An Analysis of Domestic Airmen's Awareness and Demand for Multi-Crew Pilot License (MPL) Certification System (부조종사 자격증명(Multi-Crew Pilot License) 제도에 대한 국내 항공종사자 인식도 및 수요도 분석)

  • A survey was conducted on the awareness and demand for the Multi-crew Pilot License (MPL) to prepare the legal institutional basis for the MPL certification system. A total of 288 airmen were asked questions about the awareness and demand of the MPL certification system, and factors affecting the establishment and participation of MPL training programs. The survey results show the understanding of the MPL certification system is significantly lower than that of the current pilot certification system. The demand for the MPL training program was found to be significant, trainees and low-skilled airmen was greater demand. The factor that has the greatest influence on the establishment and participation of the MPL training program was identified as employment connection (airline recruiting). It is expected that the result of this study will be used as basic data necessary for establishing MPL certification system policy.

A Review on Professional non-MD Genetic Counselors for Education and Accreditation in Korea (비의사 전문 유전상담사의 교육 및 자격의 인증을 위한 소고)

  • This short review was aimed to provide the information for the people who are interested in genetic counselor education and certification system in Korea. A large part of this study is indebted to HJ Kim's articles on the genetic counselor system, the global standards of genetic counseling curriculums, training program accreditation (TPA), and a certification process for genetic counselors (CPGC) in the US and Japan. The US and Japanese educational systems showed a high degree of similarities in curriculum, accreditation, and certification programs. Based upon this review, we hereby propose that the Korean Society for Medical Genetics should take a key role in providing the TPA and CPGC for non-MD genetic counselors. Requirement for the entrance to a Master's degree genetic counseling program should be open to successful four year undergraduate students for all areas, provided the candidates demonstrate the abilities to master the graduate level study in human genetics, statistics, psychology, and other required subjects. Besides accredited program graduates, eligibility for certification should also include the qualified candidates of genetic counseling with no formally approved education, but with a sufficient amount of clinical experience.

  • The purpose of this study was to develop the certification system, analyze the job profile of occupational health nurses, plan the education program and suggest the political recommendations. Many materials of KAOHN (Korean Association of Occupational Health Nurses) were collected and analyzed and many times of meetings and workshops were held to coordinate the various opinions from related organizations. The results were as follows; 1. The certification of occupational health nurse will be available to the nurses who have the careers more than three years, graduate the education program for certified occupational health nurse, and pass the certified occupational health nurse examination. 2. Two types of education program will be needed, one will be the one-year program for diploma nurses and the other will be master program for baccalaureate nurses. 3. The plan was made for 2000 occupational health nurses to be certified by 2010. By 2007, annually 200 occupational health nurses will graduate from one-year program and 40 occupational health nurses will graduate from master program. After than, 260 occupational health nurses will graduate from master program and 40 or 80 occupational health nurses will graduate from one-year program. 4. To facilitate the usage and motivation of certified occupational health nurse, political recommendations were suggested; revision of the related laws and regulations, the incentives for employers, and financial supports for the certified occupational health nurse educations by the government.

Adoption and Limits of Sustainable Coffee Certification Program in Vietnam: A Case Study of Vinacafe (베트남의 지속 가능한 커피 인증 프로그램의 도입과 한계: 비나카페를 사례로)

  • Demands in a sustainable coffee certification program have increased steadily in the global coffee market. Along with this trend, recently the introduction of sustainable coffee certification programs in Vietnam has increased significantly. However, Vietnam's the coffee certification programs led by a single state-owned company, which is called Vinacafe, shows some differentiations from other sustainable coffee programs certified in other countries. The structure of exclusive decision-making in Vinacafe has been interfered with economic impacts in accordance with the introduction of sustainable coffee certification programs in Vietnam. Therefore, the purpose of this paper is to identify changes in and limits of the value chain of the coffee industry with the introduction of Vietnam's sustainable coffee certification program by investigating the case of Vinacafe. To this end, the research has attempted 1) to concern with the role of Vinacafe in the process of growth in the coffee industry in central highland of Vietnam, 2) to analyze changes stemmed from the introduction of Vinacafe's sustainable coffee certification programs, and 3) to examine the limits to the introduction of sustainable coffee certification programs in Vietnam. As a result, it found out that Vinacafe subsidiaries shifted the losses resulted in the payment of additional environmental costs to produce sustainable certification coffee onto coffee farmers depended on Vinacafe subsidiaries, because the price of premium emerged from supports for certificated coffee production has not been guaranteed by Vinacafe mother firm.

Expanding the Supply of Home Health Nurses : Post-Master's Program and Certification Examination (가정전문간호사 공급 확대를 위한 방안: 석사후과정과 자격시험)

  • Purpose: The study aim was to examine the home healthcare system and relevant education, as well as the special certification examination, and propose a plan to increase the supply of home health nurses. Methods: A narrative literature review was conducted using data from research articles, Korean and U.S. educational institutes and organizations, Korean national statistical data, government press releases, and related medical legislation. Results: Between 2005 and 2006, 763 home health nurses were certified through the special qualification examination; however, in the 16 years from 2007 to 2023 (after the graduate-level program was established), a total of 555 home health nurses were certified, with an average of approximately 35 per year. Currently, 790 home health nurses are working at 194 medical institutions nationwide. Relatively few institutions exist in rural areas, and the supply of home health nurses is low. Only seven educational institutions offer home health nurse certification programs, with a total of 77 designated students. In contrast to Korea, post-master's certification courses are offered in the U.S.. Conclusion: To expand the supply of home health nurses, we recommend revising the rules for the special qualification examination and introducing a post-master's certification program for home health nurses. Future studies should provide additional education for applicants from other specialties in post-master's certification programs.

A Qualitative Study on Steering of Education Accreditation: With Case Study on Korean Medicine Education (학문분야별 평가인증제 운영에 관한 질적 사례 연구: 한의학을 중심으로)

  • Objectives: The purpose of this article is to develop steering of program accreditation system in Korean Medicine Education through meta-evaluation. For this study, the subjects of our research were categorized as the accreditation criteria and system, results and effects, tasks for improvement on Korean Medicine Education. Methods: We conducted Focus Group Interview on 102 full-time professors with experience of participating on accreditation of Korean Medicine Education from 12 college of Korean Medicine Education and we analyzed it by thematic analysis. Results: The accreditation criteria and program evaluation system of Korean Medicine were listed as 'Confusion about the goals of program evaluation', 'High hurdles on accreditation', 'obsession to success cases', 'Small college complaints about applying the same criteria', 'Dilemma of quantitative and qualitative evaluation'. The results and effects of program evaluation in Korean Medicine Education were listed as 'Establishment of base infrastructure for basic medical education', 'Benchmarking and exchanging opinions through evaluation certification', 'Resistance to documents and document-based evaluation', and 'Double-sided of evaluation certification'. As for the tasks for further improvement, the following list is suggested. 'Actively promote evaluation certification', 'Simplification and standardization of forms', 'Requesting for activating about Evaluation committee', 'Need for consulting before regular evaluation'. Conclusion: It is necessary to upgrade the accreditation system and make efforts to improve the issues discovered for better Korean Medicine Education.

A Study on Plant Certification Program for Precast Concrete Products (프리캐스트 콘크리트 제품의 공장 인증 제도에 관한 연구)

  • The steel structure fabrication plant certification program was enacted as a part of the construction technology management act, article 24-3, to improve the quality of steel construction after the decay falling accident of Seongsu Bridge in 1994. However, the national certification program for structural precast concrete that is a prefabricated construction products produced by casting concrete in plant is not implemented yet. So, to introduce the proper certification system for precast concrete, the quality certification programs of North America, Europe and Japan are surveyed. In North America, the organizations that manage the plant certification programs are PCI, NPCA, CPCI and so on. Sales of precast concrete elements in Europe are governed by the construction products regulation 305/2011. Therefore, CE marking is mandatory from July 2013 for all construction products including precast concrete. In Japan, precast concrete products used in civil engineering are certificated by JIS mark, product certification system and plants for manufacturing precast concrete building elements are audited by Japan Prefabricated Construction Suppliers and Manufacturers Association. Based on these survey studies, in this paper is described an adaptation of precast concrete plant certification to comport with the certification system in Korea.

Low and Intermediate Level Radioactive Waste Certification Program Plan (중.저준위 방사성폐기물 인증 프로그램 계획)

  • The regulation for the low and intermediate level radioactive waste to be transferred to the disposal facility, recently revised, require that radioactive waste generators should set up waste certification program to verify the radioactive waste conform to the waste acceptance criteria(WAC) before disposal. The radioactive waste disposal facility, scheduled to be constructed in Korea, will institute WAC for the wastes to be transferred to the facility. This WAC is expected to compose of the requirements for the radiological characterization, physical and chemical characterization, physical/chemical restriction, prohibited item, packaging, identification, labeling, and documentation. For the compliance with this regulation, The radioactive waste generators should verify that the waste meet WAC through performance of the waste certification program and are responsible for handing in all the certification documents to the disposal facility. This waste certification program plan was set up as a preliminary program for the certification of radioactive waste generated in Korea Atomic Energy Research Institute (KAERI) and should be further revised until preparation of WAC by disposal agent.

  • Securing of radioactive waste disposal site and the related operations for disposal of low and intermediate level radioactive waste is being actively carried out in Korea. For disposal of radioactive wastes, physicochemical and radiological status and integrity of radioactive wastes must be secured first. Also, waste generators must provide this information to disposers. In addition, to secure the safety of waste disposal, waste acceptance criteria (WAC) and site specific waste acceptance criteria (SWAC) to consider characteristics of the disposal site are required. Radioactive wastes must be processed, generated, managed and transferred in accordance with these criteria. [1] For this, evaluation of properties on each of the radioactive wastes must be performed. However, in reality, atomic power plants are experiencing difficulties in relation to this due to the large quantity of radioactive waste generation. In order to solve this problem, IAEA and major overseas countries have developed, thus are using waste certification program (WCP) and quality assurance program (QAP) [2,3]. On the basis of these programs, radioactive waste certification program has been developed for safe disposal of radioactive wastes in Korea to satisfy the provisions specified in 'low and intermediate level radioactive waste transfer guidelines' of announcement No. 2005-18 from the Ministry of Science and Technology and specific site waste acceptance criteria (tentative plan). In addition, it is being planned to administer amendment on commercial atomic power plant related procedures and ensile staff training in order for early introduction and operation of radioactive waste certification system.

An Analysis of Upbringing Program for Informal Environmental Educator in Environmental NGOs (환경 NGO의 사회환경교육자 양성 프로그램 분석)

  • The objectives of this study were to analyze present status and to suggest for the future upbringing programs for informal environment educator of Environmental NGOs in Korea. Based on the findings from reviewing environmental educators’ certification systems in Environmental NGOs, the following suggestions should be considered for improving the certification systems. 1) Government and environmental NGOs should adopt a certification system by implementing qualifying examination for employing specification of informal environmental educator. 2) Applicants to obtain a certification of informal environmental educator in environmental NGOs should be qualified through standard processes including taking required curriculum and programs. They must be evaluated informal environmental educator’ ability accurately through their portfolio, teaching ability, professional responsibilities and so on. 3) Standardized curriculum and programs should be adopted by government for the initial preparation of environmental educators reflecting the guidelines from the KOSEE (The Korean Society for Environmental Education) and NAAEE (North American Association for Environmental Education) in the future.
