A Study on the Establishment of Basic Policy for the Operation of Sejong City Library (세종시립도서관의 운영 기본 정책 수립에 관한 연구)

  • This study was a basic study for the establishment of basic policies for the operation of Sejong City Library. It was intended to establish and operate the functions and roles of Sejong City Library by conducting a general survey on the current status, user demand, expert opinion, and librarian opinion survey. As a result, the Sejong City Library is the representative library of Sejong Special Self-Governing City, which oversees all public and small libraries in Sejong Special Self-Governing City and carries out support and cooperation projects, and should improve the development of the local community and the quality of life of local residents by providing more convenient and equal access to provide information services and cultural programs. Second, apart from providing library services to local residents in Sejong Special Self-Governing City, the functions of the Sejong Special Self-Governing City's representative library and hub library, knowledge and information center, lifelong education center, social and cultural center, leisure culture center, leisure and convenience center, and furthermore, it should function as a policy information support center. Finally, in order to enhance the brand value of Sejong City Library, the Sejong City Library as a landmark in Sejong area, the Sejong City Library as an art and cultural hub in Sejong area, the Sejong City Library as a complex cultural space in Sejong area, and the Sejong City Library as a center for Sejong Studies were proposed.

A Method of Commerce Activation of the Old City-Center of Jeju City Using Augmented Reality Technology (증강현실을 활용한 원도심 상권 활성화방안)

  • Jeju City is one of the cities where decline of old city-center is appearing due to the reduction of residential and floating population. The decline of old city-center of Jeju City has been on the rise since the 1990s, and has been intensifying in the 2000s. Jeju City is currently activating specific policies to ensure activation and diversification of the local commercial area. In this paper, we propose a new method to increase the number of visitors to Jeju-Mokkwana by using Augmented Reality technology for activating commerce of old city-center. Various Augmented Reality contents based on smart-phone are implemented and operated in Jeju-Mokkwana. Also the survey is conducted to 574 visitors who have experienced online/offline promotion for analyzing effects. Survey results show that the proposed method can be effectively used to activate the old city-center by increasing the floating population.

A Reconstructive Study on the Urban Structure of the Original Masan Early in the 20th Century (20세기 초 원마산(原馬山) 도시공간의 복원적 연구 -1912년을 기준으로-)

  • This study aims at examining the background and development process of Masan city after Koryo Dynasty, making a reconstructive map of Original Masan using the first registration maps made in 1912 and analyzing the urban structure of the Original Masan area. The origin of Masan city went back to Koryo dynasty. Around 1040 Koryo government placed an official shipping facility in Masan to transport the taxed grain to the capital city. After that Masan became an important port covering the southern part of KyungSang-Do. And the urbanization of the Original Masan began to bud after a shipping facility was again established by the Chosun Dynasty in 1760 and strengthened in the 19th century after the social standing system was broken and many peasants moved to cities as daily workers. In 1899 Masan was forced to be opened to foreign powers and they placed an international settlement distanced from the area(Original Masan). After this many Japanese advanced to the international settlement and further to the area. The advancement of Japanese brought a critical change in the urban structure of the area. Land was owned by Japanese and many modern sysytems were introduced such as modern buildings, new roads, railroad and modern factories. According to the reconstructive map of the area, 80.5% of land lots are less than $200m^2$ showing the size of each land lot is comparatively small. And Japanese occupied 31.5% of the land in the area. Their land was located on the stratigic points near the port and the center of commerce. The ratio of the road area to the whole land was around 14%, not so low for urban areas in that time. The reconstructive map reveals the exact coastline of the year 1912 erased now due to filling the sea and extending the land, Present Masan city has been developed having the Original Masan as its nucleus. The area has been always the center of urban activities for Masan city. Making an exact reconstructive map for the area and analyzing the urban structure of the area in 1912 is a very important work to understand Masan city wholy.

The Geography of Joruney-to-work in the Seoul Metropolitan Area (서울의 통근통행 : 지리적 특성과 변화)

  • This study examines the 1980 Census and the 1987 Travel Survey data sets, in order to identify commuting trends in the Seoul Metropolitan Area. The commuting field of Seoul includes the cities and counties contiguous to Seoul, as well as Inchon, Suwon and Ansan City and Paju County. The study finds little support for the expansion of the commuting field toward distant counties of Kyonggi Province; instead an intensification of commuting within the field is more salient. The most prominent trend, within the city limit of Seoul, is that journey-to-work toward the city center has decreased whereas peripheral journeys increased considerably. The work trips have increased most in the southwestern sector of the city; a moderate increase in the northeastern and southwestern sectors; and decreases in the center and the northwestern sector of the city. Factorial analyses of the work trip data also reveal the emergence of sub-regions of journey-to-work in the peripheries of the city. Such a spatial pattern of commuting changes resemble that of population changes, and correspond in part to the layout of the subway system.

The Validity of Delimitation of City Center by Land Values and the Change in the Land Values of City Center (지가에 의한 도심 경계 설정의 타당성 및 도심의 지가 변화)

  • The purpose of this study is to review how to set city center's boundaries in proportion to the highest land values and to identify the characteristics and influence of the original and the new city center. For this purpose, the land values was compared and analyzed the city of Busan as an example using officially announced land price in 2000 and 2015. The main findings of the study are as follows. First, the method of delimitation city center's boundaries as a percentage of the highest land values depends on the flow of time or the social and economic situation of each city, so a careful approach should be taken. Second, the original city center's land values have a strong influence on the surrounding areas. However, given that the PLVI was moved to the new city center and new city center's land prices has increased, it is predicted that the new city center's area in Busan will grow further in the future.

  • The percentage of postnatal disabled people and elderly population is rapidly increased by the industrialization, and the improvement of medical technology. The disparity between the city and rural area is in the way to disabled people who need rehabilitation. To solve these problems, Community Based Rehabilitation(CBR) is suggested by WHO. In this study, at first, the CBR model considering the specific characteristics of AnSan City are presented. Secondly, the first, the second, and the third rehabilitation facilities in AnSan City are classified by the CBR model. Thirdly, the estimation of optimum space for physical therapy and occupational therapy at rehabilitation center and public health center are sugested, which are the second level rehabilitation facilities. There are some differences in the distribution of population between new and old area in AnSan City. In other words, the subject population of CBR program in old area is relatively higher than that of new area. So, the CBR program for AnSan City must reflect their regional characteristics. In this study, the therapeutic boundaries of second level rehabilitation facilities is decided through the survey of physical therapists and occupational therapists in general hospitals and nursing homes.

The Role of Local Circulation for the Improvement on Urban Thermal Environment (도시 열환경 개선을 위한 국지순환풍의 역할에 관한 연구)

  • In this study the AWS was installed in three areas to analyze creation and characteristics of local wind circulation through observation. According to the result, in night time when mountain wind is well developed showed temperature in A area located in Dalbigol valley and B area adjacent with the valley was lower than C area located in the lowland of the center of city by $1.5\sim4^{\circ}C$. The wind speed was also shown two times stronger than C area. In addition, in terms of wind direction, A and B areas showed east wind consistently according to topographic shapes of Dalbigol valley with high altitude and residential sites of lowland with low altitude. Although the C area didn't show big changes in wind direction due to the effects of city structures, east wind is often seen so mountain wind from Dalbigol valley is found to have an effect at least. Through the analysis of temperature, wind speed, and wind direction, nigh time showed relatively cold mountain wind blew following Dalbigol valley, throughout residential sites and to the center of city with lowland. During the daytime, the temperature in the city with lowland and residential sites is constantly higher than A area located in Dalbigol valley, and strong wind speed following Dalbigol valley, and three areas have $200\sim300^{\circ}$ of main wind direction, so west valley wind throughout the city with lowland and following Dalbigol is clearly formed.

  • The objective of this study is to assess the utilization and satisfactions about public health centers in Korea. For the analysis, the study utilize the nationwide data of 229,229 person on '2010 Community Health Survey' of Ministry of Health & Welfare. The statistical methodology used in the study is ${\chi}^2$, ANOVA, logistic regression model and multiple regression model. This study have four major findings. First, the significant affecting socio-demographic factors in utilizing public health center were gender, age, region, national basic living secured, married, income, education, job, state of health, chronic disease, unmet medical needs and utilization reason. Second, the most serviced category of health center user was vaccination both city and rural area and the next was certificate, primary care, health screening, other use, the mother and child in city area, primary care, health screening, certificate, home visiting health in rural area. Third, the significant affecting socio-demographic factors in satisfaction degree on health center service were age, region, national basic living secured, income, education, job, state of health, utilization degree and reason. Fourth, the most satisfied service of health service center was home visiting health in city area and mental health service in rural area and the next was nutritive control and the lowest satisfied service was user of certificate. The utilization and satisfaction on health center service were identified as different with residental area and user's characteristics. The politic effort are needed to support socially disadvantaged class and to narrow regional gap.

The Netherlands Spatial Development for Port Area in City-Region Focusing on the Case of Kop van Zuid in Rotterdam

  • The Netherlands is a human-made country and an extremely well-designed European country as well. The general Dutch spatial planning for the city and environment takes place at a regional level. The local community determines the primary development conditions, and the prospect is included in a legally binding land-use plan. Especially, Rotterdam is a representative port city as the center of world trade and the gateway to western Europe. According to the history of war, the city reconstruction and the movement of the port area have led to a general change in Rotterdam and the regional redevelopment project on the southern port area of Mass river for the expansion of city functions and the balanced development. The research purpose is to understand the spatial development of the Netherlands city-region based on the analysis regarding the Kop van Zuid project, which is a representative implemented case in Rotterdam. The theoretical framework is the five dimensions and twelve indicators of territorial governance from the TANGO research project by the EU. The target case is assessed by planning and social aspect, respectively, and the results are discussed based on the theoretical framework. This research has the possibility to be utilized as advanced research by the European perspective for spatial development in other city-regions with the port area, such as Incheon and Busan in Korea.

A Study on the Spatial Features by Types of Multipurpose Senior Centers in Seoul (서울시 노인종합복지관의 유형별 공간특성에 관한 연구)

  • The goal to establish one multipurpose senior center in one district of Seoul city has been nearly completed. However, since it is behind the schedule by about 6 years, nearly all senior centers are saturated currently. Therefore, additional foundation plan of senior centers is in progress. Also, the main function of the center has changed from health and leisure to various welfare programs that the elderly living in a community need. In order to supplement these problems, many existing senior centers are using center to the most through addition and change of rooms. To establish the direction of spatial plan at establishing senior centers according to the regional characteristics, 20 cases of Seoul multipurpose senior centers in operation were site surveyed and the results of spatial features by types established and changed corresponding to each condition were suggested as follows: 1. The types were classified according to the shape of floor plan, sectional planning, entry traffic line, linkage with attached facilities and addition method etc. by the characteristics of the elderly in multipurpose senior centers, program operation, linkage of spatial composition by the function, positional relation between centers, management and operation method, and center complication method etc. and the respective features were suggested. 2. By analyzing the gross floor area and the area of each room of senior centers, the features of area by types and the features of area by each detailed center were suggested.
