Purpose - This article tackles risk communication issues and aims to address the characteristics of MERS risk information distribution in South Korea, and secondly to examine the communicative behavior of the public health authority in terms of the quality of communication strategies. Thirdly, the study attempts to figure out the risk communication to cope with MERS through the applications of SMCRE model in chronological order. We employ the social amplification of risk framework for analyzing the emergent public response as one of the main approaches. Research Design, Data and Methodology - The main framework of this study is theoretically based on the social amplification of risk, which describes signals about risk transmitted and processed by individuals and social groups. The model also reflects the interactions between social groups and institutes about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. S-M-C-R-E Model is methodologically employed to examine the social amplification for MERS risk information in each period, which we defined operationally. The proposed methodology allows the assessment of effectiveness and ineffectiveness on risk communication to be conceptualized as a countermeasure against disasters. The paper focuses on exploring how social risk amplification can be applied and organized in each stage. Results - The SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stakeholders including public health authority, local government and media. Each factor of risk communication includes source, message, channel, receiver and effect. The results support that the effective risk communication involves not only the improved reliability of public health authority as a key factor of risk communication, but also a close cooperation and good collaboration with local governments. It does not seem to be possible that the government-initiated risk communication based on controllability and management cope effectively with infectious disease in early stage. The results of this study imply that the shared risks between local, regional and national authorities can enhance risk communication system. Conclusions - The study supports that the disparities in how disaster-related risk information is interpreted and coded, have made effective risk communication and public sense-making impeded. Our findings support a more communicative discussion about the role of risk information sharing between governments for the improvement of emergency management and underline the importance of social elements in the risk communication, such as relationship and trust building. Findings suggest that trust building between stakeholders could be added to help explain the processes of social amplification and attenuation of risk. It would be recommended that the continuous risk communication with all the involved stakeholders will be able to help national health promotion policy to be improved regarding emergency management. Furthermore, risk communication has to be a scientific approach for the communication pertaining to potentially sensitive or controversial situations with public concerns and low public trust.
This study was carried out to understand the spatial distribution and conservation, restoration plan for vegetation in the Hwaeom wetland protected area. Total 29 phytosociological releves consisted of 117 plant species (unidentified species contained) was made during field studies conducted at 2008 and 2013 applying Braun-Branquet method. The collected vegetations were arranged 8 plant communities and thus divided hydric types (Drosera rotundifolia-Eleocharis congesta community, Carex forficula-Molinia japonica community) and xeric types (Miscanthus sinensis community, Rhododendron yedoense var. poukhanense community, Tripterygium regelii community, Carex gifuensis-Quercus mongolica community) under moisture conditions. The hydric types growing in hydric conditions distributed along hollowed out ground or the water channel that have a key qualification to protect. In the wetland protected area, the hydric vegetation types were mostly covered about 3.8% and the xeric types dominating by Miscanthus sinensis were most wildly distributed about 51.5%. Various woody plant species invaded the place. In 2008, invasion plants observed with total 14 species - 8 tree species (227 individual), 6 shrub species (51 individual) and alders (Aluns japonica) found in 2013. We suggested finding out that the sustainable conservation and management in Hwaeom wetland should be setting up plan focused on activity and variability such as continuous monitoring (changing vegetation types, spatial distribution, invasion plants) and zonation management (core zone, buffer zone, transition zone).
This study is aimed at evaluating the present management status of the rural special production area development projects and identifying managerial problems to propose new direction of the political countermeasures for the projects. In the con text of implementing the five year's economic developent plans for the past three decades, agricultural production and farm-household income have also been grown rapidly. However the income gap between rural and urbarn laborer, as an internal problem, has widened during the decades and the UR problems concerning free trade of agricultural products, as an external problems, are now agonizing the small-holder farm economy in Korea. The internal and external farm problems could be solved through improvement of agricultural structure and provision of off-farm jobs for farm household income increase. As a part of the off-farm income sources, the rural special production area development projects have propelled by the government throughout the country. The main problems to be solved for the successful implementation of the projects are as follows : 1. Present loan amount by the financial fund was estimated at 6-7% of the total installation costs required. To expand and implement the project successfully, enough financial credit support with favorable terms and conditions have to be considered by the government. 2. The operation patterns of the special production area development project should be recommended from the view point of cooperative and private operation to maximize farm household incomes including profits, marketing charges and dividens. 3. Improvement of the marketing channel of the products and marketing information through TV program and other mass communication should be implemented strongly to promote marketsales by the financial supports of the government. 4. In connection with the off-farm income increase, the population migrating to urban area in outside Chungnam province equivalent to 10-12 thousand persons with age of 20-49 years should be taken into account politically to be employed in the projects in the province. 5. Surplus farm labors should be created by means of improvement of agricultural structure including large farm management with farm mechanization and job opportunities have also to be provided in connection with the rural special production area development projects. The two imminent subjects are the prerequisites to increase off-farm incomes for the farmers living in Chungnam province. 6. Required credit supports for investment and operation costs of the projects should be taken actions by the government.

This paper aims to analyze factors affecting technology transfer performance according to different types of Korean universities and to conduct the research for the channel and extent of impact between these factors, utilizing 5 - year data for the technology transfers of 110 universities based on the survey by National Research Foundation of Korea. According to the analysis, incentive for researchers is the most crucial factor in local universities and small & medium-sized private universities located in the capital area. And numerical value of intellectual property rights owned by university is the key factor in universities specializing in science & engineering / industry. Also, Big-sized universities are heavily affected by the number of full-time faculty. In case of private universities, government subsidy relating to patents is critical factor for technology transfer performance. The mean value of all variables is a lot higher in participant universities than non-participant ones in CK(Connect Korea) project. In summary, it is suggested that steady financial support provided by the government is required and that mutual cooperation for industry-university-government is also needed for the commercialization of the technologies held by universities.

As a communication channel for individuals, social media is affecting various areas such as business, economy, politics, and society. One of the less-studied areas is the law. Therefore, this study collected various information from social media and analyzed its impacts on the legal decisions, especially the Supreme Court decisions in Korea. This study was conducted by compiling information from Internet news articles and public responses. We found that when the negative reactions from the public got higher, the trial duration until the supreme court making the final decisions became shorter. However, we were not able to find the significant relationship between social media reactions and dismissal of appeal nor annulment. Our study would contribute to the information systems and knowledge management research in a sense that the social analytics is applied to the area of legal decisions, instead of using conventional qualitative study methodology. Our study is also meaningful to the practitioners because that big data analytical business can be applied to the field of law by creating a new database for the emerging legal technology. Finally, law makers can think of a better way to standardize the legal decision process to minimize the reverse effects from social media.

Since power analysis attack which uses a characteristic that power consumed by crypto device depends on processed data has been proposed, many logics that can block these correlation originally have been developed. DRP logic has been adopted by most of logics maintains power consumption balanced and reduces correlation between processed data and power consumption. However, semi-custom design is necessary because recently design circuits become more complex than before. This design method causes unbalanced design pattern that makes DRP logic consumes unbalanced power consumption which is vulnerable to power analysis attack. In this paper, we have developed new logic style which adds another discharge phase to discharge two output nodes at the same time based on DyCML to remove this unbalanced power consumption. Also, we simulated 1bit fulladder to compare proposed logic with other logics to prove improved performance. As a result, proposed logic is improved NED and NSD to 60% and power consumption reduces about 55% than any other logics.

Although the primary liability for online copyright infringement may fall on the individual who illegally copies, transfers, and/or distributes the copyrighted content, the issue of indirect liability for Online Service Providers (OSPS) that provide a channel for the distribution of illegal content has recently come under the spotlight. Currently, in an effort to avoid liability for indirect copyright infringement and improve their reputation, most OSPs have voluntarily applied filtering technology. Under the Copyright Act of Korea, special types of OSPS including P2P and Web-based Hard Drive (WebHard) are required to incorporate filtering technology, and may be charged with penalties if found without one. However, despite the clear need for filtering mechanisms, several arguments have been set forth that question the efficacy and appropriateness of the system. As such, this paper discusses the liability theory adopted in the US. -a leader in internet technology development-and analyzes the scope of liability and filtering related regulations in our copyright law. In addition, this paper considers the current applications of filtering as well as limits of the applied filtering technology in OSPS today. Finally, we make four suggestions to improve filtering in Korea, addressing issues such as clarifying the limits and responsibilities of OSPS, searching for cooperative solutions between copyright holders and OSPS, standardizing the filtering technology to enable compatibility among different filtering techniques, and others.
Recent recommendation system studies apply various deep learning models to represent user and item interactions better. One of the noteworthy studies is ONCF(Outer product-based Neural Collaborative Filtering) which builds a two-dimensional interaction map via outer product and employs CNN (Convolutional Neural Networks) to learn high-order correlations from the map. However, ONCF has limitations in recommendation performance due to the problems with CNN and the absence of side information. ONCF using CNN has an inductive bias problem that causes poor performances for data with a distribution that does not appear in the training data. This paper proposes to employ a Vision Transformer (ViT) instead of the vanilla CNN used in ONCF. The reason is that ViT showed better results than state-of-the-art CNN in many image classification cases. In addition, we propose a new architecture to reflect side information that ONCF did not consider. Unlike previous studies that reflect side information in a neural network using simple input combination methods, this study uses an independent auxiliary classifier to reflect side information more effectively in the recommender system. ONCF used a single latent vector for user and item, but in this study, a channel is constructed using multiple vectors to enable the model to learn more diverse expressions and to obtain an ensemble effect. The experiments showed our deep learning model improved performance in recommendation compared to ONCF.

The magnitude and frequency of extreme floods are increasing owing to the effects of climate change. Therefore, multipurpose flood management techniques incorporating nature-based solutions have been introduced to mitigate the limitations of flood management and river design methods relying on existing observation data. Nature-based solutions to prepare for such extreme flooding events include ways to retreat the embankment, expand the floodplain, and reduce flood damage. To apply these technologies, adopting appropriate location selection methods based on various evaluation factors, such as flood damage reduction effects, sustainable ecological environments, river connectivity, and physical channel structure enhancements, should be prioritized. Therefore, in this study, the optimal location for implementing the multipurpose floodplain construction project was determined by selecting the location of the floodplain expansion with objectivity in the river waterfront area upstream of Daecheong Dam to downstream of Yongdam Dam. Through the final location determination, the Dongdaeje and Jeogokje sections were included in the optimal location considering both flood damage reduction and water environment improvement.
This study is to present a improvement directions for the protection of industrial key technology. For the purpose of the study, the survey was carried out on the administrative security activity of 68 enterprises including Large companies, small-midium companies and public corporations. survey result on the 10 items of security policy, 10 items of personal management and 7 items of the assets management are as follows; First, stable foundation for the efficient implement of security policy is needed. Carrying a security policy into practice and continuous upgrade should be fulfilled with drawing-up of the policy. Also for the vitalization of security activity, arrangement of security organization and security manager are needed with mutual assistance in the company. Periodic security inspection should be practiced for the improvement of security level and security understanding. Second, the increase of investment for security job is needed for security invigoration. Securing cooperation channel with professional security facility such as National Intelligence Service, Korea internet & security agency, Information security consulting company, security research institute is needed, also security outsourcing could be considered as the method of above investment. Especially small-midium company is very vulnerable compared with Large company and public corporation in security management, so increase of government's budget for security support system is necessary. Third, human resource management is important, because the main cause of leak of confidential information is person. Regular education rate for new employee and staff members is relatively high, but the vitalization of security oath for staff members and the third party who access to key technology is necessary. Also access right to key information should be changed whenever access right changes. Reinforcement of management of resigned person such as security oath, the elimination of access right to key information and the deletion of account. is needed. Forth, the control and management of important asset including patent and design should be tightened. Classification of importance of asset and periodic inspection are necessary with the effects evaluation of leak of asset.
