「화학물질관리법」과 「산업안전보건법」의 영업비밀 사전 허가 제도 도입과 관련한 쟁점 분석 (Issue Analysis on 'Trade Secret Claim' in 「Chemicals Control Act」 and 「Amendment on Occupational Safety and Health Act(1917-227)」)

  • Objectives: The major objectives of this study are to review the issues surrounding trade secret claims in the Chemicals Control Act and Amendment on Occupational Safety and Health Act(1917-227) and to propose a way of improving the reliability of chemical information in MSDSs, labels and National Chemical Survey results. Materials: To review the issues on trade secret claims, we made an analysis frame which was divided into three steps: Value and Problem Recognition; New Regulation Design; and Enforcement and Amendment. We then compared Korean issues with issues from the United States' Hazard Communication Standard and Emergency Planning & Community Right-to-Know Act, Canada's Workplace Hazardous Materials Information System and Hazardous Materials Information Review Act and the European Union's Regulation on Classification, Labelling and Packaging of substances and Mixtures. Results: The stage of right-to-know development in Korea has passed the Value and Problem Recognition phase, so efforts are needed to elaborately design new regulation. Conclusions: We recommend two ways to improve right-to-know in Korea. First, strict examination of the quality of documents for trade secret claims is very important. Second, trade secrets should be limited to less-hazardous substances.

건강증진을 위한 참여 학습의 적용 사례 (Applications of the Participatory Learning Process in Health Promotion)

  • 저자들은 건강증진 사업에서 지역사회 역량강화를 위한 참여 학습을 적용하고 과정을 평가하였다. 먼저 참여 학습의 적용 가능성(feasibility)을 시험하기 위한 파일럿 프로그램을 수행하였다. 지역사회역량강화 시범사업의 건강위원, 지역사회 역량강화 사업을 위한 코디네이터 양성 교육 참가자, 그리고 건강교육진행자에 의한 건강교육 프로그램 참가자를 대상으로 3-4주에 걸친 참여 학습을 진행하고 교육 후 설문조사를 실시하였다. 그 결과 '참여 학습 프로그램이 유익했는지', '재미있었는지', '진행방식이 적절했는지', '진행자의 진행이 적절했는지', '다른 사람에게 참여를 권하겠는지'의 질문에 대하여 80% 이상이 '그렇다' 또는 '매우 그렇다'의 긍정적인 답변을 하였다. 이를 토대로 지역사회 역량강화를 통한 건강증진사업인 경상남도의 건강플러스 행복플러스 사업의 건강위원 역량강화교육에 본격적으로 참여학습 방법을 적용하였다. 첫 단계인 주제의 선정(듣기)은 지역건강토론회로 대신하였다. 두 번째 단계인 문제 제기(대화)에서는 우선순위 선정과 건강문제 해결을 위해 전략과 세부사업을 의논하였다. 그 결과 자신들이 선정한 우선순위 영역에서 지역사회에서 건강생활이 실천되지 않는 이유를 고려하여 향후 건강위원회가 무슨 일을 해야할지 다양한 전략을 잘 도출하였다. 세 번째 단계인 행동-성찰-행동은 현재 진행 중이다. 결론적으로 저자들은 지역사회 역량강화를 통한 건강증진 사업의 여러 대상에 참여 학습을 성공적으로 적용할 수 있었다.

보건진료원을 위한 보수교육자료의 개발방향 (A Study on the Development Strategy of Continuing Education Package for the Community Health Practitioners)

  • The role of Community Health Practitioner(CHP) should be continuously adapted to the social changes and the needs for health care services. That is the reason CHP needs to be retrained through the continuing education program. This paper showed CHP's roles to be reinforced by analyzing his present . task performance and ability in seven task areas as well as the changes of the social environment. In addition, this paper presented retraining areas needed for the reinforcement of the CHP's role in the future, and the development strategy of related continuing education package. The major results are as follows: 1. CHP's main practice area is health care services and management & guidance, whereas the development of health information system is neglected. 2. As a result, CHP plays a role mainly as a health care supplier, a consultant and a health instructor. Therefore CHP's roles to be reinforced are management of the community health system, act as a spokesman and a team member, promotion, assessment, collection & maintenance of information, coordination and research. 3. The areas to be reinforced in CHP's continuing education are (]) aged people's health, (2)?drinking & smoking, (3)?young people's health(including drug and sexualissues), (4) rehabilitation, (5)?administration and management for community health, (6)?partnership & membership, (7) local residents' participation and community development, (8) collection & treatment of health information and (9) environmental issues for community health. 4. The priority in developing continuing education package should be given to the area, which is encountered often in rural area but important, and has a good opportunity to be resolved. The health management of aged people was selected as a top priority by members of the Community Nursing Academic Society. 5. It is recommended that the instruction materials be accommodated to the small scale workshop or seminar in order that CHPs can participate actively in the continuing education program.

서울.경기지역 재가 노인의 활동능력과 낙상공포 (A Survey on Activities and Fear of Falling in the Home-dwelling Elderly in Seoul and Gyonggi-do)

  • Purpose: To investigate the abilities to act and fear of falling in home-dwelling elderly. Methods: This study interviewed 351 home-dwelling elders residing in Seoul and Gyonggi-do using a Survey of Activities and Fear of Falling in the Elderly. Results: Of the 351 subjects, 203(57.8%) had activity restrictions. The main three activities that the subjects could not perform were going out when it is slippy, reaching something overhead and walking crowded places outside. According to general characteristics, performable activities were significantly fewer in subjects perceiving that their health status was low that those perceiving that their health status was high. On a scale of 3 points for fear of falling, the average score of the subjects was 1.46. The highest score of fear of falling was 2.62 for the activity of going out when it is slippery, next 1.87 for the activity of reaching something overhead. There was a significant inverse relationship between subjects' abilities to act and fear of falling. Conclusions: The significant variables associated with fear of falling were gender(female), educational background, economic status (low-income), and experience of falls during the last one year. Thus further study is necessary, focused on the vulnerable population in order to prevent falls and to reduce fear of falling.

국회 청원제도를 통한 보건의료 입법사례 연구: 13-20대 보건복지위원회 청원을 중심으로 (Healthcare Legislation Cases in the National Assembly Petition System: Focused on Petitions to the Health and Welfare Committee of the 13th National Assembly through the 20th Assembly)

  • The right to petition is a classical right of the people in constitutional states, and in Korea, it is a statutory right in the Constitution, the National Assembly Law, the Petition Law, and the Local Autonomy Act. The healthcare community first made a successful petition to the National Assembly when it achieved the amendment of the Government Organization Act through a petition to the National Assembly for the independence of the Ministry of Health, and this achievement served as the basis for further petitions. Since then, the healthcare community has successfully achieved the enactment and amendment of related occupational laws through National Assembly petitions, such as the amendment of Article 41, Paragraph 7 of the former Medical Insurance Act (Korean Medical Association, 14th Assembly), enactment of the Dental Health Act (Korean Dental Association, 15th Assembly), and amendment of the Health Functional Foods Act (Korea Pharmaceutical Association, 16th Assembly). Its petition accomplishment rate is higher than the total petition accomplishment rate of the Health and Welfare Committee of the National Assembly. However, along with the overall decrease in the number of National Assembly petitions, the Korean Medical Association and Korea Pharmaceutical Association have not achieved any results through petitioning since the 16th Assembly (June 2000), and the Korean Hospital Association and Korean Nurses Association have not achieved any results through petitioning since the 17th Assembly (April 2004). Furthermore, no National Assembly petitions have been made at all for 5 years (2014-2018). The Korean Medical Association and Korea Pharmaceutical Association previously showed a high petition accomplishment rate through their accumulated experience with National Assembly petitions and vigorous policy assistance from doctors/pharmacists/nurses turned lawmakers. More specifically, healthcare organizations have achieved results by actively conducting organized activities with the National Assembly, as implemented by a national assembly director and employees, and in case of petitions for legislation, each group has established infrastructure for reviewing the relevant laws by appointing a legislative director, as well as a legal advisor and advisory counsel. Although the organization that has submitted the most petitions to the National Assembly is the Korean Hospital Association, the group with the highest petition success rate is the Korean Medical Association, which may be linked to the relatively high proportion of doctors who have become lawmakers. Furthermore, the fact that other healthcare organizations were highly interested in petitioning the National Assembly has had major implications for the petition activities of healthcare organizations.

고등학생의 우울 및 스트레스와 건강위험행위와의 관련성 (Relationship between Depression, Stress and Health Risk Behaviors among Some High School Students)

  • Objectives: This study aimed to examine the association between depression and stress and health risk behaviors of high school students. Methods : Participants were 1134 high school student. he participants completed the following measures : Youth Risk Behavior Survey (YRBS), CES-D(Center for Epidemiological Studies Depression Scale. Results : The more stress score of male students is high, the score of the problem act on safety was significantly higher. The higher the score depression was significantly higher safety risk behavior score, violent behavior, act tries to commit suicide, smoking behavior, drug use behavior, inappropriate weight loss behavior, irregular eating habit, non-physical activity behavior. The more stress score of female students is significantly high was higher safety risk behavior score, irregular eating habit, non-physical activity behavior. The more depression score of female students is high was significantly higher safety risk behavior score, irregular eating habit, non-physical activity behavior. Conclusions: This study investigated the association between depression and stress and health risk behaviors, and helped in the development of programs to improve the health management ability of high school students.

지역보건의료계획 수립에 있어 지역의료보험자료의 활용가능성 (The Possibility of Regional Health Insurance Data in Blueprinting the Local Community Health Plan)

  • The health center has to play an important role in promoting community health and satisfying a variety of community health needs and demands in the decentralized Korea. The nearly enacted Community Health Act compels every health center to make its own health plans which intend to deal with local health problems and plan its future health care. This obligation is obviously a big burden to most health centers. They do not have experiences in and abilities of making local health care plans. In order to establish a systematic community health plan, health centers have to concentrate their efforts on enhancing the ability of making health care plan through gathering and analysing the local health informations. However, it is very difficult in reality. This is simply because it will take long time to accomplish these activities. It seems natural that various professionals and researchers participate in carrying out the process of making community health plan in the initial stage. No standardized methodology and analysing framework exist even in the health professional society. Nonetheless, it is common to introduce survey research methodologies in analysing consumer's health care utilization and cost, and in identifying factors influencing health behaviors. Many researchers and professionals have applied social survey methodologies in obtaining information on providers and health policy makers as well. The authors have found that few studies have ever utilized local health data stored at the self-employed medical insurance society as the data source of planning activities. The purpose of this study is to illustrate the usefulness of the data stored at the Sung-Dong Gu Self-employed Medical Insurance Society in establishing the community health plan. The major contents of this study are as follows ; 1. frequency of utilization by age, area, sex, type of medical care institutions, and some major diseases 2. Medical treatment by type of medical care institutions, by classification of 21 diseases, by frequency of three-character categories 3. Medical treatment of major neoplasm and some chronic diseases by age, sex, and area. The conclusion of this study is that it is of great potentiality to find out the local health problems and to use them in blueprinting the community health plan through comparing the frequency of medical utilization analyzed by a variety of variables with NHI health data or the health data from survey research.

Is the Legal Basis for Physical Therapist's Home-Based Rehabilitation Appropriately Prepared?

  • Purpose: This study examined the legal basis related to a physical therapist's home-based rehabilitation. Methods: The policy data were referenced to the comprehensive plan for national health promotion and the guidebook Community Health Promotion Project issued by the Korea Health Promotion Institute and other institutes. The legal data were referenced to the Bill information system on the National Assembly website. Results: The physical therapist's home-based rehabilitation did not have a legal basis in the community-based rehabilitation project (CBR) of the HP 2020 project. On the other hand, according to the Home health care part of the community health promotion project that began in 2013, physical therapists were allowed to play a role from 2020 under Article 16-2 (Public Officials in Exclusive Charge of Visiting Health Management) of the REGIONAL PUBLIC HEALTH ACT. Conclusion: Policies and laws are being developed in the field of healthcare, but the necessary policies and laws in the field of rehabilitation are still insufficient. A bill to rehabilitate in a variety of fields and spaces by modifying the scope of work of physical therapists will be needed.

일본의 학교보건교육 교과과정 고찰 (A study on school health education curriculum in Japan)

  • Objectives: In Japan, there are many disasters such as earthquakes and tsunamis, and because of the high temperature and humid climate, health education for food poisoning may be particularly important. In addition, sexual problems caused by precociousness of adolescents, smoking and drinking are already serious socially important problems, and addiction problems are also emerging. Methods: Various publications from Japanese governments, interest groups such as government officers, health center workers, and people from health educators. For the information of Korean health education conditions, a current health educator and people from middle and high schools. Results: In 2012, based on the "Investigation Report on the Mind Care of Children in Emergency Disasters" from the Ministry of Education, Culture, Sports, Science and Technology, the Post-traumatic stress disorder (PTSD) situation of children in East Japan affected areas was discovered, and health education became important. In 2014, the "School Health and Safety Act Enforcement Rule" was amended, and health checkups are emphasized as part of school health. Conclusions: School health education in Japan differs from other health care systems in many ways with the system of Korea in the context of non-existence of official health education curriculum. Therefore, the purpose of this study is to develope how the curriculum of school health education in Korea.
