A Methodology for Determination of the Safety Distance in Chemical Plants using CFD Modeling (CFD 모델링을 이용한 화학공장의 안전거리 산정 방법론에 관한 연구)

  • As the simple empirical and phenomenological model applied to the analysis of leakage and explosion of chemical substances does not regard numerous variables, such as positional density of installations and equipment, turbulence, atmospheric conditions, obstacles, and wind effects, there is a significant gap between actual accident consequence and computation. Therefore, the risk management of a chemical plant based on such a computation surely has low reliability. Since a process plant is required to have outcomes more similar to the actual outcomes to secure highly reliable safety, this study was designed to apply the CFD (computational fluid dynamics) simulation technique to analyze a virtual prediction under numerous variables of leakages and explosions very similarly to reality, in order to review the computation technique of the practical safety distance at a process plant.

  • Process Safety Management (PSM) system was introduced since 1996 and it makes voluntarily organizing and managing chemical accident prevention system by company itself that contributes to reduce the chemical accidents. However, large or small scaled chemical accidents had occurred frequently in these days. This trend is brought up the necessity to analyze and improve PSM system. In this study, it was conducted by the questionnaire survey and workshop for prevention of major industrial accidents in PSM sites in order to collect extensive opinions from all walks of life and identify overall operation condition. It was proposed to establish improvement plan of implementing condition assessment in PSM system. By results of the study, company's voluntary safety management will be induced by improved PSM system and management plan and it expects to prevent the major industrial accidents.

  • The article 49-2 of Industrial Safety Law requires that all the owners of industrial plants which contains dangerous facilities perform the process safety management. That is, this law requires the owners of industrial plants to take necessary measures to prevent fire, harmful gas leaking, explosion, and other serious accidents that could cause demage and injuries to the employees. So far, domestic chemical plants have tried to invest money and time in safety management. But, such efforts have been made only in chemical plants that were subsidiaries of large business groups. Moreover, since the economic crisis of Korea which is symbolized by the IMF bailout, small and medium size companies could not afford to invest in safety management. Their major concern is to increase productivity and thereby, survive in this crisis. The goal of this research is to develop the process safety management system that can help small and medium size companies to positively secure the process safety management. So, in developing the process safety management system, the financial and practical difficulties of such companies are fully taken into consideration.

  • In a PCB factory, there is a corrosive chemical substance supply system that can causes major leakage accidents. These accidents can give rise to shut down the factory and do residents damage that cause enormous loss of properties. To mitigate these risks, it is necessary to provide a chemical disaster prevention system. Moreover, after considering the situation and environment of the production site, it is of great importance to build an optimal chemical accident prevention system by reflecting risk reduction measures from the point of process design and by assessing quantitative risk based on reliability data. However, because there was no established database of the reliability about facilities and equipment that can be used in the domestic, the business site and consulting organization had being used the reliability data such as USA CCPS(Center for Chemical Process Safety). In these days, Korean institutes are studying on reliability data utilization method of quantitative risk assessment for preventing chemical accidents and domestic utilization algorithms and storage bed of reliability data. This study presents samples of reliability database about the chemical substance supply system that constructed from the history data such as failure, maintenance for 10 years at a PCB factory. Also, this work proposes the safety design criteria for supply facilities of corrosive chemical substance by assessing quantitative risk on the basis of the reliability data.

  • Hazard and operability Review(HAZOP) is widely used as a process safety analysis which systematically identifies potential process deviations and settles the problems. In this paper, we carried out a process hazard analysis using HAZOP in K chemical plant. As a result, we showed that the plant could be operated more saftly and be saved a lot of money by eliminating several existing hazardous factors through the change of processes and designs.

  • In developed countries, the number of accidents has significantly decreased with the introduction of the process safety management system, but it has a regulatory nature and it is difficult to show the actual situation of workplace safety management. Many organizations recommend the use of process safety performance indicators to comprehensively monitor process safety status. In this study, for the application of process safety performance indicators, the related guidelines were compared and analyzed, and the method of using the process safety system of the workplace as an indicator was reviewed. In literature indicators, compliance with procedures is mainly checked, whereas in system-based indicators, procedures or inspections for a specific purpose of the safety system can be clearly identified, and the operation status can be measured and monitored. It can be seen that this characteristic is more advantageous in terms of the clarity of the supplements derived in operating safety management activities. Using this, it is possible to effectively show the level of safety management in the workplace.

  • The identification of thermal hazards associated with a process such as heats of reaction and understanding of thermodynamics before any large scale operations are undertaken. The evaluation of thermal behavior with operating conditions such as a reaction temperature, stirrer speed and reactants concentration in neutralization process of pigment plant are described. The experiments were performed by a sort of calorimetry with multimax reactor system The aim of the study was to evaluate the results of heat of reaction in terms of safety reliability to be practical applications. It suggested that we be proposed safe operating conditions and securities for accident prevention on reactor explosion through this study.

  • Heat is generated during the synthesis and mixing process of chemical compounds due to a change in activation energy during the reaction. A runaway reaction occurs when sufficient heat is not removed during the heat control process within a reactor, rapidly increasing the temperature, reaction speed, and rate of heat generation inside the reactor. A risk assessment was executed using an RC-1 (Reaction Calorimeter) during Friedel-Crafts acylation. Friedel-Crafts acylation runs the risk of rapid heat generation during Active Pharmaceutical Ingredient (API) manufacturing; it was used to confirm the risk of a runaway reaction at each synthesis stage and during the mixing process. This study used experimental data to develop a safety efficiency improvement plan to control the risks of runaway and other exothermic reactions, which was implemented at the production site of a chemical plant.

  • As a way of improving the safety of the chemical facilities, the risk based-inspection(RBI) was executed for the facilities of the applied petrochemical plant using KS-RBI Ver. 3.0 program developed based on the API-581 based resource document(BRD). From an evaluation result of KS-RBI program, we could find the evaluation of the process safety management(PSM) for the applied plant, risk of the applied process, risk of static facilities and pipes, and the demage mechanism of the facilities. Also, we could suggest a proper inspection plan(frequency and method of inspection) using the calculated risk and the status of the facilities. Therefore, the applied plant could be achieved a reduced inspection cost by an extension of inspection frequency, improved productivity, improved reliability of the facilities, and a computerized history management.

  • In the chemical process industries, accidents have a high potential and large effects on catastrophic results. Therefore the safety management for accident prevention plays a crucial role to guarantee the process safety. For these reasons, many systematic methods for safety management system have been widely employed in the fields of chemical processes. PSM (Process safety management) is one of most representative methods. The audit system, which is one of PSM system components, evaluates the performance of PMS system. However, most existing safety audit systems are not systematic and these are performed based on knowledges and experiences of various specialist. Moreover, the safety audit is only performed based on each independent technical component. So, the results of safety audit are not a quantitative index but only a series of commentaries. Finally, it is very difficult to obtain the comparison with other plants or industries. In this study, the novel systematic method and index-based accident database of auditing safety management systems for quantitative assessment are proposed. First, the elements of safety audit replace technical methods to categories of accident database. The F-N curve of each category for accident database is employed to derive the index for quantitative assessment. The Accidental Factor Risk Index (AFRI) is suggested for evaluating the effect of each element in accident database and safety audit system. The safety audit can be modified according to the proposed index.
