To prepare the integrated safety management system 'e-navigation', research is being conducted on the route exchange for sharing intended routes between ship and ship, and between ship and land. But they don't have enough specific grounds for the effects of route exchange and the necessity of its introduction and focus on technical aspects like the implementation of route exchange. This study tried to quantitatively analyze the effects of route exchange on sailing safety with the use of ship handling simulation, integrate simulation performers' subjective evaluations, and investigate the effects of route exchange. The ship-to-ship route exchange resulted in the initial collision avoidance action time was 3.43 minutes faster, the collision avoidance direction change rate was 60 %, the proximity to target A was 31 %, and Mean Rudder Angle Index decreased by 57 %. In addition, 95 % of the survey respondents had an effect on the decision making of collision avoidance, 85 % had a positive impact on safety navigation, 90 % had an accident prevention effect, 70 % reduced the psychological burden of officers, and 70 % should be introduced in practice.
The prevention of marine accidents has been a major topic in marine society for long time and various safety policies and Countermeasures have been developed and applied to prevent those accidents. In spite of these efforts, however significant marine accidents have taken place intermittently. Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, the analysis on ship's collision causes are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that ‘ship's collision’ is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to propose risk control countermeasures of ship's collision. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision. FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the causes of ship's collision using FSM are performed. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and reduce marine accidents.

Recently, AI, big data, and IoT technologies are being used in various solutions such as fire detection and gas or dangerous substance detection for safety accident prevention. According to the status of occupational accidents published by the Ministry of Employment and Labor in 2021, the accident rate, the number of injured, and the number of deaths have increased compared to 2020. In this paper, referring to the dataset construction guidelines provided by the National Intelligence Service Agency(NIA), the dataset is directly collected from the field and learned with YOLOv4 to propose a collision risk object detection system through object detection. The accuracy of the dangerous situation rule violation was 88% indoors and 92% outdoors. Through this system, it is thought that it will be possible to analyze safety accidents that occur in industrial sites in advance and use them to intelligent platforms research.

Today, Hospital Information System that integrates ubiquitous technologies are introduced in limited basis due to problems like standardization and limits on medical use, where responsibilities lie, legal safeguard on transmission, invasion of privacy etc. Particularly, problems like absence of tag design suitable for medical environment, compatibility issue with previous medical information system. In order to solve such problems, we have designed medical tags for the first time that are consistent with future ubiquitous environment by deciding on medically suitable field with 96bit tag offered by EFC as its base. Second, improving on previous multi-tag recognizing crash prevention algorithm, we have designed a priority anti-collision algorithm that reflects priorities on the needs in medical environment.

Automatic Collision Prevention Training and RADAR Simulation Training, designated educations by the STCW Convention, are essential for officers to complete in order to board a ship. Recently, designated education institution standard based curriculum and requirements of the necessary facilities have been placed as a regulatory advisory requiring each institutions to match this and introduce equipment for simulation education, the FMSS(Full Mission Simulator System). Since the introduction of this research until today, a survey has been executed in order to find out the effect of utilizing the FMSS in ARPA/RADRA/Simulation Training for a period of 1 year. The result showed that 2.13times have been more effective. In addition, based on the results, identifying problems that occur during the education period and providing solutions to these problems have been proposed.

Ships on the sea are exposed to the danger such as collision, stranding, sinking, capsizing and disaster and so on. So, we discuss the factors and the countermeasures for prevention a lot of marine casualty caused on the ship navigation. It is necessary to construct of cooperation system among all organizations relating to salvage on the sea. In order to prevent the marine casualty. it is important to reinforce the crew with safety education and to improve on navigation aids for ships in fairway.
The intelligent safety system for level crossing which employs information and communication technology has been developed in USA and Japan, etc. But, in Korea, the relevant research has not been performed. In this paper, we analyze the cause of railway level crossing accidents and the inherent problem of the existing safety equipments. Based on analyzed results, we design the intelligent safety system which prevent collision between a train and a vehicle. This system displays train approaching information in real-time at roadside warning devices, informs approaching train of the detected obstacle in crossing areas, and is interconnected with traffic signal to empty the crossing area before train comes. Especially, we present the video based obstacle detection algorithm and verify its performance with prototype H/W since the abrupt obstacles in crossing areas are the main cause of level crossing accidents. We identify that the presented scheme detects both pedestrian and vehicle with good performance. Currently, we demonstrate developed railway crossing intelligence system at one crossing of Young-dong-seon line of Korail with Sea Train cockpit.
Aid to navigation is a navigational aid facility that informs a sailing vessel of its location and direction as well as a location of a specific obstacle by means of a light, shape, color, sound, radio wave, etc. It can be valuable in improving the safety of day and night vessel navigation at sea. For the safety of the tug boat, the minimum equipment requirements for each type of tug boat are arranged. Despite these preparations, the collision accidents between tug boats, barges, and light buoys can occur when the tug boat turns due to the length of the tow-line, tidal current, and the barge's momentum etc. The purpose of this study was to propose the basic system that analyzes the physical relationship between two vessels regarding the tug boat-barge-light buoy dynamics and propagate the corresponding data through the aid to navigation management & operation systems in use at each regional oceans and fisheries.

This research carried out a study on the job characteristics of the skipper of the coastal composite fishing vessels in order to find a way to prevent the ship collision caused by the highest human error among the marine casualty of fishing boats. Video observation was used as the research method in which six CCD cameras were installed on the vessel to collect image data and data extracted from the image were analyzed to derive the results of the functional activity of skipper according to the fishing operation process of experimental fishing vessel. The results are as follows. The working process of the experimental fishing vessel consisted of navigation for fishing ground, setting line, waiting for hauling line, hauling line and navigation to homeport. In these processes, the skipper was performing watchkeeping in the wheelhouse in which he carried out a single task, a dual task that performed two tasks simultaneously, and a triple task that performed two or more tasks simultaneously. In addition, one of the risk factors causing the collision was a no watchkeeping in the wheelhouse for navigating for fishing ground, waiting for hauling line, and hauling line at 25.4%, 64.6% and 0.3%, respectively among the marine casualty while drowsiness caused 1.2% of the marine casualty in navigating for fishing ground. Concurrent tasks that simultaneously perform two or more tasks that can overlook any other important duties while carrying out watchkeeping in the wheelhouse include 51.3% of navigation for fishing ground, 81.9% of setting line, 19.0% of waiting for hauling line, 87.9% of hauling, and 88.7% of navigation to homeport. The above concurrent tasks yielded an average of 66.1%. Experimental fishing vessels are required to focus on ship handling operations related to fishery operations, and the skipper is assigned more activities and attention to fishery related tasks. Therefore, it is considered desirable to build a collision prevention system that is appropriate to the characteristics of the skipper's work, escaping from transferring the responsibility of ship collision to the skipper completely.
