Background: The emergency planning zone (EPZ) of the city of Busan is divided into the precautionary actions zone (PAZ) and the urgent protective action planning zone; which have a 5-km radius and a 20-km to 21-km radius from the nuclear power plant site, respectively. In this study, we assumed that a severe accident occurred at Shin-Kori nuclear unit 3 and evaluated the dispersion speed of radiological material at each distance at various wind speeds, and estimated the effective dose equivalent and the evacuation time of PAZ residents with the goal of supporting off-site emergency action planning for the nuclear site. Materials and Methods: The total effective dose equivalent, which shows the effect of released radioactive materials on the residents, was evaluated using the RASCAL 4.2 program. In addition, a survey of 1,036 residents was performed using a standardized questionnaire, and the resident evacuation time according to road and distance was analyzed using the VISSIM 6.0 program. Results and Discussion: According to the results obtained using the VISSIM and RASCAL programs, it would take approximately 80 to 252.2 minutes for permanent residents to move out of the PAZ boundary, 40 to 197.2 minutes for students, 60 to 232.2 minutes for the infirm, such as elderly people and those in a nursing home or hospital, and 30 to 182.2 minutes for those temporarily within the area. Consequently, in the event of any delay in the evacuation, it is estimated that the residents would be exposed to up to $10mSv{\cdot}h^{-1}$ of radiation at the Exclusion Area Boundaries (EAB) boundary and $4-6mSv{\cdot}h^{-1}$ at the PAZ boundary. Conclusion: It was shown that the evacuation time for the residents is adequate in light of the time lapse from the initial moment of a severe accident to the radiation release. However, in order to minimize the evacuation time, it is necessary to maintain a system of close collaboration to avoid traffic congestion and spontaneous evacuation attempts.

Using TIMSS survey data, we analyzed whether there were any significant changes in the learning environment of middle school science classes over the last 10 years. Our study selected questions from teachers and school principals' questionnaires and divided them by category: science class, teacher professional development, and school environment. The science class components were subdivided into three categories: science learning activities, evaluation, and homework. Within teacher professional development, the sub-categories included teacher training, collaboration to improve teaching, and teacher evaluation. School environment subdivided into two aspects, these being school characteristics and school system. Our research confirmed that there has been a positive change overall in learning environments. However, most classes are teacher-conducted and also teacher-oriented; the proportion of science investigation activities has declined compared against the prior ten years. Our study show that students do not engage in a range of inquiry-related activities. The questions on tests and examinations involve mostly knowledge application and understanding, although recent methods of evaluation show improvement. As for the science teachers, they participate in many professional development programs but focus on science content, science curriculum, and pedagogy. In addition, teachers do not have many opportunities to participate in the training to integrate information technology into science, science assessment, or improving students' critical thinking or inquiry skills. The teachers are satisfied with their profession, and the shortage of science resources does not seem to affect instruction.

The soil moisture data of the National Aeronautics and Space Administration(NASA) and the Vrije Universiteit Amsterdam(VUA) in collaboration with NASA, retrieved from Advanced Microwave Scanning Radiometer-Earth observing system(AMSR-E) brightness temperature, were collected to evaluate the applicability of the remote sensed soil moisture in South Korea. The averages of the soil moisture by in-situ sensors, by NASA and by VUA-NASA are approximately 0.218, 0.119, and $0.402m^3/m^3$, respectively. This indicates that the soil moisture of NASA was underestimated and that of VUA-NASA was overestimated. The soil moisture products of VUA-NASA showed a better relationship with the in-situ data than that of NASA data. However, there are still limitations of C-band soil moisture measurements. To improve the applicability of satellite soil moisture measurements, bias correction and other post processings are essential using in-situ soil moisture measurements at various surface conditions.
This study aims to find out the determinants of male police officers' investigative behavior(active investigation vs. secondary victimization) of sexual violence. For this purpose, a hypothetical model which explains the relationships among the 5 variables (knowledge of law about the investigative role, perception of the protective & connective role, prejudice against the sexual violence, active investigation, and secondary victimization) was developed. Using the data collected from 354 male police officers of 3 cities in Gyeongnam area, the hypothetical model was tested. For data analysis, a structural equation modeling was used, and the final model was found(CFI=0.947, IFI=0.948, RMSEA=0.048). As a result of analyzing the model, the followings were found: (1) Active investigation was increased by knowledge of law about the investigative role, and perception of the protective & connective role, while decreased by prejudice against the sexual violence. (2) Secondary vicimization was decreased by knowledge of law about the investigative role. (3) Prejudice against the sexual violence mediate the effects of knowledge of law about the investigative role, and perception of the protective & connective role on active investigation. (4) Prejudice against the sexual violence was found to have no significant effect on secondary victimization. Based on the findings, multi-educational programs, protocols on investigation of sexual violence, professionalization of the police, and changes in investigation environment as well as a system of collaboration and cooperation between police officer and social worker were suggested as a way to increase active investigation and to decrease secondary victimization.

Due to the recent worldwide economic downturn, companies are required to put more effort into their innovation and quality improvement. In particular, business relationship is increasingly emphasized to be changed from a vertical relationship to a more horizontal relationship, such as collaborative partnership based on trust. In the logistics industry, through the collaboration, consignors can gain competitive advantages by focusing on their core capabilities, and freight forwarders also take advantages of securing stable cargoes and specialist expertise in distribution. Therefore, this study aims to identify key factors for developing a collaborative partnership between freight forwarders and consignors, and further examine the differences between the two groups empirically by using questionnaire survey. Based on the results, the main factors were found as follows: 1) Trust Building, 2) Competence Improvement, 3) Business Ecosystem and 4) Government Assistance. According to the analysis on sub-factors, first, among the four main factors, it turned out that trust is the most important variable. Specifically, the sub-factor of providing regular and stable service was revealed to be most critical. Second, it was found that forwarders need to improve services on 'Information Exchange System' and 'Electronic Data Interchange'. Finally, it is necessary for both consignors and forwarders to have better understanding of partnership. Key implications for both groups are highlighted based on the results.
The next generation IT environment is expected to be an open computing environment based on Grid computing technologies, which allow users to access to any type of computing resources through networks. The open computing environment has benefits in aspects of resource utilization, collaboration, flexibility and cost reduction. Due to the variation in performance of open computing resources, however, resource allocation simply based on users' budget and time constraints often fails to meet the Service Level Agreement(SLA). This paper proposes the Mean-Absolute Deviation(MAD) portfolio optimization approach, in which service brokers consider the uncertainty of performance of resources, and compose resource portfolios that minimize the uncertainty. In order to investigate the effect of this approach, we simulate an open computing environment with varying uncertainty levels, users' constraints, and brokers' optimization strategies. The simulation result concludes threefolds. First, the MAD portfolio optimization improves the success ratio of delivering the required performance to users. Second, the success ratio depends on the accuracy in predicting the variability of performance. Thirdly, the measured variability can also help service brokers expand their service to cost-critical users by discounting the access cost of open computing resources.
In global, there is an active movement to reduce the green house gas. Allowance and carbon tax are the one of effective alternatives to mitigate green gas effect. In addition, the clean development machinism(CDM) can be applied between the ANNEX 1 and developing countries. It could be an one good solution to reduce the GHG. In the Northern Asia, the CDM can be the one of the possible solution to reduce the GHG because the Japan has a responsibility to reduce GHG and the China and Korea have a room to supply CDM credit. It is suffice to say that if these three countries decide to collaborate, the new international carbon market can be established that can be the similar form of EU-ETS. It is clear that few barriers must be removed to launched such new form of carbon market. Protection of domestic technology, excessive financial request of business opportunities by CDM, and irrational needs of carbon credit that created by CDM, listed constraints define as an one single word, the national selfishness. Once it is cleared, there is high possibility that the Northern Asia CDM trading system can be launched.
The provision of support for the art of making these items needs to be considered with the focus on the following factors: the local situation of the areas where such traditional handicrafts are still made, the craftspeople involved in their production, and their communities. So far, discussion about how to reinvigorate traditional handicrafts, including those mentioned above, has been concentrated on the measures taken to promote them as part of the handicrafts industry and the allocation of the government's budget for important intangible cultural heritages. The government runs a traditional handicrafts management system and provides financial support for the craftspeople and spaces for exhibiting their work. This form of support has led to systematic management of traditional handicrafts and heightened public interest in cultural heritage, as well as publicizing the country's traditional crafts, but has made little progress in the following areas: the fostering of young people willing to learn traditional skills, diversification of the types of skills to be maintained, or establishment of the networks of collaboration among the craftspeople. The most important aspect among the efforts mentioned above is to maintain cultural traditions that are unique to each region by encouraging local craftspeople to engage in their work with a solid sense of pride backed up by financial support. This study was carried out in connection with the need to reinvigorate the art of making tanggeon (horsehair crown), manggeon (horsehair headband), and gat (black horsehair hat), which few people wear as they are used only for ornamental purposes nowadays. This study examined the circumstances surrounding the artisans engaged in the production of horsehair handicrafts prior to their designation as a cultural heritage, and the changes that occurred in the local communities associated with their production after the designation, in order to assess the status of inheritance of this tradition.
The purpose of this study is to find out the relationship among the degree to provide emotional labor, personal relationship and the intent to stay of female care service workers. Specifically, this study focuses on the mediating effect of the personal relationship (client and agency relation). The path analysis and structural equation modeling analysis were performed on the collected data using SPSS18.0. and AMOS 8.0. And Sobel test conducted for examine the mediating effect. The results are the followings. First, the result of the analysis showed that agency relationship was an indirect factor as the partial mediating effect on relationship between the degree to provide emotional labor and the intent to stay for the care women workers. The result suggests that education utilizing various techniques and strategies to overcome the difficulty accompanied by emotional labor such as communication education and the government try to effort managing and controlling the agency which impact on the labor condition of care workers. Second, the government also tries to provide the trust and collaboration network system which construct a good relationship between the care worker and the agency.
