한중일 탄소시장 연계의 파급효과 분석 (Economic impacts of linking carbon markets among Korea, China and Japan)

  • 본 연구는 개별 국가 혹은 지역 단위 배출권 거래제도의 국제적 연계 가능성에 대비하기 위해 한 중 일 3국간의 배출권 거래제도 연계 시 예상되는 경제 환경적 영향을 분석하기 위해 수행되었다. 이를 위해 연산가능 일반균형모형을 통해 3국간 배출권 거래제 도입의 경제 환경적 영향을 분석하였다. 분석결과 한 중 일 3국간 탄소시장의 연계는 국가별로 다양한 측면에서 복잡한 영향을 미치게 됨을 확인할 수 있다. 한 중 일 배출권 거래제 연계 시행은 3국 전체의 실질 GDP를 증가시키는 긍정적 효과가 있음에도 불구하고 연계로 인한 이익의 국가간 분배가 불균형적임은 물론 실질 소비나 고용 등의 측면에서는 탄소시장 연계가 3국 전체적으로도 오히려 부정적인 영향을 초래할 수 있다는 점에서 반드시 긍정적인 효과만을 담보하는 것은 아니다. 특히 배출권 매입국인 한국과 일본의 소득 소비 고용 감소 및 에너지 의존도 증가, 배출권 매출국인 중국의 생산 감소 및 해외 이전 가능성은 3국간 탄소시장의 연계의 장애요인으로 작용할 수 있다. 3국간 탄소시장 연계를 통한 긍정적 효과를 최대한 유지하면서 예상되는 부정적 효과를 최소화하기 위해서는 배출권 수입 관세나 수입배출권 할인과 같은 보완적 정책수단의 개발 적용이 필요하다.

드라이아이스를 이용한 딸기재배 온실의 이산화탄소 농도변화 (Veriations of Carbon Dioxide Concentration in a Strawberry Greenhouse Using Dry ice)

  • 최근에 딸기, 파프리카 등 시설과채류 재배에서 수확량 증대를 위하여 탄산가스를 시비하는 추세로 변화하고 있다. 본 연구에서는 석유화학, 주정공장 등에서 부산물로 발생되는 이산화탄소를 포집하여 정제한 후 작물재배온실에 이용하는 것이 목표이다. 이 목표를 달성하기 위한 방법으로는 드라이아이스 저장 및 탄산가스 공급이 주요하게 적용되고 있다. 드라이아이스 특성은 삼중점 이하의 온도와 압력에서 CO2는 고체나 기체가 되며 고체는 -78.5℃와 대기압에서는 액체 상태를 거치지 않고 바로 기체로 승화되며 강력한 냉각효과를 볼 수 있다. 온도에 따른 드라이아이스의 소비량은 온도가 5℃, 10℃, 15℃, 20℃일 때 각각 0.983kg/일, 2.358kg/일, 5.102kg/일, 7.035kg/일 소비가 되었고 CO2의 농도는 1,102ppm, 1,481ppm, 1,677ppm, 1,855ppm으로 나타났다. 시험온실에서의 드라이아이스 소모량은 시간당 약 0.9kg이 감소하는 것으로 나타났고 드라이아이스를 공급하기 전 9시에 온실내부의 CO2농도는 517ppm이었으며, 공급 후 10시 1,519ppm, 11시 1,651ppm, 12시 1,690ppm으로 증가한 후 일정한 수준을 유지하였다. 향후, 본 연구결과를 기반으로 작물에 필요한 탄산가스 공급 영역을 확장하여 공급조건을 도출하여 농가소득을 높이는데 기여하고자 하였다.

Effects of Air Pollution on Public and Private Health Expenditures in Iran: A Time Series Study (1972-2014)

  • Objectives: Environmental pollution is a negative consequence of the development process, and many countries are grappling with this phenomenon. As a developing country, Iran is not exempt from this rule, and Iran pays huge expenditures for the consequences of pollution. The aim of this study was to analyze the long- and short-run impact of air pollution, along with other health indicators, on private and public health expenditures. Methods: This study was an applied and developmental study. Autoregressive distributed lag estimating models were used for the period of 1972 to 2014. In order to determine the co-integration between health expenditures and the infant mortality rate, fertility rate, per capita income, and pollution, we used the Wald test in Microfit version 4.1. We then used Eviews version 8 to evaluate the stationarity of the variables and to estimate the long- and short-run relationships. Results: Long-run air pollution had a positive and significant effect on health expenditures, so that a 1.00% increase in the index of carbon dioxide led to an increase of 3.32% and 1.16% in public and private health expenditures, respectively. Air pollution also had a greater impact on health expenditures in the long term than in the short term. Conclusions: The findings of this study indicate that among the factors affecting health expenditures, environmental quality and contaminants played the most important role. Therefore, in order to reduce the financial burden of health expenditures in Iran, it is essential to reduce air pollution by enacting and implementing laws that protect the environment.

Smoking Cessation Treatment and Outcomes in Medium to Heavy Cigarette Smokers being Treated for Cancer in Jordan

  • Background: Studies evaluating smoking cessation treatment outcomes in cancer patients are scarce, despite smoking cessation importance in cancer care. We sought to add to the literature by evaluating smoking cessation in a challenging group of cancer patients (medium-to-heavy smokers) visiting an out-patient smoking cessation clinic (SCC) in a cancer center in Amman, Jordan. Materials and Methods: Patients smoking >9 cigarettes per day (CPD) and referred to the SCC between June 2009 and May 2012 were studied. Clinic records were reviewed to measure demographic and baseline clinical characteristics, and longitudinal (3-, 6- and 12- month) follow-up by phone/clinic visit was conducted. At each follow-up, patients were asked if they experienced medication side-effects, if they had returned to smoking, and reasons for failing to abstain. Descriptive and multivariable logistic regression analyses were performed. Results: A total of 201 smokers were included in the analysis. The 3-month abstinence was 23.4% and significantly associated with older age, being married, and presenting with lower (${\leq}10ppm$) baseline carbon monoxide (CO) levels. On a multivariable level, lower CO levels, a higher income (relative to the lowest income group), being older, and reporting severe dependence (relative to dependence reported as 'somewhat' or 'not') were significant predictors of higher odds of abstinence at three months. Reasons for failing to quit included not being able to handle withdrawal and seeing no value in quitting. Long-term ARs did not reach 7%. Conclusions: In a sample of Jordanian smokers (>9CPD) with cancer and receiving smoking cessation treatment, ARs were low and further declined with time. Results underscore the need for more aggressive patient management and rigorous follow-up during and after smoking cessation treatment, particularly when this takes place in challenging settings. Observed reasons for failure to abstain should be used to tailor counseling practices.

Pattern of Shisha and Cigarette Smoking in the General Population in Malaysia

  • Background: Smoking is a primary risk factor for cancer development. While most research has focused on smoking cigarettes, the increasing popularity of shisha or water pipe smoking has received less attention. This study measured the prevalence and risk factors for shisha and cigarette smoking and related knowledge. Materials and Methods: This cross-sectional analytical study was conducted in Shah Alam, Malaysia. Participants aged ${\geq}18years$ were selected from restaurants. Data regarding demographic variables, smoking patterns, and knowledge about shisha smoking were collected in local languages. Logistic regression was performed to assess risk factors. Results: Of 239 participants, 61.9 % were male and 99.2% revealed their smoking status. Some 57.4% were smokers: 50.7% only cigarettes, 5.9% only shisha and 42% both. Mean age of starting cigarette smoking was $17.5{\pm}2.4years$ and for shisha smoking $18.7{\pm}2.0years$. In a univariate model, male gender, age 33-52 years and monthly income > MYR 4,000 increased the risk and unemployment and being a student decreased the risk. In a multivariate model, male gender increased the risk of smoking, while being a student decreased the risk, adjusting for age and income. The perception of shisha being less harmful than cigarettes was present in 14.6% and 7.5% had the opinion that shisha is not harmful at all, while 21.7% said that it is less addictive than cigarettes, 39.7% said that shisha did not contain tar and nicotine, 34.3% said that it did not contain carbon monoxide and 24.3% thought that shisha did not cause health problems. Conclusions: Prevalence of shisha and cigarette smoking is high in the general population in Malaysia and knowledge about shisha smoking is relatively low. The findings of our study might have implications for understanding similarities and differences in incidence of shisha and cigarette smoking in other cultural/geographic regions.

융복합 산업의 서비스경영에서 소비자 유형이 소비자의 친환경자동차에 대한 구매의도에 미치는 영향에 관한 연구 (A Study on the Influence of Consumer Type on Consumer Intention to Purchase Eco-friendly Vehicles in the Service Management of Convergence Industry)

  • 최근 차세대 친환경 자동차에 대한 주요 메이커의 개발 및 시장 참여가 가속화되고 있으며, 소비자의 관심도 높아지고 있는 가운데, 소비자의 특성과 소비 유형 차세대 친환경 자동차의 특성 요인, 그리고 차세대 친환경 자동차에 대한 정부의 정책 조치가 소비자의 구매 행동에 어떤 영향을 미치는지에 대해 국내 서울에 거주하는 소비자를 대상으로 웹 설문조사를 하였다. 본 연구의 결과 소비자의 특성(성별, 연령별, 월평균 소득별)과 소비자의 유형(가격가치 추구형, 개인가치 추구형, 사회환경 가치추구형)과 친환경 자동차 소유여부를 살펴보면 성별, 연령별, 월평균 소득별, 소비자 유형별로 유의한 차이가 없으며 구매의도는 성별, 연령별, 월평균 소득별로 유의한 차이가 없으나 소비자의 유형에 따라 구매의도에 유의한 차이가 있는 것으로 나타났다 또한, 친환경 자동차의 특성요인이 소비자 구매행동에 정(+)의 영향을 미치며 브랜드, 색상, 디자인 등 이미지는 친환경자동차에 정(+)의 영향을 미치는 것으로 나타났다 그리고 친환경자동차에 대한 소비자유형별 정부의 정책지원은 친환경자동차 구매행동에 정의 영향을 미치며 소비자 유형중 사회환경가치 추구형이 구매의도와 유의한 관계에 있으며 사회환경가치 추구형에 있어 정부의 지원정책인 이산화탄소세(톤당 5,000원, 톤당 10,000원), 국가나 지방자치단체의 차량가격직접지원, 가솔린세, 경유세, 탄소세 등 연료관련 세제 경감 등은 정의 효과가 있는 것으로 나타났다.

개도국의 산림전용으로 인한 온실가스 배출량 감축 및 산림탄소축적 증진 활동의 탄소배출권 잠재력 평가 (Assessment of the Potential Carbon Credits from Reducing Emissions from Deforestation and Enhancement of Forest Carbon Stock Activities in Developing Countries)

  • 본 논문의 목적은 2013년 이후(Post-2012) 개도국의 산림전용으로 인한 온실가스 배출량 감축(RED) 및 산림 탄소축적증진(EFCS) 활동과 관련된 협상 대안을 구체화하고 거래 가능한 탄소배출권을 인센티브로 가정하여 대안별 감축잠재량 평가 및 이를 토대로 환경편익과 국익을 고려한 우리나라 협상 전략을 제시하는 데 있다. 이를 위해 'FAO 세계산림자원평가' 보고서를 이용하여 99개 대상 국가를 선정하고 이들 국가를 대상으로 RED 및 EFCS 활동에 따른 온실가스 감축잠재량과 탄소배출권 잠재력을 추정하였다. RED의 감축잠재량은 'baseline and credit' 탄소계정 방법을, EFCS 활동에 대한 감축잠재량은 gross-net 및 net-net 탄소계정 방법을 적용하였다. 분석 결과, 산림전용율이 높은 브라질, 인도네시아, 콩고 등이 RED를 통해, 산림탄소축적 증가율이 높은 중국, 칠레, 한국 등이 EFCS 활동을 통해 탄소배출권을 받을 수 있는 잠재력이 컸다. 지구적 차원에서 보면, RED 및 EFCS 활동을 동시에 수행할 경우 감축잠재량이 가장 크다는 환경 편익 측면과 한 활동만 인센티브를 줄 경우 대상에서 제외되는 국가가 발생한다는 형평성을 고려하여 우리나라 협상 전략으로 두 가지 활동 모두를 정치적 접근 및 인센티브 부여 활동에 포함할 것을 제안한다. 단, EFCS 활동의 경우 비인위적 활동 효과를 제거하기 위해 산림경영 활동의 탄소계정 방법론에서 채택한 할인율 적용을 대안으로 제시한다.

간척지 자원순환형 축산단지의 도입 가능성 연구 (A Study on the Possibility of Introducing a Resources Circulation Type Livestock Zone of Reclaimed Land)

  • The present study suggests a concept of resources circulation type agriculture and a concept of a livestock zone related to it and evaluated economical efficiency about a possibility of the resources circulation type livestock zone based on the concept. As a result, when the resources circulation type livestock zone is operated in an area of 1,300ha, it was evaluated that the profit of 11,244 hundred thousand won per year is generated, compared to the conventional agriculture. When light and heat expenses and roughage of Hanwoo production, production of TMR forage as well as income of the energy and composting business of livestock manure at the recycling center were considered in addition to that, it was judged that the present zone development bushiness has enough business feasibility. However, it is necessary that the support regulations, etc. is constructed so that all produced compost byproducts are used at farmhouses and the system related to facility investment assurance and assistance of operating expenses is maintained. It is thought that the complement of a system is also necessary so that energy or power generation expenses can be operated in the same conditions as other new & renewable energy, and the nation's purchase of carbon credits(CDM) is investigated and systemized in the early period, and construction of a revitalization plan of the business through budget securing of the Ministry of Agriculture and Forestry related to the trade of CDM and carbon emission rights is also a business that should be urgently developed. In the future, the change of an outside environment will further promote use of the energy. Also, as people, who don't know agriculture. farm village, increase day by day because of population concentration in a city, an opportunity that can new added value through experience tourism or educational programs utilizing them is increasing. Accordingly, if programs utilizing social characteristics, such as utilization as a space of tourism. leisure. experience, system construction of bio-energy and system construction that Micro Grid or Smart Grid as a dispersed storage and generation system is stabilized, are constructed, it can be said that revitalization or success conditions of the zone is further achieved.

Green Bonds Driving Sustainable Transition in Asian Economies: The Case of India

  • On September 25, 2015, 193 countries of the United Nations (UN) General Assembly, signed the 2030 Agenda to work towards attaining 17 Sustainable Development Goals (SDGs) and its associated 169 targets and 232 indicators. With one of the largest renewable energy programs, India is well-poised to be a role model for low-carbon transformation to other Asian countries. However, bridging the financing gap is critical to ensure that the country meets its SDG targets. Though the SDGs identified by the UN are broad-based and interdependent, for ease of analysis we have grouped them into five themes - people, planet, prosperity, peace, and partnership - based on existing UN models. This paper investigates the financing gap for 'green' projects linked to planet-related SDG targets in India. It builds an argument for utilizing green bonds as an instrument to bridge the gap. After establishing the potential of green bonds in raising the finance to meet India's planet-related SDG targets, we look at the current policy landscape and suggest recommendations for successful execution. The paper concludes that deepening of the corporate fixed income securities market and firming up guidelines in line with India's climate action plans are inevitable before green bonds can be considered a viable financing option.

Impact of nuclear and renewable energy sources on environment quality: Testing the EKC and LCC hypotheses for South Korea

  • This study investigates the impacts of nuclear energy consumption on environmental quality from a different perspective by focusing on carbon dioxide (CO2) emissions, ecological footprint, and load capacity factor. In this context, the South Korea case, which is a leading country producing and consuming nuclear energy, is investigated by considering also economic growth, and the 1997 Asian crisis from 1977 to 2018. To this end, the study employs the autoregressive distributed lag (ARDL) approach. Different from previous literature, this study proposes a load capacity curve (LCC) and tests the LCC and environmental Kuznets curve (EKC) hypotheses simultaneously. The analysis results reveal that (i) the LCC and EKC hypotheses are valid in South Korea; (ii) nuclear energy has an improving effect on the environmental quality; (iii) renewable energy does not have a significant long-term impact on the environment; (iv) the 1997 Asian crisis had an increasing effect on the load capacity factor; (v) South Korea has not yet reached the turning point, identified as $55,411, where per capita income improves environmental quality. Overall, the results show the validity of the LCC and EKC hypotheses and prove the positive contribution of nuclear energy to South Korea's green development strategies.
