Investigation of Measurement Feasibility of Large-size Wastes Based on Unmanned Aerial System (UAS 기반 대형 폐기물 발생량 측정 가능성 모색)

  • Efficient management of large-size wastes generated from disasters etc. is always in demand. Large-size wastes are closely connected to the environment, producing adverse effects on the air quality, water quality, living environment and so on. When large-size wastes are generated, we must be able to estimate the generated amount in order to transfer them to a temporary trans-shipment site, or to properly treat them. Currently, we estimate the amount of generated large-size wastes by using satellite images or unit measure for wastes; however, the accuracy of such estimations have been constantly questioned. Therefore, the present study was performed to establish three-dimensional spatial information based on UAS, to measure the amount of waste, and to evaluate the accuracy of the measurement. A measurement was made at a waste site by using UAS, and the X, Y, Z RMSE values of the three-dimensional spatial information were found to be 0.022 m, 0.023 m, and 0.14 m, all of which show relatively high accuracy. The amount of waste measured using these values was computed to be approximately $4,273,400m^3$. In addition, the amount of waste at the same site was measured by using Terrestrial LiDAR, which is used for the precise measurement of geographical features, cultural properties and the like. The resulting value was $4,274,188m^3$, which is not significantly different from the amount of waste computed by using UAS. Thus, the possibility of measuring the amount of waste using UAS was confirmed, and UAS-based measurement is believed to be useful for environmental control with respect to disaster wastes, large-size wastes, and the like.

A Study on the Effects of Perceived Interactivity with Inter-Organizational System on the Organization Loyalty (조직간 정보시스템에서 지각한 상호작용성이 조직애호도에 미치는 영향)

  • The purpose of this research is on the identification of the effects of perceived interactivity formed by the electronic collaborative referral system on the organizational loyalty. Two channels through which the effects proceeded were investigated. One is the "system channel" which consists of "interactivity of the inter-organizational system ${\rightarrow}$ intention of using the system ${\rightarrow}$ organization loyalty" (hypothesis 1, 2), that is the channel which anticipates that a better understanding on the interactivity of the inter-organizational system makes the intention of the using the system strong, and this strong intention results the higher organization loyalty. The other is "organization channel" which consists of "interactivity of the inter-organizational system ${\rightarrow}$ perceived interactivity on the counterpart ${\rightarrow}$ perceived relation benefits with the counterpart ${\rightarrow}$ organization loyalty" (hypothesis 3, 4, 5). The channel means that as the perceived interactivity of users on the inter-organizational system becomes greater, the perceived interactivity with the counterpart is increasing. And this makes the users feel that more benefits can be obtained by the relationship with system providing organization, and finally makes the organization loyalty that is the intention to maintain the relationship greater. The corroborative evidence data confirm the two channels are obtained by questing on the electronic referral system of Samsung Medical Center to the doctors of the first and second collaborated hospitals or clinics, and by analyzing statistically. The verification result for the "system channel" showed that as the perception on the interactivity of inter-organizational system was increasing, the intention for consistent using increased(support hypothesis 1), and then the organization loyalty that is the relationship maintaining indication by using the referral system also increased(support hypothesis 2). And the confirmation result for the "organization channel" indicated that the perceptive interactivity on the counterpart increased as the understanding on the interactivity of inter-organizational system increased(support hypothesis 3), consecutively, with the intuitive relation benefits increase with the counterpart(support hypothesis 4) the organization loyalty means the intention to maintain the relationship was confirmed to increase(support hypothesis 5). These results demonstrate that when the perceived interactivity in using many systems at the collaboration between organizations is increasing, the positive image on the systems creates the consistent system using intention, and the positive image increases the wants for preserving the relationship with counter organization. In addition, the perceived interactivity of inter-organizational system users affects directly on the perceived interactivity of the counter organization, so the important role of inter-organizational system in promoting the interactivity between cooperative counterparts was recognized. And the perceived interactivity on the counter organization become greater, the influence on the perceived benefits from cooperation is positive. Therefore, the perceived interactivity by using inter-organizational system was confirmed as a prerequisite for the continuous relationship.

Exploring How to Develop Teaching & Learning Materials to Create New Problems for Invention ('문제 만들기' 활동을 통한 발명 교수·학습자료 개발 방향 탐색)

  • This research aimed to develop problem creating worksheets as a teaching & learning material for problem solving activities and assess its effectiveness. Activity worksheets for creative problem development were established. The effectiveness of the problem-creating classes taught to gifted students in invention was evaluated. In addition, effective strategies for encouraging problem creating and question making in teaching & learning processes were explored. The creative problem identification activity consisted of 5 steps, which are idea creation, convergence, execution, and evaluation. The results showed that elementary and middle school students taught in the classes using this problem-identification worksheet were highly satisfied with the program. This study concluded that it requires an educational environment, government level collaboration, and support to create a mature social atmosphere and educational environment motivating students to keep asking questions and identify problems. Through continual modification, additional ongoing efforts to increase the credibility and the quality of the worksheets as a creative problem solving and learning tool will be needed.

Analysis on Response System in US for Chemicals Driven Marine Pollution Accidents and Korean Response Policy Plan (화학물질 해양오염사고에 대한 미국의 방제체제 분석과 국내의 방제정책 방안)

  • With an entry into force of OPRC-HNS on June 14th 2007, response system against any large scale accidents related to HNS is required to respond rapidly and effectively in a national scale, US national response system and national contingency plan for any chemicals in operation were analyzed to understand the characteristics of management system and response system for any HNS driven accidents in the Us. Main characteristics of the US system were well described as an unified information window and an integrated incident command system supported by response facilities, manpower and technical support from other response organizations through good cooperation. In general, response activities are conducted by private sectors, however, the government will take over response activities in case large scale accidents occur in the Us. Expected expenses for response activities are covered by a type of Superfund in the Us. Several applicable ways are proposed to enable NGO to participate in and reorganize response system in ROK, and are feasible in collaboration with other response organizations and private sectors in the aspects of equipment, technology and manpower, Based upon the above activities, it is desirable to reorganize domestic rules and/or regulations related to response measures in ROK.

Review on the Current Status and Policy on PM2.5 in China (중국 초미세먼지 현황 및 정책 동향)

  • The emission of air pollutants in China has increased rapidly as its economy expanded over the last decades. The Chinese government has recently acknowledged the seriousness of the resulting air pollution and is trying to improve air quality in many ways. Here, we review the air quality control and management policies in China, one of our closest neighbors, because these policies may also influence the air quality in Korea. This study examined the recent policies on $PM_{2.5}$ reduction and analyzed the variation in air quality and air pollutant emissions in China. The ambient air quality and emission standards in China have been strengthened, based on China's Air Pollution Prevention and Control Action Plan of 2013. As a result, the annual mean concentration of $PM_{2.5}$ in 2015 in 74 large Chinese cities declined by 23.6% compared with 2013 values. Coal consumption in China also has been reduced by more than 10% per year since 2013. Furthermore, the laws controlling atmospheric emissions were revised again in 2016, and an air pollution forecasting and warning system was implemented to help manage air pollution problems. At present, the Chinese government is trying to evaluate its policies on $PM_{2.5}$ and find a new paradigm to mitigate ongoing $PM_{2.5}$ pollution. In this context, a joint study between Korea and China has been initiated to investigate the characteristics and sources of ambient $PM_{2.5}$ and to identify factors contributing to the high $PM_{2.5}$ concentrations in northeast China. We expect that this academic collaboration will benefit both countries in their search for new policies for $PM_{2.5}$ reduction.

A Study on the Measures of Seafarer Supply with Statistical Comparison of Maritime Graduates Career Path for the Republic of Korea and the Philippines (한국과 필리핀 해양계 졸업생 진로의 통계적 비교를 통한 선원 공급 대책에 관한 연구)

  • The projection on the demand for seafarers is seen to continue to rise in consonance with the world's fleet increasing tonnage. It is also expected that recurring officer shortages is paramount when global markets bounce off from the economic downturn it experienced for the last few years. In BIMCO/ISF(The Baltic and International Maritime Conference/International Shipping Federation) report for 2010, a continuous effort to produce competent seafarers should be adapted and as much as possible, reduce the wastage in the industry to address the looming scenario. The Republic of Korea, an OECD member, is a powerhouse in shipbuilding industry and has also had continued to show also an expanding trend in its fleet. On the other hand, the Philippines is still acknowledged as the main source of manpower for ocean-trading vessels. In this paper, a statistical comparison of maritime graduates' career path between the two countries is presented. In conclusion, it is suggested that a mutual co-operation between the Republic of Korea and the Philippines can be established with focusing on international maritime education and training collaboration.

The Effect of Smart Work Quality on Collective Intelligence and Job Satisfaction (스마트워크 품질이 집단지성 및 직무만족에 미치는 영향)

  • Purpose - As the rapid development of ICT has been made recently, many domestic companies are trying to introduce smart work infrastructure. The purpose of institution of smart work is to enhance their performance. To this end, it is necessary to advance the way of working. Developing employees' collective intelligence should be regarded as a prerequisite for advancing the way of working. Job satisfaction of the employees is another important factor to enhance organizational performance. So this study aims to provide the theoretical background of systematic approach to smart work quality by empirically analyzing the effect of smart work quality on collective intelligence and job satisfaction. Research design, data, and methodology - A structural equation model was designed to examine cause-and-effect relationships among three latent variables(smart work quality, collective intelligence, job satisfaction). Three hypotheses were formulated. The first hypothesis is that the effect of smart work quality on collective intelligence will be positively and statistically significant. Likewise, the second hypothesis is that the effect of smart work quality on job satisfaction will be positively and statistically significant. Finally, the third hypothesis is that the effect of collective intelligence on job satisfaction will be positively and statistically significant. Based on the previous researches, 34 questionnaire items were developed to measure the effect of the three variables. The survey was conducted on 162 employees who are working under smart work environment. The number of the effective questionnaires for the analysis was 154. PASW Statistics 18 and AMOS 18 were used for the statistical analysis. Results - The validity and reliability test for questionnaire items have been carried out. From the factor analysis, 1 out of 34 items was eliminated. As a result, 33 out of 34 items were used for analyzing. The values of Cronbach's α ranged from 0.701 to 0.910, indicating the acceptable reliability of the questionnaire items. The values of χ2, df, CFI, TLI, RMSEA of the model are 102.838, 51, 0.949, 0.935, 0.082, respectively. So the structural equation model was statistically significant. The first and third hypotheses were supported. But the second hypothesis was rejected. Conclusions - An analysis using structural equation model showed meaningful implications about the effect of smart work quality on collective intelligence and job satisfaction. First, as the five quality elements of the smart work improved, the level of collective intelligence increased. Second, the statistical analysis showed smart work didn't have a direct effect on job satisfaction, which is inconsistent with the prior findings. The main purpose of smart work is to help achieve greater performance. The companies also need to make efforts to improve job satisfaction of their employees along with achieving greater performance. Third, an organization with higher level of collective intelligence showed greater job satisfaction. The companies under smart work environment need to develop functions to encourage participation, sharing, openness, and collaboration. This research will provide useful information for the companies which want to introduce smart work, distribution information system, management information system, etc.

Meta-analysis of Site Distribution and Researcher Network of the Korean Society of Limnology: 1968~2017 (한국 육수학 연구지 분포의 메타분석과 연구자 네트워크 변화: 1968~2017)

  • We analyzed research topics, temporal distribution of field sites, and researcher network of 1,508 limnology publications in the Korean Journal of Limnology (1968~2012) and the Korean Journal of Ecology and Environment (2013~2017). We found that water quality and sediment, phytoplankton, invertebrates, and fish were major subjects during the study periods. Survey of flora and fauna and physiological experiment of freshwater species were the largest subjects during 1970~80s, while other subjects including production, behavior, modeling, and ecological assessment have been rapidly increased since the 1990s. Most of the biological taxa equally studied lotic and lentic system, however, invertebrates and fish related studies more focused on the lotic system. Spatially, the field site of Korean limnology studies was found to be concentrated in main river channels runs through urban areas and artificial lakes than preserved natural areas. Freshwater system, located at the elevation range of 301~400 m (upstream of main channels), had the lowest number of field sites. Collaboration among researchers and different institution types have been steadily increased and expanded as the number of publications increased.

The Present Situation and Tasks of University Nursing Education in Korea (한국 간호교육의 현황과 과제)

  • This study was intended to grasp the history of nursing education from the beginning to the present in Korea, and grip and look-out current diversified systems of nursing education on basis of February, 2000 through literatural review and investigation by close telephone interviews. The basic nursing educational institutions in the whole country were total 113, namely, 3 years course, 65 junior colleges of nursing, and 4 years course, 48 colleges of nursing. And there were 3 types of continuing nursing educational system: two of three were transferring to another college for gain bachelor's degree in nursing; RN-BSN programs and university of broadcasting, and the other was the system of independent learning and then examination for BSN. Total nursing graduates from junior college of nursing courses and college of nursing courses were 7,564 on February, 1999. In general graduate school, the number of master courses were 21 and Ph.D courses were 13. And the number of special graduate schools were 21, i.e., graduate school of education were 7, graduate school of administration were 2, graduate school of public health were 11 and graduate school of industry was 1. As the perspective on nursing education, we overviewed changing nursing organizational environment, increasing the system of continuing education, making standards in nursing education and systemization of nursing educational accreditation, specialization of nursing, information system in nursing education and education of graduate school. The summary of the above overviewed subjects were as follows; Every nursing educational institution needed to educate by educational criteria and standard and characteristically run BSN and graduate courses. Specialization in nursing has to develop more and more, therefore advanced education and law should be prepared appropriately. According to the age's and social needs, we have to establish counter-plan for fundamental educational environment. We have to sensitive to rapidly changing information in the era of globalization. In the level of university education, each university needs characterization of educational objectives, goals and contents, and has to replace the shortage of the number of professor. And the regulation of thesis and dissertation examinations need to be reinforced. Education in nursing should consists with specialization. Collaboration among universities will bring efficiency in the nursing education.

Exploring the Components and Functions of Scaffolding in Open Inquiry through Factor Analysis (요인 분석을 통한 개방적 탐구의 스캐폴딩 요소 및 기능 탐색)

  • The purpose of this research was to identify the components of scaffolding in open inquiry and to explore the functions of teachers' scaffolding, which is necessary to support students' open inquiry. In order to identify scaffolding components, at first, we conducted a survey using a questionnaire on what students think about open inquiry on 110 students who performed open inquiry in two middle schools, and then carried out factor analysis based on the survey results. It was attempted to investigate students' perception through focus group interviews corresponding to scaffolding components that were identified through factor analysis. Also, we examined teachers' empirical view of scaffolding functions in open inquiry through in-depth interviews with four teachers. The results of exploratory factor analysis revealed that there were five scaffolding components of open inquiry: motivation, planning, strategy, environment and participation. The results of focus group interviews showed that students experienced difficulties in planning, strategy, environment and participation components, except for motivation component. In particular, students asked for support to strengthen the participation component, which means recognizing their role, active participation and collaboration with peers. Meanwhile, the results of in-depth interviews with teachers showed that teachers' empirical views of scaffolding function in open inquiry were categorized as cognitive (conceptual, metacognitive), emotional (motivational, arbitrative) and strategic. Interviewed teachers preferred the strategic scaffolding and cognitive scaffolding to the emotional scaffolding. Based on the results, we also discussed the implications for performing open inquiry effectively.
