recovery and recycling rate for packaging waste and recycling rate of European countries based on Eurostat database. Eurostat is regional society statistics organization designated by European community to distribute development, production and European statistics. From 2005 to 2013, paper and paperboard packaging were generated the largest amount among the total amount of packaging waste generated during the period and the share of main packaging materials were generally constant among the packaging materials. In addition, European Union member countries have established target for the recycling rate and recycling rate for packaging waste which has been well maintained by most EU countries since the 2008 directive was enacted. The recycling rate for whole packaging waste such as glass, paper and paperboard, metal, plastic, wood continues to increase in Europe. In this study, Europe packaging waste statistics were organized and analyzed as yearly transformation of Europe packaging waste occurrence and disposal, recycling rate and recovery rate target value of Europe countries and recycling rate of each country in Europe base on centralized Eurostat database. Moreover GDP reduction were also confirmed due to trend changes and indirect impacts such as economic slump by packaging waste and recycling.

An Analysis on Success Factors and Importance of Six Sigma Innovation in Small and Medium Venture Companies (중소·벤처기업의 6시그마 혁신 성공요인 및 중요도 분석)

  • This study examined the success factors of six sigma innovation in small- and medium-sized venture companies. The findings are summarized as follows. The importance of 20 items in a total of 4 factors showed that corporate vision was number one in the manager's support, followed by program composition, passionate support, high performance guarantee, and quality activity continuity. This suggests that all members can operate the program by the structured system with a sense of united goal under the company-offered vision as a community when the goal, idea or vision of six sigma activities are shared to members of the entire organization. In addition, high success can be achieved when supported by company-wide enthusiasm and high compensation for sharers' innovative efforts of six sigma at the same time. Small- and medium-sized venture companies should develop brisk six sigma activities of advanced precision parts in such an environment that the technology competition is becoming increasingly fierce. The six sigma movement should be developed as a niche strategy for small organizations with united vision sharing by company-wide operational commitment and high self-esteem for the organizational characteristics of small- and medium-sized venture companies run by key minority organizations and members.
