Assessing the Economic Impact of Covid-19 through a Counterfactual Analysis

  • The Covid-19 pandemic has caused unprecedented disruptions across industries worldwide. This paper aims to analyze the economic impact of the pandemic on the sales performance of basic commercial areas in Seoul, Korea. Using a regression analysis with credit card transaction data, the study underscores the critical nature of determining the reference point for comparison. Firstly, in comparison to the revenue in the same quarter before the onset of the pandemic, a significant decrease in revenue was observed across most categories during the pandemic periods. Secondly, when compared to the counterfactual revenue in the same period, extrapolated by an exponential smoothing forecasting, the overall revenue decrease during the periods was less pronounced, except in a few categories. Interestingly, certain categories appeared to witness marginal increases in sales after the pandemic. The paper discusses some policy implications of these findings.

Necessity and Introduction Plan for Agrochemical Pharmacist System to Strengthen Expertise in Pest Diagnosis and Prescription (병해충 진단 및 처방의 전문성 강화를 위한 식물의약사(식물위생전문가) 제도의 필요성과 도입방안)

  • The currently implemented Positive List System, sales manager training, and pesticide sales record systems focus on the safety of determined pesticide use, but the proposed agrochemical pharmacist (AP) system aims accurate diagnosis and reasonable prescription. In this study, 81% of famers claimed expert assistance for purchasing and applying pesticides, and 42~86% of sales managers insisted on the strengthening expertise in diagnosis and prescription. In the institutionalization of AP, a special implementation guideline is essential to embrace the present sales managers with long experience. Sales managers of commercial and agricultural cooperatives recognize the qualifications of agrochemical pharmacists as a strategy to differentiate themselves from competitors, and increase sales through market positioning of "pesticides prescribed by trustworthy agrochemical pharmacists", not sales managers anymore.

A Bayesian Estimation of Price for Commercial Property: Using subjective priors and a kriging technique (상업용 토지 가격의 베이지안 추정: 주관적 사전지식과 크리깅 기법의 활용을 중심으로)

  • There has been relatively little study to model price for commercial property because of its low transaction volume in the market. Despite of this thin market character, this paper tried to estimate prices for commercial lots as accurate as possible. We constructed a model whose components consist of mean structure(global trend), exponential covariance function and a pure error term, and applied it to actual sales price data of Seoul. We explicitly took account of spatial autocorrelation of land price by utilizing a kriging technique, a representative method of spatial interpolation, because the land price of commercial lots has feature of differential price forming pattern depending on submarkets they belong to. In addition, we chose to apply a bayesian kriging to overcome data scarcity by incorporating experts' knowledge into prior probability distribution. The chosen model's excellent performance was verified by the result from validation data. We confirmed that the excellence of the model is attributed to incorporating both autocorexperts' knowledge and spatial autocorrelation in the model construction. This paper is differentiated from previous studies in the sense that it applied the bayesian kriging technique to estimate price for commercial lots and explicitly combined experts' knowledge with data. It is expected that the result of this paper would provide a useful guide for the circumstances under which property price has to be estimated reliably based on sparse transaction data.

  • A contract is made when both parties have reached agreement, or they are deemed to have. After contract the law recognizes rights and obligations arising from the agreement. In order to discover whether agreement was reached between these two parties, we have to analyse the process of negotiation. Recently The People's Republic of China legislated a New Contract Law, which has come into effect since 1st of October 1999. This Law adapts the rules of United Nations(Vienna) Convention on Contracts for the International Sale of Goods and the Unidroit Principles for International Commercial Contracts. And this law is now widely enforced to commercial transactions between individuals, enterprises or other economic organizations of the People's Republic of China and foreign enterprises. Therefore, the foreigner who wish to make a sales contract with Chinese should understand the rules of New Contract Law of China. According to this New Law only a contract which contain offer and acceptance is valid and binding, and it is also pointed out that terms of contact must be certain. Though an oral contract is usually equivalent to a written one, in a case of commercial transactions written contract with signature is desirable. The purpose of this paper is to analyze the new rules of this Law and the new features of their application to commercial transactions in China.

  • Commercial facilities are put under construction for inhabited remodeling due to management or cost issues. Temporary facility planning is important in inhabited remodeling because building construction and management are simultaneously performed in this type of remodeling. The purpose of this research is to identify how the temporary spatial structure changes for each inhabited remodeling construction level of commercial facilities and existence of tenants affect the spatial usability. It also examines a relationship between the traffic flow and spatial configurations during the inhabited remodeling process where the tenants are temporarily removed and only the spatial configuration are maintained and verifies if the established theory that the spatial configurations in commercial facilities significantly affect the traffic is also valid during the inhabited remodeling process. The research result was found that the amount of traffic during the inhabited remodeling construction process is more affected by the factors such as tenants rather than spatial configurations. It is anticipated that the result of this research will serve as a guideline to establish logical inhabited remodeling plans for each level of constructing temporary facilities. Furthermore, it can be used to minimize the sales damage caused by the construction or as a guideline to determine the order of tenants to be moved into the new commercial facilities.

An Analysis of the Status of Local Currency (Daedeok e-Loom) for the Vitality of Local Commercial Areas and an Empirical Study on the Direction of Development

  • Purpose: In a situation where the local economy and alley economy are stagnant, efforts to revitalize the role of small business owners need a virtuous cycle system through consumers' consumption power, not just cash support. Research design, data, and methodology: The study site focuses on Daedeok-gu, the first to introduce local currency as a policy. In the case of the store survey, 254 stores out of 300 stores registered with local currency were analyzed, and the consumer survey was conducted on 1,394 out of 1,500 local people using local currency. Statistical analysis was performed using the SPSS. Result: As a result of time-series checking whether local economic activities are carried out smoothly due to the nature of the local currency, the average daily sales of Daedeok-gu increased by 388,980won compared to 2019. This proved through empirical research in the region that local currency played a priming role in bringing opportunities and rehabilitation to the local commercial districts and small business owners. Conclusions: In the monetary function of simply buying and selling value through payment, points supported as incentives can be used as local currency while inducing direct participation in solving social problems, and the concurrent effect of causing problem-solving and regional economic vitality began to sprout.

A Study on the Validity and Practical Application of Liquidated Damage Clause(LD Clause) in International Sales Contract (국제물품매매계약(國際物品賣買契約)에서 'Liquidated Damage Clause'(LD 조항(條項))의 유효성(有效性)과 실무적(實務的) 적용(適用)에 관한 연구)

  • The purpose of this paper is to examine the viewpoints of the different legal systems for the validity of LD Clause and the possibility of gap-filling function of UNIDROIT Principles in International Sales Contract. The results of comparative study between common law system and civil law system, and between CISG and UNCDROIT Principles is as follows: First, common law system distinguishes LD Clause and Penalty Clause, but civil law system including Korean law does not strictly distinguish the difference between them, provided that the liquidated damages are not grossly excessive. Second, CISG does not concerned with the validity of LD Clause but entrust this matter to the law applicable by virtue of the rules of private international law; conversely the Principles follow similar position of civil law system. The possibility of gap-filling of the Principles is more positive in the case of arbitration than in the case of litigation. On the basis of above study, I also checked the LD Clauses of ICC Model International Sales and the Model Contracts of Korean Commercial Arbitration Board. The LD Clauses of there two Model Contract seem very appropriate and reasonable for the reference in practical application. The appropriate, not excessive, LD Clause will contribute not only to eliminate the burden of proof for the actual damages, but also to enforce both parties to perform their obligations in their contracts. Therefore, When we make contract, we should keep in our mind to insert the reasonable and appropriate LD Clause in the sales contract. If not, so to speak, litigated damages are grossly excessive, the Clause may be invalid in some legal system.

The Principle of Good Faith under Uniform Commercial Code (미국 통일상법전상 신의성실의 원칙)

  • The Uniform Commercial Code (UCC) sets the standards of good faith in a commercial transaction for the sale of goods. With every sales contract, there is an implied obligation for both the seller and the buyer to negotiate the contract and perform under the terms of the contract in good faith. The agreement between both parties and the customs in the industry determine how the good faith standard should be applied to a particular transaction. Generally, the meaning of good faith, though always based on honesty, may vary depending on the specific context in which it is used. A person is said to buy in good faith when he or she holds an honest belief in his or her right or title to the property and has no knowledge or reason to know of any defect in the title. In section 1-201 of the UCC good faith is defined generally as "honesty in fact in the conduct or transaction concerned." Article 2 of the UCC says "good faith in the case of a merchant means honesty in fact and the observance of reasonable commercial standards of fair dealing in the trade." The sales contract will generally determine which party is required to perform first. This provision helps to determine if the buyer or the seller is in breach of the agreement due to failing to perform as stated by the contract. Either the seller must deliver the items before the buyer is required to accept and pay or the buyer must pay for the items before the seller has the duty to act in good faith and deliver the items in a reasonable manner. If the contract does not specifically define who is required to perform, industry customs and fair trade may determine what is acceptable for the transaction. Under the UCC, the buyer is required to pay for the goods when they are delivered, unless the contract states otherwise. Therefore, the UCC imposes an obligation of good faith on the performance of every contract or duty under its purview. The law also generally requires good faith of fiduciaries and agents acting on behalf of their principals. This article discusses problems of the principles of good faith under the UCC. Specifically, this paper focuses on the interpretation of UCC sections and analysis of various cases. By comparing, also, UCC and Korean law, the paper proposes some implications of good faith issues for Korean law.

The Study on the Influential Factors on Commercial Gentrification in Seoul (서울시 상업젠트리피케이션 영향요인에 관한 연구)

  • This study analyzes the factors that influence commercial gentrification in Seoul by using both logit model analysis and machine learning with data cumulated from 2015 to 2018 regarding 158 market areas. Logit analysis indicates that log(market area average monthly rent) and the ratio of the purchasing amount by customers aged 40 and younger to total sales in the restaurant and retail business category are statistically significant at 1%; the increase in sales per female customer aged between 30 and 39 in the restaurant and retail business category is statistically significant at 5%; and the increase in number of retailers with a business history of less than two years in the franchise business category is significant at 10%. Machine learning indicates that significant factors ordered by importance are the total retail area, the existence of an industrial complex within the market area, the existence of a traditional market within the market area, the location of subway stations within the market area, the increase of entertainment facilities such as movie theaters within the market area, average monthly rent, and the growth rate of average monthly rent. The contribution of this research is threefold. First, this study analyzes the entire commercial area of Seoul, Korea. Second, this study provides a foundation for future research on predictive indicators by empirically investigating the factors that influence commercial gentrification in Seoul. Lastly, this study introduces various methods of research by utilizing a machine learning approach.

  • It is well-known that leading firms are more innovative than others, with far more sales from new products. This paper suggests that what kinds of creatively techniques can be a, pp.ied to new product development process for the purpose of commercial success. Both divergent and convergent techniques are considered at each stage of new product development process. Some typical creativity techniques such as boundary examination, bug list, manipulative verbs, morphological analysis, SCAMPER, and TRIZ are explained with case examples.
