The Continuity of Operation (COOP) Application to a Local Government for Disaster Risk Reduction

  • Globally, various disasters such as typhoons, floods, earthquakes, fires, explosions have caused work to be halted. If there is a large-scale disaster at public institutions in charge of major national affairs and their works are interrupted, not only will there be property damage, but there will also lead to a decline in national credibility and direct and indirect impacts on the people. Therefore, it is necessary to ensure continuity of operation by minimizing the interruption period of critical operations due to disasters. Overseas advanced countries such as the United States and Japan developed guidelines for Continuity of Operation (COOP) to prevent unexpected work disruptions caused by disasters. Recognizing the necessity of COOP in South Korea, a relevant law has been newly established in 「the Framework Act on the Management of Disasters and Safety」 to enable public institutions to establish the COOP in response to this situation. In this study, the definition, the necessity and overseas cases of COOP were investigated and described. Using the templates developed by these results, operational impact analysis, risk assessment, operational continuity strategies and operational continuity procedures were applied to "A" City Hall in Gyeonggi-do province and those results were described. The objective of this study is to substantially contribute to the introduction of COOP to local governments through their pilot application and implications of COOP.

A Study on Development of Damage Impact Distance Calculation Formula to Determine Evacuation and Notification of Residents in Case of Ammonia Release Accident (암모니아 누출사고 시 주민대피 및 알림 결정을 위한 피해영향거리 산정식 개발 연구)

  • This study attempted to derive an equation for calculating the damage impact distance using CARIS so that local governments can quickly determine evacuation and notification of residents in the event of an ammonia-release accident. Ammonia is an accident-causing substance and one of 16 substances to prepare for resident evacuation. It is the most frequently occurring chemical with 58 chemical accidents from 2014~2019. The study derives an equation for calculating the damage impact distance according to the exposure time of ammonia based on AEGL, an acute exposure standard applicable to the general population, which is includes vulnerable groups such as infants, children and the elderly and designated by the EPA. The calculation formulas for each concentration and exposure time to classify the hazardous area according to AEGL-3 and the semi-dangerous area according to AEGL-2 were derived. A comparison of the relative standard deviation between the damage impact distance values of CARIS revealed that is was in the range of 0~2%. Local governments should consider the actual accident situation and apply the appropriate damage-affected distance calculation formula derived from the study to evacuate residents near the origin of the accident or use for protective measures such as indoor evacuation notification.

A Development of Regional Frequency Model Based on Hierarchical Bayesian Model (계층적 Bayesian 모형 기반 지역빈도해석 모형 개발)

  • The main objective of this study was to develop a new regional frequency analysis model based on hierarchical Bayesian model that allows us to better estimate and quantify model parameters as well as their associated uncertainties. A Monte-carlo experiment procedure has been set up to verify the proposed regional frequency analysis. It was found that the proposed hierarchical Bayesian model based regional frequency analysis outperformed the existing L-moment based regional frequency analysis in terms of reducing biases associated with the model parameters. Especially, the bias is remarkably decreased with increasing return period. The proposed model was applied to six weather stations in Jeollabuk-do, and compared with the existing L-moment approach. This study also provided shrinkage process of the model parameters that is a typical behavior in hierarchical Bayes models. The results of case study show that the proposed model has the potential to obtain reliable estimates of the parameters and quantitatively provide their uncertainties.

A Study on the Management Improvement of Disaster Recovery Resources of Municipality with Field Survey (현장실태조사를 활용한 지자체 재난관리자원 관리 개선 연구)

  • Purpose: The purpose of study was to identify problems in disaster recovery resource management and operation through on-site investigation and utilize them as improvement proposal for disaster recovery resources management by local governments. Method: Areas with high natural and social disasters recorded in historical and yearly records of natural and social disasters, related books, and annual reports for 20 years were selected. The DRSS data of the selected local governments were analyzed and the reserve warehouse were selected for field survey. Result: It is analyzed that the current situation in the city hall and district offices is somewhat insufficient due to heavy work by the working-level officials of local governments on the storage of disaster recovery resources. The actual amount of stockpiles and DRSS data are somewhat different or missing because the input method and criteria are not clear at present when inputting the current data. Conclusion: To improve the management of the disaster recovery resource reserve, it is deemed that education of DRSS and training of best practices for the operation of disaster management resources are urgently needed, and that a systematic management of stockpiles using disaster prevention experts will be required.

  • The subway is the transportation means most commonly used by the citizens of the metropolitan area along with the buses in the metropolitan area and major metropolitan municipalities. However, satisfaction with the signboards is low and the signboards need to be improved. In this study, we investigated the problem of guide signs of city hall and exchange area with L - shaped history structure for guide signs affecting route finding. As a result, it is necessary to confirm whether the moving distance is long and moving accurately to the desired destination due to the L - shaped historical structure in both the station and the alternate area. In both stations, the number of the guide signs, Problems such as installation position, height, other. In this study, the movement within the subway station is classified according to the space. The type of guide sign installation was defined, and the specific principles for guiding the movement route were proposed. This research is expected to be useful as an important basic data for the types and layout of subway stations.

  • This test was performed to evaluate the skin irritation and sensitization of Creocomplex, disinfectant, Containing 10% 4-chloro-m-cresol, 10% didecyl dimethyl ammonium chloride, and 10% glutaraldehyde. In primary skin irritation test, rabbits were dermally treated with Creocomplex for 24 hrs. The disinfectant did not induce any adverse reactions such as erythema and edema on intact skin sites, but on abraded skin sites, some rabbits showed very slight erythema and edema 24hr after topical application. So, the disinfectant was classified as a practically non-irrifating material based on the score 0.13 of primary irritation index. In the skin sensitization test, guinea pigs were sensitized with intradermal injection of 0.1ml Creocomplex for 24 hr. After 1 week, Creocomplex was treated on the site of injection, and challenged 2 weeks later. Creocomplex did not induce any allergic reactions. Therefore, 10% Creocomplex was graded as a weak material from 0 in both sensitization score· and rate. From results of the present study, it is suggested that 10% Creocomplex does not cause contact irritation and sensitization.

A Study on Problem and Improvements of Registration System in Water Leisure Crafts (수상레저기구 등록 시스템의 문제점과 개선 방안)

  • This study analyzed the origin and status of the registration system of water leisure craft to suggest an improvement plan for the ocean leisure industry. To identify the transition of the registration system, related water leisure craft, registration procedures and revised acts from "water leisure safety act", which was established in the early 2000 and enacted since then were examined. To understand the problems raised, the management of the registration system and related other systems were analyzed. The results were as follows. First, the registration system was designed just to check the number of registrations of water leisure craft so it does not provide various and useful information that administrators and registrants want. Second, it is impossible to utilize and reconstruct the information regarding water leisure craft. In addition, the current registration system does not have a data sharing system with the Ministry of Government Administration and Home Affairs so self-governing administrations are not connected to each other or to other electronic government systems. To resolve these problems, the construction of a new registration system is required. The new registration system of water leisure craft should facilitate not only processing registration files and administration work, but also multiple electronic governmental services that provide the water leisure users with useful information and encourage them to learn about their craft management and so on.

Muscle Tissue Distribution Level after Dipping Administration of Streptomycin in Olive Flounder (Paralichthys olivaceus), Rockfish (Sebastes schlegeli), and Red sea bream (Pagrus major) (Streptomycin의 약욕에 따른 양식 어류(넙치, 조피볼락, 참돔)의 근육조직내 잔류량의 변화)

  • The residue depletion of streptomycin was investigated in the olive flounder (Paralichthys olivaceus), rockfish (Sebastes schlegeli), and red sea bream (Pagrus major) after consecutive three days treatment with dipping water at a dose of 20 g/ton water. Fishes were sampled for muscle on 1st, 2nd, 3rd, 4th, and 5th day after treatment. Streptomycin concentrations were determined by high performance liquid chromatography with tandem mass spectrometry. The recovery rates of streptomycin in muscle samples ranged from 87.2 to 102.3% and from 80.4 to 94.1% for the concentration of 0.05 mg/kg and 0.1 mg/kg, respectively. Streptomycin concentrations detected on the 1st day after treatment were 0.066, 0.058, and 0.073 mg/kg in muscles of olive flounder, rockfish, and red sea bream, respectively. At day 2, residue concentrations of all samples were believed to decrease to lower than 0.05 mg/kg, the detection limit. From results of the present study, a withdrawal period of streptomycin is proposed on 3 days after consecutive three days treatment with dipping administration at a dose of 20 g/ton water to avoid the presence of excessive residues of the edible muscles of olive flounder, rockfish, and red sea bream. The present study showed that residue concentrations of streptomycin decreased to below 0.05 mg/kg after treatment 2nd day.

A Study on the Expansion Joint of Concrete Lining and Duct in a Tunnel (터널 콘크리트 라이닝 및 공동구 신축이음 설치방안에 관한 연구)

  • The installation of the expansion joints in a tunnel concrete lining and duct would minimize the cracking at the location of structural shape and stiffness change, differential settlement, big temperature change, and so on. However, it is difficult to determine the required spacing of the expansion joint in a tunnel concrete lining and duct quantitatively because the spacing is influenced by temperature change, structure construction condition, ground-structure interaction, and etc. Nevertheless, a highway specification (Korea Expressway Corporation, 2012) or a road design manual (Ministry of Land, Transport and Maritime Affairs, 2010) specifies that the expansion joint spacing in a tunnel concrete lining should be installed uniformly smaller than 25 m from the tunnel portals to 50 m inside of a tunnel and elsewhre 20-60 m in a tunnel (because there is no specifcation for a duct it is assumed that a duct follows the specfication of lining). This specification results in several construction and economic problems in relation with a tunnel construction. Accordingly, in order to minimize the problems, this study analyzed both domestic and foreign design standards and specifications. In addition, field test, theoretical and numerical analyses were carried out in relation to the expansion joint in a tunnel lining and duct. The purpose of this study is to reestabilish a criterion for installing the expansion joint in a tunnel concrete lining and duct.

A study of participation in health-related decision and self-care competency in patients with chronic disease (만성질환자의 건강관련 의사결정에 대한 참여 정도와 자가간호역량에 관한 연구)

  • This study investigated the correlation between the participation in health-related decisions and self-care competency and the factors influencing self-care competence of patients with chronic disease. The participants were 518 patients with chronic illnesses who were admitted to a public health center. Using a structured-questionnaire, the data was collected from January 1, 2019 to 31, 2019. The data was analyzed using descriptive statistics, t-tests, ANOVA, Scheffé tests, Pearson correlation coefficients and multiple linear regression with the IBM SPSS/WIN 22.0 program. The mean scores on the participation in health-related decisions and self-care competency were 3.62±0.20 and 4.57±0.34, respectively. The main variables that distinguish significant differences between participation in healthcare decisions and self-care capabilities are gender, age, education level, diagnosis, and subjective health status. Self-care competency was positively correlated with the participation in health-related decisions (r=.66, p=.043). Factors influencing self-care competence were education (β=-2.23, p<.001), health concerns (β=0.14, p=.003), subjective health statues (β=2.57, p=.011), and age (β=-0.36, p=.048). The input variables explained .56 of self-care competence. The results of the study indicate that approaches focusing on enhancing the participation in health-related decisions could potentially improve self-care competency of patients with chronic disease.
