  • Due to the convergence of broadcasting and communications, IPTV services are spotlighted as the that next-generation multimedia services. IPTV services should have functionality such as unlimited channel capacity, extension of media, QoS awareness and are required increasing traffic and quality control technology to adapt the attributes of IPTV service. Consequently, flow based quality control techniques are needed. Therefore, many studies for providing Internet QoS are performed at IETF (Internet Engineering Task Force). As the buffer management mechanism among IP QoS methods, active queue management method such as RED(Random Early Detection) and modified RED algorithms have proposed. However, these algorithms have difficulties to satisfy the requirements of various Internet user QoS. Therefore, in this paper we propose the Flow based AQM(Active Queue Management) algorithm for the multimedia services that request various QoS requirements. The proposed algorithm can converge the packet loss ratio to the target packet loss ratio of required QoS requirements. And we present a performance evaluation by the simulations using the ns-2.

Quality Evaluation for the Diagnosis and Management of Hypertensives by Pubilc Health Doctors (공중보건의의 고혈압 진단 및 치료과정 평가)

  • Background : Little work has been carried out regarding quality assessment research in a primary care setting, comparing with that of hospitals. This study aims to evaluate the process of diagnosis and management of hypertension by public health doctors on the basis of pre-established clinical guideline, and to identify several modifying factors associated with them. Methods : Hypertension was selected as the target disease, because it is a chronic disease which is of great public health importance. Self-administered questionnaires were mailed to public health doctors practicing at health centers and health subcenters across the nation. The response rate was 20.9%. The questionnaire included the diagnosis and management process such as measuring blood pressure, history taking, physical examinations, and treatment approches and potentially modifying factors such as level of training, duration of practice as a public health doctor, and education on management of hypertension. Results : Public health doctors pay little attention in measuring BP, hypertension related history taking, performing physical examination and laboratory examination. But they devoted much effort in diagnosing hypertension exactly and giving nonpharmacological treatment. Among various antihypertensive drugs, calcium-channel blockers were the most preferred agent(50.9%). Level of training, duration of practice ad a public health doctor, and education on management of hypertension made no difference on quality of care(p>0.05). Conclusion : These public health doctors showed poor compliance with the pre-established clinical guidelines, which leaves much to be desired in diagnosing and managing hypertensive patients by public health doctors. This study might be able to contribute to develop some strategies, such as educational programs, which would be able to improve the process of care in hypertensives.

  • In this paper, We studied the operation of distributed ledger technology used as a core technology for smart contracts and the components of distributed ledger technology. As a solution applying the entity of distributed ledger technology to NoE, we proposed the protocol of the distributed ledger technology using the thing user social group management function of NoE protocols being standardized in ISO/IEC JTC1 SC6. The management function of things user social group in NoE provides stable protocol functions and data transmission management, and provides group management functions such as member discovery function and data transmission channel management function. It is expected to be useful for member management functions of distributed ledger nodes by providing a service that apply the component of distributed ledger technology. We intend to actively reflect this technology in the future network functions of ISO/IEC JTC1 SC6, which is undergoing standardization.

The Allocation of Inspection Efforts Using a Knowledge Based System

  • The location of inspection stations is a significant component of production systems. In this paper, a prototype expert system is designed for deciding the optimal location of inspection stations. The production system is defined as a single channel of n serial operation stations. The potential inspection station can be located after any of the operation stations. Nonconforming units are generated from a compound binomial distribution with known parameters at any given operation station. Traditionally Dynamic programming, Zero-one integer programming, or Non-linear programming techniques are used to solve this problem. However a problem with these techniques is that the computation time becomes prohibitively large when t be number of potential inspection stations are fifteen or more. An expert system has the potential to solve this problem using a rule-based system to determine the near optimal location of inspection stations. This prototype expert system is divided into a static database, a dynamic database and a knowledge base. Based on defined production systems, the sophisticated rules are generated by the simulator as a part of the knowledge base. A generate-and-test inference mechanism is utilized to search the solution space by applying appropriate symbolic and quantitative rules based on input data. The goal of the system is to determine the location of inspection stations while minimizing total cost.

Comparison of Distribution Competitiveness of the Mackerel Industry between Korea and Norway (우리나라-노르웨이 고등어산업의 유통 경쟁력 비교 연구)

  • This study examines the mackerel distribution systems in Norway which has a leading mackerel industry, and has the purpose of analyzing the effects of structural improvements for the development of Korea's mackerel industry. The landing and distribution status of Korea and Norway's mackerel industry was compared, and the effects of structural improvements was analyzed under the assumption that a number of factors would be improved after an analysis of competitiveness. Special features of the landing and distribution systems of mackerel in Norway are Reduction of transportation costs and transportation time through E-auctions, fish Pumps, freshness management using state-of-the-art equipment and technology such as sea water cooling systems, direct landing at processing factories and Automation through fully automated sorting & packaging systems. The distribution competitiveness of Korea and Norway's mackerel industry was compared through the qualitative review of landing time and the length of distribution channel, distribution costs due to differences in trading method, quality and hygiene management and merchandising. For Korea's mackerel industry to have international competitiveness, they must have efficiency throughout the phases of landing, processing and distribution systems as observed in case of Norway.

Monetary Policy Transmission during Multiple Indicator Regime: A Case of India

  • The effectiveness of monetary policy critically depends upon how well the transmission mechanism functions, so that the desired impact on output and inflation is achieved. The purpose of this paper is to study the transmission mechanism of monetary policy by analyzing the impact on inflation and output during multiple indicator regime (1998-99 to 2014) in an emerging economy-India. The Inflation Targeting Regime is also briefly outlined alongwith the impact on output and inflation. Using quarterly data for the period 1997 to 2017, the paper uses weighted average call money market rate as a proxy for the policy rate and evaluates the strength of the interest rate channel. We use a conventional Structural vector auto regression (SVAR) methodology to evaluate the efficacy and show the impluse response functions. Our results find that changes in the policy rate impact output growth steeply with a lag of about two quarters and the impact on inflation is maximized after three quarters. The study concludes that the monetary policy in India has a significant impact on output and inflation in the short-to-medium-run. After the policy shock, the fall in the output growth rate is of greater magnitude than the fall in inflation.

  • Postal address information is basis for customer contact channel as well as for the postal logistics such as sorting and dispatching, and the management system has been prepared. It should manage not only address itself but also information of delivery districts and sequences. It is necessary to consider geographic information system (GIS) to be included for intuitive and efficient manipulation. In order to construct a integrative system that could manage and utilize the standardized postal address information, we analyze various user requirements, define required GIS information, and present some results of data and process modeling. In addition, we explain several main functions with screen-shots of the implemented system. The GIS-enabled system, which is constructed after this study, is planned to be used to build and manage a database of nationwide postal addresses. It would make it possible to present other postal information systems with the address information and to provide various customer services.

Performance Improvements through Controling Residual Dispersion Per Span in WDM Transmission Links with Zero Net Residual Dispersion (전체 잉여 분산이 영인 WDM 전송 링크에서 광 중계 거리 당 잉여 분산 제어를 통한 성능 향상)

  • High-quality transmission of $24{\times}40$ Gbps WDM signals obtained through controling residual dispersion per span (RDPS) in optical transmission links with zero net residual dispersion (NRD) of inline dispersion management (DM) of optical transmission links is researched. It is confirmed that RDPS values, which is improving system performance, depends on launch power of WDM channels, but optimal RDPS, which can simultaneously improve WDM signals with relative wide launch power ranges, becomes to be 210~230 ps/nm. Also, it is shown that effective launch power range that making eye opening penalty (EOP) of worst channel to below 1 dB is more increased as RDPS is more increased.

Increase of Transmission Distance in 1 Tbps WDM Transmission System (1 Tbps WDM 전송 시스템의 전송 거리 신장)

  • The implementation possibility and increasement of transmission distance of 1 Tbps WDM transmission systems through the applying optical link configuration with inline dispersion management (DM) and optical phase conjugator (OPC) is investigated. When the considered optical link configuration is applied into $26{\times}40$ Gbps WDM transmission system and the optimal net residual dispersions (NRDs) depending on transmission length are decided, the effective transmission distanceis highly increased than that resulted in same system with fixed 0 ps/nm NRD in all transmission length. And, design rule of inline DM optical link is also shown through inducing the effective range of precompensation and postcompensation depending on transmission distance and launching power of WDM channel.

The Associations between SCM Collaboration, New Product Development, and Organizational Culture (SCM 협력, 신제품 개발, 조직문화의 관계)

  • Although many prior studies have investigated the relationship between supply chain and new product development (NPD), the causal relationship between them has not been clearly established. Therefore, this study investigated systematically over the entire process of supply chain management (SCM) from trust to NPD capability, including not only the associations between trust, commitment, collaboration, supply chain quality, and NPD capability, but also the impact of organizational culture in the context of supply chain. In particular, this study examined the mediating effect of commitment on the relationship between trust and collaboration of channel members. In addition, it studies the moderating effect of organizational culture on the relationship between collaboration, supply chain quality, and NPD capability. Using a questionnaire survey, 112 usable responses are obtained. PLS (partial least square) is employed to assess the relationships among related constructs. The results of the data analysis show that (1) commitment mediates the link between trust and collaboration (2) supply chain quality is positively associated with NPD capability, and (3) organizational culture significantly moderates the association between collaboration and supply chain quality, yet it does not the relationship SC quality and NPD capability. Finally, the implications of the results are discussed, and directions for future research are suggested.
