농어촌용수 및 농업생산기반시설에 대한 기후변화 취약성 관련인자 중요도 평가 (Prioritizing the Importance of the Factors Related to the Vulnerability of Agricultural Water Resources and Infra-structures to Climate Change)

  • As the impacts of climate change have been emerged all the way through society, the potential risks specifically on agricultural water and facilities are recently getting concerned. Evaluating vulnerability of agriculture to climate change on is a time-tested strategy. While a number of researches on the adaption and mitigation of climate change were performed in various aspects for sustainable agricultural production, the vulnerability of management system for agricultural water and infrastructure has not been investigated yet. This study is aimed to clarify the definition of vulnerability to climate change, find the major indicators able to presume the vulnerability, and finally determine the relative importance of the indicators based on the specialist questionnaire survey and its analyses. The lists of indicators for major parts of agricultural water management such as, water use, flood control, reservoir related issues, and pumping and drainage systems are initialized referring to the related precedent studies. The primary survey was conducted in the form of Delphi to complement the list and methods and the main survey was then conducted using AHP(Analytic Hierarchy Process) technique to quantitatively prioritize the indicators. The results derived in this study would be directly adopted in weighting importance of indicators to investigate the indicator-based vulnerability analysis to climate change in agricultural water and infrastructure management.

기후변화에 따른 주요 벼 병해충에 의한 벼 생산의 취약성평가 (Vulnerability Assessment of Rice Production by Main Disease and Pest of Rice Plant to Climate Change)

  • Rice is a main crop and rice field is the most important farmland in Korea. This study was conducted to propose the methodology assessing impact and vulnerability on rice production by climate change at the regional and national level in Korea. We evaluated a vulnerability of rice paddy according to the outbreak of a main disease and pest of a rice plant. As results, Jeju-do, Gyeongsangnam-do, and Jeollanam-do were more vulnerable area than others. In contrast, the southern central region including Gyeonggi-do was less vulnerable than others. The vulnerable index was significantly higher in 2050s (0.5589) than in present (0.3500). This result showed that the vulnerable to the disease and pest enlarge in the future. The adaptive capacity highly contributed to the vulnerability assessment index. The daily maximum temperature of June and the daily average temperature from May to August also contributed the climate exposure index. The area of occurring sheath blight, rice leaf blast and striped rice borer was related to the system sensitivity index. The ability of water supply (readjustment area of arable land per paddy field area) and rice production technique (rice yield per hectare) were the highly contributed variables to the adaption capacity index.

지자체 기후변화 적응대책의 현황과 과제 : 건강분야를 중심으로 (The Present Status and Issues of Local Government Adaptation Plans for Climate Change: Focusing on the Health Sector)

  • Objectives: In this study, an analysis was performed on local government adaptation plans for climate change focusing on the health sector. The limitations of past study results have been summarized and new research subjects for preparing for the advanced second period (2018-2022) of the local government adaptation plan for climate change have been suggested. Methods: First, a review of the literature related to vulnerability assessment and adaptation plans was performed. Next, a comparison among the 16 metropolitan governments' vulnerability assessment results and adaptation plans was made. Lastly, a classification of the adaptation policy and budgets to compare with their real budget amounts was performed. Results: The results show that there is a categorizing discrepancy between vulnerability assessment and adaptation policy. In addition, their adaptation budget amounts turned out to be too large in comparison with the actual budget amounts. Conclusion: The first period (2013-2017) local government adaptation plans for climate change had some limitations. This is because there was a rapid driving force for establishing adaptation plans under the green growth strategy in Korea. Now, we are confronting a risk of adaptation to climate change. By expanding this approach, the government would be able to set up a detailed policy to improve the plans during the second period.

기후변화 시나리오에 따른 소규모 저수지의 홍수 취약성 평가 - 경기도 내 저수지를 중심으로 - (Assessment of Flood Vulnerability for Small Reservoir according to Climate Change Scenario - Reservoir in Gyeonggi-do -)

  • Most of the reservoirs managed by the city and county are small and it is difficult to respond to climate change because the drainage area is small and the inflow increases rapidly when a heavy rain occurs. In this study, the current status of reservoirs managed by city and county in Gyeonggi-do was reviewed and flood vulnerability due to climate change was analyzed. In order to analyze the impact of climate change, CMIP6-based future climate scenario provided by IPCC was used, and future rainfall data was established through downscaling of climate scenario (SSP8-8.5). The flood vulnerability of reservoirs due to climate change was evaluated using the concept provided by the IPCC. The future annual precipitation at six weather stations appeared a gradual increase and the fluctuation range of the annual precipitation was also found to increase. As a result of calculating the flood vulnerability index, it was analyzed that the flood vulnerability was the largest in the 2055s period and the lowest in the 2025s period. In the past period (2000s), the number of D and E grade reservoirs was 58, but it was found to increase to 107 in the 2055s period. In 2085s, there were 17 E grade reservoirs, which was more than in the past. Therefore, it is necessary to take measures against the increasing risk of flooding in the future.

기후변화 취약성 지수 산출을 위한 한반도 관측 기후 특성 분석 (Analysis of Climate Characteristics Observed over the Korean Peninsula for the Estimation of Climate Change Vulnerability Index)

  • Climate vulnerability index is usually defined as a function of the climate exposure, sensitivity, and adaptive capacity, which requires adequate selection of proxy variables of each variable. We selected and used 9 proxy variables related to climate exposure in the literature, and diagnosed the adequacy of them for application in Korean peninsula. The selected proxy variables are: four variables from temperature, three from precipitation, one from wind speed, and one from relative humidity. We collected climate data over both previous year (1981~2010) and future climate scenario (A1B scenario of IPCC SERES) for 2020, 2050, and 2100. We introduced the spatial and temporal diagnostic statistical parameters, and evaluated both spatial and time variabilities in the relative scale. Of 9 proxy variables, effective humidity indicated the most sensitive to climate change temporally with the biggest spatial variability, implying a good proxy variable in diagnostics of climate change vulnerability in Korea. The second most sensitive variable is the frequency of strong wind speed with a decreasing trend, suggesting that it should be used carefully or may not be of broad utility as a proxy variable in Korea. The A1B scenario of future climate in 2020, 2050 and 2100 matches well with the extension of linear trend of observed variables during 1981~2010, indicating that, except for strong wind speed, the selected proxy variables can be effectively used in calculating the vulnerability index for both past and future climate over Korea. Other local variabilities for the past and future climate in association with climate exposure variables are also discussed here.

시흥시 기후변화 취약성 평가 연구 (A Study on Vulnerability Assessment to Climate Change in Siheung-si)

  • 본 연구는 시흥시의 기후변화에 대한 영향을 최소화하고, 시흥시 기후변화 대응계획을 수립하기 위한 연구로 시흥시 15개 동을 대상으로 취약성 평가를 실시하였다. 본 연구에서는 기후노출, 민감도, 적응능력 3가지 지표를 활용하여 지자체의 기후변화 취약성을 분석하였으며, 각각 지표별로 선정된 대리변수들을 활용하였다. 기후노출 지표 값 계산을 위해 기상청 기후변화정보센터에서 제공하는 전자기후도의 RCP(Representative Concentration Pathways) 남한상세 시나리오를 활용해서 시흥시의 기상자료를 활용하였고, 미래에도 이러한 추세가 지속할 것이라는 가정을 통해 분석하였다. 시흥시 취약성 평가결과, 시흥시는 풍수해 및 집중호우 시 도로와 농경지의 침수에 취약하고, 여름철 폭염으로 인한 건강 영향에 주의가 필요한 것으로 나타났다. 기후변화 영향은 도시의 대응능력에 따라 피해규모와 크기가 다른 만큼 영향 파악과 취약성 분석을 통해, 대책을 마련하는 연구가 필요하다. 본 시흥시 취약성 평가 연구는 시흥시의 기후변화 대응계획에 활용하고, 그에 따른 정책의 우선순위를 판단할 때 참고자료로 활용할 수 있고, 전국 228개 기초지자체에서 기후변화에 대응하기 위한 취약성 평가 연구를 진행하는 데 도움을 줄 것으로 기대한다.

  • 기후변화는 시스템의 취약성을 증가시키는 매우 중대한 요인 중 하나이다. 그러므로 다양한 방법으로 취약성을 평가하여, 그 영향을 최소화시키는 방향으로 적응정책을 수립하도록 하는 것은 매우 중요한 일이다. 그러나 취약성 계산을 위해 고려하는 다양한 대리변수들이 취약성을 적절히 표현하고 있는지에 대한 고찰은 잘 이루어지지 않고 있다. 그러므로 본 연구는 기후변화 취약성을 계산하기 위해 고려되는 다양한 대리변수들 가운데 재난 및 안전관리 교육에 관련된 변수들이 비구조적 적응능력을 대표하기 위해 고려되어야 한다는 것을 전문가들의 설문조사를 통해 보였다. 조사결과, 교육대상과 지역의 특성에 따라 재난안전교육이 기후변화 취약성에 기여하는 정도가 달라질 수 있음을 알 수 있었다. 이 결과는 향후 기후변화 적응정책을 수립하는데 지역별 기초자료로 활용될 수 있을 것이다.

기후변화에 따른 제방의 홍수취약성지수 민감도 분석 (Sensitivity analysis of flood vulnerability index of levee according to climate change)

  • 본 연구에서는 하천 제방에 대한 홍수취약성을 평가하는 새로운 기법을 제시하고 기후변화에 따라 변화하는 수위에 대하여 제방에 미치는 영향을 분석하였다. 이를 위해 먼저 2차원 지하수침투 모형인 SEEP/W를 이용하여 제방의 침투거동을 분석하여 침투안전성을 평가하였다. 침투거동뿐만 아니라 기후변화에 따른 하천환경여건을 고려하는 제방의 취약성 분석 기술이 필요함으로써 본 연구에서는 추가적으로 제방의 취약성 분석에 필요한 인자를 도출하여 제방의 홍수취약성지수(levee flood vulnerability index; LFVI)에 의한 취약성 평가기법을 새로이 개발 하였다. 대상지역을 한강 본류 서울 구간으로 선정하여 하도별 제방의 크기를 조사하였고 조사한 제방을 상류부, 중류부, 하류부로 구분하여 3개의 대표 제방을 선정하였다. 이들 대표 제방지점에서 현재의 계획홍수위와 기후변화 시나리오 RCP8.5를 고려한 계획홍수위를 적용하여 제방의 활동 안전율과 제방홍수취약성지수를 분석하였다. 그리고 제방홍수취약성지수를 구성하는 각각 인자들에 대하여 기후변화에 따른 변화 정도를 파악하였다. 이들 인자들을 종합적으로 활용한 제방홍수취약성지수 값을 이용하여 최종적으로 기후변화에 따른 제방의 취약성을 추정할 수 있도록 하였다.

한반도 지역의 기후변화에 의한 고산·아고산 식생 취약성 평가 (Vulnerability Assessment of Sub-Alpine Vegetations by Climate Change in Korea)

  • This study's objects are to predict distribution and to assess vulnerability of sub-alpine vegetations in the Korean peninsula for climate change using various climate models. This study validates relationship between sub-alpine vegetations and environmental factors using Pearson correlation analysis. Then, the future distribution of sub-alpine vegetations are predicted by a logistic regression. The major findings in this study are; First, spring mean temperature (March-May), total precipitation, elevation and warmth index are highly influencing factors to the distribution of sub-alpine vegetations. Second, the sub-alpine vegetations will be disappeared in South Korea and concentrated around Baekdu Mountain in North Korea. North Korea is predicted to have serious impact of climate change because temperature will be increased higher than in South Korea. The study findings concluded that the assessment of the future vulnerability of sub-alpine vegetations to climate change are significant.

국제연합개발계획의 기후변화 적응 정책 체계 소개 (UNDP's Adaptation Policy Framework for Climate Change)

  • United Nations Development Programme (UNDP) introduced the Adaptation Policy Framework (APF) to support the developing countries in order to help to make adaptation policy and strategy to climate change. This study provides the summary of the APF and will help for preparing policy regarding the impact of climate change and its adaptation. APF consists of five basic and two cross-cutting steps. Five basic steps are made of (a) defining project scope and design, (b) assessing current vulnerability and adaptation, (c) assessing future climate-related risks, (d) developing an adaptation strategy, and (e) continuing the adaptation process. Cross-cutting steps consist of engaging stakeholder and enhancing adaptive capacity. The project scope and design process includes four major tasks: scope the project and define its objectives, establish the project team, review and synthesize existing information on vulnerability and adaptation, and design the APF project. The main purpose of assessing current vulnerability and adaptation is to understand the characteristics of current climate-related vulnerability in priority systems and the scope of adaptive responses. Future climate-related risks are assessed in order to characterize future climate-related risks, so that adaptation policies and measures can be designed to reduce the system's exposure to future climate hazard. In developing an adaptation strategy, all of the preceding APF-related work is synthesized into a well-considered strategy that can direct real adaptation action. Continuing the adaptation process is in order to implement and sustain the APF-strategy, polices, and measure. The purpose of involvement of stakeholders is to communicate between individuals and groups about projects. Finally, enhancing adaptive capacity provides guidance on how adaptive capacity can be assessed and enhanced.
