This study is to find out the acceptance intention of international logistics platform which meet the needs of each other of shipper and international logistics company in the online. As you may know, the many korean traditional international logistics companies which have to compete with global logistics companies focused on economics of scale, have been in a big trouble. In this circumstances, though they should get used to the change to survive, they do not know what they try to overcome. So, I hope that this study would be helpful to them.

Under circumstances with increasing uncertainty, strategic flexibility has become an essential point on which my R&D management system should be based. Unfortunately the present R&D management system for government sponsored R&D programs cannot be said to be so flexible to adapt appropriately to various threatens such as technological failure, a severe change in competition environment, and so on. In this paper a new scheme for R&D planning and economic assessment with strategic flexibility is suggested and applied to a real R&D program. In the newly suggested R&D management system, economic valuation based on real option theory is performed for various alternative scenarios which have different strategic scheme for R&D process each and the result of the assessment is fed back to R&D planning to choose more superior strategic scheme. Introducing strategic flexibility into R&D planning and economic assessment, the value of R&D project could be remarkably enhanced.

The environment of the world becomes deteriorated rapidly as the result of the development of technology, the increase of the standard of living, and the growth of population. These circumstances called for environmental education in Korea, creating an environment course in the middle and high school in 1995. Despite the increasing importance of environmental education, however, the situation has not developed in its favor because of the current system of the university entrance examination. The school has failed to develop the curriculum of environmental education in the secondary education. This paper solves this problem internally in terms of the improvement of the contents, organization, teaching method (role-playing game), and teaching materials of environmental education, with a case study of the “noise” unit in 10th grade. This case study expects to change the attitude toward noise, increase the interest and knowledge in environment, and lead to responsible environmental behavior.

Recently, fundamental innovation for the improvement of Korean railway industry is proceeding with the vertical separation into infrastructure and operation, and the privatization of railway operation. And also, with the advent of an era of high-speed railway, starting of Korea Train Express (KTX) will give a great change to circumstances of railway industry. It requires that a railway safety regulation policy and accident survey system cope effectively with this restructuring of railway system. Under these great changes, safety must have the first priority, and the function of management and supervision on railway safety will be ten to the governments responsibility; In this paper, according to changes of railway safety management system, foreign states railway accident system and direction of korea railroad accident survey system will be also introduced.

A meaning of power quality has changed, which affects on an environmental change of existing electricity supply markets. Today, it should take both consumers and suppliers into consideration to develop information and communication technology and to increase the use of power and electronic equipments. As a result, it is necessary to develop a system to monitor power quality and to display data. In this paper, a system, as a power quality monitoring equipment, which can use protective replays with progress of microprocessor technology and provide information in the intranet/internet circumstances using web-based architecture is described.

The objective of this study is to establish an actual optimization strategy for the traditional multi-stage distribution system which consists of factory warehouse, central distribution warehouse, and regional distribution warehouse under the basic assumption of distribution system. A minimization algorithm of total operating cost in a multi-stage distribution system was developed by expanding the previously existing algorithm through consideration of additional transportation environment. Alternative non-linear transportation costs for the same travel distance can be applied for the multi-stage distribution system by estimating the corresponding characteristic values through the collection of the actual data representing the change of transportation circumstances.

In this paper, we propose an efficient freedom of information and Information access right which improves transparent and speedy administration process. To build open Information, we scrutinize that causes of non access right and change of civil service consciousness, attitude for open information by effectively open system circumstances. The Important thing is basic information that is available to the public through an agency's FOIA Reference Guide, all agencies must notify potential FOIA requesters of the formal rules and requirements for the making and handling of FOIA request, through their FOIA regulations. The characteristics of this paper focused on Information access right, causes of non access right and proposed policy. In this paper, The author emphasize are as follows: first, to examine freedom of information' necessity and problem that scrutinize a theoretic analysis, second, to understand civil servant's attitude for the freedom of information, third, to suggest action plan and agenda for the better of Good Governance and Democracy of information.

In this paper a discrete extended Kalman filter for the tidal prediction has been developed. The filter is based on a set of difference equations derived from the one dimensional shallow water equations using the finite difference scheme proposed by Lax-Wendroff. The filter gives estimates of the water level and water velocity, together with the parameters in the model which essentially have a random character, e.g. bottom friction and wind stress. The estimates are propagated and updated by the filter when the physical circumstances change. The Kalman-filter is applied to field data gathered in the coastal area alon the West Sea and it is shown that the filter gives satisfactory results in forecasting the waterlevels during storm surge periods.

As a result of an increase in population of the Metropolitan area and a steady change of circumstances in many parts, the city is sprawling out into the suburbs. This phenomenon causes the necessity of modification of present urban plan. It is risen as a point of issue that construction systems of new railway routes and underground construction, which should be followed the new urban plan in case of inter-regional railway and regional railway. It is hard to find sufficient financial resources, nevertheless the railway improvement definitely affects regional development and improvement of social environment. Also, there is a limit to government subsidies. In this respect, it is necessary to set up a new idea about movement of existing railway routes and improvement of the equipment. This study examines the present problems of railroad construction system in urban downtown area and introduces a suitable institutional way through referring to the instances of other countries.

The purpose of this study is to find how to use the terrace-house which can protect development thoughtless for the environment of hilly sites and make good hilly residential area. But there are some problems not to be able to apply terrace-house on hilly sites under such korean circumstances. So, to find these problems, it is analyzed different things between terrace-housing and high-rise apartment housing. This analysis finds some reasons why terrace-houses can't be applied in korea. Of these reasons to interrupt application of terrace-house, this study is to solve problem of density and to suggest the design proposals considered by habitability.
