해안 매립지에서 과거 해안선의 산정 (I): 항공사진의 이용 (Estimation of Historical Shorelines on a Coastal Reclaimed Land (I): The Use of Aerial Photographs)

  • 본 논문은 매립지에서 과거의 해안선을 산정하는 방법과 문제에 대하여 논의하였다. 우리나라 해안토지의 미등록 실태는 공유수면 매립 시 복잡한 토지소유권 분쟁을 초래할 수 있다. 과거의 해안선은 지적경계와 달리 해안선 정의에 대한 제도적 미흡과 더불어 해안선 변화의 특성으로 인하여 다양한 위치의 해안선이 제시될 수 있으며, 이는 해안빈지 및 포락지의 면적 산정에 직접적인 영향을 미친다. 안정국가산업단지에 대한 사례연구를 통하여 이러한 문제를 저감할 수 있는 체계적인 해안선 조사 방법을 제시하였다. 해안선 변화가 없는 암반해안을 대상으로 매립 이전에 촬영된 항공사진을 이용하여 조위에 근거하는 해안선을 산정하였다. 이를 지상 지형 측량 성과와 비교한 결과, 항공사진측량에 의한 해안선의 정확도는 신뢰할 만한 수준이었다.

Satellite Monitoring of Reclamation and Land Cover Change Neighboring Tidal Flats on the West Coast of North Korea: Comparative Approaches Using Artificial Intelligence and the Normalized Difference Water Index

  • North Korea is carrying out reclamation activities in tidal flat areas distributed throughout the west coast. Previousremote sensing research on North Korean tidal flats either failsto reflect recent trends or focuses on identifying and analyzing tidal flats. Thisstudy aimsto quantify the impact of recent reclamation activitiesin North Korea's coastal areas and contribute knowledge useful for determining the best remote sensing methods for coastal areas with limited accessibility, such as those in North Korea. Using Landsat-8 OLI images from 2014-2022, we analyzed land cover changesin an area on the west coast of Pyeonganbuk-do where reclamation activities are underway. Unsupervised classification using the normalized difference water index and the random forest classification technique were each used to divide the study area into classification groups, and changes in their areas over time were analyzed. The resultsshow a clear decrease in the water area and a tendency to increase cultivated area,supporting the evidence that North Korea'sreclamation isfor agricultural land expansion.Along coasts behind seawalls, the water area decreased by nearly half, and the cultivated area increased by over 2,300%, indicating significant changes and highlighting the anthropogenic nature of the cover changes due to reclamation. Both methods demonstrated high accuracy, making them suitable for detecting cover changes caused by reclamation. It is expected that further quality research will be conducted through the use of high-resolution satellite images and by combining data from multiple satellites in the future.

  • The elevation of reclamation work in the coastal area for the industrial complex is determined through the investigation and review of marine conditions, drainage plan and fill materials. The embankment to be constructed with crushed stone on the soft soil should be safe against the wave force, immediate and long term consolidation settlement, overturning and sliding due to self-weight and other forces. Because of lack of fill material from the borrow pit, the soft marine clay to be dredged shall be used as the reclamation material. And Paper Drain Board is used as the improvement method for the deep soft clay strata.

온산 항만 시스템에서 조류와 수질 변화 시뮬레이션 (Simulation of Tidal Flow and Water Quality in Onsan Harbor System)

  • Tidal flow and water quality were simulated in this paper to assess environmental impact caused by pier construction projects in Onsan harbor system. The Surfacewater Modeling System (SMS) was applied to the Onsan harbor system, where coastal reclamation and dredging were planned to build the piers. A finite element mesh was constructed and refined to cover the complicated geometry of the Onsan harbor and the proposed reclamation area. The time variable change of tidal height at harbor inlet was given as an input condition to tidal simulation. The water quality simulation was based on the discharge rate of suspended solids at the reclamation area. The simulation results have shown reasonable agreements with real situations in both tidal flow and water quality. According to the proposed plan, tidal flow and water quality were predicted during and after the pier construction. The tidal simulation study showed that there would be no discernible change of tidal current in the harbor except for the dredged area. The water quality simulation, however, predicted that suspended solids would increase significantly near the reclaimed and dredged areas during construction.

어항 및 항만개발의 친수공간 조성에 관한 연구 (Studies on the Composition of Water-Friendly Space in Port and Harbour Development)

  • The composition of water-friendly space in the port and harbour developments provides the accessibility to the sea and thus resting & recreational function of the local citizen, which should be treated importantly for the eco-friendly coastal development. However, the high demand on water-friendly space can induce another environmental problem because most port and harbour developments require marine reclamation and the water-friendly space are made up on the reclamation area. The present study analysed the problems and suggested matters to be considered in composing the water-friendly space of port and harbour developments. The study also established the management direction by site characteristics of port and harbour. In addition, we attempt to find a plan to avoid the water-friendly space composition with environmental damage and to secure the environmental and public soundness in site selection, land use and facilities plan based on case studies.

  • The study tries to suggest one kind of method for measuring expost commutative fisheries damages caused by a large scale coastal reclamation. The situation of fisheries damages which the paper is considering is different from those of general cases:the latter is a priori investigation but the former is a posteriori one. Therefore we need a different approach for exact measurement of such kind of fisheries damages. The key contribution of the paper is to try to estimate a decreasing production function using the results of present investigation and several statistical data about our coastal fisheries productivity and environmental deterioration. Using the function, the paper tries to derive the expected catch amount and damage amount.

  • This paper tries to suggest one kind of estimation method of compensation for restriction in licenced fisheries caused by a large scale coastal reclamation under Code 62 of the Fisheries Act. To do so, the paper focuses on estimating the restriction rate of licenced fisheries through introducing several new factors for calculating the amount value of compensation, such as the restriction rate of fishing area, the decreasing rate of fishing time and the variation rate of fishing cost. Finally, the paper tries to apply the method to the case of compensation fer fisheries damage at the Incheon coastal area caused by the construction of the base of LNG of 1992.

영산강지구 대단위간척지 개발로 인한 조석변화에 대한 수치실험 (A Numerical Experiment of Tide Changes due to the Development of Land Reclamation near the Youngsan River)

  • Tidal current and water level change in coastal waters are formulated in terms of mathematical models. A systematic discussion of the derivation of a set of governing equations, expressing conservation of mass and momentum is presented. A simplification is introduced by integrating all variables and equations over the total water depth, the Solution of the formulated problem is achieved by using the finite difference method(FDM). The applied study area is taken from Mokpo harbor and its adjacent coastal water which have significant hydrographical changes due to the construction of the estuary barrage and land reclamation work of estuary barren. Some comparisons with the observed current and water level changes the numerical solutions are found to be considerably fit well for the recent coastal water motion.

  • The purpose of this study is to find the variation of sedimentation patterns after Saemangeum reclamation. Residual flow after Saemangeum reclamation was calculated prognostically from the observed water temperature and salinity data in May 1992 by the Marine Development Institute of Gunsan National University and wind data which were obtained from spring 1969 through winter 1977 by the Kunsan Meteorological Observatory. Three dimensional movements of injected particles due to currents, turbulence and sinking velocity are tracked by the Euler-Lagrange method. When suspended sediments with the size of soil grain of 30 ㎛ are injected in the Sinsi drainage sluice, their dispersion range of sediment is around Gogunsan islands. When suspended sediments with the size of soil grain of 200 ㎛ are injected in the Garyeok drainage sluice, their dispersion range of sediment was around the Garyeok drainage sluice and Byeonsan coastal area.
