Communication Disaster Type and Risk Analysis (통신재난의 유형 및 위험분석)

  • As it develops into a hyper-connected society, the role of information and communication is greatly increasing. In the event of a communication disaster, it will cause a significant impact on social infrastructure, suspension of the national critical infrastructure services, and the lives of the people. In addition, the information communication sector needs systematic management to create an information communication environment that is safe from disasters because dependence on the information communication sector has increased rapidly as the industrial structure has advanced. In this paper, we analyzed the types and risks of disasters that may occur to the information communication infrastructure that play important roles in national critical infrastructure, such as information communications, finance, health and healthcare, for systematic management. In the event of a disaster in the information communication infrastructure, it is believed that it will have a significant impact on the national critical infrastructure service suspension and people's lives.

  • The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.

  • ISO/IEC 15118 is a standard for communications and services for electric vehicle charging infrastructure. Although this standard deals only with data communication between an electric vehicle and a charge station, communication with the outside is essential for establishing an authentication system for vehicle certification and V2G service for electric power transmission. In this study, it was designed to verify the information of electric car charging infrastructure in electric power system through communication link between ISO/IEC 15118 electric vehicle model and IEC 61850 standard MMS protocol. This is demonstrated in the field so that the electric vehicle communication data is linked with the micro grid management system. This could be used as an element technology in other distributed power sources as well as electric cars in the future.

  • This article describes a LED illumination infrastructure for ubiquitous society based on the Visible Light Communication technology. The VLC is one of the advanced communication system using "Visible Light". The VLC system has a lot of advantageous features and can be used in various places for the next future generation. So, we analyzed ubiquitous service model based on the VLC system and some applications. And we renewed discussion about LED illumination infrastructure for u-Society.

  • The Korea built successfully e-Korea based on the best of internet infrastructure which was constructed in the world. Continually, Korea is constructing u-City for twenty-first century to enhance the quality of life and to grow up IT industrial. But there is no standard model for u-City because three main builders, central government, local autonomous entities, and communication carriers have respectively their objects, targets and domains. If u-City would be constructed by the common infrastructure for ubiquitous communication, it will be possible to provide any ubiquitous services and compatibility. And the communication infrastructure has to be reflected on the first stage of city planning to reduce high cost for u-City construction. This paper mentions firstly the ranges of communication infrastructure and shows how to construct it each range.

  • In this paper, we propose a routing method to improve the message transmission efficiency between DTN nodes in an environment where communication infrastructure in the city is destroyed. In the situation where a certain size of communication infrastructure can not function, the message transmission process between the nodes is explained. An effective routing method for improving reliability between nodes was proposed and evaluated using DTN simulator. The routing algorithm with improved reliability in urban areas was confirmed by simulation considering the message transmission relationship between nodes on uncertain path due to the destruction of communication infrastructure. We used a routing algorithm that includes all the contact information the node has experienced in the past. In the simulation of delivering messages in a situation where the communication infrastructure was destroyed, relatively better results were obtained than the existing routing algorithm.

  • In this paper, a modified PCF (Point Coordination Function) MAC (Medium Access Control) Protocol is proposed to support the multiple direct link communication between STAs (STAtions) in infrastructure mode IEEE 802.11 wireless LANs. By the proposed MAC protocol, the direct link communication between STAs, which are located within the communication range of each other, is allowed without the use of AP (Access Point) as a relay. Moreover, when multiple direct data communication between STAs can be simultaneously performed with a sufficiently small interference, multiple simultaneous direct link communication is allowed for the efficient use of radio bandwidth. AP polls STAs to grant the transmission opportunities using the direct link communication by transmitting the polling frames to STAs. An efficient polling method for granting the transmission opportunities to STAs is proposed to reduce the number of the polling frame transmissions and enhance the PCF MAC performance.

  • The disaster safety communication infrastructure is necessary basic infrastructure for protection of people's lives, safety and wealth. In order to build this infrastructure needs ensure public safety disaster communication technology and cooperation disaster recovery agencies. Recently advanced national disaster safety communication infrastructure necessity according to people's expectations increase for public safety is emerging as domestic and international. And there is situation which required leading rolls of country. In this paper, we analyzed public disaster safety communication status of domestic and international. Also, we analyzed Korea disaster safety communication management necessity and proposed its policy implication.

  • The purpose of this paper is to plan deployment strategy of public key infrastructure for Malawi by considering the information and communication technology status on it. For this, we will review the information communication technology status on developing and least developed countries focused on Malawi and plan deployment strategy of mobile based public key infrastructure. First of all, we extract out security considerations for public key infrastructure, which is efficient for wireless communication, and design a new lightweight public key infrastructure apt to mobile device by considering Malawi's information communication technology status. Especially, the proposed mobile based public key infrastructure uses smartcards for all the processes of certificate. It could guarantee the same security as the wired counter part based on lightweight mobile device.

  • The u-City is next generation IT-City which is to enhance the quality of life and convenience of life base on merger up-to-date communication infrastructure with u-IT services. To realize u-City, intelligent building is built for citizens to make a space of comfortable life. The intelligent building is possible to be constructed by communication infrastructure for various U-services. This paper mentions the ranges of communication infrastructure and shows how to construct it each range through regulation, law and technical. Lastly, the topics are suggested to build successfully u-City constructions in Korea.
